3 Introduction The purpose of this guide is provide information on making deliveries into London during the 2012 Olympics Games with important detail and advice relating to the Freight and Logistics arrangements that have been put in place by the organisers. It also provides a useful reference in order to: a) Understand the need for London to remain open for business during the Games b) Take action and the part we can all play in making deliveries during the Olympics as successful as possible c) Have all of the information necessary to maintain business as usual 1

10 CENTRAL LONDON ZONE for more information visit Central London will play host to numerous sports events during the Games at various venues. It will also be the location for various non-sport activities such as concerts, etc. Given the large expected crowds and daily activities the zone will be under close management and control to ensure the safe and efficient flow of people and vehicles. When in the Central London Area you can also use local radio stations such as LBC to pick up Olympic news. 8

11 Olympic Route Network (ORN) Rules of operation NO STOPPING NO DELIVERIES OR COLLECTIONS from 6am to Midnight (on the route) Local / side roads are not restricted. ALL PARKING BAYS REMOVED 9

12 Olympic/Paralympic Route Network (ORN/PRN) The ORN/PRN are networks of roads linking competition and key noncompetition venues for the Olympic & Paralympic games. They will operate in London and extend to, and operate around, Eton Dorney, Berkshire Hadleigh Farm, Essex Lee Valley Water Centre, Essex Weymouth & Portland, Dorset Purpose of ORN/PRN s Allows Games Family (athletes/officials/media) to get to events on time ORN/PRN will only operate when and where they are needed The majority of the ORN/PRN will be open to traffic. - In some sections of dual carriageway, one lane will be reserved for the Games Family Potential Traffic Increased Parking Fines will be in place for offences on Games Lanes

13 Temporary Road Restrictions There will be a higher level of traffic and journey times may increase. 16 GAMES LANES RED Route The busiest Core section of the VIP network will be affected by major restrictions to speed up traffic but will be fully open to the public. Could include bans on parking and right hand turns, suspension of pedestrian crossings, phasing of traffic lights and no public entry from side roads. Yellow Route Roads on this route will have dedicated Olympic only lanes in force from 6am until Midnight. Blue Route Roads only affected on competition days. 17 Venue Traffic and Parking Plans Temporary plan put in place to manage local traffic and parking in the areas surrounding each of the competition venues for the Olympic and Paralympic Games. 19 TORCH RELAY The torch relay is a National Event over 70 days Document produced showing towns visited over the 70 days. for more information and for an interactive map visit Torchbearers will carry the Flame through more than 1,000 cities, towns and villages in the UK. 17

20 ROAD RESTRICTIONS Road restrictions during the Games, however it is anticipated they will become much slower moving with more traffic and congestion. Some locations will be severely affected at certain times. Reduce - pre-order and stock up before the games Re-time - out-of-hours deliveries, change opening times Re-route - deliver to another location / office Revise mode - collect from local depot by request Communication with your customers is key to facilitate changes in operations REDUCE RE-TIME RE-ROUTE Arrange out of hours deliveries, when the roads will be quieter Postpone non-essentials deliveries until after the Games Review postcode data and re-route deliveries where available Consolidate multiple orders into a single delivery to reduce journeys. 22

26 Code of Practice for Out-of-hours delivery Developed in partnership with the FTA, NAS, Boroughs and London Councils Out-of-hours QUIETER delivery A best practice guide for quieter deliveries that operators can adopt, providing practical advice and guidance Trials undertaken at a range of locations and business types across London, including: - Hotel - Supermarket and convenience store No noise complaints were received at any trial site However, many business addresses will not open at night time. Out of hours delivery surcharge, if a night delivery is necessary. 24

27 Security and POLICE CHECKS If stopped by the police, drivers should be prepared: Every driver should carry the following three things with them each day to help if they are stopped by the Police: 1. A letter of Authorisation which is a standard form on a Company letterhead identifying the name of the driver and vehicle registration number, where it is going to and who to contact at the Company for more information. This should be the original and not a photocopy. 2. Full photo id, preferably photocard driving licence. 3. Police will expect to see all required tachograph records. 4. All drivers should be in full uniform and driving a liveried vehicle. 25

28 DELIVERIES TO OLYMPIC VENUES Only freight operators contracted and accredited by a Games Family organisation will be permitted to deliver to venues, including the Athletes Village. Examples of organisations within the Games Family include: - London Organising Committee of the Olympic and Paralympic Games (LOCOG) - Accredited media - Games sponsors 26
