I hope this coming of a new year has you excited as I am! For some, it might be a chance to start over and set new resolutions. For others, a continuation of progress from 2016 is exactly what s needed. For Lincoln County 4-Hers, both new programs and continuations of our favorites will be coming up in If you re interested in the outdoors, keep an eye out for information on a day camp on Saturday, May 6th. We are also working on getting workshop days going so if you have a skill you would like to teach others, please let us know! As always, I look forward to working with you all in 2017 to make the best better in Lincoln County. If you have ideas or suggestions of your own, I d love to hear them! Have a blessed New Year! Katherine 4-H Leader Training January 17 SDSU Extension and the State 4-H Office invite all 4-H Leaders, volunteers, 4-H parents and those interested in volunteering to attend the second quarterly 4-H Leader Trainings held January 17, 2017 from 7-9 p.m. The training will be held at SDSU Extension Regional Centers. These meetings focus on a variety of topics and help to keep everyone informed throughout the 4-H year. More information at the link: -to-be-held-jan / Winter Weather As you know weather can be a safety concern when traveling to a 4-H event in the winter. If school is cancelled in the town where the Lincoln County 4-H event is scheduled, the 4-H event will be cancelled. Livestock Judging Contest Sioux Empire Farm Show The Sioux Empire Farm Show will be held January 24-28, 2017 in the Expo Building on the W.H. Lyon Fairgrounds in Sioux Falls. The Junior Livestock Judging Contest will be held Saturday, January 28 at 9:00 AM. The contest is open to students who are current 4H/FFA members. Team competition consists of four individuals meeting the above requirements. All four scores of the members of the team will be counted toward the team score. NEW IN 2017: FFA chapter or county 4-H may enter as many teams as they wish; however, team members must be from the same FFA chapter or 4-H county to make up a team. Entry fee of $25 per team must accompany the pre-registration which is required for any team to compete. Individual entry fee is $7. Send team member names or individual judging names and payment to the Extension Office by January 9th. Make checks payable to Lincoln County 4-H Leaders Assoc. The Extension Office will collect payments and submit them to the Sioux Empire Farm Show by the January 13 deadline. After January 13, a late entry fee will be charged: $30 per team and $10 per individual contestants. Substitutes on teams pre-registered will be accepted the day of the contest. Entry fee is non-refundable. Saturday check in time is from 8AM to 8:45 AM. Contest starts at 9AM. Winners will be announced and awards presented at 12:30 PM in the Expo Building Saturday, January 28. Awards will be given to the top 10 teams and top 10 individuals. It is requested team members or a representative of the team be present to claim their award. Awards will not be mailed. The scores from the Sioux Empire Livestock Judging Contest will be a qualifier to the 2017 State Livestock Judging Team Contest, if the livestock judging 4-H member notifies the Extension Office of their scores within 7 days of the contest.

2 2017 Black Hills Stock Show Youth Day The 2017 Black Hills Stock Show Youth Day will take place January 28, 2017 in Rapid City at the Central States Fairground and Walter Taylor 4-H Building(601 E Centre St.). The 2017 Black Hills stock Show Youth Day Packet is available on igrow: Fans at Achievement Days Due to safety reasons, fans used in the barns at the 4-H grounds will need to be mounted. Brackets are available at Sullivan Supply Inc. 4-H Shooting Sports The Lincoln-Union shooting sports program training will begin in January at the Alcester auditorium for all 4-H members. Members must be 8 years old as of January 1, 2017 and no older than 18 as of January 1, 2017 if they want to participate. Youth along with a guardian present may attend training on Sundays at 1:30 PM or Thursdays at 6:30 PM. The first session is Sunday, January 8. Guardians will sign paperwork and will need to pay a fee of $25 for costs of targets, state shoot entry fees, and other expenses throughout the year. Practices for Air Pistol, Air Rifle, Archery, and BB Gun will be held at the Alcester City Auditorium. Practice for 22 Rimfire Pistol and 22 Rimfire Rifle will be announced at a later date. Youth must be enrolled in 4-H before they can be in the shooting sports program. Youth that are not enrolled or do not fit in the required age group cannot practice during any 4-H shooting sports practices-no exceptions. A guardian must be present with their youth at all shooting sports practices they attend. If you have questions you may contact: LincolnUnion4HSS@gmail.com Lincoln County Shooting Sports Leader: Mike Bosma: Union County Shooting Sports Leader: Bryan Christensen: HOPPERS CORNER On Saturday, January 28 th there will be an American Rabbit Breeders Assoc. rabbit show in conjunction with the Sioux Empire Farm Show at the Expo building in Sioux Falls sponsored by the East River Rabbit Breeders. This is an excellent opportunity to show your rabbit as well as pick up a new animal for your rabbit project. This is a large show with exhibitors coming from at least seven states. I know there will be many quality rabbits for sale, including breeds that may be harder to find at other times of the year. Here are some tips if you are looking to buy: Please make sure that you have a knowledgeable parent/adult help you with your rabbit purchase. Ask the breeder to show you the different parts of the rabbit (check for disqualifications) Ask what the breeder likes and dislikes about the animal. Does the rabbit seem healthy and alert? What is the breed, variety, age and sex? These are all questions you will need to know for 4-H. Also inquire as to what the breeder feeds and ask if they have a small bag to help the rabbit transition to your food. I have heard some people comment that they want to wait until late spring to purchase their 4-H rabbit. A word of caution if you choose to do so. When rabbits change feed, water, environments, etc. it can be hard on their system and may take them a few weeks to get back into the condition they were in when purchased. This added stress could cause your rabbit to not be ready when the fair rolls around if you wait to buy just before the deadline. Just something to consider. Bunny Buyer Beware Please make sure that the breeder you are buying from knows that you are planning to show it in 4-H. If they are overly pushy or make a statement about a disqualification being ok to show in 4-H, you may want to walk away. The rules in 4-H are the same as they are in an open show. This being said the vast majority of rabbit breeders LOVE helping 4-Hers and will probably tell you more than you ever wanted to know. Kristi Sweeter - Rabbit Chairman

The journal is available on the Lincoln County 4-H website under the Lincoln County 4-H link. We also have them available at the Extension Office. 4-H Display at Courthouse 4-H Members: would you like to display some of your 4-H projects at the courthouse? We have some wall space in the hallway next to our office. We would like to change the displays monthly to give all 4-H members a chance to exhibit. Bring your project to the Extension Office and we will get it hung up. No displays can be set on the floor, they all must be able to hang on the wall. Extension Office Closed The Extension Office will be closed on Monday, January 16th in observation of Martin Luther King Jr. Day.

4 Animal Identification Method For County and State Fair Exhibition Below is some clarification for using Green NUES tags on market animals for the 2017 year. Only Market Steers, Market Swine, and any Market Heifer that DOES NOT have a Bangs tag should be tagged. If a heifer has a Bangs tag, do not give her a Green NUES tag. Market Lambs, Market Goats, and Breeding Goats should have Scrapie tags (NUES tags). The number must be on the OVA. Dairy Goats should have a Scrapie tag, but if she does not, please make sure an individual ear tattoo is on the OVA. Rabbits must have an individual ear tattoo. The number must be on the OVA. REGISTERED Breeding Heifers must have a tattoo that corresponds to her Registration Papers. The number must be on the OVA. Dairy Cattle must have a Bangs tag, a Registration number Tag, a NUES tag, or an individual ear tattoo. This must be on the OVA. COMMERCIAL Breeding Heifers must have a Bangs tag or Green NUES tag. The number must be on the OVA. All Market Swine should be Green NUES tagged unless they have a NUES Premises tag with a USDA seal on it. Poultry must have a leg band with color and number entered on the OVA as soon as the information is available. If an animal has a federal tag with the USDA shield, DO NOT put another NUES tag in its ear. 5 Double Judging March 6 All 4-H members are encouraged to attend the Consumer Decision Making Contest & Horticulture Skill-A-Thon. It will be held at the Beresford High School Multi-Purpose Room, 301 West Maple St, Beresford, Monday, March 6, starting at 3:30 PM and ending by 7PM. During the judging, parents and chaperones are requested to remain in a designated area while youth are judging. Helpers will assist the 4-H members while they judge. This is double judging school meaning it meets the requirement of attending two judging events to be eligible to be on a judging team and compete at state level in Huron during state fair. Introducing: Youth for the Quality Care of Animals The National Pork Board is excited to announce the transition of the Youth Pork Quality Assurance Plus (YPQA) to the new Youth for the Quality Care of Animals (YQCA). Within the past few years, educators and livestock industry professionals have noticed NPB s success with the YPQA program and determined the need for a multi-specie (beef, dairy, goat, poultry, rabbit, sheep and swine), science-based educational program, offering access to every youth exhibitor ages 8 to 21, nationally. Annually, youth food animal producers raise thousands of food animals that contribute to the U.S. food supply. This contribution measures in the millions of pounds of consumable food animal products. Understanding how to produce a safe wholesome food animal product can only come from a comprehensive educational program focused on proper care and welfare of food animals. So a group of educators and livestock industry professionals have been working on developing this program to meet the needs for a multi-species program. YQCA will provide a common framework for youth food animal quality assurance programs that will enhance the educational experience of youth, improve the care of food animals and provide a higher level of food safety to consumers. This program will embrace the founding principles of food safety that all quality assurance programs cover, with added information address ing animal welfare, such as daily health observations, proper use of medications, and establishing a valid Veterinary Client Patient Relationship (VCPR), to mention a few. Those principal topic areas are similar across the species covered in the YQCA curriculum. The YQCA program is set up for any youth in the U.S. to have access to the online program and gain their certification. States can choose to implement YQCA on a statewide basis where additional requirements can be added and where an in -person training option can be offered. The national YQCA program will launch March Statewide implementations may also launch in March or at the time of the state s choosing. The first show to require YQCA certification will be World Pork Expo this coming June Livestock shows held on or after June 2017 can make completion of the YQCA program mandatory for their exhibitors. The Goals of YQCA: 1. Ensure safety and well-being of animals produced by youth for showing and for 4-H and FFA projects. 2. Ensure safe food supply to consumers. 3. Enhance the future of livestock industry by educating youth on these very important issues so they can become more informed producers, consumers and/or employees in the agriculture and food industry. 4. Maximize the limited development time and budgets of state and national youth program leaders to provide an effective quality assurance program. 5. Offer livestock shows a valid, national quality assurance certification for youth livestock exhibitors. Please note, YPQA will no longer be administering by the end of The National Pork Board will fully be utilizing the YQCA program as the youth quality assurance program. Those who are not expired are still certified and will not need to earn YQCA certification until their expiration. All of the Youth PQA good production practices are within the YQCA content, just identified in a different way.

6 New Antibiotic Rules Will Apply to Youth Swine Exhibitors For youth swine exhibitors, parents and project advisors, Jan. 1, 2017, will usher in major changes in accessing medicated feeds for show pigs. That s when the U.S. Food and Drug Administration (FDA) will implement new rules, known as Guidance 209, for antibiotic use in all animals raised for food. Antibiotics identified as medically important (to human health) will no longer be available for growth promotion purposes, including for show pigs. Use of medically important antibiotics will be limited to the prevention, treatment or control of a specific health challenge under a veterinarian s guidance. Over-the-counter sales of medically important antibiotics administered in feed and water will end. Access to feed-grade antibiotics will require a veterinary feed directive (VFD) for a specific group of pigs for a specific timeline as established by the herd veterinarian. Water medications will require a prescription. Note that leftover medicated feed will not be able to be fed beyond the timeline or to other animals. Plan Now for Changes in Feed Purchases We advise exhibitors to contact a veterinarian if they don t already have one and get a comprehensive health plan in place. This will include which antibiotics are needed to maintain good health along with other animal husbandry tools, such as biosecurity and vaccinations. New Record-Keeping Rules Will Be Introduced FDA s new rules will usher in new record-keeping requirements for producers, including youth with show pigs. Veterinarians who issue VFDs will need to keep the original form for two years. Youth exhibitors/parents/advisors also will need to keep a printed or electronic copy for two years. Feed mills or distributors also will be required to keep a copy on file for two years. Water prescriptions will need to be kept for one year. You will see highlighted in yellow that all volunteers must watch the Civil Rights Training Video. *Click on the link there which will bring you to an IGrow page, scroll to the bottom of the page, you will see the Civil Rights Training Section, click on the arrow to view the video training. *When video training is complete, return back to the additional information page, scroll down and type in your name and date in the civil rights training completed box. If you haven t re-enrolled online yet, please do so. Note: if you have been a volunteer in the past and viewed the required 6 training videos you do not have to watch them again. If you have never watched the 6 training videos it is required to do so along with this Civil Rights Video.
