Box H NEWS FOR 4-H LEADERS There will be a Volunteer Training Forum for ALL leaders in our Southeast Region on Saturday, May 5 from 8:30-3:30p.m. at the Extension Office in Jackson. It has been a long time since the Volunteer Forums have been down in the region rather than on campus in Columbia so take advantage of it being right in your backyard.. Registration begins at 8:30 and the Welcome at 8:45. We will adjourn at 3:30p.m. STATE 4-H CONGRESS State 4-H Congress will be held, May 30 June 1 at the University of MO Campus in Columbia for youth ages The cost is $160. Registration deadline is April 1st. Contact the Wayne County Extension Office for a Registration Packet or for information: Also, Dustin Oehl is running for State 4-H Council President so we need to support him. Every thought is a seed. If you plant crab apples, don't count on harvesting Golden Delicious. GOATS FOR SALE Kendra has a producer that has some Dwarf Nigerian Dairy goats they would like to sell to a 4-H youth as a show animal. She has 2 males and 1 female that will be ready to wean the first week of May. If you have anyone interested call Nancy Miller at Regardless of what came before or of what has yet to come, what matters most right now is how I choose to respond to the challenge before me. Will I lie down or will I fight? The choice is mine and I choose to Finish Strong.

2 4-H EVENTS AND ACTIVITIES Just one person taking action can inspire others to do the same. 4-H CAMP MEMBER IN GOOD STANDING 4-H Camp will be held at Pinecrest Campground 5 miles south of Fredericktown on June The cost will be $100 and the theme is Frontier Days. We will be camping with Cape County and possibly a few 4-H ers from Bollinger County. Registration will be May 1st. Call for registration forms. 4-H DAY WITH THE STL CARDINALS Saturday, May 12 is your opportunity to watch the 2011 World Series Cardinals play the Atlanta Braves at 6:15p.m. at the new Busch Stadium in St. Louis. Tickets are $24 each which includes a T- Shirt with a 4-H clover and the Cardinals emblem. Ticket orders must be postmarked no later than April 2. You can go to and get the order form. Tickets usually sell out before the order deadline so you will want to get them ordered as soon as possible. Forgiveness does not change the past, but it does enlarge the future. CALENDARS Since the 4-H Program is growing, I need each of the clubs to send me a monthly calendar or their newsletters so I know what each club is doing and can schedule around events. Thank you for your cooperation. Please start doing that next month. In order to be a member in good standing you must do the following to receive a 4- H member pin or project pin: Complete project by attending 1/2 of the club meetings and at least 6 hours of project instruction in your project. Complete a Project Record Form with a 4-H Story or Recognition Form to apply for a project pin. Not everyone receives a project pin, MO CITIZENSHIP IN ACTION The MO Citizenship in Action (MCIA) will be held on June in Jefferson City. All 4-H ers who have completed the 8th grade (or older) are eligible to attend. The cost is $119 for a quad room and $145 for a double room. This is one of the best workshop that we have because you learn how your government works. You have the opportunity to learn from state legislators; local, state and federal office holders; legal staff and journalists to take on their roles and even have the opportunity to solve issues surrounding a state disaster. This is truly MO Citizenship in Action!! Cast yourself in an exciting new role, with the experts as your teachers, and learn what it takes at MCIA. Cooperation is the thorough conviction that nobody can get there unless everybody gets there.

3 4-H PUBLIC SPEAKING ACADEMY 2012 RODEO DATES The 2nd 4-H Public Speaking Academy will be held June at Central Methodist University in Fayette, MO for youth ages Enrollment is due no later than May 15 and no refunds after June 1. Each participant will receive Lodging and meals; T- Shirt and Public Speaking Manual. This is an exciting event which is sponsored by University of MO Extension. Participants will be guided through the basics and finer points of writing and delivering a speech. Youth will receive individual assistance. The camp is open to all youth ages years of age interested in learning more about public speaking. Lodging will be provided on the campus of Central Methodist University with adult chaperones. Academy Registration is $100, which is due no later than May 15. Make checks payable to Pike County Extension. You will need to return registration health form along with check or money order to: Patty Fisher, University of MO, Pike County, 115 W. STATE POULTRY DAY State Poultry Day will be held on Saturday, June 9 at the University of MO, Columbia campus, from 7:30a.m. 3:30p.m. Registration deadline is May 1. Each Clover Kids Corner provides an activity, information or other materials that Clover Kids leaders can use in planning and implementing experiences that introduce five to seven-year olds to the 4-H concept of learning by doing. Sink or Float? Materials Bucket filled with water; masking tape; string or garbage bag twisties ; various objects (paper clips, spoons, marbles, ping pong balls, balloons use your imagination!) Directions Drop different objects into the bucket; note how long it takes them to sink and note the differences. Drop several sinkers (marbles, paper clips, spoons) into the bucket. Then ask, How might you float a sinker? Drop the balloons or ping pong balls into bucket. Then ask, How can we use this to make the sinker float? Experiment with different ways to get the sinkers to float: tape marble and ping pong together; tie marble to inflated balloon; make a paper clip hook, attach to balloon to help lift sinkers).

4 POLICIES for 4-H TREASURER Good financial management is an important aspect of our responsibility to 4-H. All entities that use the 4-H name are expected to use the 4-H Treasurer s Book to keep records. The KEY policies that 4-H groups should follow are: ~any 4-H group that has annual receipts or expenditures of over $50 shall establish a checking or savings account in the 4-H group s name at a public financial institution. ~this account shall be set up so that all checks require the signature of TWO non-related individuals. Whenever the treasurer is younger than 21, the co-signer Must be a non-related adult. Before writing checks to pay bills or make purchases, the treasurer must have a written bill, invoice, statement and authorization by the club through official minutes approving the payment. There should always be at least 2 non-related adults count cash money, never just one, prior to removing from the event it has been raised. ~the 4-H group must have an Employee Identification Number (EIN). You may be asked to give an individual s social security number initially to verify who is setting up the 4-H groups account. Once an EIN is awarded, the individual s social security is to be eliminated from the account. Do NOT use an individual s social security number for the 4-H group. ~4-H clubs, councils and committees are organized programmatically as a Subsidiary of the local MU Extension Council. The Extension Councils were established as a part of the University of MO through MO Statute, Section in As a department of a political subdivision of the State of MO, the Extesion Councils and the 4-H Clubs are not subject to Federal income tax. ~contributions made to the Extension Councils or the 4-H Clubs for exclusively public purposes are deductible by the donors for Federal income tax purposes in the manner and to the extent provided in section 170 of the Internal Revenue Code. ~the treasurer of any 4-H group, MUST use the record book, MO 4-H Treasurer s Record Book Y672, as its standard. It is acceptable for the club to use commercial software as long as the information require in the MO 4-H Treasurer s Record Book Y672 is maintained and policies outlined are followed. ~the treasurer s book is to be turned into the Extension office by August1 st of each year along with the annual financial and audit report (in the back of the Treasurer s Book). 5 POLICY FOR TREASURER (continued) ~a 4-H group that handles funds must conduct an annual audit by an auditing committee. ~any 4-H group planning a fund-raising activity must inform and receive approval from the 4-H Youth Specialist working your county prior to beginning the project. This is to protect the 4-H name and emblem and to insure that the name of 4-H is used only to benefit 4-H. ~if a 4-H club or group disbands, the treasury balance must be turned over to the county 4-H council, advisory board or designated body. Funds raised under the 4-H Name and Emblem cannot be disbursed to individuals. Your help in insuring all 4-H treasurers receive and use Missouri 4-H Treasurer s Record Book Y672 will strengthen the 4-H program. It is a useful tool to manage 4-H funds and to protect the good name of 4-H. OFFICERS/TREASURER S RESOURCES ~look over the resources for 4-H Club Officers in the Clover or use them to help your club officers prepare for important leadership roles. Your club MUST use the MO 4-H Treasurer Record Book (Y672) which each club receives each year. The book provides the REQUIRED financial policies and records for your 4-H club. Enclosed is a memo that outlines the key policies for you to share with your treasurer. There are new, simpler procedures for being considered a tax exempt charitable organization. 4-H Clubs are organized programmatically as a subsidiary of the local Extension Council. The Extension Councils were established as a part of the University of MO through MO Statue, Section in As a department of a political subdivision of the State of MO, the Extension Councils and the 4-H clubs are NOT subject to Federal Income tax. The treasurer s book must be in the Extension office by August 1 of each year, along with the secretary book. Every quarter, each club MUST turn in a copy of their bank statements.
