Old Business: Female Regional Teams Update: Background history from inception to present New VIAHA Regulation 5.05 VIAHA is the only district to have regional teams (approval from BH) Memos were sent in July and discussion at the August 7 th E meeting regarding ice, evaluation weekends. Evaluations should have come back to the Executive ommittee
2 On the September 10/11 evaluation weekend, there was tremendous pressure to select players. In an effort to relieve the pressure, the Female ommittee made the decision to pick the # of teams, player selection, etc. They made the decision for the executive committee. Discussion on what the district has done to female hockey. The district is all MHAs. Discussion on ownership of female hockey. Where does it belong? MHA or District? VIAHA hosts the regional teams; MHAs will do the carding (South JdF; Mid Nanaimo; North ampbell River or omox Valley) Discussion that males are not selected till the Thanksgiving weekend on most teams. Why is the same consideration not given the females? Are they good enough that we can pick a team in 2 days? There was a Female Hockey meeting held September 20 th (Jim H., Barb N., Deb T. and staff). At this time, evaluation results were examined and based on the results to date, it would be difficult to have 2 competitive teams at bantam and midget. We have 3 and 3 teams are not competitive based on the evaluations. Jim also attended and watched some games. Past history shows when the district had 2 teams, they were competitive (south and mid). The north island then decided to card a team. There will be recommendation put forth after round table discussion to have 2 competitive teams at Bantam and Midget and 1 team in Pee Wee. There are options to examine such as maybe allowing PW females to play with the boys and come together for tournaments. Presently, all indications of interested pee wee females in south of the Malahat but it is very likely there are interested female pee wees in the mid and north as well. VIAHA would look at evaluating the recreational girls, then applying to BH for a tournament team to allow these girls to play at a higher level than recreational. Any decisions today will be in effect starting tomorrow. Will be asking for female development ice in all MHAs so these tournament teams can practice together without a huge amount of travel. To date, there have been some players choosing to leave the program and enter integrated hockey. District Director discussed that the district should have a supported program on the Island. It is undesirable to have the program parent-driven. It will take some time to grow it and patience is needed. On the other hand, we cannot procrastinate or be indecisive. MHAs were invited to provide their comments: 1. Thought we had a program. We supported this by sending females to the regional tryouts. We should stay with the original plan and not keep changing it. Pick a course and stick to it. It will take a couple of years for it to grow. We cannot expect super teams. 2. At Pee Wee, males and females still want to play together. We should focus on offering tournament teams to show our girls female hockey. Maybe we need to start earlier with Atom and Novice divisions. We cannot make players and their families commit, only offer encouragement. We need to get a set program out earlier in the year. Response: There is a need to share players. Probably only 2-3 MHAs could have their own female team. 3. There is limited ability or time to evaluate the females compared to the boys. We need clarification on how the evaluations were done. Response: Evaluation scale is the same as for males. Based on the results, probably 2 teams at 15 players + 4 bubble. 4. If there are going to be tournament teams available, there could be conflicts with their own MHA team schedule. ommunication is lacking. We need to work on this at the grassroots level. Putting together tournament teams does not address the problem we have. For PW females, we need to put them together and have the MHAs working together which is already happening in one region. 5. We are going backwards if we don t continue with what has already been done. We need a feeder system to regional teams and we need to promote recreational teams. Response: When you try and make 3 teams, you are jeopardizing female recreational hockey. 6. If there is going to be no checking in Pee Wee next year, why do we need a PW program? We do acknowledge the need for programs at the Bantam and Midget levels. 7. For the females left in the MHAs, want to still be placed on a female recreational and integrated teams, perhaps the scheduling could be done up to minimize any conflict, so they can play both. 8. The physical location of our association requires our players to travel that much further with only 2 teams. Not having a closer program available hampers our efforts to grow female hockey locally. 9. The female program was laid out in March/April. Girls are quitting now because the program keeps changing. Response: High performance females want to play other high performance females. 10. Why can t we allow them to play on 2 female teams? Response: That is a Hockey anada rule (females can play on 2 teams but 1 must be female, 1 must be integrated).
3 11. If we form a Pee Wee A female team, can they also play integrated? Response: They can practice with another team. There may be consideration for an exemption to Regulation 5.05 so that girls can be given the opportunity to improve by playing on another team if there is only 1 pee wee team. 12. We have had 3 years of this. We need to move ahead. Response: The District developed a policy, MHA Fem Dev oordinators were asked to attend meetings and for their input (turnout was poor). Information was also requested (numbers). 13. We need a good foundation (recreational). The past efforts have been parent-driven. 14. What about putting females together earlier in the year similar to the spring hockey concept? Voting on the recommendation motion below will be by ballot. Eligible votes present = 19 Discussion on whether any other options can be considered. There are none offered at this time. M/S (Ardie S/Michael H) That VIAHA will host the following for : 2 Regional Female teams at Midget, 2 Regional Female teams at Bantam and 1 Regional Female team at Pee Wee. Results: Motion carried by 51%. We need to now move forward and support this. M/S (Jackie /Jeremy W) To destroy the ballots. riminal Record heck Policy (arol Fergusson): VIAHA s present policy is similar to BH s. Hockey anada has a ToolKit for Rs. Foundation is to assess and divide the risk into low, medium and high. VIAHA does not have a Vulnerable Persons reference check policy. ATION: ATION: MHA Presidents need to send in their own riminal Records heck to VIAHA (including any Vulnerable Persons check. Amend VIAHA Policy that the Rs must be sent in every 3 years from the date last done. A spreadsheet will be set up to record the submission and documents will be returned back to the president. M/S (Dan H/Michael H) That VIAHA will track the Rs, date the receipt of Rs, that Rs are required to be sent in to VIAHA every 3 years, that VIAHA will not keep any electronic documents or paper copies and any such paperwork received will be returned to the individual. What happens if there is a positive reported? Response: Follow the Hockey anada template in assessing the risk. If there is a delay in getting further information from the RMP, consider using letters of reference in the interim. Hockey Nova Scotia has a template we can look at and consider using. arol will send this to the office. Reports: Financial Report Explanation by Marg that line 4430 Reimbursable Inc (ontra) of $ is the Female Tryout fees collected. Rosters that the managing directors don t have will be extracted from the HR by the office, and those MHAs will be invoiced for that roster. The team name on game sheets and the game report must be correct or they will be returned and fines issued. Any injury is not acceptable. Ardie will be investigating these; regardless if there was a ref call made or not. Would like the MHAs to say or do something about the injuries happening. VP North Vacant VP South Michael Hanson New Head ommissioner for South Island Rec League will be Kathy loutier Reminder of VIAHA Regulation 2.01(l) regarding MHA commitment to provide commissioners. Although short notice, she encourages all MHAs to acknowledge this at the local level. Esso Fun Day and Lace Em Up programs Promote attendance at the Female Leadership Seminars at the BH AGM. You do not need to be a delegate. The Female Major Midget program is struggling. BH would like to have some of their people attend any Female Tournaments. Please let them know. If you have and would like to share stories about female hockey or your participants, please send them to Susie for submission to the Female Newsletter. BH has historical female #s but Susie has not received this report yet. She will share it when she receives it.

In addition, the following have not yet been confirmed: Triport October 29 th, Peninsula November 5 th and Powell River November 12 th. HSP must be at every game. If one team doesn t have their HSP present, they should speak with the other team manager and use their HSP. In this situation, do not list your absentee HSP but make a notation on the game sheet that you are sharing the other team s. Although many coaches act as the HSP, it is best to separate the roles. District deadline for full and successful completion is December 1 st. Injury Reports Ask parents to make a copy for themselves before they send the documentation to BH. The MHA doesn t need to see or keep a copy but they should be aware of the injury and ask for a Return to Play letter. arol will see how everyone is doing this. Yellow ard Program Are we continuing with this program? No. There is a Risk Management article on the BH website that is still available for viewing. B Hockey District Director Deb Turney Grosses and Matches will be handled in the same manner as last year (district will input onto the HR and issue the letters). Deb will handle all investigations. Travel request approvals are sent back to the MHA President. Presidents are responsible for forwarding them to the applicable team. BH meeting on October 14/15. This does not support the meaning or the spirit of what guardianship means. Guardianship should only be accepted for extenuating circumstances involving the safety of the child, foster care, etc. Boundary rules are not being followed and the line to recruitment is being blurred. MHAs and the District should not be supporting MHAs who try to circumvent the rules as it opens up the perception that all are not treated equally nor bound by the same rules. This opens the door to the creation of elitist teams which run counter to minor hockey in general. Discussion that other players are being accorded such transfers; however, those individuals mentioned were found to be under different circumstances than the XV player. BH changed their requirements so that such documents must now be court-ordered guardianship and the XV family has complied with BH s satisfaction. However, it does not solve the problem as more and more such approvals are being sought from BH by families and MHAs. At the District Presidents Meeting in June 2011, the consensus was this would probably be the last season that Winter lubs could go to the Provincials. There is a proposal that all Winter lubs be reclassified to the Academy sector. Voting on the motion below will be by ballot. Eligible votes present = 19 M/S (Angie W/Al B) That the Victoria Racquet lub Bantam Tier 1 team be removed from Island League play for M/S (Dave B/Steve P) To destroy the ballots. DEFEATED By-Laws, Regulations and Policies: All executive need to be aware of, knowledgeable and responsible for the Rules and Regulations Exemption requests are for 1 time items before they occur. They are not for missing meetings. If your MHA is fined for missing a meeting, then it becomes an appeal. Your delegate at the VIAHA table must be a voting executive member of your MHA You no longer need to notify Marg with the name prior to the meeting. Any of the smaller MHAs may be struggling to get someone to attend. We strongly urge them to consider discussions with their adjoining MHA concerning amalgamation. All MHA presidents (or their delegate) are eligible for travel expense. Other: A letter of interest was put forth by RMHA for VP North.
