3 Dear Exhibitor: As October comes so does the Heart O Texas Fair & Rodeo. This coincides with harvest time on our farms and ranches in and around McLennan County. This is why our founders chose this time of the year for our fair. Our exhibitors are also harvesting their projects for our fair at this time. There is no doubt you have put in many hours of hard work preparing your animal, art work, food or whatever project you have chosen to exhibit. This is a great learning experience for your future. You will see the more effort, planning and dedication you put in to something the more you get out of it. We are proud to have established a strong scholarship program through our Continuing Education committee for our winning exhibitors. This is an investment in your future as well the future of our nation. You soon will be our leaders and decisions makers. Not all of you will be winners of a scholarship. But you will be winners in the eyes of the many people who supported you in your project. The Heart O Texas Fair & Rodeo is run by a very dedicated staff and a group of over 400 enthusiastic volunteers. Being a volunteer in your community is also part of growing up and giving back. I would encourage all of you to be a volunteer in what interests you. Our fair has many events for you and your family to enjoy. The All American ProRodeo Finals and cowgirls compete for big money and big buckles every night. The nightly music from our outdoor stages will fill the fairgrounds. Don t forget our great rides, fair food, exhibits and other attractions to complete your total fair experience. In closing, I would like to say welcome to Waco and the 2012 Heart O Texas Fair & Rodeo. We appreciate your participation and hope your experience here is a great one. 6 GENERAL RULES & REGULATIONS All entries and awards in this division shall be subject to the rules and regulations published in this booklet. Only items listed will be accepted. 1. Entry Rules: a. Pre-registered entries (with the exception of baked goods) may be entered on Friday, September 28, 2012 between 4:00 and 7:00 p.m. All other entries will be accepted on Saturday, September 29, 2012 from 9:00 a.m. - 2:00 p.m. in the Extraco Creative Arts Building located at the Extraco Events Center. Pre-registered exhibits must be postmarked by Monday, September 17 th. Late registration will be available on-site Saturday, September 29 th from 9:00 a.m. - 2:00 p.m. only. b. Department Superintendent is in charge of all entries for their respective departments and reserves the right to accept and/or reject entries. c. A three dollar ($3) entry fee will be charged for each pre-registered entry, except as otherwise stated in the specific rules and regulations of this booklet. Entries will be accepted on Saturday, September 29 th. No refunds will be issued. Pre-registered items, with the exception of food entries, may be entered on Friday, September 28 th. d. A five dollar ($5) late entry fee will be charged for each entry (not pre-registered). These items can be entered on Saturday, September 29 th. e. Each exhibitor will receive one three-day pass to the fair and one one-day parking pass. f. All entries must be made by the exhibitor and must have been completed after the 2011 Heart O Texas Fair & Rodeo dates. g. A claim ticket will be issued for each item entered and will be required to be presented when you return to pick up your entry. HOT Fair will not be responsible for damaged or stolen objects. h. A tri-color ribbon will be given in each division (one for adult and one for youth). 2. Interpretation and Violation of Rules: The Heart O Texas Fair & Rodeo reserves the right to its Executive Committee the final and absolute right to interpret these rules and regulations and arbitrarily settle and determine all matters, questions and differences in regard hereto or otherwise arising out of the right to amend or add to these rules as its judgment may determine. The Heart O Texas Fair & Rodeo also reserves the right to change the schedule, delete classes or add classes at the discretion of the show officials. An exhibitor who violates any of the rules will forfeit all privileges and premiums and be subject to such penalty as the Executive Committee may order. 3. Liability: The Heart O Texas Fair & Rodeo will not be responsible for the loss, damage, theft, breakage or any other form of loss of your item. It is distinctly understood that the Heart O Texas Fair & Rodeo, its directors, officers, volunteers and/or employees will not be held responsible for any loss, damage or injury of any character, to any person, animal, vehicle or article while participating in the Creative Arts & Education division of the Heart O Texas Fair & Rodeo. 5

7 4. Special Rules: Special rules or conditions are published in each department when necessary, and if there is a conflict between the special rules of any department and the general rules and regulations, the special rules will govern. Eligibility of Exhibitors: Participation is limited to Texas resident students and/or adults (unless otherwise stated in specific divisions). Respectively, each department has opportunities for participation in various age categories (See specific department rules & regulations). Age categories will be as follows: (Ages as of September 1, 2012) Group A Ages 3 6 years Group B Ages 7 10 years Group C Ages years Group D Ages years Group E Ages 19 years and over Group F Special Needs Any age We do not discriminate against any group or individual. 5. Objectionable Exhibits: The Heart O Texas Fair management reserves the right to remove from the grounds any article/item/exhibit that may be falsely entered or may be deemed unsuitable or objectionable without assigning a reason. 6. Protests: A fifty dollar ($50) non-refundable fee will be charged to file an official protest. Protests against an award and/or eligibility must be made in writing to the Creative Arts & Education Committee Chairman of the Heart O Texas Fair & Rodeo. No protests will be accepted after the conclusion of the Show. Such protests must state plainly the cause of complaint or appeal and must be delivered immediately after the occasion. All protests will be heard and determined by the Creative Arts & Education Executive Committee. This committee s decision is final and may not be appealed. 7. Anonymity of Exhibitor: During the judging the exhibitor s name will not be displayed. Each article will be given a number. The name will be displayed after judging. 8. Display of Exhibits: Winning entries must remain on exhibit according to the respective department special rules and regulations as printed in this booklet. 9. Premiums: Premiums will be paid by the Heart O Texas Fair & Rodeo according to the set premium schedule below. Ribbons will be presented to First Fifth places. Premiums for ribbons First Place - $5.00 Second Place - $3.00 Third Place - $1.00 Fourth Place & Fifth Place - Ribbon Premiums will be paid through a voucher system which will be awarded on Sunday, October 14 th from 2-4 p.m. Vouchers are cashed upon receipt or by mailing voucher with self addressed stamped envelope to: Heart O Texas Fair & Rodeo, Attn: Vicki Hobbs, 4601 Bosque Blvd., Waco, TX Deadline to claim all premiums is December 15, Any lost/misplaced and/or unclaimed premium is forfeited. 6

8 10. Judges Rules: a. Selection of Judges Judges will be selected by the Heart O Texas Fair & Rodeo and in every case the judges are selected with the utmost care and the highest concern. b. Decision of Judges The decisions of the judges will be final in all cases and may not be appealed. c. Interference With Judges If any exhibitor, in any way, whether in person or by agent or servants, interferes with the judges during their adjudication, or shows any disrespect to them or the Show, the management may demand a proper apology from such exhibitor, or it may exclude him/her from the competition, and may also withhold from such exhibitor premiums that may have been awarded, and may cause exhibitor to be barred from future participation in the Heart O Texas Fair & Rodeo. 11. Fees, Parking and Gate Admission Entry fee is $3.00 per pre-registered entry (postmarked by September 17, 2012) and $5.00 per item registered late on Saturday, September 29, 2012 (special rules may apply). One exhibitor per entry (unless otherwise stated per contest). Each exhibitor will receive ONE 3-day pass to the fair and ONE 1-day parking pass. Pre-sale gate admission is $7.00 each. 7

11 ART General Rules All exhibitors are responsible for reading the General Rules section of this catalog. *Only one entry per class per exhibitor. Professionals may enter this division. Contest Rules In an attempt to display only art that we feel is suitable for viewing by our youth, the Art Chairperson and the Creative Arts Chairperson will assume the authority to refuse any art item that is deemed inappropriate. Sizes of Illustrations Dimensions may be vertical or horizontal, but MUST NOT exceed specified sizes listed below. Incorrect sizes are subject to disqualification. Minimum 11 x 14 (including up to 3½ mat) Maximum 22 x 28 (including up to a 3½ mat) Matting and Mounting of Illustrations To protect artwork, non-canvas illustrations must be matted and backed with material such as poster board, foam board, or heavy construction paper and must be of firm enough construction to prevent sagging. Professional mats are recommended but are not required. Frames are not allowed. Mat must not exceed 3½ on any side. Double matting is acceptable, but total width of double matting must not exceed the 3½ maximum. Charcoals and pastels must be sprayed with a fixative. Wet paintings will not be accepted. Acrylic coverings may be used, but are not required. Be sure the covering is firmly attached. Paintings on canvas with wooden stretcher frames and wood work must have a hook or wire on back for hanging, but need not be matted. Paintings on hardboard canvas (thin type of canvas) may be matted or mounted with sturdy poster board instead of using hooks or wires. A minimum mat edge of 1 will enable us to display the artwork with clips without damage to the canvas board. 12 BAKED GOODS General Rules All exhibitors are responsible for reading the General Rules section of this catalog. *Only one entry per class per exhibitor. All baked goods will be judged on Saturday, September 29 th after 2:00 p.m. Categories/Classes The Baked Goods Division will be composed of the following categories. Cakes Candies (1 dozen) Cookies (1 dozen) Pies Quick Breads Yeast Breads All baked goods become the property of the Heart O Texas Fair & Rodeo upon entry into each contest. No entries will be returned. Entries will be photographed. These pictures and the winners names will be displayed during the fair. Best of Category ribbons will be awarded for youth and adult groups. Contest Rules All entries must include the recipe on a 3 x 5 index card. Write the entrant s name and address on the back of the recipe card. Do not tape to article. All entries must be made from scratch unless otherwise stated in rules and must be the work of the person entering the item. There is no refrigeration available. Any entry requiring refrigeration (cake and/or icing included) will be disqualified. No ice chests or coolers will be allowed. All entries should be on sturdy disposable containers and covered with clear plastic wrap, clear plastic lid or zip-lock bag. (Containers will not be returned) Half the cake, pie or loaf may be entered. Cookies, candies and rolls should be entered as a dozen. Entries will be judged on taste, appearance and originality. Cakes Must be made totally from scratch do not add any type of mix (exception: Box mix plus class) to this recipe. Half the cake may be entered. Cookies Entry may be any type of cookie such as drop, bar, decorated, rolled, etc. that is completely made from scratch. All entries must include one dozen cookies. Pies Both pie crust and filling must be made from scratch and the recipes for the crust and the filling must be included (exception: Pies with purchased crust classes). No cheesecake-type recipes will be allowed. Half the pie may be entered. Candies This includes any type of candy which is made completely from scratch. No molded candies made from bought fondant. All entries must include one dozen pieces. 11

13 Yeast Breads All entries must be made completely from scratch and include yeast as the leavening agent. Whole loaves must be entered. Rolls and kolaches are entered as one dozen. 14 CANNED GOODS Categories/Classes The Canned Goods category will be composed of seven major classes: Pickles Jams Jellies Preserves/Marmalades Butters or Honey Relish Vegetables General Rules All exhibitors are responsible for reading the General Rules section of this catalog. *Only one entry per class per exhibitor. Contest Rules All entries must be accompanied by the recipe typed or printed on a 3 x 5 index card with the contestant s name and address on the back. Do not tape to article. All canned foods must have been canned within the past year. Jars with rusty rings will not be accepted. Standard ½ pint, pint or quart jars must be used and sealed appropriately. Preserves, jams and jellies must be made with real fruit or fruit juice. These should be made from scratch. The canning must be the work of the exhibitor entering the canned good. If the seal is broken, the entry will be disqualified. Entries will be judged on color, consistency, flavor, texture, pack and taste. Canned goods not picked up on Sunday, October 14 th between 2:00 and 4:00 p.m. will become the property of Heart O Texas Fair & Rodeo. DIVISION 6 - CANNED GOODS JELLY 601. Berry 602. FASHION DESIGN General Rules All exhibitors are responsible for reading the General Rules section of this catalog. *Only one entry per class per exhibitor. Contest Rules One 5 x 7 or 8 ½ x 11 design illustration, in color, and mounted on heavy paper or poster board enclosed in an 8 ½ x 11 page protector to protect the design. Illustration should be no smaller than 5 x 7. The design may be hand drawn or computer drawn. Note: Must be an ORIGINAL design, not an embellishment of a design. Additional pages may enhance detail not easily seen or identified in your design illustration. Optional: Fabric swatches and sample trims may be attached to illustrate the apparel or accessory sketches; do not include swatches of the textile design. FASHION STORYBOARDS Fashion Storyboards contain an original design illustration, design flats and additional materials such as design inspirations, fabric swatches, trims, and other design details. Storyboards should be no larger than 20 x 30 and displayed on foam board or mat board. DIVISION 8 - FASHION DESIGN 801. Accessory design 802. Apparel design 803. Textile design 804. 17 HORTICULTURE General Rules All exhibitors are responsible for reading the General Rules section of this catalog. Contest Rules: Plants must be free of insects. 15-pound weight limit. Plants must have been in the possession of exhibitor and in original pot for at least three months. Pots should not exceed 16 diameter Heart O Texas Fair & Rodeo Management is in no way responsible for damage or loss, and all entries are entered at owner s own risk. Normal care will be exercised in caring for all entries. Exhibitors are responsible for getting their own plants in and out of building. No blooming dead horse star cacti accepted. 18 PHOTOGRAPHY General Rules All exhibitors are responsible for reading the General Rules section of this catalog. Only one entry per class, per exhibitor. If you enter more than one photo in a class, only one of the entries will be judged for an award. Professionals may enter this division as an adult (Group E). Tri-Colored Ribbons will be awarded in each age group. Contest Rules Photos should be on photographic paper, not copy paper. Copy machine copies of photos will not be accepted. No transparencies will be accepted. Photos can be either color, sepia, or black & white. There are no black & white photography classes. All photos will be separated according to age division and photography class. Photos must be submitted as an 8 x 10 on an 11 x 14 mat or foam board cut to 11 x 14. Photos smaller or larger than 8 x 10 will not be judged for an award. Entries must be entered in person; no mail-in entries. If an entry is entered in the incorrect class, it will not receive an award. Heart O Texas Creative Arts Photography Label should be attached to the back of each photo entered. The Fair Committee will not be responsible for completing or attaching photo labels. It is up to each exhibitor to correctly complete the photo label and attach it to the back of the photo entry. There is no entry fee for this event. Entries and awards exhibited throughout the fair. Pick Up: Sunday, October 14 th, 2:00 4:00 p.m. Eligibility of Exhibitors: Entries will be accepted from youth ages 3 10 and Special Needs. Contest Rules: Participants will create a craft project, design or exhibit using uncooked pasta products. The project should be constructed of recyclable materials (any material that could be recycled such as wood, paper, plastic, tinfoil, etc.) Projects must not be larger than 12 wide and 12 deep. Projects may either be two- or three-dimensional. Entries may be enhanced with materials such as glitter, paint, chalk, crayon, etc. Project will be judged on creativity, originality, imagination and presentation. Winners will be selected in each age division. Students should label their entries with their name and grade level by placing a 3 x 5 index card on the back of their projects in the bottom left corner. This is the only place that this information should be visible. Winning projects will be on display throughout the fair. Awards/Premiums Special premium award will be awarded to the first place winner. Ribbons and certificates will be awarded to 1 st -5 th place. 19
