CORRESPONDANCE: Gold River President Willy McAllister sent an apologizing for being unable to attend. He was called into work on short notice and did not have time to find a replacement. MOTION: M/S (Dave Schultz/Dan Hawthorne) to give Gold River MHA an exemption to By-Law 6.56 due to unforeseen circumstances
2 OLD BUSINESS: a) Female Hockey: VIAHA President Jim Humphrey gave a short history on Female hockey and the Female Policy which was worked on by many dedicated volunteers for over a year. A reminder that all MHA s voted to accept this policy and its guidelines for providing ice to these players. The current ice availability received from some south MHA s to date in 2013 is atrocious. South Island Presidents were please asked stay behind after the meeting to discuss. REPORTS: a) President Jim Humphrey Try-Out Policy: All MHA s should look at having one in place. Important for players and parents to have an appeal process available for them to exhaust before contacting VIAHA. Discipline: Everyone was encourage that when discipline needs to be handed down at any level, it must be put it in writing. Any explanation or statement received in return must also be in writing. Very important to have everything in writing. AP s: Players should not play their 10 th game without written permission from their MHA President. ACTION: Executive Director to out the BC Hockey Bulletin. VIAHA Volunteers: Most VIAHA volunteers have regular day jobs. It is important to encourage your players/parents to work through the levels of their MHA s and contact their Presidents first before contacting VIAHA. b) Executive Director/Financial Report: Charlotte Johnson Financial Report as of Oct 10 th, 2013 was presented. Mail from or to Victoria can sometimes take up to 14 days. Please take that into consideration. MOTION: M/S (Al Walker/Marline Sandferd) to accept the Financial Statement as presented. c) Director of Hockey Operations David Beatty Atom Development: In placement round. Regular season begins Nov 16 th & 17 th. South Island Recreational: Just received leagues and will be requesting recreational ice next week after Island League ice is returned. Mid Island Recreational: Schedules are finished and sent to ice coordinators and commissioners for review. Games begin today. Female A Bantam and Midget teams are included in the league schedule Island League: Schedulers meeting October 19 th & 20th Female Recreation: Waiting to be advised as to what teams we have. Ice will be requested next week. Female A Teams: Teams will be scheduled into the South Island & Mid Island recreational Leagues. Final Jerseys and socks just received. Teams now playing exhibition games
3 d) Vice Presidents Reports: VP Competitive Marline Sandferd: As of September 15 th, we have had the Coach/Manager meeting for the Island League teams - Peewee, Bantam and Midget. We also have 3 Juvenile Island League teams that will be competing this season. The Coaches and/or Managers from each Division attended the meeting. All teams were in attendance from each Association. Thank you to the Presidents for getting the word out to all the teams. We gave each team three copies of the VIAHA Handbook and the new copy of the BC Hockey Suspension Guidelines was sent to each team. The Handout packages were discussed and we had some good questions for clarification. Deb Turney, BCH District Director was able to attend and spoke regarding the BCH Suspensions. At the end of the meeting the teams divided up into their Divisions and spoke with the League Managing Directors for additional information or questions. BC Hockey RIC, Yves Ouellet asked us to mention to the Peewee Coaches that due to the rule change for the Peewee division to body contact only that the Coaches to please have some patience with the On-Ice Officials as the change will be a bit of a learning curve for them. The Affiliate Player rule is always discussed at the Coach/Manager meeting. Recreational players cannot be used until after the first Wednesday after Thanksgiving (October 16th this season). The new BCH Affiliate player rule has been sent out to all the Island League teams. The Placement games are now completed and there was only one game that was not played due to the ferry being down to Powell River. League Play will start the weekend of October 26 th. I d like to ask the Presidents to please update their Association websites and note that the Island League teams are not called the Competitive Division. This was changed at the AGM - Resolution And, the Atom Developmental League is not an Island League team. VP North Angie Williams: Games numbers have been issued Things are getting busy and I m still learning as I go VP Mid Dan Payne: Mid Island Coach/Manager s meetings have been completed. They were well attended, with many new managers. Common theme was lack of Goalies. The first 2 weeks of the schedule is up on the web site, with league play starting this weekend. (Oct. 19 th - 20 th ). Several kids will be missing the opening weekend as they believe fighting is still allowed in the game or, exhibition games didn t matter. We have had nine majors so far in Peewee alone. Please tell your players not to fight. Fighting : No matter when the player receives 2 games (one from VIAHA and 1 from Hockey Canada) for a 2 nd fight the player receives 3 games (one from VIAHA and 2 from Hockey Canada) Placement games for Atom Development are almost complete. Petra has been putting together a rough draft of divisions, which is continually being reviewed. Some coach requests have come in, but not many. VP South Steve Moir: Received 14 requests for game moves and have been able to replace 13 David Beatty is working on South Island Recreation schedule and trying to accommodate the Remembrance Day long weekend Exhibition game numbers have been given out and working well. Now the job of game number distribution is being passed on the commissioners Timeline for tasks will be better next year. Thank you for all the help so far.
4 e) Female Hockey Coordinator: Concerned about ice allocation in the South Island Female Meeting Oct 27 th at 10:30am at VIAHA Office Midget A South & Midget A North teams participated in the world s longest hockey game event. They were the last teams to play in the country. Games combined lasted over 33 hours f) Coaching Coordinators: District Coaching Coordinator (North) (Vacant) District Coaching Coordinator (South) Bob Gordon (Absent with no report) g) Female Development Coordinator: Kristen Arnold - Report given under Female Hockey Coordinator h) Referee Committee Members: Referee Committee Member (South) Yves Ouellet (Written Report) Wanted to let Presidents/Executive know that Mr. Jarrett Taylor is the South Island District Supervisor in his absence. He will be Yves eyes and advisor. Jarrett will be conducting supervisions during the season for Referee improvement and upgrades, playoff assignments and U16 nominations Yves has spoken with the BC Hockey RIC, BCH District Director Deborah Turney and NIRCM Stephane Rainville and it was decided he will keep his position as South Island RCM. Any discipline or problems with Referees in the South will be dealt with via s and phone calls. Should any major issues arise which require his presence he is have Stephane Rainville attend on his behalf. Should anyone need to contact him or need to talk, please send him an and he will call you back as he has unlimited long distance. Referee Committee Member (North) Stephane Rainville: (written Report) Please inform your teams neck guards must be worn correctly and not to remove helmets or chin straps during handshakes or penalties will follow. A memo on both points will follow shortly. Teams need to take the proper steps when making a complaint Considering a phone line set up for people calling to complain i) Safety & Risk Manager Gina Gung: (Absent No report) j) BC Hockey District Director Deborah Turney Hockey Canada has changed the AP guidelines - Please familiarize yourselves. Coaches are responsible to have their players wear correct neck guards. Recent situation where players had compromised neck guards and the coach had correct neck guards on hand behind bench should an issue arise. Please note that this is not acceptable! Teams in our district now have the OK to play exhibition games with teams from Pacific Coast Hockey Academy (the recently formed hockey school with Juan de Fuca). NEW BUSINESS: a) Island League Placements: Division Managers presented and spoke to each of their team placement decisions. If requested, justifications were given as to why and where they felt teams should be placed after the placement round. MOTION: M/S (Marline Sandferd/Dan Payne) to approve Sharon Cairns/Peewee Managing Directors report on Division placements.
5 MOTION: M/S (Marline Sandferd /Dave Schultz) to approve Anne Dumonceaux/Bantam Managing Directors report on Division placements. A discussion took place on the suggested placement of the Powell River Bantam T2 Team. President Patrick Devereaux presented justification as to why his team should be moved into its respective division. MOTION: M/S (Marline Sandferd /Patrick Devereaux) to move Powell River T2 Bantam Team up into Division 2 from 3 for league play bringing Division 2 up to seven teams. MOTION: M/S (Marline /Dave Schultz) to approve the Bantam divisions as amended. MOTION: M/S (Marline Sandferd/Dan Payne) to approve Joff Barlow/Midget Managing Directors report on Division placements. b) Atom Development Play-Off Exemption: Dave Beatty presented a 4 Division /6 Team league schedule on the flip chart with his recommendations. All 6 teams would make the playoffs with a semi-final & final to follow David announced that the lay-out will be ed out to all the MHA presidents shortly and remember to provide the ice time for this league and playoff structure MOTION: M/S (Dan Payne/Roberta Bortolotto) Under Bylaw 6.73 to grant an exemption from regulation which would permit the 4 division proposal and playoff format put forward by David Beatty, Director of Hockey Operations. c) Tri-Port Exemption Request to Regulation 5.02: Tri-Port President addressed the loss of a player which has brought down the numbers on their Atom Development team. MOTION: M/S (Vadim Stavrakov/Angie Williams) for Tri-Port MHA to receive an exemption to Regulation 5.02 in wanting entry into the Atom Development League by registering 14 players one of which must be a goaltender. d) Team Exemption to Regulation Nanaimo PWT1 Attend Vernon Winter Classic: Nanaimo MHA President in accordance with By-law 6 para 74 and Regulation made a request on behalf of the Nanaimo Peewee T1 to be allowed to attend the 2014 Vernon Winter Carnival which falls during Island League Playoffs. Presidents were asked if any other MHAs had Peewee teams that had applied to attend the VWC, to which there were none. Members were reminded tournament travel during playoffs is restricted, that teams have sufficient opportunities during the season to travel to tournaments and that the onus needed to be placed on our own playoffs. MOTION: M/S (Roberta Bortolotto/ Dan Payne) that since this request was during the VIAHA Playoffs that VIAHA approve only the Nanaimo Peewee T1 team to be excused from the Peewee Island League playoffs to attend the 2014 Vernon Winter Carnival.
6 e) Affiliate Players HC Rule: Now Ten (10) games and have to return to team.
