4 OBJECTIVES OF THE PLAN A. T prvide awareness abut emergency and safety prcedures fr all emplyees f the University f Cincinnati Campus Recreatin Center. B. T ensure that all emplyees respnsible fr supervising activities and/r facilities are aware f their respnsibilities in case f an accident r incident. C. The plan is meant t: a. Keep participants as safe as pssible within ur activities and facilities. b. Prvide an rderly set f prcedures t implement in case f emergency. c. Prtect ur departments and staff members frm the risk f liability litigatin. DUTIES AND RESPONSIBILITIES A. All Emplyees Are Respnsible Fr: 1. Learning hw t reprt an emergency. 2. Understanding evacuatin prcedures. i. Fire ii. Trnad iii. Severe Weather iv. Bmb Threat 3. Understanding the shelter in place prcess. 4. Keeping fire hazards in the wrk area t a minimum. 5. Fllwing the utlined prcedures t ensure efficient and prudent care. B. Supervisry Persnnel: 1. All supervisry persnnel are respnsible fr ensuring that all emplyees within their jurisdictin have been prperly briefed regarding Emergency prcedures. 2. All supervisrs must als ensure that all persnnel lcated within their area f respnsibility are safely evacuated frm the building when an alarm is initiated. 3. The Campus Recreatin Center has the fllwing staff as first respnders in an injury management situatin: Building Supervisrs, Intramural Supervisrs, Aquatic Supervisrs, Lifeguards, and Member Services Lead Staff. All f these individuals must be currently certified in Adult and Child/Infant CPR/AED and First Aid in rder t be scheduled. They will act as the lead persn during injury management fr their respective areas (e.g., Aquatic Supervisr will be in charge f all incidents in the natatrium). 4. Fitness Flr Crdinatrs, Climbing Wall, Member Services, Intramural Officials, Grup Fitness and Persnal Training staff are currently nt required t be certified in CPR/AED r First Aid. Due t the fact that these staff members are nt currently scheduled during all hurs f 4

5 peratin, the Building Supervisr is cnsidered the lead first respnder in the lbby/member services and fitness flr areas. EVACUATION In the event f an evacuatin (fire, bmb, r ther cause) the fllwing steps will be fllwed: When an alarm sunds, STOP activity in yur area. All stairwells will be used fr evacuatin f the building. The elevatrs will NOT be used fr fire evacuatin (fire alarm sunding). When an evacuatin is rdered, leave the building by the nearest stairwell and exit dr. Leave the building quickly, but d nt run. Prvide assistance t physically disabled persns (described belw). Keep cnversatin t a minimum during evacuatin. Clse drs when leaving areas t limit fire and smke damage. If cnfrnted with smke keep near the flr. If cnfrnted with smke in a stairwell attempt t use an alternate stairwell. The Building Supervisr will verify via radi that all emplyees and members have evacuated. Assemble in frnt f the Engineering Research Center (ERC) s that emergency persnnel have access t the building and emplyees can be accunted fr. Cmplete the evacuatin prcess even if the alarm ceases sunding. D nt re-enter the building until an all-clear is given by the Public Safety department. EVACUATION OF DISABLED PERSONS Special prcedures are in place fr persns with physical disabilities wh may be present in the building during a fire. Persns with physical disabilities are permitted t stay in the building during a fire emergency nly if they are nn-ambulatry r where elevatr assistance is essential fr their evacuatin and they are lcated either abve r belw the grund flr. Elevatrs cannt be used during a fire. All ther persns with disabilities need t evacuate the building in an emergency situatin. If required, persns with a visual impairment shuld seek assistance frm emplyees r ther ccupants in the building. Areas f Rescue Assistance: The Campus Recreatin Center is prvided with designated Areas f Rescue Assistance fr this situatin. These areas are equipped fr tw-way vice cmmunicatins with the 911 dispatcher, and are lcated within fire resistive areas f the building, usually emergency stairwells. All Areas f Rescue Assistance are marked with a sign. A persn with a physical disability preventing them frm evacuating shuld be directed t the clsest Area f Rescue Assistance and ntify the 911 dispatcher f their lcatin. The dispatcher will relay this infrmatin t the fire department, and advise the persn as t what ther steps they shuld take. If unable t reach an Area f Rescue Assistance, the individual shuld g t an area with an utside windw. 5

6 Guidelines fr Emplyees: In an emergency situatin- either the sunding f a fire alarm r a vice evacuatin message- if yu can d s withut endangering yurself r thers, d the fllwing: Yu are requested t assist persns with physical disabilities with evacuatin. The Emergency Cmmunicatins Dispatcher shuld be called (9-1-1) immediately and advised f the persn s exact lcatin. A persn with nnambulatry disabilities shuld either remain in r be directed t a safe place, preferably an Area f Rescue Assistance r a rm with an exterir windw and a telephne. Remain with the persns with the nn-ambulatry disabilities until the arrival f a Plice r Fire fficer. If a telephne is nt readily accessible, use the tw-way radi t infrm anther emplyee t meet a respnding Plice r Fire Officer and advise them f yur lcatin. Emergency respnders shuld arrive within 5 minutes f receiving an alarm r call (arrival time is based n past perfrmance). Upn the sunding f a building fire alarm system immediate evacuatins shall be carried ut. Primary respnders (Plice and/r Fire Department) are in charge f any incident upn their arrival, and will determine whether r nt circumstances warrant a cntinued evacuatin. FIRE All emplyees shuld: KNOW WHERE THE NEAREST FIRE ALARM PULL STATION IS LOCATED KNOW WHERE ALL EMERGENCY EXITS ARE LOCATED KNOW WHERE THE NEAREST EMERGENCY HELP PHONE IS LOCATED KNOW WHERE THE AREAS OF RESCUE ASSISTANCE ARE LOCATED A map f the abve lcatins is fund in the Appendix f this manual. In the event a fire is discvered, the fllwing steps will be fllwed, as lng as the emplyee is nt putting themselves in immediate danger: Exit the area f the fire immediately. Emplyees shuld nt attempt t fight a fire. Guide members in the area t exit the building by the nearest emergency exit r stairwell. (see evacuatin prcedures) An emplyee shuld nt put themselves in danger if a member refuses t leave. Give emergency persnnel the descriptin and last lcatin f any members that refused t leave. Pull the fire alarm statin n the way ut f the building. Radi the member services desk and ask them t call 911 frm a phne lcated a safe distance away t reprt the exact lcatin f the fire. Exit the building and await the fire department by the main entrance t prvide additinal infrmatin. SEVERE WEATHER The University has implemented a severe weather warning system as part f its nging fire and life safety systems upgrade. This system allws Public Safety t play pre- 6

7 recrded annuncements in many f the campus buildings when severe weather threatens. This system will be used in cnjunctin with the existing Hamiltn Cunty siren warning system. The sirens effectively warn persns ut f drs; hwever, they d nt prvide gd cverage indrs. The campus system delivers the warnings t persns inside the buildings, as well as prviding mre detailed instructins. The Hamiltn Cunty warning sirens use a steady tne t indicate a severe weather warning (a rise fall tne is used fr an attack warning). Bth tnes are tested n the first Wednesday f each mnth at 12:00 nn, unless there is a threat f severe weather. The campus severe weather warning system will be tested at the same time during the mnths f March thrugh July. SEVERE THUNDERSTORM: A severe thunderstrm WATCH indicates that cnditins are favrable fr the frmatin f a thunderstrm f 58 mph r greater. Hail with a diameter f ¾ r mre may als be present. A severe thunderstrm WARNING is issued when severe thunderstrms have develped in the area. Shelter shuld be sught indrs, away frm windws. What t d during a Severe Thunderstrm Warning: Indrs Building Supervisrs will mnitr the situatin via televisin r internet. If the strm is f such severity that blwn debris and the like wuld threaten the windws, r if large (marble) size hail is falling, then Public Safety suggests mving patrns away frm the windws. The Building Supervisr will cntact the Assistant Directr f Operatins r the Assciate Directr f Facilities/Operatins t help make the decisin. Outdrs Intramural Sprts Officials shuld mve participants int the nearest campus building. They will als need t radi the Intramural Supervisr t tell him/her exact lcatin. Nippert Stadium: Mve participants int the Campus Recreatin Center thrugh the lading dck area. Gettler Sccer Stadium: Mve participants int the 4000 level f Calhun garage. Baseball Stadium: Mve participants t Shemaker Center. If smene is struck by lightning: Peple struck by lightning carry n electrical charge and can be handled safely. Call fr help. Radi the Member Services Desk and have them call 911. The injured persn has received an electrical shck and may be burned, bth where they were struck and where the electricity left their bdy. Check fr burns in bth places. Reprt what yu find t EMS when they arrive. Give first aid. If breathing has stpped call a Cde Blue and begin emergency prcedures (see Injury sectin f EAP). During inclement weather (i.e., thunderstrms) the Intramural Prgram may delay r cancel games. The Intramural Supervisrs will be respnsible fr cntacting the Crdinatr f Intramural Sprts and Summer Camps befre making such a decisin. The Intramural Supervisr will be respnsible fr changing the Intramural Htline t cmmunicate the change in game schedules. If the Crdinatr is nt available, the 7

8 Intramural Supervisr will need t try and cntact a prfessinal staff member, in the fllwing rder: Assciate Directr f Prgrams and Marketing Assciate Directr f Facilities/Operatins Campus Recreatin Directr A list f numbers is lcated in the Intramural Clset. TORNADO: When a trnad is cming, yu have nly a shrt amunt f time t make life-r-death decisins. Advance planning and quick respnse are the keys t surviving a trnad. The Cincinnati area is at risk fr trnades, and has experienced a number f deadly strms. A trnad WATCH is issued by the Natinal Weather Service when trnades are pssible in yur area. Remain alert fr appraching strms. A trnad WARNING is issued when a trnad has been sighted r indicated by weather radar. The campus severe weather warning system will be activated. This system gives vice instructins, please listen carefully t what is said. Hamiltn Cunty will activate the utdr warning sirens. What t d during a Trnad Warning: Indrs CRC: Members shuld be mved t the lwest level f the recreatin center. They shuld be placed in the lcker rms, grup fitness rm C, r the gym/pl crridr. Emplyees must help thse wh may require special assistance. FC: Members shuld be mved t the lcker rms. If mre rm is required, yu can mve individuals int the grup fitness rm. An emplyee at the Member Services Desk (bth CRC and FC) shuld grab the emergency supply kit and AED and take it with them t the gym/pl crridr and await further instructin. An emplyee n the Fitness Flr shuld grab the AED and First Aid Kit and take it with them t the gym/pl crridr and await further instructin. An emplyee frm the Aquatics Area shuld grab the AED and First Aid Kit and take it with them t gym/pl crridr and await further instructin The Building Supervisr, after ensuring that all areas f the Campus Recreatin Center are clear shuld grab the AED and First Aid Kit frm the Gymnasium and reprt t the pl crridr. The Building Supervisr shuld assign certified staff members t g int lcker rms accrding t emplyee gender with an AED and first aid kit. A certified staff member shuld g t Grup Fitness rm C with an AED and first aid kit. The Building Supervisr shuld remain in the gym/pl crridr and ensure that the drs at each end f the crridr are shut. FC: The Building Supervisr shuld keep the AED/First Aid Kit with them and reprt t ne f the lcker rms. The Building Supervisr will direct the Member Services Lead t the ther lcker rm. All members and emplyees shuld sit n the flr, using their arms t prtect the head and neck. Outdrs 8

9 Intramural Sprts Officials shuld mve participants int the nearest campus building. They shuld take the First Aid Kit with them t the shelter lcatin. They will als need t radi the Intramural Supervisr t tell him/her exact lcatin. Nippert Stadium: Mve participants int the Campus Recreatin Center thrugh the lading dck area t the lcker rms, grup fitness rm C, r gym/pl crridr. Gettler Sccer Stadium: Mve participants int the 4000 level f Calhun garage. Baseball Stadium: Mve participants t Shemaker Center. SNOW EMERGENCIES: The Campus Recreatin department will fllw the university plicy fr snw delays and cancellatins. The Campus Recreatin Center will make all effrts t stay pen when the university des nt have a clsing r delay during inclement weather. The Building Supervisr has the authrity t send hme individuals that live away frm campus and must drive hme. If the Building Supervisr feels that the weather warrants clsing the Recreatin Center during a weekend r evening shift, he/she will call the Crdinatr f Facility Operatins t gain apprval befre clsing. The Crdinatr will cntact Public Safety at t speak with the supervisr n duty regarding the weather/rad cnditins arund campus. Based n the recmmendatins f public safety, the Crdinatr will decide whether the facility will clse. If Campus Recreatin clses, the Crdinatr will change the main Recreatin Center htline and pst n Facebk t cmmunicate the change in perating hurs; if pssible the web site will als be changed. The Crdinatr shuld als cntact the Assciate Directr f Facilities/Operatins fr TUC t let them knw we will be clsing. If the Crdinatr is nt available, the Building Supervisr will need t try and cntact a prfessinal staff member, in the fllwing rder: Assistant Directr f Facility Operatins Assciate Directr f Facilities/Operatins Directr f Campus Recreatin A list f numbers is lcated at the Member Services Desk. UC Swim Team Exceptins: 1. If UC is delayed pening in the mrning, the UC mrning swim team practice is cancelled. 2. If UC is clsed fr the day r is clsing early, we will make every attempt t make sure that UC swimming and diving are able t practice in the afternn. SHELTER IN PLACE In the event f a hazardus materials emergency, persnnel may be asked t shelter in place. Shelter In Place is a safety prcedure designed t help prtect yu during a serius airbrne hazardus material emergency. It means taking shelter inside the 9

10 building until the danger has passed. The University f Cincinnati is a participant in the Shelter In Place prgram crdinated by the City f Cincinnati and Hamiltn Cunty. The gal f Shelter In Place is t prevent cntaminated utside air frm entering a building fr the duratin f an incident. In many cases, simply limiting the intake f utside air prvides sufficient prtectin. In incidents invlving very high levels f cntaminatin, steps must be taken t seal ff a safe area. Incidents usually last a few hurs, nt days r weeks. Fr this reasn, there is little danger yu will run ut f xygen during this prcedure. The nature f mst incidents means that there is insufficient time t evacuate everyne frm everywhere there ptentially culd be cntaminatin. Effrts will nrmally be made t evacuate persns in the immediate area f the chemical spill, where the risk is highest. Others wh are lcated in surrunding areas will be advised t Shelter In Place. If yu are instructed t Shelter In Place, emplyees take the fllwing safety actins - If n campus: G t the designated shelter area fr yur building. This is nrmally lcated n the upper flrs, in the center sectin f the building. Fr the Campus Recreatin Center, this is the secnd flr Grup Fitness Rms A & B. Fr the Fitness Center, this is the Grup Fitness Rm. Clse the drs (and windws, if any) t the shelter area. If available (this depends upn the department/cllege), use duct tape and plastic sheeting t seal the windws, drs, vents, and ther penings t yur shelter area. Wet twels may be used if plastic sheeting is nt available. Nte that sealing the rm is less imprtant than fr huses, due t the cnstructin and greater height f ur buildings. Stay inside the shelter area until the all-clear annuncement is given OR until yu are tld t evacuate. Yu will be ntified f a serius hazardus material emergency n campus by the Campus Emergency Warning System. The Campus Emergency Warning System uses the fire alarm speakers lcated thrughut buildings n the campus t give specific vice instructins in the event f an emergency. In the event that yu need t Shelter In Place, annuncements will be made directing yu t take shelter, and when the emergency is ver. POWER FAILURE Cease activity and mve participants t an area with emergency lighting. An emplyee at the Member Services desk shall cntact Public Safety at Fllw instructins frm Public Safety. BUILDING SECURITY AND THEFT In the event that a member r emplyee is the victim f a theft (r ther nn-vilent crime), cntact Public Safety at While waiting fr Public Safety t arrive the Building Supervisr r Intramural Supervisr shuld cmplete an incident reprt; the 10

11 reprt shuld include the name f the fficer that respnded. Frward the reprt t the apprpriate supervisr. Never make a statement t the victim that places the respnsibility fr the theft n Campus Recreatin. WORKPLACE VIOLENCE & VIOLENT CRIME Unfrtunately, wrkplace vilence and vilent crime des ccur n university campuses, althugh very rarely. Examples f a vilent crime are a shter, r hstage situatin. When a vilent crime ccurs n the University f Cincinnati campus, the university will in general fllw the belw prcedures: 0-5 minutes after ntificatin f situatin Public Safety will respnd t the affected building and assess the situatin 5-15 minutes after ntificatin f situatin the rest f campus will be alerted thrugh the Campus Emergency Warning System. It will state that there is a plice emergency and that individuals shuld stay indrs minutes after ntificatin f situatin, the Public Relatins ffice will take dwn the university web site and replace it with an emergency message. They will als send ut emergency texts fr thse individuals that have signed up fr the service. Once the situatin has been cleared, an annuncement will be made thrugh the Campus Emergency Warning System. In the event that a vilent crime was t ccur in anther building n campus, the Campus Recreatin staff will need t d the fllwing: CRC: Mve members t the Intramural and General Strage Clsets lcated n the 0 Level f the CRC. FC: Mve Members t the Massage Rm, PT Office r Pilates Refrmer Rm. CRC: The Member Services Lead will shut and lck the Campus Recreatin gate; the MainStreet passage drs will remain pen. FC: The Member Services Lead will lck the main FC dr. The Fitness Flr Crdinatr, Aquatic Supervisr and Member Services Lead will grab the AED and First Aid kits frm their respective areas and reprt t the Intramural Clset nce their areas are cleared. FC: The Member Services Lead will grab the AED and First Aid kits and reprt t the Massage Rm nce the area is cleared. The Building Supervisr will grab the AED and First Aid Kit frm the gym and reprt t the Intramural Clset nce all areas f the CRC are cleared. In the event that a vilent event was t ccur in the Campus Recreatin Center r Fitness Center, emplyees shuld remve themselves and members ut f the line f view f the attacker. Evacuate members if pssible thrugh the clsest emergency exit. Incident respnsibilities f each Campus Recreatin Center emplyee will be discussed under the specific facility area. The abve is a general guideline t be fllwed. Cntact the plice by calling 911 n a campus phne, calling n a cellular phne, r using a help phne. Be aware that 911 calls frm campus phnes r picking up a help phne are autmatically identified, s that if yu cannt talk, fficers will be sent t investigate. At the present time, there is n methd f identifying where a cellular phne call is made, s yu must be able t speak t summn assistance by 11

12 cellular phne. Public Safety persnnel will prvide further instructins n the building public address system. Thse emplyees wh have safely evacuated the facility need t reprt t the Primary Assembly Pint. The Primary Assembly Pint is a safe lcatin away frm the area f cncern. The Primary Assembly Pint fr the Campus Recreatin Center is the CRC-East facility and vice versa. The Secndary Assembly Pint is fr when the Primary Assembly Pint is als cmprmised. The Secndary Assembly Pint is Krger n Shrt Vine. If the Campus Recreatin Center and its emplyees are the victim f a rbbery r ther vilent crime, d nt argue with the perpetratr. There is a panic buttn lcated n the west cunter f the Member Services Desk at the CRC. Withut alerting the perpetratr, try t push the buttn t ntify Public Safety. Make sure that yu make nte f a physical descriptin, such as height, weight, etc. After the event, the Building Supervisr will need t ask Public Safety t activate the University Wide Crisis Management system. BOMB THREATS & SUSPICIOUS PACKAGES If yu shuld receive a bmb threat, a suspicius package, r lcate a suspicius item, cntact Public Safety immediately by calling 911 n a campus phne. If yu receive a bmb threat, write dwn exactly what was said as sn as pssible. If there is a display phne, nte the number the call was received frm. Public Safety will give yu instructins n hw t prceed. Ask the Building Supervisr t reprt t yur lcatin s that yu can infrm them f the situatin. If yu receive a suspicius package, r lcate a suspicius item, d nt mve r pen the item. Ask the Building Supervisr t reprt t yur lcatin. Public Safety shuld be ntified by calling 911 frm a campus phne r frm a cell phne; await further instructins frm Public Safety. Individuals shuld be mved away frm the suspicius item. SEXUAL IMPOSITION In the instance that smene acts in an inapprpriate sexual manner twards a staff member r Campus Recreatin member/guest, Public Safety shuld be cntacted immediately. Please fllw the belw steps: Ntify the Building Supervisr that yu wuld like fr them t cme t yur lcatin, d nt give details ver the radi. Once they arrive give them details f the situatin. The Building Supervisr will ask the reprting staff member t keep an eye n the individual fr lcating purpses, but in n way shuld ur staff make cntact with the individual. The Building Supervisr shuld then g t Member Services and cntact Public Safety. Once Public Safety arrives, the Building Supervisr shuld ask the reprting staff member t give their current lcatin s that Public Safety can make cntact with the individual if pssible. 12

13 SUSPICION OF ABUSE What t d when an emplyee suspects child abuse: 1. If an emplyee suspects a child is being abused, he/she needs t write a reprt r statement cntaining what ccurred that led him/her t suspect abuse.. The reprt shuld cntain answers t the belw items (a-s), as the staff member making the reprt may be asked t prvide the infrmatin t Hamiltn Cunty Children s Services. If a staff member des nt knw all f the infrmatin belw, he/she shuld cmplete the reprt t the best f his/her ability: a. Name and address f the child yu suspect is being abused r neglected b. Name and address f the parent guardian r custdian f the child c. Age f the child d. Race and ethnicity f the child and family members e. Reasn yu suspect the child is being abused r neglected f. If the prfessinal staff member is nt present, they shuld be cntacted by phne. 3. The pr staff member will reprt by calling during ffice hurs r after 5pm and n weekends. 4. The pr staff member will als reprt t UC Public Safety by calling MISSING CHILD PROCEDURES When it is discvered that a child is missing, r if a parent alerts a staff member that a child is missing: 1. The staff member uses the radi t call an Amber Alert giving a full descriptin f the child, including apprximate age and what he/she is wearing 2. All staff will play a rle in preventing anyne frm leaving the building until a search can be cnducted. 13

14 a. Member Services i. One staff member will clse the frnt gate and remain at the desk. The MS staff remaining at the frnt desk is respnsible fr calling 911 t alert Public Safety f the missing child. The staff member shuld then lk at the cameras t see if anyne matching the descriptin exited the building during that time perid. ii. The ther staff member will g t the gymnasium and stand at the gymnasium drs leading t the lading dck. That individual will als be respnsible fr watching the exit t the ftball stadium. b. FFC i. The FFC must quickly recruit ther individuals t assist in watching drs n the fitness flr. If there are n grup fitness instructrs r persnal trainers present, the FFC must recruit members t assist. There are five drs that need t be cvered: the track, the dr by Rm B, the fire exit by the squash curt, the fire exit by the plate laded machines, and the fire exit in the cardi area. c. Lifeguards will clear bth pls i. The Aquatic Supervisr will g t the nrth dr ii. The lap pl guard will g t the crner f the lap pl near the swim team ffice t watch the fire exit in the crridr as well as the lap pl area. iii. The leisure pl guard will watch the fire exit in the leisure pl iv. Any extra lifeguards n duty will help search the building d. All ther staff nt guarding an exit will begin a search f the building. e. The Building Supervisr will meet with the individual wh reprted the missing child in rder t get full details fr the incident reprt; they shuld then bring the individual dwn t Member Services t wait fr Public Safety. The Building Supervisr shuld then help search the building. f. The Building Supervisr will meet with Public Safety when they arrive t receive any further instructins. g. The Building Supervisr will fill ut an incident reprt and turn in t the Crdinatr f Facility Operatins. INJURY MANAGEMENT OSHA BIOHAZARD REGULATION Acquired Immundeficiency Syndrme (AIDS) and hepatitis B merit serius cncern fr wrkers wh are ccupatinally expsed t bld, ther ptentially infectius material, and certain ther bdily fluids that cntain bld brne pathgens such as the Human Immundeficiency Virus (HIV), and the Hepatitis B virus (HBV). Accrding t the Occupatinal Safety and Health Administratin (OSHA) estimates, mre than 5.6 millin wrkers in healthcare and public safety ccupatins culd be ptentially expsed t these viruses. 14

15 These wrkers include, but are nt limited t physicians, dentists, dental emplyees, phlebtmists, nurses, mrticians, paramedics, medical examiners, labratry and bld bank technlgists and technicians, husekeeping persnnel, laundry wrkers, emplyees in lng term care facilities and hmecare wrkers. Depending upn their wrk assignments, ther wrkers wh may be ccupatinally expsed t bld r ther ptentially infectius materials include research labratry wrkers and public safety persnnel (fire, plice, rescue, crrectinal fficers). Expsure t bld brne pathgens may ccur in many ways. Althugh needle stick injuries are the mst cmmn means f expsure fr healthcare wrkers, bld brne pathgens can als be transmitted thrugh cntact with the mucus membranes and nn-intact skin f wrkers. OSHA recgnizes the need fr a regulatin that prescribes safeguards t prtect wrkers against the health hazards related t bld brne pathgens. Thus, with the full implementatin f its standard, OSHA aims t reduce the risk f ccupatinal expsure t bld brne diseases. This standard, Part f Title 29 f the Cde f Federal Regulatins, was published in the Federal Register n December 6, 1991 (29 CFR ) and became effective March 6, HIV/BODY FLUIDS POLICIES 1. Prir t participatin, members with any wunds including abrasins r rashes must have all wunds securely cvered. 2. If a bleeding injury ccurs t any member, the member must be remved frm the activity until the bleeding has been stpped. The wund must be cleansed with an antiseptic slutin and securely cvered befre the member can return. 3. Shuld bld appear n any part f the member s clthing r equipment that is expsed t ther members, the clthing/equipment must be either changed r cleaned befre participatin can resume. 4. All equipment r playing surfaces, which cme in cntact with bld, must be cleaned with bld killer, a slutin f ne part alchl t ne part hydrgen perxide. 5. Rubber r latex glves (Campus Recreatin supplies latex-free glves but will refer t them as latex glves thrughut this plicy) shuld be wrn by any Campus Recreatin emplyee dealing with bdy fluids r pen wunds. Glves shuld be dispsed f in the bihazard cntainer (lcated in the wet classrm strage area) and replaced after each member is treated. 6. After treating a bldy wund r cleaning a bld-stained surface, glves shuld be remved and hands washed with sapy water r prvided anti-bacterial liquid befre cntinuatin f wrk. HEPATITIS B SHOTS RECOMMENDATION 1. The Risks Emplyees respnsible fr supervising activities may be invlved in emergency treatment and are therefre at risk f cntracting the disease. Therefre, all emplyees are strngly recmmended t vaccinate themselves against Hepatitis B. Please cnsider the fllwing infrmatin: a) Hepatitis B is ne f the mst serius, and cmmn, viral infectins n the wrld. Mre than 50 millin peple are infected annually, and tw millin die each year. 15

16 b) Hepatitis B is transmitted thrugh bdy fluids, and can be carried in cntaminated bld, semen, sweat, saliva, r even tears. It is 100 times mre cntagius than HIV. c) Yu can be infected with hepatitis B virus thrugh even the smallest scratches, scrapes, r injuries. Yu can get it merely by being splashed with infected bld r ther bdy fluids at an accident site r in an emergency care situatin. d) Hepatitis B affects the liver. Ten percent f peple wh cntract the disease will develp chrnic hepatitis B and carry it permanently with an increased risk f liver cancer r ther liver damage. One percent f peple will die frm the disease. e) Hepatitis B cannt be cured, but it can be prevented. 2. Vaccinatin prcedure a) It invlves a series f three t fur injectins in the arm ver a perid f six t twelve mnths and a bster sht a few years later. b) There are very few side effects. Sme peple experience mild sreness, swelling, and redness in the arm fr a shrt time fllwing the injectin. c) Vaccinatin is available at University Health Services. Appintments can be made by calling BIOHAZARD SPILL PROTOCOL In the event f a bihazard spill (bld, r ther ptentially cntaminated bdily fluids), take the fllwing actins: 1. Administer First Aid, as required, t the member. Use universal precautins, including latex glves and face prtectin. 2. Keep members away frm spill area. 3. Mark the spill area with cnes, tape r barriers until spill is cleared. 4. Put n clsed shes, then dn latex glves and apprved face prtectin that cvers eyes, nse and muth. 5. Sprinkle the spill with a cngealing agent and allw fr spill t cngeal. 6. Sweep cngealed spill int dustpan and place cntents in bihazard bag. 7. Spray the area with bld killer and wipe, then place these elements in bihazard bag. 8. Place glves and ther prtectin int bihazard bag. 9. Place bihazard bag in bihazard cntainer lcated in the cntainer lcated in the strage rm in the wet classrm. GENERAL GUIDELINES: 1. Campus Recreatin Staff recgnizes accident/incident and respnds. 2. 17 Call CODE BLUE n tw-way radi fr any injury requiring the pssible use f the autmated external defibrillatr (AED). Pssible scenaris include: uncnscius victim, chking, heart attack, head/spinal injury, seizure, large lss f bld, etc.). Call CODE RED n tw-way radi fr any injury that des nt require the use r pssible use f an AED. Pssible scenaris include: sprained ankle, fractured bne, dislcated jint, minr cuts/bruises. It is pssible that an ambulance will be required fr a CODE RED. In all instances the staff member shuld give a descriptin f the incident and the lcatin when they call the cde. 4. All radi cmmunicatin shuld cease immediately at the cmmand CODE BLUE r CODE RED. Cmmunicatin will then prceed between the first respnder, the Building Supervisr/IM Supervisr/ Aquatic Supervisr and/r the prfessinal staff member n duty. 5. The Building Supervisr/Intramural Supervisr/Aquatic Supervisr will immediately g t the scene and assess the situatin. They will determine if an ambulance is needed. The emplyees at the Member Services desk will listen fr directin frm the Supervisr as t whether r nt EMS, campus plice r ther Rec Center persnnel need t be called. 6. If EMS is required: Member Services Emplyee calls 911 frm Member Services Desk phne. Emplyee gives his/her name and that he/she wrks fr the Campus Recreatin Center r Fitness Center. Emplyee gives phne number he/she is calling frm. Cmmunicate cnditins f emergency situatin (number f victims, victim s cnditin, sex and age f the victim). Cmmunicate the need fr an ambulance and that a Campus Recreatin Emplyee will meet them at the fllwing lcatins: CRC: MainStreet Passageway west dr. The address is 2820 Bearcat Way. FC: CARE/Crawley Entrance. The address is 3230 Eden Avenue. Cmmunicate that there is an AED n the scene. Ask fr estimated time f arrival. Ask if any ther infrmatin is needed. D NOT hang up until the dispatcher tells yu t hang up!!!! The Supervisr will send a staff member (r a member if necessary) t meet the EMS at the lcatin specified in the phne cnversatin. The Supervisr will cntinue t prvide apprpriate care until the EMS arrives. 7. The Supervisr will fill ut an Incident Reprt Frm immediately upn cmpletin f the emergency. Be sure t get cntact infrmatin frm pertinent witnesses. 8. Make n statements t members f the press. Incident respnsibilities f each Campus Recreatin emplyee will be discussed under the specific facility area. The abve is a general guideline t be fllwed. All emplyees shuld listen t the radi fr further instructin. Nrmal radi peratin can nly be resumed after an All Clear is given by the Supervisr. 17

18 CODE BLUE GUIDELINES As described abve, Cde Blue is used fr any injury requiring the pssible use f the autmated external defibrillatr (AED). Pssible scenaris include: uncnscius victim, chking, heart attack, head/spinal injury, seizure, large lss f bld, etc. A Supervisr that is facing a Cde Blue situatin shuld remember the fllwing: Check the scene t ensure safety fr the emplyees, victim, and any bystanders. Check the victim t ensure that this is a Cde Blue situatin. Radi the Member Services Desk t call 911, describing the situatin. Send an emplyee t meet the ambulance at the Campus Recreatin Center MainStreet Passageway west dr r the CARE/Crawley Main Entrance. Instruct anther emplyee r a member t evacuate the area. Have smene begin setting up the AED as yu care fr the victim. An Autmated External Defibrillatr (AED) is a machine that analyzes the heart s rhythm and, if necessary, tells yu t deliver a shck t a victim f sudden cardiac arrest. If the AED tells yu n shck advised- check the victim s pulse. When using an AED, the fllwing precautins need t be taken: D nt tuch the victim while the AED is analyzing. Tuching r mving a victim may affect the analysis. D nt tuch the victim while defibrillating. Yu r smene else culd get shcked. D nt use alchl t wipe the victim s chest dry. D nt use an AED n a victim in cntact with water. D nt use an AED in a mving vehicle. D nt use an AED n a victim lying n a cnductive surface (e.g., metal). D nt use an AED n a victim wh has nitrglycerin r ther patch. With a glved hand, remve any patches frm the chest befre attaching the device. D nt use an AED n smene wh has a pacemaker. D nt defibrillate smene arund flammable materials, such as gasline r free-flwing xygen. D nt use a cellular phne r tw-way radi within 6 feet f the AED. This may interrupt analysis. If using the AED n a child under age 8 r under 55 punds, the pediatric electrdes shuld be used. If pediatric electrdes are nt available, accrding t lcal prtcls, it is permissible t use adult pads n a child as lng as they are at least 1 year ld. Yu wuld put the pads n the frnt f the chest and n their back. FREQUENTLY ASKED QUESTIONS- AEDS If the lcatin f the pads n the chest is reversed, will the AED wrk? Yes. Shuld the pads be remved when the AED prmpts N Shck Advised, cntinue CPR? 18

19 N. The pads shuld nt be remved. It is pssible that the AED will tell yu that additinal shcks are needed. Are there any special cnsideratins when placing electrde pads n a female victim? Yes. If the victim is wearing a bra, remve it befre placing the electrde pads. Place ne electrde pad n the victim s upper right chest and ne n the lwer left side, under the victim s left breast. Can AEDs be used safely in the rain and snw? Yes. It is safe t use AEDs in all weather cnditins. Hwever, if at all pssible, mve t shelter t keep the victim prtected frm inclement weather. If the victim is lying in water, mve him r her t a relatively dry area befre using the AED. In wet weather, be sure t wipe the victim s chest dry befre placing the electrde pads. Can I defibrillate a pregnant victim? Yes. Defibrillatin shcks transfer n significant electrical shck t the fetus. Lcal prtcls/medical directins shuld be fllwed. All infrmatin n AEDs is taken frm the American Red Crss. AED POLICY The Campus Recreatin Department is equipped with 5 Cardiac Science AED units. Lcatins include: The west end f the gymnasium crridr, n the wall acrss frm the aquatics ffice between the leisure pl and lap pl, at the nrth end f the west fitness crridr near the fitness desk, the member services desk, and the Fitness Center at CARE/Crawley. There is als a Cardiac Science AED lcated at Gettler Stadium, prvided by Athletics that can be utilized by Campus Recreatin if necessary. The fllwing must be kept alng with the AED Bld/Bihazard Clean up kit CPR breathing barrier mask Razr, masks, glves, and gauze pads Twel 2 sets f electrdes (pads inside the AED carrier) The Assistant Directr f Aquatics is respnsible fr the management f the Campus Recreatin AED prgram. All Prfessinal Staff, Building Supervisrs, Intramural Supervisrs, Member Services Leads, Aquatic Supervisrs and Lifeguards are trained and certified t use the AED. An AED shuld be immediately taken t an emergency scene whenever a CODE BLUE is called. If an AED is brught t a scene and/r used n a victim, the EMS must be made aware f this when the call is placed. Building Supervisrs will check the status f the AED daily during the pening shift. IM Supervisrs will check the status f the IM AED befre games. A medical review n a case-by-case basis f each use f the AED must be perfrmed by the Directr f University Health Services. 19

A victim has the right t refuse an ambulance. Hwever, if the supervisr feels an ambulance shuld be called, they may d s. This will allw the paramedics t make the call n whether the victim shuld be transprted r nt. The victim may still refuse care, but the paramedics will have the victim sign a refusal f care and dcument the injury/illness. Fr example, smene gets hit in the head with a sftball during an intramural game, but says they are kay. Yu ntice that he/she is slightly slurring wrds, r his/her balance is ff. Call an ambulance even if they refuse. SHOCK All victims f injury shuld be mnitred fr shck. ALL INJURIES, SMALL OR LARGE, CAN LEAD TO SHOCK! Symptms f shck can include: Anxiety r agitatin 20

21 Bluish lips and fingernails Chest pain Cnfusin Cl, clammy skin Dizziness r light-headedness Faintness Lw bld pressure Paleness Prfuse sweating r mist skin Rapid pulse Shallw breathing Uncnsciusness Weakness It is crucial that yu recgnize these symptms since shck is a life-threatening cnditin that requires immediate medical treatment. The degree f shck can rapidly increase; therefre, yu shuld be prepared t begin rescue breathing r CPR as needed. Remember, due t shck, many CODE RED injuries can rapidly turn int CODE BLUE situatins. CRUTCH CHECK-OUT We have crutches available fr patrns that require them fllwing injury. Use the fllwing prcedures when checking ut crutches: Get a pair f crutches frm the Member Services Strage Area. Explain t the member that he/she has ne week t bring back the crutches, and have him/her initial their understanding n the incident frm. Check ut the crutches t the member in CSI When a member returns a pair f crutches, find his/her name in CSI and check the crutches back in. INCIDENT REPORTS An incident reprt must be filled ut fr every injury, n matter hw small. Every time that we give any kind f treatment (e.g., ice bags, Band-Aids, etc.), an incident reprt needs t be cmpleted. All sectins f the reprt shuld be cmpleted. When describing what happened and the injury, all wrding shuld be accrding t what the patrn says. Fr example, Patrn stated that he sprained his ankle r Patrn said she heard a pp. Yu culd als have smene ask fr a Band-Aid r ice bag. In this case write smething similar t Patrn asked fr a Band-Aid because f a blister under What Happened. The patrn must always sign the frm, as lng as they are able. If they are unable t sign, please state reasn n the line marked Patrn signature. If a piece f equipment is invlved with the injury, please place an ut f rder sign n it until it can be thrughly checked by a Supervisr. Any bld spills shuld be cleaned up immediately. 21

22 CRISIS MANAGEMENT The purpse f this plan is t give each member f the Campus Recreatin Staff a plan f actin in the event f a crisis situatin (i.e., a death in the facility, rbbery, etc.). This plicy is in accrdance with the Student Affairs & Services Student Emergency/Crisis Respnse Plan 1. University Plice and EMS will likely be n scene (Cde Blue Prcedures already taking place r Public Safety ntified). Ask a representative frm University Plice t activate the University-Wide Crisis Management Team by cntacting the Dean f Students. 2. Clse the facility area where the incident has ccurred, but try t keep ther parts f the facility pen (e.g., keep aquatic center pen if incident ccurs n the fitness flr). 3. D nt allw a member f the press int the area f emergency. Make this r a similar statement: We are dealing with an emergency situatin. We have n cmment. University Plice will be able t assist yu in cntrlling the media. D nt speak t anyne abut the incident ther than University Plice, University Crisis Management Designee, and Campus Recreatin Prfessinal Staff. 4. Alert the fllwing individuals in rder: a. Assistant Directr f Operatins b. Assciate Directr f Facilities/Operatins c. Directr f Campus Recreatin A phne list is lcated at the Member Services Desk. 5. When feasible, mve staff and members directly invlved, away frm the scene t relax and calm dwn. Ask Public Safety where they wuld like t gather all individuals invlved fr debriefing. 6. The prfessinal staff member, in cnjunctin with the Building Supervisr will make the decisin regarding the pening/clsing f the facility. Staff may be called in t replace invlved wrkers if necessary. The facility may need t be shut dwn until replacement wrkers can be fund. 7. Fllw-up debriefings may ccur when necessary. EMPLOYEE RESPONSIBILITIES Building Supervisr The Building Supervisr is respnsible fr management f emergency situatins. The fllwing is a guideline fr the handling f emergency situatins. Fire: The Building Supervisr s main respnsibility is t make sure that the building is cleared during a fire evacuatin. He/she shall direct all cmmunicatin with Campus Recreatin emplyees. 22

23 Alarm sunds. Building Supervisr instructs Campus Recreatin Staff t begin evacuatin. This includes Member Services staff, Climbing Wall staff, Fitness Flr Crdinatr, and Aquatic staff. Ask staff t reprt any bservances f smke r smke smell. If a staff member reprts a prblem, relay t all staff which exits are nt clear t use. CRC:Building Supervisr reprts t the gymnasium t help evacuate and verify that all members have been evacuated. D nt allw members t g t the lcker rm t get their persnal belngings. FC: Building Supervisr shall walk the Fitness Center t help evacuate and verify that all members have been evacuated. If a member will nt mve t a safe lcatin, staff shuld nt argue with the member. Instruct the member that everyne is ging t a safe place and name the lcatin. Tell the member that if he/she des nt cme with yu, he/she culd be arrested when the plice arrive. Staff shuld reprt t the Building Supervisr any individuals that will nt evacuate, including age, sex, descriptin and lcatin. The Building Supervisr shuld write this dwn n his/her shift reprt sheet. Verify with all staff that their respective areas are cleared. CRC: Have ne member services staff g t the east side f the Recreatin Center by Market n Main t ensure that n ne ges thrugh the Mainstreet Passageway. Instruct the rest f the staff t bring all members t the frnt f the Engineering Research Center (ERC). In inclement weather have staff members take the members t the ERC lbby area t await an all clear. Have a staff member wait n the west side f the building t ensure n ne ges thrugh the Mainstreet Passageway. FC: Instruct all staff and members t g t shuttle bus stp in frnt f Eden Garage. In inclement weather have staff members take the members int the first level f the garage. Once evacuated the Building Supervisr shuld lcate emergency persnnel in rder t btain infrmatin frm them regarding when it is safe t re-enter the Campus Recreatin Center. The Building Supervisr shuld then advise emergency persnnel f any members that refused t leave, including age, sex, descriptin and lcatin. Once the area is cleared fr re-entry, radi the Campus Recreatin staff t let them knw that members are allwed back int the Campus Recreatin Center r Fitness Center. Have staff walk members back int the Campus Recreatin Center r Fitness Center in an rderly fashin thrugh the Member Services Desk area. Trnad Warning: The Building Supervisr is t ensure that members have been mved t the trnad safe znes lcated in the lcker rms, the gym/pl crridr, and grup fitness rm C f the CRC and the lcker rms f the FC. Receive ntificatin f trnad warning via Campus Emergency Warning System. Building Supervisr instructs Campus Recreatin Staff t begin evacuatin t trnad safe znes.
