ARRIVALS 3.1 Arrival by Road Teams arriving by road are kindly asked to go directly to the stadium, where representatives from the LOC will welcome them. 3.2 Visa Requirements There is no visa required for the citizens of the competing countries. 4. TRANSPORT 4.1 Bus Shuttle Service The teams are asked to arrive first to the stadium, from where the team chaperons will escort them to the respective hotels. On the relation stadium team hotels the teams will use their own buses. The parking space for team buses will be designated and market at the main stadium entrance. 5. ACCOMMODATION & HOTEL INFORMATION 5.1 General Information The LOC has reserved 1 hotel of good quality for teams, providing full board accommodation and easy accessibility to both the centre of Maribor and the competition venue. 5.2 Information Desk The info-desk is located in official hotel and it is open from Thursday 14 th July 2016 until Friday 15 th July 2016, from to All official material is available at the info-desk. 7 5.4.1 Lunch for Athletes During the competition the lunch will be provided for the athletes and team leaders between 13:00 and 16:00 at the stadium. 5.5 Medical Services in the Hotels For any first aid you can turn to the reception clerk in the hotel and you will be given all necessary information. 6. ACCREDITATION 6.1 General Each team member will receive an accreditation card. The accreditation card should be worn at all times and should be clearly visible. Security personnel will control all areas. The colour on the cards informs which areas the card holder has access to. The accreditation is not transferable and does not allow the holder to take another person beyond checkpoints. 6.2 Accreditation Procedure Accreditation cards will be prepared in advance of the event, based on the information provided by the Member Federation in the final entry system. No changes will be accepted after the final entry deadline. Accreditation cards will be distributed in the Accreditation centre at the teams hotel. The Team Leader will be responsible for collecting the team s accreditation cards from the LOC Information Desk at arrival. 6.3 Loss of an Accreditation Card Any lost or damaged accreditation cards should be reported to the Technical Information Centre. Duplicate cards can be obtained where proof of identity can be established. 6.4 Access Areas for Teams A description of the accreditation system is included All team accreditation cards will allow access to the team seating area, warm up area, changing facilities and physiotherapy rooms. Only athletes who are about to compete will have access to the call room and to the infield. The team members will get the following cards: Athletes (green card) Officials, Coaches, Doctors etc. (blue card) Press (yellow card) Organizer, Referees (red card) The Head of delegation from each team is invited to the VIP Hospitality and will be given the necessary access number on the accreditation card. Separate cards will be issued to Team Leaders, for access to the Technical Information Centre and Doping Control areas. 7. TECHNICAL INFORMATION 7.1 Technical Information Centre (TIC) The main function of the centre is to ensure smooth communication between each Team Delegation, the LOC and Technical Delegates and the Competition Administration, regarding technical matters. The TIC is located at the stadium (see stadium plan - Appendix 4). 7
8 The TIC will be open at the following times: 14. July July The TIC will be linked to all information desks set up for this event and shall be responsible for the following: Competition information Notification of lists of competitors (start lists) Liaison points concerning technical matters between Team Delegate, Technical Delegate and LOC Settlement of technical enquiries from delegations Record forms Recovery of confiscated items at the call room Applications for national records doping control and photo finish prints Urgent notices collection and delivery of any urgent written notices to the Team Delegations from Technical Delegates and LOC Receipt of protests from the teams Publication of results. Results will be displayed on the notice boards near the TIC Official invitations Entrance tickets ordered by the teams All technical information regarding the competition will be distributed to each delegation in a special mailbox given to each team. This information will also be displayed on information boards. Information put in the mailboxes will include daily programme, start lists, results as well as official information from LOC. Access to the information in the teams pigeon boxes at the TIC will be controlled by a separate entry card, not by the accreditation card. TIC cards will be given to each team leader. Teams that were not able to attend the Technical Meeting, under extreme circumstances, can collect their competition numbers from the TIC after the technical meeting. 7.2 Technical Meeting The Technical Meeting will be held on Thursday 14 July 2016 at on the Stadium. Each team may be represented by a maximum of 2 persons and, if necessary, an interpreter. It is very important that all teams are represented at the Technical Meeting. The Technical Meeting will be attended by: Technical Delegate Jury of Appeal Representatives of the Local Organising Committee Head of judges Track Events Referee Throw Events Referee Jump Events Referee TIC Representatives Competition Directors Competition Data Handling Representative Services managers Technical Meeting Agenda The preliminary agenda of the Technical Meeting includes: Welcome by the President of the Local Organising Committee Presentation of the Competition Officials Information briefing by the Technical Delegate Technical information Confirmation of entries Allocation of lanes and order of competition Starting height and bar raising increments Scoring and ties Numbers Competition sites 8
9 Mixed zone Presentation of the competition and warm up sites Opening and Closing Ceremonies Presentations Advertising Rules and Regulations Distribution of numbers 7.3 Equipment The organizers are providing the implements as listed in the Appendix 1. Poles will be checked by the Technical staff and only poles complying with the rules will be accepted. Poles that have not been checked and approved may not be brought to the competition site. Own implement may be added to the pool of equipment (on their own risk) for the full duration of the event. These implements must be in conformity with the IAAF Rules. These implements must be handed over to be checked at the stadium (in the call room) latest two hours prior to the scheduled event start Inspection of Competition Venue The teams may visit the Stadium Poljane, inspecting access routes and other facilities which will be important to the teams on Thursday 14. July 2016 from 18:00 till 20:00 by arrangement with the organizer. 7.5 Competition Area The Stadium Poljane and its surroundings are presented on the map. There are 2000 seats in the Stadium. The distance from the hotel(s) to the Stadium is approx. 15 minutes by bus. The stadium has the following competition sites (see attached drawing): 8 lanes 2 High Jump sites 2 Pole Vault sites 2 sites for Long/Triple Jump 2 Shot Put Circles 1 Combined Discus/Hammer Circles 1 Javelin site The Warm-up area and preparations for the competitions take place on sites in the immediate vicinity of the Stadium where also dressing rooms and showers are. Competition implements and weightlifting facilities are at the disposal in the warming-up areas. The maximum spike lengths in the various events are: Track, Long Jump, Triple Jump and Pole Vault: 9mm High Jump and Javelin: 12mm Dressing room Dressing rooms with showers are located as shown on the maps in Appendix Training The following training fields are at the athletes' disposal: Before the competition a competition area can be used as training field. Weightlifting rooms are located in stadium. The locations of the training fields are marked on the enclosed map in Appendix 4. 9
10 8. COMPETITION REGULATIONS 8.1 Team Composition Each Athletics Member may enter 1 (one) men's team and 1 (one) women's team. In each event up to two athletes (male/female) per country may participate. In relays only one relay per country may compete. For competing the athletes born in 1994, 1995 and U23 are eligible. 8.2 Final Entries The individual participants names have to be communicated by national associations at latest on Monday the 11 th July 2016 till 12:00 hours on the spela.hus@atletska-zveza.si 8.3 Final Confirmation Team leaders have to report all changes in the team composition at the technical meeting. 8.4 BIBs The LOC will provide the teams with competition numbers at the Technical Meeting. In the individual events each competitor receives 2 BIBs. The BIBs shall be pinned on the front and the back of the competition clothing. Exceptions are high jumpers and pole vaulters: they may attach the competition bib only on the front or the back of the competition clothing. The competition bib may not be cut, bent or covered in any way. In relay races the scores are: 9, 6, 4 and 2 points. For the final teams classification all achieved points are considered. In the case of the tied teams the classification is done based on the number of first places won, then second places, etc 11
12 8.7 Competition Clothing Competitors must wear the Federation s official team clothing. IAAF Rule 8 &143 will be strictly applied. Please make sure to follow the IAAF Advertising Regulations. Clothing and items not conforming to this rule and the current IAAF Advertising Regulations will be removed or taped at the call room. Team clothing must be uniform. A competitor wearing any other clothing will have no access to the competition area and will not be allowed to compete. This rule applies both to competition clothing (vest, shorts and tights) as well as to tracksuits. 9. COMPETITION PROCEDURE 9.1 Timetable Please refer to Appendix 2 for the competition timetable. 9.2 Personal Implements / Poles The LOC will provide implements for the field events as follows: Look Appendix 1 - Implement List. Competitors may use their own implement if it not is on the implements list. The Technical Managers staff will check the equipment and implements, and only those complying with the IAAF Rules are accepted. Equipment and implements that have not been checked and approved may not be brought to the competition site. All personal implements are to be used during the event by other athletes. Personal implements will be returned at the call room after the event 9.3 Warm-up Area Warming up will take place in Stadium Poljane. There is a weight lifting room at the warm-up area and it may be used on July 2016 at 7am to 8pm. 9.4 Call Room Registration form is located at the entrance to the athletic stadium. Competitors perform in the national team kits and equipment. Starting BIBs may not be in any way cut or bend. The athletes must regarding the scheduled start of their event report to the call room at latest: - Runs: 20 minutes earlier - Technical discipline : 40 minutes earlier - Pole vault : 60 minutes earlier On the competition site the athletes will be taken in the group. Departure times are as follows: - Runs: 10 minutes before the start of the event - Technical discipline: 30 minutes before the start of the event - Pole vault: 50 minutes before the start of the event In the application form will be organized common to go on a shooting field, led by chief judges of the event. The following checks will be carried out on equipment that must comply with IAAF Advertising and Competition Rules: Competition clothing Shoes Bags That non-authorised equipment (radio, Walkman, mobile phone, camera etc) are not brought infield. 12
13 9.5 Competition Preparations Field Events In the field events the official trials supervised by the judges. Athletes may only use the official markers for the approach. These will be hand out by the competition officials at the competition area Starter s Commands The starter s commands will be given in English only The starter s command for the distances up to and including 400m are: - on your marks - set - shot For distances of 800m and over, the commands will be: - on your marks - shot 9.6 Timing and Measurement The official timing will be provided by TIMING Ljubljana and will be displayed on the official electronic timing instrument and photo finish cameras provided by Lynx. The distance measurements for the following events will be taken by electronic equipment (Optical Distance Measuring apparatus) from CP Maribor: Discus, Hammer, Javelin 9.7 Exit procedures after the Competition After the competition, athletes leave immediately the infield through the mixed zone where media interviews will be carried out. The clothing baskets will be brought to the mixed zone. 9.8 Protests and Appeals Protests and Appeals are permitted and will be processed in accordance with IAAF Rule 146. Any written appeal to the Jury of Appeal must be signed by a responsible official on behalf of the athlete and submitted to TIC within 30 minutes after the official announcement of the decision made by the Referee. When submitting an appeal form, a deposit of EUR 75, as set in the rules, must be paid. If the protest is unsuccessful, the deposit will not be returned. The Jury of Appeal decision will be provided in writing at the TIC. 9.9 Interviews Immediately after the competition, the flash interview group will interview the winning athletes. These interviews will be distributed on information sheets to the media. In the mixed zone, all athletes meet the media: first TV, then radio and finally the written press. It is for the athlete to decide whether he/she will give an interview. 10. MEDICAL SERVICES 10.1 General The medical service is in charge of any medical assistance to the team leaders, the competition organization, the information personnel, the honorary guests as well as, during the competition, to the spectators in the stadium. The participating teams are responsible for taking out their own insurance to cover illness or injury to any member of their team when travelling to and from European Athletics competitions and during the event itself (Regulation ). 13
14 10.2 Medical Services in the Hotels For any first aid you can turn to the reception clerk in the hotel and you will be given all necessary information Medical Service at the Stadium The stadium medical service is responsible for any problems concerning the athletes health. There is also a room for medical attention next to the finish line. The team doctor has access to the medical service facilities when an athlete of his/her own team is hurt or is in need of other medical attention. The stadium medical service is also responsible for first aid in the warming up area. There is a doctor on the infield and is marked with red cross. 11. SECURITY Instructions given by the LOC, the security personnel and the police must be followed in all areas.. The accreditation card must be worn at all times. If an accreditation is lost, this should be reported immediately to any LOC information desk. If necessary, the police can be contacted through the LOC information desk at your hotel. 12. OPENING & CLOSING CEREMONIES Victory ceremonies The victory ceremonies for the winning teams Men and Women will take place at the competition venue. Athletes must wear the official team clothing for the ceremonies. In all events first three athletes receive medals. All participating teams get cups Opening Ceremony The opening ceremony takes place on the stadium at hrs Closing Ceremony The Closing Ceremony will take place on Friday 15th July 2016, on the stadium. 13.
