1 LaSalle Stmpers Referee Manual General Infrmatin Welcme t the Referee sectin f the LaSalle Stmpers Sccer Club (LSSC). My name is Jhn Deluca and I am the Club Head Referee fr the Club. Here are sme helpful tips and advice fr yu. Please cntact me by djuvekappa16@htmail.ca with any further questins r cncerns yu may have. Hw des a Referee get game assignments? Assignments will cme frm the Club Head Referee. All new Referees will start ff as an assistant referee (AR) at first Hw D Referees Imprve? The Club Head Referee will d regular evaluatins n all Referees and Assistant Referees. Attend seminars, wrkshps and clinics. T be a gd referee, yu must cntinue t learn and imprve with every game. Experience is the best teacher and cnfidence builder. The mre games yu d the mre cmfrtable and cnfident yu ll be. If smething ccurs in a game and yu aren t sure if yu made the crrect decisin, g back t the Laws f the Game. Talk t mre experienced referees abut the decisin yu made and whether r nt yu shuld have dne smething differently, r an experienced referee with the questin. Watch experienced referees and ntice hw they deal with specific situatins that cause yu truble in a game. Have experienced referees watch and critique yu and then remember t try the suggestins they give yu. G slw in advancing t mre difficult matches dn t rush it, but als challenge yurself t keep grwing as a referee by taking mre challenging assignments nce yu have reached a cmfrt level where yu are currently being assigned. Watch games f every level whenever pssible. This helps yu t nt nly watch skilled referee s wrk; it als helps yu t learn mre abut the game. Referee Respnsibilities All Referees must meet with Club Head Referee 30 minutes befre game t receive game sheets instructin frm the Club Head Referee. Start the game n time and add n injury time if required. Intrduce yurself t the caches, cnduct yurself in a prfessinal manner, including shwing up 15 minutes befre the game starts in full unifrm (shirt tucked in, n hat r sunglasses, and all necessary equipment t fficiate the game). Referee s will nt get pay if Game Sheets are nt submitted. Club Head Referee will prvide details n Game Sheets submissin.

2 Games can nt start withut Game Sheets The Club Head Referee prvide game sheet with the fllwing infrmatin. 1 Game Date. 5 Game Time 2 Age Grup. 6 Field Name. 3 Hme Team Name. 7 Away Team Name 4 Player adds their names and jersey number befre the game start. Please make sure that yu can read player names and jersey numbers. Ensure that yu add yur name and OSA # t the game sheet. 1 If yu have an assistant referee (AR) please make sure that they add their name and OSA # als. Ensure that yu referee all assigned matches, if yu cannt make the assignment please cntact Club Head Referee tw days in advance. Make sure that crner flags are placed prperly (fr 7v7 and 9v9 sccer, ensure that the gal crease is prperly marked). Nets shuld be securely fastened t the gal psts and netting pulled back s as nt t interfer with the galkeeper. Gal psts must be securely anchred t the grund. Sandbags n the frame twards the rear are acceptable. Crner flags are in place and are nt dangerus t players (at least 5 ft high). Entire field is prperly lined. Any issues with the field shuld be nted n the game reprt. Ensure that all players are wearing shin-guards and d nt have any jewelry.(earrings must be remved. cvering them with tape des nt make them legal.) If yu are wrking a game alne get each team t supply ne linesman, remember that club linesmen can help yu ut with balls in and ut f bunds. Club linesmen cannt call ffside r fuls, s this means yu have t wrk extra hard in the middle and cncentrate t make sure yu are cvering ffside n bth sides f the field. Yu will have t adjust yur diagnal accrdingly when wrking alne s yu are where yu need t be. Yu shuld ask fr a club linesman frm each f the teams, rather than tw frm the same team.. D the cins tss with the captains winner chses the end t defend and the lser kicks ff. If anything is needed, the hme team is respnsible fr fixing field prblems including nets. Referee Unifrm and Equipment List All referees are expected t dress in cnfrmity t OSA requirements. Currently, the OSA requires referees t have the fllwing unifrm: Shirt: Black shirt (main) r Yellw. (In case ne team wears a predminantly black jersey). Shrts: Black shrts with n white trim. Shrts shuld nt be baggy r therwise belw the knee. Scks: Black. (scks shuld always be pulled up t yur knees and nt bunched dwn arund yur ankles). Shes: Black in clur with n flashy trim and in gd cnditin. In additin, referees are nt permitted t wear hats, lng pants, sunglasses (unless prescriptin), r bandanas. Referees equipment shuld be kept in a kit r a sprt bag and shuld include the fllwing items. Watch with a stp-time functin (have a secnd ne in case the first malfunctins).

3 Whistles always have an extra in yur bag. Pencil r a pen. Red and Yellw card. Small game pad t keep track f the scre and any ther develpments n the field. Flags fr the Assistant Referees r Club Linesmen Water. Cld weather gear when the time f year makes it necessary. A large plastic trash bag (t put yur ref bag inside in case f rain). Snacks (energy bars are great!) if yu are ging t be ding mre than ne game. Nte: The LaSalle Stmpers Sccer Club mandates all Referees assigned t their games have black shes, a black shirt and a yellw shirt. All fficials shuld be dressed in matching shirts, and therefre it is imprtant t take bth shirts t the field at all times Pre-Game Instructins I strngly advise making sure yu re als fully aware f the cmpetitin rules and any particular rules fr Cup Games, semi finals, etc. 1 Length f halves 6 Substitutins 2 Thrw in/kick in 7 Direct free kicks allwed r nly indirect free kicks 3 Size f ball 8 Offside, n ffside 4 Penalty kicks r n penalty kicks 9 What yu d with the game reprt 5 Number f players As fr wrking with assistant referee s, the pre-game discussin shuld cver anything that culd ptentially lead t a situatin where yur assistant referee isn t sure what yu expect frm them. Field Inspectin Lk fr hles r depressins that culd cause twisted r brken ankles and see if hles can be filled. All rcks, twigs, debris n the field shuld be remved. Substitutins Assistant Referee (AR1) t signal fr the sub if he/her sees the player is ready, then run t halfway t administer the substitutin (unless yu are the clses t halfway). Mass cnfrntatin What d yu want them t d if there s a mass cnfrntatin? Cme n the field? Frm a triangle and recrd events? D yu want Assistant Referee (AR1) t stay n his line t manage the technical areas? Offside s and fuls Sme referees vary in hw much respnsibility they give the Assistant Referee s, r in what srt f situatins. What shuld they d if yu miss their signal? Hw will yu signal them t drp the flag if yu disagree? What abut certain situatins, like a ptential with a keeper frm an ffside player?

4 Thrw ins Advice yur Assistant Referee s t lk at me first t see if I m making a clear decisin frm smething I ve seen. If pssible give a discrete signal as the ball is abut t g ut by keeping the flag beside the bdy n the particular side first, s yu bth knw what the decisin will be befre it s signaled. Usually yu ll want the Assistant Referee t watch the feet and yu ll watch the arms. Penalty kick Hw d yu want them t signal a penalty kick? Encrachment at the penalty? A gal in a ball ver-theline-then-back-ut scenari?. Whether it s a DFK r PK when yu award it just n the edge f the PA? Technical area What are the rules fr behavir and persnnel in the Technical Area, and hw d yu want the Assistant Referee (AR1) t manage that? If yu re writing smething dwn, which assistant referee d yu want t write near r far? Yu never want all 3 f yu with yur heads dwn! Make sure yu have the prematch rutine wrked ut. Where will yu d the equipment inspectin? Take bth AR s with yu. Make sure they knw where yu want them after the cin tss and after half time (i.e. t run up and check the nets, then t their psitin). Hw d yu want them t get yur attentin if they need t advise yu f smething f cncern? Sme f thse things are fairly standard, yet it s still gd t make expectatins clear. Sme have had different appraches ver the years, s referees f varying experience levels may have different appraches, s the prematch chat ensures everybdy is n the same page. The pre-game inspectin ensures the 3 f yu are a team and that neither f yu misread each ther s signals, r that the assistant referee isn t standing n the line at a certain situatin thinking I have n idea hw t cmmunicate what s happened t the referee, r even if he wants me t Dealing with Prblem Caches Remain calm. Set the grund rules be practive. Shw them where the team and the caches will be seated. Make sure they understand that they must stay in that area. If yu are wrking with an assistant referee he can als help yu ut. Dn t let the caches intimidate yu. Be cnfident in yur knwledge f the Laws f the Game and Rules f Cmpetitin. If smene is hllering at yu, dn t yell back at them. Speak respectfully and quietly, s the cach must quiet dwn t hear yu. D nt take smene yelling at yu persnally. It happens t all referees, even the mst experienced. Hwever, nce the cach steps ver the bundaries f the game and begins t make his cmments persnal r abusive, yu must deal with it. Slwly and calmly walk ver t the cach. In a plite and respectful way, infrm the cach that this type f cnduct is unsprting and cntinuing with this type cnduct will result in his r her remval frm the game. If the behavir cntinues respectfully and prfessinally ask the cach t leave. If the cach refuses t leave, give the cach a warning that if he r she des nt leave, yu will end the game. If the cach des nt leave in a reasnable amunt f time (apprximately secnds), end the game. Be sure t file a very detailed reprt (special incident reprt) with the league s there is a gd understanding f why the game was ended early.

5 Dealing with Prblem Players Remain calm. Make yur presence knwn frm the mment yu walk n the field that way players knw yu are in charge. Stand tall, lk peple in the eye and smile cnfidently. Have yur pre-game questins dwn - intrduce yurself even if yu have wrked games with the same caches befre, ask fr cpies f the game sheet, get the game ball frm the hme team and check it ut. If yu have a difficult player dissenting r ding smething else t disrupt the game, at a stppage f play, issue a cautin and let the player knw that kind f behavir is unacceptable. If the player still insists n being difficult, use a well delivered warning t let them knw that yu have just abut reached the limit f what yu are ging t take. If the bad behavir cntinues, issue a secnd cautin and then a send ff (red card). Remember that the prper prcedure fr this is t display the secnd yellw card and then the red. When talking t players, be firm in yur vice and yur decisins. D nt yell at players and never use ful r abusive language n matter what they are saying t yu. Speak sftly s the players must quiet dwn t hear yu. Listen t what players are saying. Allw them t vent fr a few secnds befre calling it dissent. Yu might find ut abut fuls yu are missing, r there may be smething else ging n that can be easily crrected. This tactic als lets the players knw yu are willing t listen up t a certain pint. This type f exchange shuld nt g n ften in a game and shuld nt last fr mre than a few secnds. If it ges n lnger, yu must deal with it. The mre experience yu have as a referee, the easier it is t set bundaries and t knw when and where t set them. Dealing with Prblem Parents Remain calm. D nt get int discussins r arguments with the sidelines. Reprt any misbehavir n the part f the spectatrs in a miscnduct reprt t the league s that this type f behavir can be disciplined and stpped. LaSalle Stmpers Sccer Club has methds fr dealing with bad behavir, but ding s ften requires a written reprt frm the referee (special incident reprt). Enlist the supprt f the cach. Ask him t speak with the ffending spectatrs, and let him knw that if the behavir cntinues, the game will nt re-start. This will usually be enugh t quiet mst parents, but nt all. (Club representative are als ntified in this case.) If yu have asked the cach t deal with prblem parents and the situatin cntinues, ask the cach t have the spectatr leave the area. If the spectatr refuses, tell the cach that if the spectatr is nt remved, the game will end. Give the cach a reasnable amunt f time (apprximately secnds) t deal with the situatin.. (Club representative are als ntified in this case.) If the parent des nt leave, yu shuld feel free t end the game. Be sure yu file a cmplete written reprt (special incident reprt) with the league s that there is a clear understanding f why the game was terminated. The league must have a written reprt in rder t take any fllw-up disciplinary actin.. (Club representative are als ntified in this case.) Pwers and duties The Referee Enfrces the Laws f the Game.

6 Cntrls the match in cperatin with the assistant referee s and, where applicable, with the furth fficial. Ensures that any ball used meets the requirements f Law 2. Ensures that the players equipment meets the requirements f Law 4. Acts as timekeeper and keeps a recrd f the match. Stps, suspends r abandns the match, at his discretin, fr any infringements f the Laws. Stps, suspends r abandns the match because f utside interference f any kind. Stps the match if, in his pinin, a player is seriusly injured and ensures that he is remved frm the field f play. An injured player may nly return t the field f play after the match has restarted. Allws play t cntinue until the ball is ut f play if a player is, in his pinin, nly slightly injured. Ensures that any player bleeding frm a wund leaves the field f play. The player may nly return n receiving a signal frm the referee, wh must be satisfied that the bleeding has stpped. Allws play t cntinue when the team against which an ffence has been cmmitted will benefit frm such an advantage and penalizes the riginal ffence if the anticipated advantage des nt ensue at that time. Punishes the mre serius ffence when a player cmmits mre than ne ffence at the same time. Takes disciplinary actin against players guilty f cautin able and sending-ff ffences. He is nt bliged t take this actin immediately but must d s when the ball next ges ut f play. Takes actin against team fficials wh fail t cnduct themselves in a respnsible manner and may, at his discretin, expel them frm the field f play and its immediate surrunds. Acts n the advice f the assistant referees regarding incidents that he has nt seen. Ensures that n unauthrized persns enter the field f play. Indicates the restart f the match after it has been stpped. Prvides the apprpriate authrities with a match reprt, which includes infrmatin n any disciplinary actin taken against players and/r team fficials and any ther incidents that ccurred befre, during r after the match. Decisins f the referee The decisins f the referee regarding facts cnnected with play, including whether r nt a gal is scred and the result f the match, are final. The referee may nly change a decisin n realizing that it is incrrect r, at his discretin, n the advice f an assistant referee r the furth fficial, prvided that he has nt restarted play r terminated the match. Assistant Referee Duties Tw assistant referee s may be appinted whse duties, subject t the decisin f the referee, are t indicate: When the whle f the ball leaves the field f play Which team is entitled t a crner kick, gal kick r thrw-in When a player may be penalized fr being in an ffside psitin When a substitutin is requested When miscnduct r any ther incident ccurs ut f the view f the referee When ffences have been cmmitted whenever the assistant referee s have a better view than the referee (this includes, in certain circumstances, ffences cmmitted in the penalty area) Whether, at penalty kicks, the galkeeper mves ff the gal line befre the ball is kicked and if the ball crsses the line The assistant referee als assists the referee in cntrlling the match in accrdance with the Laws f the Game. In particular, they may enter the field f play t help cntrl the 10 yds ( 9.15 m) distance. In the

7 event f undue interference r imprper cnduct, the referee will relieve an assistant referee f his duties and make a reprt t the apprpriate authrities. Cautin, Dismissal and Special incident reprts Cmplete and submit any disciplinary reprts t the Club Head Referee within 48 hurs ( djuvekappa16@htmail.ca). Submit game sheets t the Club Head Referee (nly riginal cpies will be accepted) at the end f each game. Game Cancellatins Games will be cancelled fr the fllwing reasns Severe weather cnditins (i.e. lightning, extreme heat, etc.) Yu may be cntacted by the Referee Assignr r the Head Club Referee by 5 pm n game day if the weather is a safety cncern. If yu have nt been cntacted, the game will prceed. If a team des nt shw up, then that team will be deemed t have frfeited the game, scre will be 1-0 t the team that shw up. If severe weather ccurs during the game, the Club Head Referees and/r Bard f Directr present have the discretin t delay a game up t 15 minutes t see if the weather will clear. If it des nt, the Referee will stp the game and reprt the stppage t the Club Head Referee. The Referee des nt determine the winner nr d they determine if a match is t be rescheduled. If the Referee abandns the game due t i.e. Caches refusing t listen t the Referee, players fighting, spectatr s criticism, etc. Then the Referee shall infrm the caches that the game is being abandned. The Referee shall reprt the incidents leading t the abandnment t the Club Head Referee (please use Special Incident Reprt). If a game is abandned by the Referee fr reasns f weather, visibility, r field cnditins befre the cmpletin f 1 2 f the nrmal playing time fr that divisin, it shall be cnsidered incmplete. Games abandned in the final half f nrmal playing time will be cnsidered cmplete. Additinal Infrmatin Please See LSSC Weather and lighting plicy. Clarifying the rules n calling unsanctined games The Ontari Sccer Assciatin wuld like t remind referees f the rules surrunding calling unsanctined games in the prvince. Unsanctined sccer matches are thse games which are neither rganized, nr sanctined by the Ontari Sccer Assciatin (OSA), the Canadian Sccer Assciatin r FIFA. Fr clarity, leagues are sanctined thrugh the district assciatin, and ultimately thrugh the OSA. If yu are unsure if the league yu have been invited t fficiate is sanctined, r a recgnized assciate member, please cntact yur district ffice directly. If any referee that is currently registered with the OSA fficiates an unsanctined cmpetitin, disciplinary actin can and will be taken by the Assciatin. When fficiating unsanctined games referees are nt be cvered by the prvincial insurance prgram, which is prvided as part f their registratin t the OSA. This insurance is nt health insurance; it is liability insurance. This cvers referees and prvides them with legal representatin shuld it be needed in tday s litigius sciety. Als, if there are any issues n the field f play, there is n recurse t pursue discipline within the OSA structure. If a referee chses t fficiate in any unsanctined game, they will assume all the risk.

8 Other impacts f fficiating unsanctined games include Nne f the games will cunt twards any OSA game requirements fr maintenance, upgrade r ther N assessments cmpleted in unsanctined cmpetitin will be recgnized by the OSA N supprt will be prvided in the cases f Referee Assault N supprt will be prvided t a referee in any discipline situatin Mrever, the OSA wuld like t reiterate that registered referees are prhibited frm wearing CSA r OSA badges if fficiating in unsanctined games. CSA and OSA grant the use f their lg in fficial, sanctined games nly. The OSA strngly advises that referees cnfirm that games are prperly sanctined befre agreeing t fficiate in that game. Further, please refer t the fllwing OSA Rule 4.58, fr infrmatin n suspensins that can result frm fficiating in an unsanctined game: A first ffence fr fficiating in an unsanctined game is a 30-day suspensin A secnd ffence fr fficiating in an unsanctined game is a 3 6 mnth suspensin A third ffence fr fficiating in an unsanctined game is a 1 2 year suspensin. Als, please refer t the CSA Rules, Regulatins and Administrative Guide which states: Registered Referees shall nt fficiate in any Cmpetitin r League, which is nt sanctined, r a Match in which unaffiliated clubs cmpete. Players wearing Casts This CSA plicy dcument issued by the Referees Cmmittee is designed t reduce incnsistencies in rulings ver players wearing casts. All referees are expected t fllw these plicies in all matches sanctined by the CSA. Law 4 states that a player may nt use equipment that is dangerus t himself r anther player. This is further expanded upn in the Interpretatins f the Laws f the Game whereby it is advised that players may use equipment that has the sle purpse f prtecting the individual physically prviding that it pses n danger t the individual r any ther player. Mdern prtective equipment made f sft, lightweight, padded materials are nt cnsidered dangerus and are therefre permitted. Hard plaster casts are cnsidered t pse a danger t bth the wearer and ther players and are nt permitted t be wrn. The practice f padding a hard plaster cast des nt reduce the element f danger. Players wearing a sft, lightweight, cast will be permitted t play if the cast des nt present a danger t the individual r any ther player. The referee r Supervisr f Officials (if ne has been appinted t the match/turnament) will make the final decisin as t the acceptability f any cast. Any player wh uses a cast t intimidate r injure an ppnent shall be cautined r sent ff depending n the nature f the player s actin.
