1 INTRODUCTION Fulton County roads are subject to freezing rain and snow during the winter months. South Fulton County has a total of 606 miles of roadway. During inclement weather, 2 miles of these roads are classified as first response priority roads, which represent paved, non-subdivision roads and do not include state routes. EMERGENCY NUMBERS Stonewall Tell: (Main Number) Traffic Operations: (Main Number) RESPONSE LEVELS LEVEL : Emergency situation is in full effect. All directions received. All emergencies defined and emergency situation & inclement weather handling response in full operation ACTION MILESTONES Fueling of heavy construction equipment and other emergency equipment: 2 hours out Construction employees notified to report to work by the Transportation Program Manager: 8 hours out Trucks loaded with sand: 3 hours out (time will be shorter if freezing conditions exist to prevent sand from freezing) Sanding operations on bridges: 3 hours out PRIORITY ROADS During ice storms, all bridges are classified as first priority for de-icing and sanding. All roads leading access to hospitals, fire stations, major collector roads, etc. are classified as priority roads. All roads that are classified priority in each zone are monitored and receive maintenance as needed to keep them passable STRATEGIC LAYOUT
2 In inclement weather, South Fulton County is divided into six zones for strategic implementation of resources. Each zone is assigned an Area Construction Supervisor (ACS) or a designated employee. RESOURCE ALLOCATION Each supervisor or designee determines what resources are needed within the assigned zone and reports the information to the Stonewall Operations Center. An inventory of sand and calcium chloride are stockpiled at the Stonewall Operations Center for use in an ice/snow storm. Sand 800 tons Calcium Chloride 4,650 lbs (50lb/ per bag) During an ice storm, sand spreaders are utilized to apply sand/calcium chloride. Sand Spreader 54A6 Sand Spreader 54A62 Sand Spreader 54A60 Sand Spreader 54A63 Sand Spreader 54A355 In snow conditions, if a priority road becomes impassable due to snow accumulation, a motor grader can/will be used to clear the roadway. ROAD CLOSURE This procedure is only implemented after an on-site evaluation is completed by the Traffic Manager or the Transportation Program Manager.
