2 Council Hosts National Commissioner for Eagle Banquet Occoneechee Council hosted National Commissioner Tico Perez as Keynote Speaker for the annual Eagle Banquet. Perez, a lawyer in Orlando, FL, is one of the top two volunteer leaders of the Boy Scouts of America. He helped the Council recognize a record 512 young men who achieved the rank of Eagle Scout in calendar year 2012, the 100 th anniversary year of the Eagle Scout rank. They join a record number of Eagle ranks awarded across the country in 2012: 57,976 Scouts were awarded the movement's highest rank during the Centennial year of the award. The banquet hall was packed with nearly 600 parents, Scoutmasters, Eagle recipients, and other guests. The food was excellent. Master of Ceremonies Greg Fishel from WRAL-TV kept the program moving. Distinguished Eagle Scouts I. Beverly Lake and Justice Paul Newby combined to deliver a great evening of inspiration and recognition. Prior to the Eagle Banquet, the Council hosted an opportunity for interested volunteers to meet with the National Commissioner. During the session, Perez commended Occoneechee Council for increasing its membership over four straight years, achieving 77% retention, and being recognized as a Gold Council in the Journey to Excellence criteria for 2011 and He reminded the attendees of the great opportunities available at the National Jamboree this summer, and in the future as the Summit is developed as our fourth National High Adventure Base and Training Center. Of special note to Occoneechee Council was the announcement of the airtime for the new reality show on the National Geographic cable channel--"are You Tougher than a Boy Scout?" Now slated to debut at 8 p.m. on Monday, March 4, 2013, and featuring eleven Boy Scouts taking on a team of adults in a series of high-adventure skills. One of the Scouts featured is Eagle Scout Will Fleming of Troop 388 in Raleigh. This was the first visit to our Council by the National Commissioner, but it won't be his last. He is already planning on a return to the Order of the Arrow Conclave to be held at Camp Durant in April. Last year's keynote speaker for the Eagle Banquet was Wayne Brock, who serves as Chief Scout Executive and is the top Boy Scout professional. Nick Long Council Commissioner Youth Protection Training With all the recent news concerning BSA s court-ordered release of Ineligible Volunteer Files, 2013 surely is the year of 100% compliance for ALL adult leaders with Youth Protection Training (YPT). Occoneechee Council is currently rechartering all units (January and February) and will not post any unit charter until there is 100% compliance by all adult leaders and all 12 Districts and the Council is completing membership renewal with the same expectation. 3 biggest gap in YPT occurs among Merit Badge Counselors, with about 55% Councilwide having expired YPT certificates or never had YPT. The Occoneechee Council Governance Committee is developing and executing a plan to bring all Merit Badge Counselors into compliance as soon as possible with the regulation. In addition, with the help of the Volunteer Services Committee and the Commissioner Service, the Governance Committee hopes to have in place this year a consistent reminder system for all adult leaders who need to renew or initially take YPT. Following is some information paraphrased from an online letter from the Council Key 3 sent on October 30, 2012, concerning the need for 100% compliance with YPT and some of how the system works effectively. As you can see, the BSA approach involves much more than Youth Protection Training, but that YPT is an essential cornerstone supporting our mandate to provide a safe and healthy environment for Scouting. In turn, we can then concentrate on The Main Thing - delivering the program of character development, citizenship training, and mental and physical fitness to more youth in our area. In the decades since the Ineligible Volunteer Files were created the Scouts have constantly worked to enhance our policies and procedures. I have always found it very reassuring that the system developed by BSA in the 1980s and 1990s works so well - we truly believe the Boy Scouts of America have led the way in developing techniques to keep children safe. Our multi-tiered Youth Protection approach is often cited among the best in the nation by child protection experts, in fact, the Catholic Diocese of Raleigh uses a training modeled on BSA s Youth Protection Training and the American Heritage Girls uses the BSA program directly. You can read more about BSA Youth Protection policies and t the training online at: aspx Our youth protection regimen requires of all Leaders: All volunteers must complete a rigorous application and screening process before joining Scouting. As part of this requirement, applicants must provide references and submit to review against a national database criminal background check. We also verify that our organization has not received any prior allegations of misconduct on the volunteer's part by checking names against the National BSA's Ineligible Volunteer Files. All volunteers are required to complete Youth Protection Training within 30 days of registering as a leader in Scouting and must renew the training every two years. We encourage every adult involved in Scouting, or any other youth activity, to take this training as it provides important information about detecting and preventing abuse, no matter where it may occur. We work closely with our chartered organizations to help recruit the best possible leaders for their units. The adult application requests background information that should be checked by the unit committee or the chartered organization before accepting an applicant for unit leadership. While no current screening techniques exist that can identify every potential child molester, we can reduce the risk of accepting a child molester by learning all we can about an applicant for a leadership position his or her experience with children, why he or she wants to be a Scout leader, and what discipline techniques he or she would use. Scouting's two-deep leadership policy requires at least two adults to be present for all Scouting activities. One-on-one contact between adults and youth members is prohibited and no youth should ever be alone with a Scout leader for any reason. 4 shower and restrooms at all Scout outings must be enforced. Every Cub Scout and Boy Scout handbook includes a pamphlet to help parents teach their children how to recognize, resist and report abuse. Parents are encouraged to review and discuss this information with your child. All Scouting activities are open to parents, and we encourage families to enjoy Scouting together. The most important way you can support this effort is to become an involved volunteer with your unit. All persons involved in Scouting shall report to local authorities any good-faith suspicion or belief that any child is or has been physically or sexually abused, physically or emotionally neglected, exposed to any form of violence or threat, exposed to any form of sexual exploitation, including the possession, manufacture, or distribution of child pornography, online solicitation, enticement, or showing of obscene material. You may not abdicate this reporting responsibility to any other person. Anyone suspected of inappropriate behavior will be immediately banned from Scouting. On January 26 th we celebrated the accomplishments of our record number of Eagle Scouts in 2012 at the Eagle Scout banquet at the McKimmon Center in Raleigh. A big thank you goes out to all of our commissioner staff and our dedicated unit level volunteers for doing a great job of re-chartering the Packs, Troops, Crews, teams, and ships in our area. Timely submission of these re-charters will help get the year started on the right foot and allow us to focus on the "Main Thing", bringing more youth to Scouting. We have several exciting events and opportunities on the horizon, including: The Pinewood Derby (Cary Towne Center mall - March 9th) Camp Card - earn $$$ for camp (Feb through May) Crosswinds District Camporee (April 26th - 28th). Have a fantastic month! You can hear all the details of these action packed activities at our monthly Roundtable meetings. Roundtable meets the third Thursday of every month at 7:00 p.m. at Louisburg United Methodist Church, which is located at 402 North Main Street in Louisburg. Remember, Roundtable is not just for the Scoutmasters or Cubmasters; all adult leaders are welcome to attend to gain valuable knowledge and expertise into the world of Scouting. Whether you are a brand new Den Leader or an experienced Cubmaster Co-Wefa Lyda always has an excellent Cub Scout program in which you can get great program ideas to take back to your home Pack. 6 Boy Scout knowledge and it is a guarantee you are going to leave the Boy Scout breakout session with countless new ideas for your Troop. Saturday, March 23 rd is a very important day in the Great Northern District. Our District Cub Scout Pinewood Derby will take place at Louisburg United Methodist Church with uniquely designed cars from all over the District. They will be trying their best to earn one of our coveted trophies. Stephanie Templeman and her team have organized a great race so be sure your car is ready to run!!! This year s theme Back to Basics is sure to be one to remember. The Spring Camporee is open to all Cub Scouts, Boy Scouts, Venturers, and adult leaders. Be sure not to miss the excellent campfire program on Saturday evening, as you will also find out who has earned the coveted District Award of Merit and other District awards of recognition. This event is $8 per person, which includes a patch and a great program! If you are a Cub Scout leader or parent and you do not have June on your calendar you are missing out on a great opportunity! These are the dates of our Annual Cub Scout Day Camp. This year s camp will take place at Aycock Elementary School and Recreation Center in Henderson and is sure to be great fun. Boys will have the opportunity to shoot BB s, archery, play games, go swimming, participate in great arts and crafts, as well as just have fun!!! Boys who participate in Day Camp are able to earn almost six months of advancement!!! The Workshop in now set for Saturday, March 9, 2013 from 8 a.m. until 12 noon. It will be held at St. Luke United Methodist Church in Sanford, NC (just off U.S. 1). 7 The District Committee Workshop will be held in conjunction with the Commissioner's College, which was already set for that day and time. "Combining the two will give us a chance to put on one of the premier training conferences for District leaders in our area," according to John Phares, Director of Field Services for the Council and staff advisor for both events. The District Committee Workshop is designed to train District Committee members in their roles for the upcoming year and to assist the Districts in developing goals and objectives that will lead each unit in the Council to become better. Coordinating this year's event, while not disrupting the planned courses for the Commissioner's College will be a challenge, but one that should be met according to Commissioner College Chancellor (and District Commissioner) Kevin Sloop. "We had already designed the Commissioner's College with a number of continuing education courses in hopes of interesting some participants who are not currently registered as Commissioners. Having both of the training events at the same time and place will only enhance that effort," Sloop declared. District Key Threes; District Committee Chairs; members of District and Council Finance; Marketing; Camping; Advancement; Training; Membership; Activities; and Civic Service Committees should attend the District Committee Workshop. The Commissioner's College is the premier training event for Unit, District, and Council Commissioners. A special area of emphasis at this year's College will be training for Roundtable Commissioners. Among courses at the Commissioner College that may interest folks attending the District Committee Workshop are: "Delivering the Promise; Linking District Resources with Unit Needs"; "Special Needs Scouting: AD/HD Scouts"; "Scouting in the LDS Church", "Council Board Orientation"; "Successfully Implementing Youth Protection"; "Managing Conflict"; "Assessing District Health"; and "Men and Women: Different, Not Better". Combined with the abbreviated program for district committee training, there should be opportunities for all to expand their knowledge and ability to serve the units in their districts. A special highlight of the combined event will be a Fireside Chat with the Council Key Three, and a visit from current Area Commissioner (and Area President-Elect) Bill Talley. For the veteran Scouter who has held every position and done everything that Scouting has to offer, our college offers courses in our Continuing Education Program for you. For the Scouter that finds Roundtables boring or not meeting your expectations, our college has courses that can show you how to make Roundtables exciting again. For the Scouter whose Scout may be close to aging out of the program and would like to seek other areas in which to contribute your experience and talents to further the Scouting program, why not come to the training at St. Luke and consider new areas where you can serve? Attend our college to find out more about what Commissioner Service is about, and learn more about the way Commissioners and District Committees can work together to provide the best quality program for the youth of your District. No matter where you are in your Scouting career the training on March 9th has something for you. Everyone who serves on a District Committee should join with all of the unit Commissioners, Assistant District Commissioners, District Commissioners, and Assistant Council Commissioners at the combined program to find out more about their particular jobs and how those jobs fit into the overall Scouting program. There are still plenty of Youth Staff openings for this summer's Occoneechee Council National Youth Leadership Training (NYLT) course at Camp Reeves. The first round of staff interviews was Saturday, January 12th at the Council Service Center on Atlantic Ave. Over 100 Council youth who were former NYLT Staff or graduates were mailed or ed invitations, but the response has been very light. Please encourage your youth to attend and apply, even if they did not receive one of these invitations. There will be other opportunities to interview during early February. Youth staff must be 14 to 20 by June 12 th, have strong leadership skills, and preferably be an NYLT graduate (though not a requirement). Female Venturers and Sea Scouts are also encouraged to apply. Now is also the time to sign up participants for this course. Hopefully, we all know the value of Wood Badge training for adult leaders. But equally important to the life of your Boy Scout Troop, Venturing Crew, or Sea Scout Ship is the National Youth Leadership Training (NYLT) conference that closely parallels Wood Badge. 14 Holding out for a hero: How the BSA honors lifesavers Check out this and other interesting articles at: Course and climbing tower. Adult leaders over the age of 18 and in good physical shape and not afraid of heights will be accepted; the class size is limited to 15 participants. You must have a current Climb on Safely training card and Youth Protection, which must be shown to the course director on Friday evening (these courses are available online). Only registered Scouters may take this course. The program fee is $40.00 and includes meals, instruction manuals, and t-shirt. Registration Deadline is March 29, 2013 Only online registration and payment will be accepted. Go to the Council website, click on calendars, and go to April. This is an intense 3-day program; classes will start promptly at 6:30 p.m. on Friday 4/5 and run until late afternoon on Sunday. Questions? Contact David Pederson at cope421@yahoo.com Durant Challenge Facilitator Training Climbing Tower - Operator Project COPE - Facilitator April 5 to 7, 2013 Occoneechee Council will present the opportunity for adult leaders in the Council to become trained in two areas of our high adventure program. Certification for leaders to take their Troop or Crew on exciting and challenging activities will be offered. Tower operators will be trained in the set up and operation of the climbing tower at Camp Durant. COPE facilitators will be introduced to the High and Low COPE course and given basic instruction on how to run a program with the Council COPE Directors. Attendees will be instructed in all skill areas. Training will take place at Camp Durant on Friday, Saturday, and Sunday on the COPE Operator Rating The National Radio Scouting Committee is pleased to announce that the BSA Awards and Insignia Committee has approved the Amateur Radio Operator Rating Strip for wear on youth and adult leader uniforms. This rating strip recognizes the member s availability as an amateur radio operator for communication services for events and activities as well as emergencies. All registered youth members and adult leaders who also hold a valid amateur radio license, of any class, issued by the Federal Communications Commission are eligible to wear the rating strip. The National Youth Leadership Training (NYLT) course was developed by the Boy Scouts of America to provide local coun cils with a stan dard ized training course for the youth or junior leaders of Boy Scout troops, Varsity teams, and Venturing crews (male and female). This two extended-weekend course is de signed to par al lel and com ple ment the train ing that their adult lead ers re ceive in Wood Badge. Ex pe ri ence shows that NYLT makes a pos i tive dif fer ence in the lives of its grad u ates and in the op er a tion of their units. Course Content NYLT uses the Patrol/Team Method in an outdoor setting to provide advanced training in Leadership Skills (communication, finding a vision, setting goals, planning, team development, problem solving, Leading EDGE, Teaching EDGE, resolving conflict, making ethical decisions, leading oneself, valuing people, etc.) Prerequisite Requirements NYLT is not designed to be the initial training for youth leaders. All participants will need con sid er able ex pe ri ence in outdoor living skills and the maturity to relate to the in-depth concepts presented in the Leadership Skills area. Although the course is a lot of fun, it is physically and mentally demanding. For these rea sons, participants will need to meet the following requirements: Minimum age of 13. Boy Scouts and Varsity Scouts must be 13 years of age and fall within the maximum age allowance for their program registration with outstanding Scouting spirit and team-player attitude. Be First-Class rank or higher with considerable experience in outdoor living (including at least one year of summer camp) and have completed Troop Leadership Training (TLT). Other youth participants must be at least 14 and fall within the maximum age allowance for their program. They must have completed Crew Officer Orientation, the Venturing Leadership Skills Course, or the new Crew Leadership Training. They must have an outstanding Scouting spirit, a team-player attitude and considerable experience in outdoor living. Good physical condition (must submit a completed copy of the Annual Health and Medical Record at beginning of course) Scoutmaster/Crew Leader s recommendation (must submit Scoutmaster/Crew Leader Nomination Form) Limited Enrollment Participation is limited to the first 48 qualified Youth Leaders who preregister. The cost is $230 for the two-weekend course. Applicants will need to submit their application (along with Scoutmaster/Crew Leader Nomination Form and $75 pre reg is tra tion fee) to the Coun cil Service Center. Adult staff with strong leadership skills are especially needed! While Wood Badge for the 21st Century training would be desirable, it is not a requirement. Wood Badge is the premier advanced hands-on leadership skills experience offered to volunteers of the Boy Scouts of America. Started by Sir Robert S. Baden Powell, Wood Badge's primary purpose is to strengthen Scouting in our units, districts, and local council. Encompassing two three-day weekends, the Wood Badge course allows Scouters of all backgrounds to come together at camp to extend their understanding of the youth they lead and the adults they work with, and to go to new levels of personal growth and learning. Many describe this course as a mountaintop experience in Scouting, the most fun they have ever had as an adult Scouter. Wood Badge is open to all registered Scouters who have completed the basic training requirements for their primary Scouting position. There is no minimum years of experience you must complete in order to attend Wood Badge. In fact, the earlier in your Scouting career that you attend Wood Badge, the sooner you can put those leadership skills to work to deliver the best Scouting program to the youth you serve.
