Their desire is to focus on, provide for and create stable carded team opportunities for females who wish to play at a higher level. Although female hockey is growing, their rationale is such that the local associations cannot guarantee their female registration, whether they will have enough numbers or have the caliber within to card female teams from year to year. IPFHA is seeking support to a) be reinstated back into VIAHA as a female minor hockey association to meet eligibility requirements at BCH; b) have the approval, cooperation and commitment for their draw zone similar to the present Female Midget AAA draw zone, all associations up to Kerry Park for a southern Female Midget AAA team or a draw zone similar in concept to VRC. Commitment would encompass having IPFHA administer the league using the existing ice times for practices and games from the participating associations. Q: Is Female Midget AAA not Female Major Midget AAA now and administered by BCH? A: Its both BCH and the District. The District decides where to card and supplies ice; BCH administers the schedule. Q: Why are the associations in Mid and North Island not included? A: They would be if the draw zone is the entire district (same as Female Midget AAA). Delegation #2 Victoria PeeWee T3 Playoff Placement (Chris Atchison) This team won the VIAHA Division 4 playoffs but they wanted to attend the BC Hockey Championships. They had the lowest penalty minutes and best goal average. The team had communicated their desire to vie for the
2 provincials; however, there was a communication breakdown between their representative and the team. There was no avenue for appealing. They would just like to have that avenue open in case the situation ever came up again. Adoption of Agenda/Previous Minutes: MOTION: M/S (Dave H/Staci N) To adopt the Previous Minutes of January 10, MOTION: M/S (Dave H/Staci N) To adopt the Agenda with the following changes/additions: Move Old Business Item 4d (Staff in camaera) and 4e (Budget ) to New Business. Move Report Item Financial to New Business. Amend New Business 6f (President of the Year) to read President s Award. Add new item under New Business i) District Director. Old Business Atom Development VIAHA has submitted a BCH Resolution change authored by Don Taylor addressing the timing on using affiliated players. If approved at BCH, this will address the discussion regarding Atom Development and we can update our handbook then. Ineligible Team Official Fines Several requests were received and dealt with this year to have fines reduced for same official, same weekend, same infraction, multiple games. Item was brought forward to determine if a motion was to be developed to streamline these. Discussion. The concensus was no motion should be brought forward and each fine reduction request be dealt with individually. Summer Meetings Discussion on when summer meetings are held, how much notice is given, absenteeism, new Executive members, etc. The dates will be set prior to year-end and will be published in the Handbook as well as posted on the website. Discussion on moving the meetings to Saturday instead of Sunday. Discussion on rotating meeting venues around instead of just Nanaimo. Associations must advise the office of their new executive members and their contact information. MOTION: M/S (Staci N/Al M) To put all the VIAHA Executive Meeting dates in the Handbook. ACTION: Add to April 26 th Agenda dates and rotating meeting locations around. Reports Financial Report Moved to New Business. President - Mark Kenny Grosses and matches have increased. Many of them involve out of control parents, coaches, complaints against officials. Our referees are important and we need to support them. We should consider upping the sanctions on coaches. (if a coach gets misconducts, give them multiple games). For parents/spectators, look at the yellow/red card system. These would be carried around by all executive members to hand out and warn parents/spectators that their behavior has been noted and is unacceptable. Nan: Maybe we should seek directives from the District Director/BCH on this. Have a standardized set number of games for various types of infractions (game misc vs gross vs match) Joe: BCH does have this but there is some room for flexibility depending on the situation. The lower mainland has 1 st gross = 30 days suspension; 2 nd gross = 60 days and they do look at the background as well. AV: Alberni Valley has information regarding the yellow/red card system from Kelowna. Also, BCH will be
3 getting some World U17 funds. We should look at applying for some of that towards development of officials on the Island. Pen: Peninsula has used the yellow/red card program. She suggests a workshop to gather ideas and discuss Degrees of when to hand out the cards, etc. Mike: How does the Island compare against other districts? JdF: What about the Codes of Conduct? People aren t even reading them anymore. A committee comprising of John L (TriPort), Elisa (Pen), Al (AV) and Don (VP Comp) will meet and report back at the April 26 th meeting. ACTION: Add to April 26 th Agenda Yellow/Red Card Program. Past President - Jim Humphrey See Jim s report handed out. He thanked Leslie Heinio for all her work and dedication to the Atom Development League. They have been working on some proposals/changes to the structure for Atom Development to be brought forward at the AGM for thought. Executive Director - Marg Herba See ED Report. VP Competitive Don Taylor See Don s report. He will have some recommendations on parent and crowd control. A reminder that teams who use roster stickers on game sheets are still responsible for crossing off names under suspension on ALL pages. When you sign the game sheet, you are verifying the roster is correct. VP North Roy Carter The North Island associations basically played amongst their own teams. There were not many problems to deal with this year. Campbell River notified Roy of their intent to motion for $ for recreational banners not received. This was supported by the rest of the north associations. MOTION: M/S (Bill B/Dick R) That the five associations, Campbell River, Comox Valley, Powell River, TriPort and Gold River, each receive a share of $ for the banners they did not receive. DEFEATED VP South Barb Norton Some challenges during the recreational playoffs in the South (power out, zamboni down, etc) but overall, they went well. She will have some recommendation changes for next season. VP MidIsland Deb Turney (absent) Coaching Coordinator Mike Mowat (absent) Female Development Coordinator Teri Cotton (absent) RCM North - Mike Fraser: Mike attended the BCH Championships in PR (Bantam T2). He thanked Leslie P and her organizing committee. The games were very entertaining and close. The last couple of months have been very challenging with referee assignments, cancellations/changes and the CRCs are still ongoing. He has 3 young female officials going to 100 Mile House for the U16 Female and 1 male official attending the Male U16/Female U18 in Salmon Arm. He will be attending the Female U18 Development Camp in Port Alberni. There is a proposal approved by Hockey Canada (still be to approved by BCH) regarding the 4 Man System. Mike has implemented some very successful pilot projects on this. Summer Officiating School applications are now being accepted on the BCH website. Lastly, he thanked his South Island partner, RCM Steve Marsh, for his continuous hard work. The last 4 or 5 years has been both fun, adventurous and rewarding. RCM South - Steve Marsh (absent) Sent in his report: VIHL Finals These finals took place Feb 21 st through March 1 st. South Island had 20 games which resulted in 60 assignments. We used 37 different officials, virtually all MH referees and lines. There were a number of
4 interesting games to watch from an officiating standpoint. Overall, it was an effort to assign and could not have been accomplished without the help of Robin Edwards and his game coordination spreadsheets. SrA Female Provincials (JdF/Bear Mountain) Rick Kupchuk was the BCH director in charge of this tournament but it was Laurie Wishart that did all the work setting this up. Three teams participated Victoria Phantoms, Killarney Coyotes and Team Extreme and it took place March th. Seven different officials who skated senior female throughout the year officiated the four games. I especially would like to thank Rick Dacey and Marc Proulx who assigned these games throughout the season. PWT2 Provincials (Pearkes) Robin Edwards was the officer in charge, assisted by Teri Cotton for these games held between March th. The lion s share of this large tournament s supervision for officiating was handled by Alternate RCM Steve Moir. There were 22 games and 66 assignments. We used 22 different refs. It was an especially rewarding final as our three young officials put on an exceptionally fine performance. They were Riley Friesen from Cowichan Valley, Kelby Wittich (L) from Sooke and Brandon Vye (L) Cowichan Valley. They even busted Darcy Rota on an sneaky line change! Thanks to Teri Hayes and her group of volunteers from Saaanich MHA for their hospitality. Midget T2 Provincials (JdF/Bear Mountain) Randy Henderson, BCH Officer at large, was the officer in charge of this tournament held between Mar th. There were 16 games, 48 assignments and 29 different officials used. Only four assignments were to Above Minor officials and the bulk was handled by old MH refs. However, we did manage to expose younger linesmen to this level of play in 13 of the 16 games which should help their development. Many thanks to Dave Horner and Michael Hansen, and their team of worker bees for their hospitality and for sorting out a number of venue changes caused by the extension of the Jr A Griz & Caps playoff series. Safety & Risk Manager Carol Fergusson (absent) BC Hockey District Director Joe McDonald See Joe s report. Kicking and helmet infractions have increased. There has been discussion at BCH about deficits do we reduce programs, cut staff, etc. There will be BCH fee increases this year to be presented at the AGM: Player fees to increase by $.75 Tournament sanction fees to increase to $75.00 Association fees to increase to $75.00 Joe will be working with Mike Mowat and Carol Fergusson about preplanning clinic dates. He will present a report at the next meeting. OC: What about the events happening during the Olympic timeframe? Joe: BCH is continuing to look at and monitor that timetable closely to see how great an impact it will be on our programs. New Business Staff (In Camera) Budget Discussion on Playoff Costs being $47,000 while the Playoff Recovery is only $23,000. The difference of $24,000 is under League Fees (IL) Revenue. Marg has been in contact with Kevin to modify how the GL items can be aligned/re-labeled/clarification in purpose, etc. in ( Proposed Reorganization of GL lines) to provide more transparency and ease in reading. MOTION: M/S (Dave H/Dave B) That the Proposed Budget for be accepted. Carried Financial Report Despite advance notice and a 2 week deadline for submission (March 15 th ) to the officials who did the semi/final playoff games, the office is still seeing them trickle in for payment. There have been several reminders. The office is seeking support to have a final cutoff date, after which we will not be paying them. MOTION: M/S (Jim H/Bill B) That the deadline for referee game fees to be submitted and received by the office is March 31 st and claims after that will not be paid. Carried
5 Clarification of the Revenue/Expense Stmt as of March 23, 2009 The Balance should read $ The formula to deduct the O/S Chqs ( ) from the CCCU Balance did not subtract the amount but rather added it on. Marg will send out a corrected version. MOTION: M/S (Jim H/Dave H) To accept the Financial Report with the above noted correction. Carried Fine Exemption Request from Campbell River MHA Overage Midget Players Bill explained that CR has refunded back 3 juvenile-aged boys who were denied playing as they were 2 years over the midget-aged. They only played 4 games. Would like to request consideration to have the fine waived. MOTION: M/S (Bill B/Roy C) To waive the Overage Midget Player $ fine assessed January 6, Fine Exemption Request from Lake Cowichan MHA Ineligible Team Player Cowichan Valley spoke to this on behalf of Lake Cowichan who had to leave early. Marg clarified a few points. The player was on the HCR; however, an updated roster was not sent to the commissioner. MOTION: M/S (Mike E/Bill B) To waive the Ineligible Team Player $ fine assessed January 22, Atom Development Proposal Presented by Peninsula MHA. They would like to see travel minimized for this recreational league and to consider a North and South division with some crossover games. Peninsula feels they could have had an Atom B team if the schedule was more local. Jim and Leslie H. have worked on a North/South chart and will send it to Marg for executive distribution. ACTION: Add to April 26 th Agenda Atom Development Proposal. Tournaments, Officiating (not discussed although there is a VIAHA Resolution change directed towards this see VIAHA Resolution package) Recreational League Playoffs Officiating Fees Recreational league playoffs are much longer than regular season games but the officials are getting the regular game rate. In some cases, this works out to $4.00/hour. Discussion on ways to equalize payment? Don presented some information from Ontario where the officials are paid by length of the game, not by division as we do here. ACTION: Add to April 26 th Agenda Rec Playoff Officiating Fees. Reminders for Association of the Year, Coach of the Year, Official of the Year, President s Award DEADLINE is April 15th Reminder for VIAHA Scholarship Applications DEADLINE April 30 th VIAHA and BCH AGM Resolution Submissions VIAHA has submitted 3 Resolution Changes to BC Hockey to be voted on at their AGM in June. VIAHA Resolution Committee package will be discussed in depth at the April 26 th meeting. Please go over it carefully with your association members. Items cannot be brought in after the March 15 th deadline; however, they can be added in as operating procedures for (just not in the handbook). District Director Discussion that VIAHA should support one candidate for BCH VI District Director.

Request by Jim Humphrey to change his position title for attendance purposes from BCH Director At Large to (VIAHA) Past President.
