Reports Financial Report Report handed out. Marg explained that she just issued Player Assessment Fee #2 invoices and has sent them to each association. Mark emphasized the need to have a strong Financial Committee to look at next year s budget in light of what is happening with Gaming Funds to all associations. Victoria: Will we be able to see the proposed budget before all the MHAs start planning their own budgets and have their AGMs? Mark replied if we start examining it now, it might be possible to have a proposed budget for discussion next VIAHA meeting which is January. MOTION: M/S (Simon M/Al M) To accept the Financial Report as presented.
2 President - Mark Kenny Mark attended the District Presidents Meeting in Richmond on November 27/28 th and the highlights are the following: MHA Re-classifications (Residential Waivers) Will it impact the competitiveness of the team? Make sure when you approve these. Atom Development Some associations card their Atoms. Would we want to consider this? Hazing (BCH Reg 6.08) Present regulation is 1 year suspension for all occurances. BCH will be putting forth a resolution to vary this by removing the 1 year automatic suspension and review case by case. Residential Qualifications - Custody vs Guardianship (Court approved Guardian Order); obtain tax returns as proof of residency (may not help for current season but would perhaps help for following season) Open Boundaries There is no support for this concept from the branches except for Southern Ontario. This would be good for the Yukon area due to the lack of players. Officiating Program and Supervision Many of our VI associations are trying this. Do our RCMs get out to every association? They do have a BCH travel budget and attending during tournaments are ideal to see a large number of on-ice officials. There are still challenges in retaining officials or trying to grow the number. Criminal Record Check CRCs can be done through the RCMP or BackCheck. Coaching Clinics and Certification Are there any issues with the current clinic registration process? HC is looking at what can be done with payment by VISA for applicants; E-Learning pilot projects; Development 1 (why aren t some coaches completing their post task on time?); Recreational teams (E-Learning would help). BCH Specialty Clinics George Cochrane will come in and mentor coaches. Contact Mark if interested. There are also other specialty clinics (ie. Defense) and all associations should be taking advantage of holding them. H1N1 Flu Virus How are Districts handling games when teams are reduced to 10 players and 1 goalie? Use APs, reschedule by agreement. No cell phones near or in Dressing Rooms by anyone. Submitted by East Kootenay. Discipline Gross and Match pilot to put the onus back to the District to be overseen by the District Director. District Presidents Caucus (formal committee of BCH?) No, we are good the way we are. Other topics discussed were 2010 Provincial Championships; 2010 Olympics and Impact to season; Female Midget AAA; Hockey Canada Fall Meeting and Respect in Sport. Penalties - the message should be coming from the MHA presidents as well as VIAHA, that multiple occurances will not be tolerated. Request from the floor that a letter or bulletin from VIAHA would help the MHA Presidents carry the message. ACTION: VIAHA will issue a Bulletin to this effect. Various concerns/discussions: 1. Victoria wants to see more detail on the game reports written up by the coaches and game officials which would help accertain where the problem could be (ie. official, coach, player) 2. On-ice officials should be putting their officials # down on the game sheet, as well as printing and signing their name. 3. VRC Yellow Cards. Helps to diffuse the situation if you work with and go with the other team manager when you have to hand out a card. Also look at handing out cards to your own people rather than just other team. 4. What is being done about game officials who abuse players? Officials cannot be removed during the game. They are also subject to suspensions if warranted after the RCM and RIC conduct their investigations. 5. Concerns about the quality, experience, etc of officiating. RICs should be doing evaluations on all their officials, provide help, additional training, mentoring, etc. 6. Sometimes there is just no pleasing people even if the official does an excellent job and we have to be aware that they need our support as well. 7. Associations should look at providing game sheet training (ie. how to fill in correctly). Past President - Jim Humphrey Absent no report. Executive Director - Marg Herba & Executive Assistant Robin Edwards ED Report handed out. The number of OA/UA exemption requests and evaluations resulted in some delay in decisions handed out.
3 VP Competitive Don Taylor Report handed out. Has received two requests for teams (OC and KP) to attend tournaments during league play. These will be dealt with under New Business: Tournaments and Game Cancellation. VP North Roy Carter North associations proceeding fairly smoothly. Still processing UA Novice to Atom and doesn t agree with it but they are being approved. No major issues with Atom Development. Roy has a letter from Comox requesting if Atoms can take some Novice players with them to a tournament the answer to that is No. VP South Barb Norton Things are progressing well in the South. She is assessing games still as some placements are out of whack. Barb has not heard of any referee problems. VP Mid Island Deb Turney Absent no report. Question from the floor about Mid Island Recreational playoffs. Robin: The MI presidents agreed the format would be 1 vs 4, 2 vs 3, to be played in the morning of February 27 and the finals in the afternoon same day. Only top 4 teams. Nanaimo MHA Update: Female Bantam The Female Bantam parents have submitted an application to be heard by the Human Rights Commission but it has been returned to the group requesting additional information. NMHA has not been served formally with this notice yet. There is an NMHA appeal process; however this group has not appealed NMHA s decision not to card a Female Bantam team this year. No player suspensions have been handed out and all the girls are playing somewhere. NMHA would like some legal advice regarding the Human Rights process but BC Hockey and Hockey Canada prefer to wait until NMHA is formally served. Coaching Coordinator North Mike Mowat Coaching Coordinator South Bob Gordon Female Development Coordinator Susie Sherman Thank you to the associations that contributed towards the Female Midget AAA jerseys. A few issues with the start up of the Female League and hopefully, things will go more smoothly next year. Lots of challenges with unbalanced schedules, small divisions, etc. She recommends that associations, when getting league ice back, make sure the female teams get equitable ice slots for exhibition games. Susie encourages teams to travel to Campbell River to play their Female PeeWees. CR decided not to card this team, play in-house co-ed instead and pick up exhibition games with other Female teams. It would have been better for this team to come into the Female League rather than do this. Peninsula will be hosting a Female Novice Jamboree January 2/3, Is there any interest for a Female Referee Clinic? Susie will send out an . Associations that have waitlists - are asking their girls to chose between female or integrated teams to help with the waitlist situation. ACTION: MHA Presidents please ensure that your female players on integrated teams receive the same information being sent to all Female teams. RCM North - Mike Fraser RCM South - Steve Moir Safety & Risk Manager Carol Fergusson Absent No report. BC Hockey District Director Joe McDonald Report handed out. The trend of Gross and Match Misconducts is the same as last year and this is of concern. There are no repeat offenders so far. The pilot project of the District Director handling the 3/10 and 3/15 is in place. Joe does not handle the indefinite suspensions. BC Hockey is looking at some changes/updating to their regulations and policies, notably Residential Waiver Carded; Overage Juveniles playing in Midget; Ineligible Players and Wait Listing Players. Joe also discussed Female Hockey State of Affairs.
4 New Business Request to reduce Fine amount (VRC) (VIAHA Reg 5.09 Ineligible Player) MOTION: M/S (John T/Simon M) To reduce the fine assessed under VIAHA Reg 5.09 to VRC from $ to $ Tournaments and Game Cancellation 1. Cowichan Valley PeeWee T1 request to attend Vernon Winter Carnival Tournament, February 11-14, This is the semi-final weekend of Island League playoffs. MOTION: M/S (Petra V/Al M) To support an exemption to VIAHA By-Law 6.74 as the request to be heard is inside of the required 15 days prior to an Executive Meeting. Discussion that the other 3 teams (Comox, Nanaimo, VRC) would have to be agreeable to any arrangements made to accommodate this request. Therefore, the following stipulations are to be set for approval of the 2 nd motion: 1. Mid-week playoff game will be scheduled between Cowichan Valley and Comox or Nanaimo. 2. If Cowichan Valley is not the home team in that game, they will pay for the home team s ice. MOTION: M/S (Petra V/Al M) Cowichan Valley MHA requests an exemption to VIAHA Regulation for their PeeWee Tier 1 team to participate in the Vernon Winter Carnival, February 11-14, Oceanside Midget T2 to Whitehorse. There is no formal request so cannot be heard. 3. Kerry Park Midget T3 to Kamloops, January 14-18, KP has a game scheduled with Powell River during this time period. Three options available they go to the tournament and pay the $1000 no show fine; they stay and play the game; they try to reschedule the game according to Regulation There are no other weekends open for rescheduling. Kerry Park has decided to consider their options. No decision made at this meeting. Female Hockey VIAHA will have to seriously consider having regional teams rather than association teams Female numbers do not provide for true rep teams There is not enough feeding within the associations to grow female enrollment There is the problem of affiliating between associations (not allowed). Associations can only affiliate within. VIAHA could manage a regional draw zone similar to Female/Male Midget AAA Mark to take questions to BC Hockey and Hockey Canada Oceanside: If we lose 3 girls to carded hockey, they will not be able to ice a recreational team. They would be strongly in favor of movement BETWEEN associations. Susie S: Female Midget AAA is struggling. Associations want to hang on to their players. We need to work more cooperatively with the Female Program on the Island South Island Breakers play against lower mainland teams because of lack of teams. They still face some challenges being considered a regional team vs an association team and sometimes find it difficult to get games because of that There are associations, whose recreational leagues are non-body-checking and have been very successful in growing their enrollment both male and female. Nanaimo MHA would like VIAHA to consider a regional team model for female hockey Question: What about male regional hockey teams then? We talk about female hockey being given the opportunities the males have, would we consider offering this to the boys as well? Coach Suspensions VIAHA will be issuing a Bulletin shortly on this.
5 Other: Tournament Approvals As mentioned at the October 24 th meeting, there needs to be another step in the Tournament Approval process. Next year, tournament requests may be denied if the divisions/types overlap. Staff (Mark Kenny) In Camera session.
