3 GENERAL RULES AND REGULATIONS F-6.1. The Clay County Fair management reserves to its Executive Committee the final and absolute right to interpret these rules and regulations and arbitrarily settle and determine all matters, questions and differences in regard hereto, or otherwise arising out of, connected with, or incident to the Fair. F-6.2. Any person who violates any of the following special rules will forfeit all privileges and premiums and be subject to such penalty as the Fair may order. F-6.3. The Fair will not be responsible for loss or damage to or of exhibits, or to the property of exhibitors or concessions operators. F-6.4. No roving, vending, or soliciting by either a profit or non-profit organization, or on his own behalf, shall be permitted on the Clay County Fairgrounds or parking lots. All solicitations for either contributions or sale must be made from within the confines of a booth or display area as authorized by a duly executed contract. F-6.5. No dogs, cats, or other pets shall be permitted on the Clay County Fairgrounds during the Clay County Fair. The only exceptions are assistance dogs that are properly identified, or any pet that is part of an attraction, exhibit, or demonstration. Pets are permitted in designated campground areas. Pets must be on a leash or contained in living quarters, trailers, etc. Failure to comply shall result in expulsion from the fairgrounds. F-6.6. All applications for entries must be made out on printed forms and in accordance with printed instructions in same. Entry blanks may be secured from the Fair Administration Building or by going to the Fair s website ( and printing off the entry blank. The entry blanks after being filled out and signed, must be filed with the Fair no later than the date specified for the closing entries in the various divisions of the Fair. The right is reserved to accept or reject any entry offered. F-6.7. Exhibitors must comply with individual department entry deadlines and other departmental rules. All exhibits, except those specified, must remain in place until 6:30 p.m. on the last Sunday of the Fair. Exhibitors in departments where entry tags are used must present claim tickets for return of their goods to the superintendents or their assistants in the department in which the exhibit is shown. Under no circumstances will exhibitors be permitted access to the display cases where exhibits are shown. F-6.8. The deadline for all premium issues (inquiries, request for changes, etc.) is October 15. All awards, ribbons, cash premiums and exhibits not picked up at the Fair Administration Building by October 15 will be forfeited and become property of the Clay County Fair. Premium checks that are issued will become void after 45 days. F-6.9. The Fair will use diligence to insure the safety of stock or articles entered for exhibition, after their arrival and placement, but under no circumstances will it be responsible for 3

4 loss, injury, or damage done to, or occasioned by, or arising from any articles on exhibition. The exhibitor shall indemnify the Fair thereof against all legal or other proceedings in regard thereto. F Articles entered for premiums which are the result of mechanical or artistic skill must be entered by the artist, inventor, manufacturer, maker, or authorized agent. F In case of protest of an article or exhibit, notice must be given the superintendent of the department during the day of examination of the article protested, and a written statement giving the reasons for protesting, verified by affidavit, with names of witnesses, must be filed with the Fair. F The right of an exhibitor to appeal from the decision of a judge to the Fair will lie only when it is charged that the award has been made in violation of the rules governing the exhibit; or when it is charged that the decision of the judge has been influenced or interfered with by another. F A Clay County Fair department superintendent may not make a competitive entry directly or indirectly in a department over which that person has supervisory responsibility. F All questions of dispute or differences not provided for under these rules shall be referred to the Executive Committee whose decision shall be final. Ribbons? Premiums? Sweepstakes? Entries will be awarded blue (first place), red (second place), white (third place), pink (fourth place), or yellow (fifth place) ribbons. Cash premiums will be awarded along with the ribbons. Some departments also award special sweepstakes awards as well as sponsor prizes. Check the specific rules for your department or with the department superintendent to see what you can win! Pre-registration is encouraged but not mandatory. Entry forms are available at or at the Clay County Fair Administrative Offices. Mail or bring your completed entry form to Oven Products Dept., Clay County Fair, P.O. Box 527, 800 W. 18th Street, Spencer, Iowa or by fax at (712) No entry fee is required. Entries are open to anyone from any county or state. Use a separate entry form for each department in which you are entering at the Fair. The tags will be sent by return mail. Return address labels may be used on tags. Please attach tags to your product. 2. For Classes 1-21, entries will be received Friday, September 8 from 10:00am to 5:00pm at the east door of the Creative Living Center. For Classes 22-25, entries will be received Thursday, September 14 from 8:00am to 9:00am at the east door of the Creative Living Center. 3. During the Fair, use Gate C on 4th Avenue West for dropping off entries for all judging and contests. You will be required to go directly to the Creative Living Center, drop off your entries and immediately exit the fairgrounds at Gate C. 4. Judging of adult classes will begin on Saturday, September 9. Judging of junior exhibits will begin at 1:00pm. Judging of decorated cakes will begin at 3:00pm. Ribbon winners must remain for display until 6:30pm on Sunday, September 17. Non-winners may be released (except decorated cakes) on Saturday, September 9, when the judging is finished. Judging will begin on Thursday, September 14 at 9:45am for Classes A generous piece of pie or cake will be cut for display from all ribbon winners. Pies and cakes will be released immediately after judging. 5. Judging is based on general appearance, texture, crumb, flavor, and aroma. 6. All products must be worthy of display and unquestionably safe, abiding by the rules of this book, otherwise they will not be exhibited. No raw egg yolks or whites may be used in any uncooked product. Products of this department will not be for sale. Any premium or prize may be withheld at the discretion of the judges. 7. All open class exhibits must be entered on Chinet Brand white paper plates or cardboard covered with white paper. 5

6 8. All exhibits must be made by the exhibitor. Exhibitor may have only one entry per class. 9. The Junior Class is open to youth 17 years of age or younger. If there is no Junior category for your entry, Juniors may enter in the adult category. However, you may not exhibit the same product in both categories. Please write exhibitor s age on the entry form and tags. 10. Recipes are required for all entries. The Clay County Fair reserves the right to keep the recipe cards. 11. No box mixes are allowed in any category, except Division 6 - Cookies, Classes 2 and 11; Division 7 - Bars, Classes 5, 8 and 13; Division 24 - Specialty Cakes, Class 6; and Division 25 - Frosted Layered Cakes, Division 4. No box mixes are allowed in the pie divisions. 12. Please bring a cooler to store your food. Entries not retained for display must be removed immediately after judging as we do not have room to store them. 13. The superintendent or assistants will be on hand to deliver the exhibits to the owner when called for after judging. 14. Save the claim checks and present them when calling for exhibits at the close of the Fair. Exhibits will be released on Sunday, September 17 from 6:30pm to 7:00pm at the south door or Monday, September 18 from 8:00am to 5:30pm at the east door of the Creative Living Center. No early releases are permitted. All ribbons not retrieved during these hours will be left at the Clay County Fair Administrative Offices through October All oven products premium money may be collected in cash at the Clay County Fair Administrative Offices as follows: Friday, September 15: 2:00pm - 7:00pm; Saturday, Sept. 16: 9:00am - 7:00pm; Sunday, Sept. 17: 9:00am - 8:00pm. Please bring your claim checks for reference when picking up your premium money. 16. If entries warrant, additional placings may be made at the discretion of the judges and the superintendent in charge. 17. Exhibitors winning a blue ribbon may also be awarded a prize from the Special Awards and Donations list. Prizes will be awarded after Thursday s open class judging is completed. All donated prizes will be displayed during the Fair and given out when entries are released on Sunday night and Monday. 18. A premium of $10.00 will be awarded to the new exhibitor receiving the most blue ribbons. 19. Rosettes will be awarded to the top placings in the Special Contests. 20. A "Best of Division" rosette will be awarded to the best real cake in Division "Best of Show" rosettes will be awarded to the best amateur adult cake, the best professional 6

7 adult cake, the best junior cake, and the best cupcakes entry in the Decorated Cake Divisions. 22. A Sweepstakes Award of $10.00 and a rosette may be given to the exhibitor winning the most blue ribbons in each division. A minimum of two blue ribbons per division is required. In the case of a tie, the most red ribbons will be the tie-breaker. 23. A self-addressed, large manila envelope and a minimum of $3.00 left with the superintendent will assure your receipt of ribbons and the judges comments. "Come Home" 14 NEW SPECIAL CONTESTS IN 2017! Special Awards and Donations In honor of the Fair's Centennial and Riecke's Bayside Gallery's 30 Year Celebration a SPECIAL CENTENNIAL PRIZE OF A LARGE, MATTED ROBERT DUNCAN PAINTING will be awarded to the exhibitor with the most entries. Best of Show winners in the amateur Decorated Cake Divisions and Cupcake Divisions will each receive a Color Right Food Coloring System and Quick Tips Guide. Runner-Up awards for Adult and Junior Cakes and Adult and Junior Cupcakes will be given a Quick Tips Guide from Wilton Enterprises, Inc., 2240 West 75 th Street, Woodridge, Illinois Two Special Centennial Prizes of $20.00 will be awarded to each of the top adult professional and adult amateur in the Decorated Cake Divisions for the Fair theme classes, "Come Home." In honor of the Fair's Centennial, the Iowa Bed and Breakfast Innkeeper's Association, Ann Muilenburg, 1708 Terrace Park Blvd., Milford, IA 51351, will be awarding three (3) of their own special cookbooks. To celebrate the Clay County Fair's Centennial, a special commemorative ribbon will be given to each exhibitor. BE SURE TO ENTER! If necessary, they will chill or heat your entries prior to presenting them to the judges. Please include the necessary instructions for us to follow. An entrant may not enter food in a contest sponsored by themselves, a family member, or a business or corporation in which they or another family member has an interest or is employed. All winning recipes become the property of the Clay County Fair. Judging begins at 9:30am. Adult Category 1) Adults must use the following tart recipe printed below using only King Arthur Flour. 2) Enter your tart in the pan you baked it in. 3) Attach the KAF UPC label from the flour bag to a recipe card listing which ingredient options you used. Do not put your name on the card. Berries and Crème Tart CRUST: 1/2 cup (8 tablespoons) soft butter 1/2 cup sugar 1 tablespoon lemon zest or 1/8 teaspoon lemon oil 1 teaspoon vanilla 1/2 teaspoon almond extract, optional 1/2 teaspoon salt 1/2 cup almond flour, optional 1 1/2 cups King Arthur Unbleached All-Purpose Flour FILLING: 1 cup pastry cream mix prepared according to package instructions. Or, make rich pudding filling by preparing one 3.4-ounce box of instant vanilla pudding with heavy cream, instead of milk, and adding 1 teaspoon vanilla extract. TOPPING: 1 pint fresh raspberries 1 pint fresh blueberries GLAZE: 1/4 cup brown sugar, firmly packed 3/4 cup clear juice: apple, cranberry, cranberry variation 1 teaspoon unflavored gelatin 11

12 INSTRUCTIONS: 1. To make the crust: Beat together the butter, sugar, flavorings, and salt. 2. Whisk together the flour and almond flour (if you're using it), and mix into the butter. The mixture will be crumbly. 3. Press the crust into the bottom and up sides of a 9" to 10" round tart pan. Use a fork to prick the dough all over. Freeze for 30 minutes (or longer), covered. Just before baking, preheat the oven to 375 F. 4. Bake the crust for 20 to 22 minutes, until golden brown. Set aside to cool. 5. Prepare the filling, and spread it into the cooled crust. 6. Top with raspberries and blueberries, and serve immediately. 7. If you're not going to serve the tart immediately, add a glaze to keep the fruit fresh. Use a tart glaze spray, or the following. 8. To make the glaze: Mix the brown sugar into the juice. Soften the gelatin in the juice for 5 minutes or so, then heat in the microwave or over low heat until the gelatin dissolves. Let cool to lukewarm. 9. Brush some of the glaze over the fruit. 10. Yield: 9" tart, 8 to 10 servings. Class 1. Berries and Crème Tart Junior Category 1) Juniors must use the recipe printed below using only King Arthur Flour. 2) Enter 6 uniform pieces on a white Chinet plate. 3) Attach the KAF UPC label from the flour bag to your entry tag. Red, White & Blue Blondies INGREDIENTS: 8 tablespoons (1/2 cup) unsalted butter 1 cup sugar 1 teaspoon vanilla extract 2 large eggs 1 cup King Arthur Unbleached All-Purpose Flour 1/4 teaspoon baking powder 1/4 teaspoon salt 1/2 cup fresh or frozen blueberries 1/2 cup fresh or frozen raspberries INSTRUCTIONS: 1. Preheat the oven to 350 F. Grease an 8" square pan, line it with parchment paper or foil, and grease the paper or foil. 2. Melt the butter and sugar together. Add the vanilla and let the mixture cool to lukewarm. 3. Mix in the eggs, one at a time. Stir in the flour, baking powder, and salt. Mix until combined, then fold in the berries. 12

13 4. Scoop the batter into the prepared pan, and bake for 30 to 35 minutes if using fresh berries; 35 to 40 minutes for frozen, until the edges of the bars just begin to pull away from the pan. 5. Remove from the oven and cool for 20 minutes before lifting carefully out of the pan (see "tips," below) and setting on a rack to cool completely. 6. Store, refrigerated, for up to 1 week. Using fresh berries rather than frozen will keep the berries from shedding their juice, which can make bars look muddy. Class 2. Red, White & Blue Blondies (6) DIVISION 102 $1,000 Cinnamon Roll Contest Entries received Monday, September 11 from 9:00am to noon. Judging begins at 1:00pm. 14 1) Prepackaged mixes, including puddings, flaked or other kinds of instant potatoes, etc. may not be used as ingredients in entries. 2) Display the four cinnamon rolls on a very sturdy cardboard wrapped with white paper. The base cannot exceed the rolls by more than 2 on any side. 3) Only four rolls must be baked in a 9x9 or 8x8 square pan and remain attached. Rolls cannot be hand selected from other pans. 4) Frosted rolls may be frosted on the top only. Do not frost the sides. 5) It is not possible for rolls to be warmed prior to judging. 6) Participants may enter in each class. 7) Participants must not be employed by a commercial baking establishment or be a professional baker. 8) Judging will be based on flavor (50%); texture (20%); appearance (20%); and aroma (10%). 9) First, the judges will choose their top ten finalists, which will all be recognized. From these ten winners, the top three champions will be selected. An entrant may be recognized for both classes in the top ten, but only once in the top three. 10) A complete recipe, without your name, must accompany each entry. The Clay County Fair reserves the right to keep the winning recipe cards. 11) All previous first place winners of this contest are not eligible to participate. 12) The rolls from each of the ten finalists will be kept. Class 1. Cinnamon Rolls - sticky - caramel, with or without nuts 2. Cinnamon Rolls - plain or frosted on the top only DIVISION 103 Beef Calzone Contest Sponsored by the Clay County Cattlemen Mr. Adam Pearson, President, PO Box 1066, Spencer, Iowa Entries received Tuesday, September 12 from 9:00am to 9:30am.
