1 I. General rules 1) All animals must pass a veterinary inspection prior to admittance onto the fairgrounds. a. All animals who intend to be housed at the Tyler County Fairgrounds for the week of the fair must be delivered to the Tyler County Fairgrounds on Sunday August 2, 2015 from 9am-12pm in ordered to be inspected and considered for the Market animal show. b. Except under extenuating circumstances, all animals checked in on Sunday must stay till at least the following Saturday at 11pm. c. All animals are entered free with the exhibitor s purchase of a fair membership or daily fair admittance ticket. 2) All animals must present the proper paperwork, including state identification eartag (s) for admittance onto the fairgrounds. a) All out of state animals must adhere to the state regulations involving interstate transport of livestock into the State of West Virginia. These animals must have, but are not limited to a Certificate of Veterinary inspection (health paper) from their federally licensed veterinarian AND the animals must have official state identification tag. b) The Certificate of Veterinary Inspection must have been performed within 30d of the first day of the fair. c) The CVI (health paper) must list TB and brucellosis information if applicable. d) Furthermore, these animals must still have an acceptable rectal temperature and no evidence of disease before being offloaded. 3) All animals must remain loaded until they pass a veterinary inspection unless they have been directed differently from the veterinarian in charge. 4) Any animal which does not pass health certification will not be allowed to be offloaded onto the fairgrounds. a) Any animal which is in direct contact with a market swine that does not pass veterinary inspection, WILL NOT be allowed to be offloaded. b) Any animal considered unthrifty, unhealthy, or otherwise unfit for public view, regardless of weight or prior commitment will not allowed to be offloaded onto the fairgrounds or entered into the Tyler County Fair Livestock Show. 5) All market animals that are sold at the Livestock Sale will be charged a 4% commission fee on the sale price of the animal as determined by the first sale of the animal, not the resale of the animal. 6) The Tyler County Market Animal Show and Sale is open to all youth 9yrs and older or in third grade and to anyone else up to age 21. Please see a Tyler Co Fairboard member for application for the show and to get dates and times of the initial market animal weigh-in. 7) All exhibitors who are wanting to participate in the Tyler County Fair Livestock Show MUST have their animals registered with the fairboard association prior to the deadline as determined each year by Tyler Co livestock show and sale committee. a. For exhibitor to participate in the best average daily gain contest, the animal must make both the initial weigh-in and the Fair week weigh-in. b. The only exception is the market rabbits which only have the Fair week weigh-in and do not have an average daily gain contest.

2 8) All exhibitors wishing to market their animal in the Tyler County Market Animal Sale on Friday night must show their animal(s) in the designated class/division and participate in the showmanship class as well. a. All exhibitors wishing to sell their animal(s) at the Tyler County Livestock Sale will be required to participate in a Skill-a-thon administered on Sunday after Livestock show and Sale check-in has been completed. 9) All OPEN class exhibitors participating in the Tyler County Market Animal Show are required to wear a light or white colored shirt with dark pants or slacks for the Market Livestock show and sale. a. Exhibitors will be provided a harness and number to wear for identification purposes in the livestock show. b. Exhibitors participating in FFA and/or 4H must follow their organization s dresscode for both the show and sale. Should your organization not have a dresscode, then you must follow the open class dresscode as outlined above. 10) All animals, including breeding stock animals, need to be vaccinated/dewormed according to the rules of the individual breed. 11) The Tyler County Breeding Animal Show is open to persons of all ages, granted the exhibitor can show the animal around the showring with no help. No breeding class animals are allowed to be marketed in Tyler County Market Animal Sale. 12) All exhibitors must fill out an application for each species to be exhibited. This application must be sent to the Tyler County Fair Rules and Competition committee by the deadlines which will be set with each new year. a) Each Market animal exhibitor is limited to two species of animal to be shown and sold at the Tyler County Livestock show and sale. b) Breeding show participants can exhibit as many species as the classes allow. 13) Any exhibitor found to be turning animals loose from their pen or untying animals from their stall without permission of the owner or agent or are found to be in neglect of animal welfare, will be subjected to discipline that can include but is not limited to a) Forfeiture of money won or money earned during the sale b) Disqualification from the Livestock show or sale 14) The Tyler County Fair association and/or Rules and Competition committee, reserves the right to change the rules as long as there is proper time to allow all exhibitors the opportunity to abide by those changes. The only exception is the following, at which case, rules can be change without proper notification. a) Rules must be amended or changed due to state of WV veterinarian direction and/or b) Zoonotic disease risk involving possible transmission of disease from animals to humans or from humans to animals. 15) Tyler County Fair and Livestock Show reserves the right to withhold payment of the sale money or class winnings(premiums) if the exhibitor does not clean up his/her area after their animal is removed from the pen or space. a) All Market Animal exhibitors are required to submit their Thank you letters to Donnie Seckman prior to receiving sale money. b) All Market Animal Exhibitors are required to make sure their respective animal(s) is/are gone from the fairgrounds before receiving sale money. 1) Any animal is allowed to leave the fairground after the Friday sale as long as the new owner has assumed responsibility of the animal and the previous owner is informed.

3 2) All animals that stay on the fairgrounds are to be cared for the person who shows that animal until that animal(s) leave the fairground. The only exception is the swine which must be sent directly to slaughter and are not allowed to leave the fairgrounds unless taken directly to that facility. c) Sale money will be distributed on Sunday afternoon following the Friday night Livestock sale after each Market exhibitor has cleaned his/her space. 16) The Tyler County Fair Association is not responsible for the care of the animals nor the accidents which may be caused by the animals. 17) The livestock barn will be closed to the public during the hours of 11pm till 10:00am the next morning. a. Furthermore, certain parts of the livestock barn will be closed to the public for only the time necessary to accommodate the individual animal shows that are held during the week. b. The Tyler County Fair Competitions committee reserves the right to cancel or postpone the livestock shows in the event of an adverse weather condition or immediate emergency without proper notification of the exhibitors. 18) For any concerns or questions or feedback, please contact any of the Rules and Competition committee members or any of your Tyler County Fairboard association members or the Tyler County Fair veterinarian. a) Mail completed applications to Tyler Co Fair Rules and Competition Committee Tyler County Fair Livestock PO Box 93 Middlebourne, WV 26149

4 II. Market Steers-Will be shown on Wednesday of Fair Week A. Age A. Must be born on or after Jan 1 st, B. Must be born on or before April 1 st, B. Steer will be weighed in on the 2 ND Saturday of November each year with proper notice given to move this date if unforeseen circumstances arises. A. Minimum weight of 450 pounds is recommended for initial weigh-in. 1. All steers, primary and backup, must be brought for initial weigh in. 2. Both market steers must have proper state identification eartag. B. Minimum weight for final weigh-in for entry into the Tyler Co Livestock fair and to sell in the Livestock sale is 900 pounds. C. For average daily gain determination, the initial weight is taken with one weigh in at the November weigh-in. The final weight will be determined during fair week at Livestock show weigh-in. D. No maximum weight is enforced at the Livestock show or to sell at the Fair. 1. Recommended maximum weight is 1400#. E. Each exhibitor gets one attempt at final weigh-in during fair week. C. Sex i) No heifers allowed, only castrated males. No exceptions. ii) All males must be castrated or have the band in place at time of initial weigh-in. a. No crimping nor uncastrated males will be allowed to be weighed in at initial weigh-in. b. No intact males will be allowed into the fair as determined by the Tyler County Fair veterinarian. D. Horns/scurs i) No horns are permitted. If dehorned, the wounds must be healed with hair overtop prior to entrance into the fair. ii) Scurs must not be any longer than 1 from the line created by the scur and the skin. iii) The scur must be movable and not attached to the skull bone. iv) All exhibitors which have market steers with scurs/horns are encouraged to contact their veterinarian for proper determination of whether the buds are scurs or horns at least 60d prior to entrance into the fair. v) Tyler County Fair Veterinarian s decision is final. The Tyler County Fairboard and committee cannot be held responsible for inaccurate determination. E. All steers must be broken to lead to be shown at the fair and a good rope halter is to be left with animal when that animal is sold. A. All market steers, both primary and backup, are recommended to be halter broke prior to initial weigh-in as well. B. All market steers must be owned and weaned by November 1, 2015 prior to the initial weigh-in. 1. This helps to prevent this animal from getting or spreading viral diseases such as shipping fever as well as stress diarrhea and rumen acidosis. F. Exhibitor must make application to the Tyler County Fairboard Rules and Competition committee by the designated date, which is set with each new year. G. Each exhibitor is limited to a primary animal and a backup animal. A. If you weigh in two animals, only one of them can be shown and sold in the Tyler County Fair Livestock Show and Sale. B. However, both animals must be listed on the application and be at the initial weigh in for possible inclusion in the livestock show and sale. H. Out of state animals must adhere to the regulations regarding interstate transport of livestock into the State of West Virginia. Contact your veterinarian for information.

5 I. All market steers used as show animals must have a proper state identification tag placed into the left ear as required by the APHIS animal identification system. J. Each steer is required to be vaccinated/dewormed as follows: A. CD and T vaccine (overeating and tetanus vaccine) prior to being on feed. B. Blackleg (clostridrial) vaccine. Given at weaning. C. Shipping fever vaccine. Given about 90d prior to entrance into the fair. D. Pinkeye vaccine-given around 90d prior to entrance into the fair. E. Dewormed at weaning. Recommend deworming around 90 days prior to entrance into the Fair but no closer than 45d prior to entrance into the fair. K. All exhibitors must be able to produce the following vaccine information upon request. A. Name of vaccine used B. Dates at which that vaccine was administered C. Serial numbers and expiration dates of the vaccine used L. Class alignment will be based on the number of steers and the weights of the steers at official weigh-in on Monday of fair week. M. Premium will be as follows 1 st -$20, 2 nd -$17, 3 rd -$14, 4 th -$11, 5 th -$8 III. Dairy Animals A. All animals regardless of age, sex, or location of origin must be ear tagged with a proper state identification tag. 1. All dairy animals must be vaccinated/dewormed with the following: a. Shipping fever vaccine b. Blackleg(clostridrial) vaccine c. Dewormed within 60d prior to entrance into the fair 2. The vaccine schedule can be found in the General health regulation for bovine breeding class animals. 3. Exhibitor must present vaccine information upon request: a. Dates of vaccination i. Dates of administration ii. Name of vaccine used iii. Serial numbers and expiration dates of the vaccine used. b. All out of state dairy animals must have proof of TB test and brucellosis test or vaccination as described by the West Virginia State regulations regarding transport of animals into and out of the state of WV. IV) Feeder calves A) Weaned or unweaned calves will be accepted. No calves shown in the breeding section will be allowed to be shown in this section. a. All exhibitors showing unweaned calves which arrive just for Wednesday s show are not allowed to bring the calf s mother to the show. b. Any exhibitor wishing to bring the mother with the calf must be admitted on Sunday and stay until 10pm on Saturday of Fair week unless extenuating circumstances exist. c. Any exhibitor showing feeder calves must arrive with their exhibit prior to 5pm the day of the show to register. d. Weaned calves must have been weaned at least 3 weeks and be started on a solid ration.

6 e. No bull calves will be allowed to be shown. I. All male calves must have been castrated prior to admittance to fair and castration wounds must be healed and scrotal sacs gone. f. Dairy calves which are shown in the dairy class are not allowed to be shown in these classes. B. All calves, including steers, must be vaccinated as described below: I. Shipping fever vaccine. 1. Given first injection at weaning. 2. A 2 nd booster given at least 2 weeks after the first injection AND at least one week prior to first day of the fair. II. Blackleg (clostridrial disease) 1. Booster given at least 3 weeks prior to entrance into the fair III. Exhibitor must present vaccine information upon request: 1. Dates of vaccination 2. Type of vaccine used 3. The serial numbers of the vaccine used C. All calves must have official state identification ear tags. D. All calves must be born after January 1 st of the year of which the fair is held. E. Classes will be determined during fair week and will be based on the age, weight and sex of the animals which are registered to exhibit at the fair. V) Breeding Beef cattle show (sexually intact) A. Breeding show is open to persons of all ages which can lead/show the animal without help from another person. B. All animals must have official state identification eartag and if required, proper state paperwork. C. All breeding class animals must be vaccinated/dewormed as described below. i. Must have been vaccinated against shipping fever no longer than 60 days prior to entrance to fair and no shorter than 14d before the fair. ii. Must have two doses at least 14days apart. iii. The only exception is those presenters that do yearly shipping vaccines (9-10 way shots). These animals must be given a booster only at least 2 weeks before the entrance into the fair. iv. Calves of cow/calf pairs must be vaccinated as described in Feeder calf section. v. All exhibitors must have the following information in regards to vaccination. 1. Serial numbers and expiration dates of the vaccine used 2. Name of the vaccine and manufacture 3. The dates at which the vaccine was administered. D. No market animals are allowed to be shown in this class a. Feeder calves shown in this section will not be allowed to be shown in the feeder calf show. E. Classes will be determined at time of show and will be dependent on the number of exhibits and sex and age of the animals to be shown.

7 VI) Swine-Will be shown on Tuesday of Fair Week. A. All exhibitors must fill out a completed application to the Tyler County Rules and Competition committee by the designated date to be eligible for the market show and sale. B. All swine exhibitors must fill out Tyler County fair paperwork regarding certificate of origin for each animal presented. a. All paperwork must be presented at weigh-in AND at entrance into the Tyler County Fair Livestock Show and Sale. C. Any swine which does not come to the initial weigh-in, will not be allowed to come to the Tyler County Fair Livestock Show and Sale. a. Exhibitors will be able to start two swine. Both animals must be weighed at the initial weigh in to be considered possibilities for the market animal show. However only one pig will be allowed to be brought onto the fairgrounds and exhibited and sold in the Tyler County Livestock Show and Sale. b. Both the primary and backup swine must make application and be vaccinated to be considered possible fair animals. D. The Tyler County Fair Market Swine show is a terminal show. No swine which are allowed onto the fairgrounds will be allowed to have any destination except for slaughter with one exception. a. The one exception involves the following: i. Any market swine will passes a veterinary inspection AND has the proper paperwork to get into the Tyler County Livestock show which encounters a problem which prevents it from showing, may leave the fair within 50hrs of arrival onto the fairgrounds which is approximately Tuesday of fair week at 12pm noon, provided that this swine is not exhibiting any disease or has a fever. Any non-eligible swine still on the fairgrounds premise after this time will be designated for slaughter at the end of the week with the rest of the swine but WILL NOT be allowed to be sold in the sale on Friday. E. No breeding swine will be allowed onto the grounds. F. Market swine can be gilts or barrows G. All swine must pass a veterinary inspection before being offloaded onto the fairgrounds for the initial weigh-in and fair week weigh-in. a. Any swine possessing a fever AND signs of nasal discharge will not be allowed to be offloaded onto the fairgrounds. b. Any swine with diarrhea AND a fever will not be allowed to be offloaded. c. Any animals, including market steers, lambs, rabbits, and equine, etc. that are accompanying the swine in question also WILL NOT be allowed to be offloaded onto the fairgrounds. H. All swine from out of state breeders must be accompanied with a health certificate from that breeder/seller that includes the statement: i. The pigs listed above come from a Porcine Epidemic Diarrhea (PED) virus free premise and are not exposed to PED within last 30d? b. If PED vaccinated, the dates must be listed on the Tyler County Fair Certificate of Origin for Swine paperwork. c. All swine which are vaccinated with the PED virus vaccine can be comingled before the state mandated quarantined period of 30 days is up, all other swine must be held for 30 days prior to comingling to prevent the spread of PED virus.

8 d. All swine must be held on the exhibitors premise for 14 prior to being comingled for initial weigh-in to prevent the transmission of swine influenza, bordetella and shipping fever. I. If any swine while on fairgrounds develops a fever, ALL swine will be quarantined until released by a state of WV veterinarian and/or a federal veterinarian. a. Daily cleaning of the pens will require special care not to drop the fecal material in the aisle. b. All manure will be deposited in a designated area as determined by the Rules and Competition Committee. J. All swine which are designated for the initial weigh in for Tyler County Livestock Show and Sale will be vaccinated against the swine influenza virus as follows: a. First booster will be given at weigh in which will be within 180 days of the final day of the Tyler County Fair. b. Second booster must be given no earlier than 3 weeks and no later than 5 weeks after the first booster. i. Booster can be given by the exhibitor or other as long as the exhibitor fills out the Certificate of Origin vaccination paperwork for vaccine boosters. ii. Vaccine must be approved and licensed with no restrictions. c. Vaccine dates for the initial vaccine and the booster must be listed on the Tyler County Fair Certificate of Origin for Swine paperwork d. Swine without vaccination or proof of vaccination for swine influenza virus will not be allowed to be offloaded onto the fairgrounds. K. All swine are recommended to be dewormed around 60 days prior to the first day of the Fair. L. Tyler County Livestock Show fair week weigh-in a. Will be performed on Monday after all other animals have been weighed. b. No minimum weight is required at initial weigh-in. However there is a maximum weight. This weight is determined to be 100 pounds as of May 1 st of the year of the fair. i. If weigh-in is not on May 1 st, then maximum weight is determined by adding 3 pounds/day to the May 1 st maximum weight. 1. All pigs should weigh around 100 pounds by May 1 st to reach minimum weight by fair week ii. Recommended birthdate range of the show pig is to be the middle of February to the end of February of the same year as the fair. c. Minimum weight for entrance into the Tyler Co Livestock Show and to sell in the Livestock sale is 200 pounds as determined by the weigh-in on Monday of Fair Week. i. No maximum weight is enforced on the animals which will be shown and sold in the Tyler Co Fair Livestock Sale. 1. The recommended maximum weight of each market swine is 295 pounds at Tyler Co Livestock Fair weigh in 2. Each exhibitor gets one attempt at final weigh-in on Monday of Fair week

9 VII) Market lambs Show is be held on Thursday of Fair Week. A. All exhibitors must have completed and returned an application to the Tyler County Fair Rules and Competition Committee by the designated day and time. B. All lambs must pass a veterinary inspection prior to unloading at the Tyler County Fair. C. Market lamb can be male or female 1. Males must be castrated or have band in place by the initial weigh in. 2. All market animal must have a scrapie tag of the farm of origin in place by the time of weigh-in. Any animal without a scrapie tag will not allowed to be offloaded at weigh-in. 2. Market animals do not have to meet a minimum or maximum weight requirement for the initial weigh-in. 3. However the animal s final weight for fair week is between pounds at weigh-in on the Monday of Fair week. 4. Each exhibitor gets one attempt at making weight on Monday of Fair week. D. No lamb shown in the breeding show can be shown in the Market lamb section E. Market lamb must be born after January 1 st, 2016 and be in possession of the exhibitor by May 1 st, 2016 F. Each exhibitor is able to raise up to two lambs. 1. Lambs must be weighed at the initial weigh-in to be considered as a possibility for inclusion into the Tyler County Livestock Show and Sale. 2. As long as both animals make weight, both animals will be allowed to be designated to be shown and sold in the Tyler County Market Animal Show and Sale. G. All lambs may be shown with their tails docked or undocked. 1. If an exhibitor shows a lamb with a docked tail, the tail cannot be any shorter than the distal end of the caudal skin fold, which when measured with an official device from the pinbones/tailbase to the tailend, the tail will measure.7 inches in length or longer. 2. If an exhibitor is showing a female lamb, we recommend the tail being slightly longer than the minimum measurement. A. This recommendation is to prevent vagina, uterine, and rectal prolapsing in those female lambs that are bought to be used as breeding ewes. H. Since many of the sheep are bought by breeders which take the sheep home or our bought and donated back to the exhibitor, all sheep are required to be vaccinated/dewormed with the following: 1. Shipping fever a. Two doses one month apart and no shorter than 2 weeks prior to the first day of the fair. 2. Clostridrial vaccine a. Two doses one month apart and no shorter than 2 weeks prior to the first day of the fair. 3. Overeating and tetanus vaccine a. Two doses one month apart. b. Recommended to be given prior to starting lamb on feed 4. Dewormed around days prior to entrance into the fair but no sooner than 45d prior to entrance into the fair. I. All exhibitors must be able to produce the following vaccine information upon request a. Dates of vaccination b. Vaccine name and manufacture c. Serial numbers and expiration dates of the vaccines J. All market lambs must be full body clipped and/or sheared within 30d of the first day of the fair. Any market lamb not properly sheared can be denied admittance into the Tyler County Market lamb show

10 VIII) Breeding Lamb/Purebred Sheep show-will be shown on Thursday of Fair week A. No market lambs are allowed to be shown in this section if they are exhibited as Market lambs B. All Purebred sheep are to be vaccinated as described in the market lamb section with the following with the following exception: 1. Owners which vaccinate yearly with these vaccines only need to booster the vaccines 2-3 weeks prior to entrance into the fair. 2. All lambs should be vaccinated as described in the market lamb section 3. All sheep which are not vaccinated on a yearly schedule need to be vaccinated prior to entry into the fair as described in market lamb section. 4. All exhibitors must be able to produce the following vaccine information upon request a. Vaccine name b. Vaccine serial number and expiration dates c. Dates of vaccination C. All entries must be of recognizable breeds. IX) Tyler County Fair Veterinarian Mountain Valley Veterinary Clinic Dr. Shaun Meckley, Dr. Julia Gibson 3919 Veterans Highway New Martinsville, WV A. Veterinary Fair Week Hours (estimated times only) a. Sunday i. From 8am-12pm or until all animals are checked in. b. Monday-Saturday i. 9am-11am ii. 6pm-8pm

11 X) Equine A. All equine must pass veterinary inspection prior to entrance into the Tyler County Fair. B. All equine must have a negative EIA test (either ELIZA or coggins) prior to admittance into the fair. C. All out-of-state participants must have a health certificate performed within 30d of the first of the fair. D. All equine participants are required to be at the fair by noon of Sunday of fair week and stay until the following Sunday. 1) No equine will be permitted to enter the Equine show unless they are already admitted onto the Tyler County Fairgrounds and are registered for the show. E. All equine must be vaccinated with the following: 1) Flu/rhino or a comparable 5 way vaccination 2) Rabies vaccine F. All exhibitors must be able to produce the following vaccine information upon request: 1) Dates of vaccination 2) Types of the vaccine 3) Expiration dates of the vaccination F. All equine are recommended to be dewormed at least 60days prior to entrance into the Fair. E. All owners of equine which are participating in the equine need to contact the equine competition committee chairperson prior to admittance into the fair. 1) Maranda Huffman (304) ) Sherry Eddy (304) XI) Market Rabbits 1) All applicants must make application to the Tyler County Fairboard Rules and Competition committee by the designated date, which is set with each new year. 2) All rabbits are tattooed in June of the year prior to the fair. All animals which are market animals must make this date to be eligible to show and market in the Tyler County Livestock Show and Sale. Each year the date will be determined and listed on the official application to the Tyler County Fair. XII) Goats-Will be shown Thursday of Fair Week 1) No market goat show has been sanctioned for the Tyler County Fair. The show will be an open breeding or open purebred show. 2) Any goat breed or crosses of those breeds will be accepted into the open show. 3) No intact male goats are allowed to shown. Only castrated males 6 months and younger are allowed to be shown. 4) No goats are allowed to be sold at the Tyler County Fair during fair week. 5) All goats must adhere to the State of West Virginia Fairs and Festivals requirements as well as the general rules of the Tyler County Fair in addition to the following a. All goats must be free of abscesses, foot rot or other contagious diseases b. All milking goats must be free of mastitis or diseases of the udder c. Any goat considered unthrifty or unhealthy will be disallowed from showing at the fair. d. All goats must be vaccinated with the following: i. CD and T-Booster must be given at least one month prior to the first day of the fair ii. Must be Upper respiratory disease vaccinated within 45d of the fair, but no less than two weeks before iii. Must be rabies vaccinated at least 30d prior to the first day of the fair iv. Must be dewormed within 30d of the first day of the fair but greater than 7d before the start of the fair 6) All goats need to be broken to lead 7) Anyone showing a goat must contact the Tyler County Fair rules and competition committee at least 1 month prior to the fair in order to sign up for a pen
