ADOPTION OF MINUTES OF THE REGULAR MEETING OF FEBRUARY 25, 2014/ADOPTION DES PROCÈS-VERBAUX DE LA RÉUNION ORDINAIRE DU 25 FÉVRIER 2014 President Ronald Boudreau, LSD Representative that the Minutes of the Regular Meeting of February 25, 2014 be ADOPTED as submitted. MOTION CARRIED-UNANIMOUS 5. PUBLIC PRESENTATION/PRÉSENTATION PUBLIQUE Gaétan Thomas, President and Chief Executive Officer, NB Power/Président et chef de la direction, Énergie NB Vice-Chairperson Jacques LeBlanc introduced Mr. Gaétan Thomas. Mr. Thomas proceeded with his PowerPoint presentation. The following are some highlights of the presentation: - NB Power s 10 year vision: - lower and stable rates - NB Power has lowest rates in Atlantic Canada; - importance of renewable energy (i.e wind power & solar panels); - LED light project ahead of schedule; - December 2013 ice storm response time; - Point LePreau valuable asset; - partnership with Siemens and various Universities; - importance of tree trimming; - climat change monitoring Mactaquac; - customers are priority - focusing on rate stability; and - importance of open communication with municipalities/communities (i.e informing municipal officials when tree trimming will take place); Mr. Thomas welcomed the opportunity to meet with municipalities/communities leaders at any time. 3 Chairperson Keating thanked Mr. Thomas for the presentation. The Chairperson asked Mr. Thomas for a copy of his presentation along with contact information. Mr. Thomas said he would provide a translated presentation, as well. 6. COMMITTEE REPORTS/RAPPORTS DES COMITÉS Finance Committee/Comité des finances Executive Director Gérard Belliveau informed Board Members of upcoming meeting dates. 1. Finance Committee Meeting Wednesday, April 9, :00 p.m., 1222 Main Street, 4 th floor, Moncton 2 or 3 items 2. Audit Committee Meeting (initial review of the Audit) Wednesday, April 23, :00 p.m., 1222 Main Street, 4 th floor, Moncton 3. Regular Board of Directors Meeting Tuesday, April 29, :30 p.m., Moncton City Hall (preliminary results of the Audit, along with committee reports from the Audit and Finance Committees will be given) 4. Strategic Plan Session with Consultants Saturday, May 3, :00 a.m. until 3:00 p.m., Moncton City Hall (Council Chambers) (Consultants will meet with Executive Committee and Management Committee next week As well, Consultants will meet with each Board Member to obtain your views, prior to the May 3 rd meeting.) 5. Regular Board Meeting and Annual General Meeting Tuesday, May 27, :30 p.m. A short Regular Meeting will take place, followed by the Annual General Meeting, when Audited Financial Statements will be presented and the Election of the Executive will also take place. (b) Recycle SENB Executive Director Belliveau reported that Andrew Wort is currently attending the RSC #6 Board Meeting to discuss an upcoming contract regarding waste management. Gena Alderson, Waste Compliance Officer with Recycle SENB, circulated enforcement results. Ms. Alderson reported that contamination audit results indicate that the region is doing well and is on track. The following items were touched upon: - revamping of the education program - preparation of a bilingual information booklet, which will contain sorting instructions, pickup schedules-mobile unit schedules, contamination results and other tips; - newsletter and radio ads (It is expected that a draft newsletter will be ed to Board Members within the next few weeks.); - Capital projects is on track; - Memo - Award of tender for sand and gravel; - Landfill liner tender package and Phase 2 of leachate treatment facility will be released at the end of the week ready for next month s meeting - Importance of signage - campaign RSC #7 Minutes - 25/03/2014 Page 3
4 (c) Local Planning/Urbanisme Sébastien Doiron, Director of Planning, reported on the following matters: - video conferencing system hook-ups (linking all partners) are progressing well 2 more offices left to hook-up; - commencing virtual archiving system (in-house); - old planning/building inspection related files (beyond 5-7 years old), currently stored in an off-site warehouse will be distributed to an individual appointed by client municipalities/communities. Executive Director Belliveau added that municipalities are being asked to the RSC 7 office with the name of the appointed individual responsible for the maintenance of the files, in accordance with the Right to Information and Protection of Privacy Act. Mr. Belliveau informed the Board Members that staff is in the final phase in the development of a database for building permits; meaning that once a building permit application is made, paid for and given, a notification is immediately sent to the municipal appointee. As per usual, monthly report will be submitted to municipalities. It was noted that the Minister is responsible for the appointment of an individual for unincorporated areas files. 7. REPORT ON COLLABORATIVE SERVICES ACTIVITY/RAPPORT SUR LES ACTIVITÉS EN MATIÈRE DE SERVICES COMMUNS Codiac RCMP/GRC Codiac Superintendent Marlene Snowman, Codiac RCMP, was welcomed by the Board Chairperson. Superintendent Snowman proceeded with her PowerPoint presentation. Information was also circulated to Board Members. The following is an overview of the presentation: - Governance CRPA (Codiac Regional Policing Authority); - budget and process; - Codiac structure and composition each unit explained; - Priorities (i.e. visibility and contribute to safe roads, reduce the abuse of drugs and reduce crime and victimization); - budget overview distribution costs to municipalities In conclusion, Superintendent Snowman told the Board that she is very proud of the work being done, as it is proving to be very successful. Chairperson Keating thanked Superintendent Snowman for her presentation. RSC #7 Minutes - 25/03/2014 Page 4

TENDERS/APPELS D OFFRES Memorandum - Award Supply Sand and Gravel Landfill Cell Construction/Mémorandum - Octroi du contrat pour l offre et la livraison de sable et gravier tout-venant Executive Director, Gérard Belliveau reported that a Request for Qualifications was extended for the supply of drainage gravel and sand for the construction of landfill Cell 14. Ten companies responded. Out of the ten companies, only one met the consultant s specifications. Cochrane & Sons Inc. met the criteria. Dieppe Mayor Yvon Lapierre that the Board award to Cochrane and Sons Inc. the contract to supply Pit Run Gravel to a volume of 20,000 metric tonnes at $10.50/mt and the supply of sand 2,200mt at $11.00/mt for use this summer in the construction of landfill Cell 14. Sackville Mayor Berry requested clarification on the required $2,000. test fee and whether this may have deterred other firms from proceeding. Executive Director Belliveau explained that while several firms showed interest, Cochrane and Sons Inc. was the only supplier capable of providing the material proven to meet the project s specifications. 9. ANNUAL/DEPARTMENTAL REPORTS / RAPPORTS ANNUELS ET MINISTÉRIELS 10. OTHER MATTERS/AUTRES QUESTIONS Correspondence/Correspondance: (b) RSC Support for Youth ATV Training/Soutien de la CSR pour un programme de formation jeunesse pour utilisateurs de VTT (i) (ii) Memo/Mémo - Support for All-Terrain Vehicle (ATV) Training Initiative/Soutien à l initiative de formation pour utilisateurs de véhicules tout-terrains (VTT) Draft letter to Premier - (ATV) Training Initiative/l ébauche d une lettre au Premier ministre - l initiative de formation pour utilisateurs de VTT Executive Director Gérard Belliveau reported that the RSC #12 has requested RSC #7 s support, by cosigning a letter to the Premier of New Brunswick, regarding a proposal that the Province initiate an ATV user training program for youth. This matter was briefly discussed. The following are comments made during discussion: - letter should include snowmobiles; and - a second letter be sent concerning motorcycle noise. 6 Memramcook Mayor Donald LeBlanc Dieppe Mayor Yvon Lapierre that the RSC #7 support the All-Terrain Vehicle Training Initiative proposed by RSC #12 South- West and sign the letter of support destined for the Premier of NB. 11.
