2 Welcome to the 15th annual from the president of the badger region Badger Region Championships is now in its 15th year and has become the marquee event in the Badger Region. The event continues to grow each year with 478 junior teams competing this year over three weekends. We are excited to offer Badger Region members this spectacular volleyball event along with many fun-filled family activities including: Design a sign for your sign for a player, coach or team; a coloring station for kids to color Badger Region-themed designs both of which all proceeds will be benefit the American Heart Association. The championships will also feature a photo station where you can take a fun photo with your team. There will also be a Badger Region Championships Photo Frame for photos. One of the major changes this year is Badger Region Championships will include two days of competition for boys The additional day of competition has been added due to the growth in the number of boys teams playing in the event. I am also excited to announce that the Dale Rohde Memorial Boys Tournament will be joining the Badger Region Championships at the Wisconsin Center during the third weekend of the championships. The event has grown to 66 teams over five years. The event is a tribute to longtime Badger Region member Dale Rohde who was a huge supporter of boys volleyball in the Badger Region. Dale was an active member of the volleyball community as a player, parent and official. A silent auction will also be held during this tournament. The Badger Region would like to thank everyone who is involved in setting up and conducting the tournament. Thank you to Terry Paulson and Kelly Lehman, Region Tournament Directors; the heavy equipment crew, the teams that put down and take up the Sport Court, individuals who hang nets, put down court lines, etc.; our Badger Region staff of Jen Armson-Dyer, Brian Sharkey, Scott Spiess, and Sara Voigt, along with the volunteers who will assist them at Championship Desk. In addition, we thank Larry Schoenick and Nancy Paulson for coordinating our officials/scorekeeper monitors and to our officials/ scorekeeper monitors for their excellent work. Thank you to the Wisconsin Center District, VISIT Milwaukee, and hotel staff for coordinating the arrangements in the Convention Center and hotels, respectively. I d also like to thank our sponsors and vendors for the event: All Star Sportswear, Fine Designs, Frisco MO, Kettle Korn, Mid-City Sports, QRG and the concession vendors at the Wisconsin Center District. The biggest thank you goes to the parents, players and coaches without whom we would not have such a fun and successful event in the Badger Region year in and year out. It is their dedication and hard work that enable us to run events like this! Best of luck to all the teams competing in the tournament and enjoy your stay in the Milwaukee area! Julie Voeck Badger Region Commissioner Important Contact Information (for emergencies only) The people working at Championship Desk will be able to help you out if you have any questions about the tournament. Please don t hesitate to ask, we are here to make sure your team has a great tournament. 3 Welcome to the 15th annual rules of play The USA Volleyball Regulations for Domestic Competition will be in effect. A step-in line will NOT be used for 12-and-under divisions. (For the complete rules, see our region website, under officials. ) team work crew responsibilities The Badger Region will schedule a first referee for each match. Work teams will need to provide a second referee, official scorer, visual scorer, libero tracker and two line judges. An adult on the official roster needs to be courtside at all times. The work team needs to report to the first referee no later than the beginning of the serving team s warm-up. For each minute the work team is late or incomplete, one point will be given to their next opponent (up to 25-0 forfeit). A second offense will result in the loss of your next match. For the safety of all participants and spectators during junior competition, when one team has the exclusive use of the court, the other team should assist with shagging balls. protests If a protest needs to be filed, it is to be done at the time of the incident, not later. The protest must be written on the score sheet by the official scorer or the R1, and must be signed by the person presenting the protest, the captains, as well as the R1. A protest committee formed by our Head Official will handle any protests prior to the next service. The committee will be formed from officials who are not working, available board members, staff and/or site directors. All decisions by the Protest Committee will be final. Judgment calls may not be protested. Protests will only be considered for situations outlined in the USAV Rule Book. match format, warm-ups, playing schedule, tiebreakers The first two rounds of play, warm-ups will be (2 minutes of shared ball handling followed by 4 minutes for each team beginning with the serving team). After that, warm-up will be 4-4 (four minutes for each team beginning with the serving team). Teams must serve within their court time. All attacking will be toward the Convention Center walls if possible. This year there are zero divider nets, so teams will have to help each other with ball shagging Matches are scheduled one (1) hour apart. However, except for the first match of the day, the warm-up time for each match will begin immediately upon the completion of the previous match (that includes tie-breaker sets). The match will begin at the end of the official warm-up time. We ask coaches and their teams to monitor the progress on their court as matches will begin early if a match does not use up their allotted time period. All pools with four teams will play matches, 2 out of 3 sets. The first 2 sets are to 25 rally score points. The deciding set will be 1 to 15 rally score points. All tie-breaking sets will be one set to 15 with rally scoring points (change sides at 8 points). Pools of five will play best two-out-of-three. After the third round of play, all teams in the pool will take up to a 30 minute break to prevent any team from playing four matches in a row.. Ties in pool play will follow the tie breaker procedure outlined in the Badger Region Tournament Director s Handbook. The guidebook is located on the Region website. This year, there are THREE divisions of the Badger Region Championships (Open, Club and Badger). This is for most (but not all) girls divisions. The third division has allowed for better formatting and will hopefully keep things moving on schedule. known weekend conflicts facility rules seating March 17: Bucks game at the Bradley Center (7:30 p.m.) March 17: Shen Yun Dance Performance at the Milwaukee Theater (7 p.m.) March 17: Brew City Bruisers roller derby at the Panther Arena (6 p.m.) March 18: Shen Yun Dance Performance at the Milwaukee Theater (7 p.m.) March 24: Festival of Laughs at the Milwaukee Theater (8 p.m.) March 25: Bucks game at the Bradley Center (2:30 p.m.) March 25: Admirals game at the Panther Arena (5 p.m.) April 7: Stampin Up at Wisconsin Center (all day) April 7-8: Star City Gaming event at Wisconsin Center (all day) No coolers will be allowed inside the facilities.
