10 PRESIDENT S MESSAGE This is my final message as President, as my term of office finishes at the close of the AGM on 1st April. I know that I am handing over to a worthy successor, but as the date approaches I have mixed feelings. Certainly, shedding the responsibility and a significant reduction in the time I have had to commit to the Club will be welcome, but I also look back with pride with what we have achieved and am grateful for the great honour bestowed on me as President of the best club in the world. At the beginning of my Presidency I set out to compete in every event on the calendar at least once and I have almost managed to achieve this. The one exception is the Scottish Trial, which I intend to compete in this year, albeit exactly one week after I hand over the baton. I have enjoyed every discipline, but at heart I was always a racer and am pleased to say have managed to race in each of the six racing sets at least once during the last three seasons. I have tried at all times to remember that this is a club and the whole purpose of the Club is to ensure that as many Members as possible can have as much fun as possible and I can certainly confirm that I have had a lot of fun in the period I have been President and fervently hope that most Members have too. As President I was merely the person who led the large team of people who make the Club operate. I would like to thank all of the Directors who have worked with me throughout my presidency, without whose support we would have achieved nothing. I am particularly grateful to the staff at The Old Post Office, realising that whilst it is a hobby for us, for them it is a job and they are without doubt the Club s greatest asset. The Club relies on a huge army of volunteers, including event Organisers, Marshals and those who do the myriad of jobs that help keep the show on the road and I would like to thank each and every one of them for all they do for the VSCC. There are, however, two people who have supported me more than any other and deserve special thanks. Brian Fidler, who came out of retirement to return to Committee, not just as Treasurer, but as a great supporter and mentor. Dave Salmon, who since his arrival in December 2014, has done so much to run the Club in a more business-like and efficient manner, whilst being mindful of the needs of Members and all the time been supportive of me as President. The photograph is not of me, but of my father competing in his 12/50 Alvis, taken probably at one of his first Race Meetings sometime in the early 1960s. I regret that my father did not live to see me as President of his Club, but I will be forever grateful that he introduced me to the pleasures of vintage motoring, which has been more a way of life than merely a hobby. My life has changed significantly since I was elected in mid-2013, not least the arrival of Charlie, who has and continues to be a source of such pleasure. I also became a grandfather last year. I hope that I will now be able to spend a little more time with my family, whilst still competing as much as I am able. My greatest thanks are reserved for Carol for putting up with my preoccupation and frustration with matters VSCC, allowing me to attend and compete in so many events and giving me every support throughout the last three years. 11 NEWS & VIEWS FROM THE OLD POST OFFICE Dear Club Members, As many of you will no doubt be aware Tim Kneller stands down as our Club President at the end of the month and so we would like to take this opportunity to thank Tim for all of his help and support over the past 3 years. Most of you will not see first-hand the trials and tribulations of the Presidency and perhaps do not realise just how much time, energy and effort the role requires if you are to try and meet the competing demands of the Club s almost 7000 Members. At times, he may have been a little bruised and battered from the experience, but Tim has resolutely stayed the course and has been instrumental in the continued development of the Club and improved finances. An active Competitor in all disciplines, with a particular passion for motor racing, Tim has been open to new ideas, whilst not forsaking the traditions of the Club, and has encouraged others to adopt a similar approach. As a Club, we now look forward to the dawn of a new era under the Presidency of Geoff Smith safe in the knowledge that Tim Kneller has laid some very solid foundations. At the time of writing this note for the Newsletter we have held two very successful events with the Measham Rally operating from the Bruntingthorpe Aerodrome and then the New Year Driving Tests at Brooklands Museum. Our thanks go to Jenny Lees and her local team of Organisers for all of their hard work planning and running the Measham which, as a result of their endeavours, attracted a significant increase in entries and some excellent media coverage. The New Year Driving Tests ran very smoothly despite some inclement weather and our thanks go to Kevin Lee and his local team of Organisers, and our friends at the Museum, for pulling together such an enjoyable event. Next month we will report back on the new and improved Pomeroy Trophy, Exmoor Fringe Trial and also the John Harris Trial. Away from the events calendar Membership renewals have been coming in thick and fast and those who have rejoined should have, or will very soon, receive their new look Membership card. Please keep this safe as you will need to show it at signing-on at Non- Speed events and at Race Meetings to claim your free programme. On the subject of Membership, we have completed the Members Survey and the results have been presented to the VSCC Committee and will help inform our plans and priorities. This is just the start of the process as we aim to improve our understanding of what the Members want from the Club and then tailor our services accordingly. A summary of the results of the Survey will be published in the Newsletter in due course. Bookings are being taken for the Awards Dinner on Friday 31 March at the Hilton Hotel Warwick, which will be followed by the AGM the next morning. Please complete and return your ballot paper for the Committee elections and if you can attend the AGM please do so as we will be delighted to see you. The Annual Report and Accounts have been separated this year on the advice of the Auditors and this has allowed for more content to be added to the Annual Report with updates from the Sub- Committee and Working Groups. The Accounts also look quite different as we have had to make notable changes to comply with the latest Financial Reporting Standards. As a result, the Accounts have become quite technical and so we have included in the Annual Report a financial summary which will hopefully be more user friendly. The 2017 Budget has been agreed by the Directors and a summary will be included in the next Newsletter with financial reports every subsequent quarter. The budget seeks to reinvest throughout the year most of the surpluses we plan to generate and then return a small positive balance come the end of the year so that the Club remains in the black and we have taken the opportunity to fund improvements as and when they are required. A good example of this is the 5000 which has been made available to fund VSCC volunteer training to compensate for the bids to the Motorsports Trust which were sadly unsuccessful. The final elements of the AGM Weekend will be the Marshals Forum followed by the Marshals Dinner. The latter is by invitation only and this year the invitation has been extended to partners so we hope to see as many couples as possible. Dave Salmon 11

12 COMMITTEE NOTES January Committee Minutes The minutes of the last meeting were approved. An update on the work of LARA, including the Vnuk case, was presented and it was noted that LARA had resolved their immediate funding concerns and would continue to operate in 2017, with the VSCC as an Associate Member. The President confirmed who he had asked to serve on the Bulletin Review Working Group. The Secretary advised Committee that Tom Hardman had agreed to extend and enhance his sponsorship of the Club s Racing activities. It was agreed that the Secretary should write a straw-man paper on Sponsorship. The Secretary outlined recent changes to the staff including the move of Rachael Watkins to the Speed Secretary role and part-time employment of Jenny Moore as the new Competition Administrator. Entries for the Pom were reported to be buoyant and set to increase following the decision to open the event to Modified Production Cars. It was noted that the Morgan Aero Challenge had committed to race with the VSCC at a minimum of two different venues over the next 3 years. The Morgan 3 Wheelers had now been added to the programme for Mallory Park. Two additional events, with strong PR advantages, had been added to the 2017 calendar and these were Daylesford in May and Dunstall Park in December. The Formula Vintage Promotional Video and dedicated website had both been completed and would be launched very soon. The new and improved Membership Cards would start to be issued with the February Newsletter. Three candidates had been proposed for the two seats on Committee. Ballot Papers and Candidate Profiles would both be included in the February Newsletter Pack. Following discussions with the Auditors it had been agreed to separate the Annual Report and Accounts which would help to reduce their fees. Heads of Sub-Committees and Working Groups would be invited to write a short narrative for the Annual Report. It had also been proposed that from 2018 onwards the Club should move to an Assurance Review rather than an Audit, which was considered to be an unnecessary level of scrutiny for an organisation the size of the VSCC. It was noted that St James s Place had decided not to renew their Principal Associate partnership and that efforts would be needed to find a suitable replacement. The Club was maintaining a watching brief, whilst reviewing our practices, following the very sad fatality on the recent MCC Exeter Trial. The tenant of Flat 1 had served notice to vacate and the Agent is advertising for a new tenant. Following negotiations with the Agent the management fees on both flats had fallen by 4%. It was confirmed that legal proceedings had now been issued against the School Garage for two outstanding invoices for advertising in the Bulletin Advertiser. The President explained that bids for funding from the Motorsports Training Trust had been unsuccessful and as a result 4 of the 5 planned training sessions for Marshals and Unlicensed Non-Speed Officials would not take place. The Club would reapply in April. The Secretary confirmed that in the interim, 5k had been made available in the VSCC 2017 Budget for volunteer training and that President had asked one of the Directors to co-ordinate bids for funding. It was agreed that training opportunities with other Clubs should also be investigated. It was noted that the Federation had made some very good progress with the DVLA of late. The Vnuk judgement was discussed and it was agreed that the Club must monitor developments very closely and be prepared to act as necessary. A nomination for Honorary Membership highlighted the absence of a proper process or principles for such nominations and so it was agreed that a paper should be written to propose some guidelines. Two letters were shared with Committee one of the Membership survey and the other on the design of the Christmas Card. A summary of the financial position at the end of December had been circulated and was noted. Committee were advised that whilst there would be some changes following the Audit and the normal end of year adjustments the general message was that 2016 would be on target. The Treasurer praised the Secretary and his Team for their excellent financial control and acumen. A summary of the latest 12

13 draft of the 2017 Budget had also been circulated and was noted. It was noted that minor changes may be required following the audit of the 2016 accounts. The final draft would be discussed at the next Committee meeting. Questions were asked on the level of financial reserve, for the agreed IT project, and whether the proposed surplus was sufficient. It was also suggested that the budget for the 2019 Anniversary should be ring fenced and it was agreed that this should be discussed at the next Committee meeting. The minutes from the last Rally Sub-Committee meeting had been circulated and noted. The minutes from the Pom Working Group had also been circulated and were noted. The Committee agreed that the glass trophies presented as part of the Sprint and Hill Climb Championship had not been well received by all and so would be discontinued. It was also noted that the quality of tankards continued to fall and that the Secretary had met with the supplier and is looking at ways to address this. This may result in a reduced number of trophies being presented and it was agreed that this should be discussed at a future Committee meeting. 27 new Members were proposed and elected. A paper had been circulated proposing a reduction in the number of events included in the Annual Awards and it was agreed that this should be discussed at the March Committee meeting. It was noted that the Club van planned to be at more events in 2017 subject to the availability of volunteers. The Treasurer thanked the Supporters Club for the 1,645 donation. It was confirmed that plans for the next Treasurer would be covered as part of the forthcoming Committee Review. Finally, it was confirmed that HRH Prince Michael of Kent had been invited to attend the Silverstone Race Meeting again this year. FINAL CALL 2017 AWARDS DINNER TROPHY CALL Members are asked to make arrangements for the safe return of perpetual trophies to the Club Office in Chipping Norton as soon as possible so that they can be engraved before the Annual Awards Dinner to be held on Friday 31 March at The Hilton Hotel, Warwick, CV34 6RE. 13

It is hoped that this will ensure that subscription revenues remain broadly in-line with inflation and we avoid unpopular larger increases in fees, at less regular intervals. 15 VSCC AWARDS DINNER, ANNUAL GENERAL MEETING, MARSHALS FORUM & DINNER 2017 HILTON HOTEL WARWICK, FRIDAY 31 MARCH / SATURDAY 1 APRIL Annual Awards Dinner Friday 31 March. We will host the Annual Awards Dinner to celebrate the achievements of the Club s 2016 Award Winners at the Hilton Hotel Warwick. Please join us to enjoy a fine meal and the presentation of the illustrious awards in the company of our guest of honour. The Dinner is open to all Club Members and their guests, but in the event of over-subscription priority will be given to the award winners and their guests. Only the awards being collected on the night will be specifically mentioned, but there will be a roll of honour on display which will reflect all of our award winners. The cost is 35 per person (20% reduction for award winners) or 315 for tables of ten and this will include a three course meal with wine to order. You can book your place now by completing the Booking Form enclosed in this Newsletter or by purchasing your tickets online from the VSCC website. Annual General Meeting Saturday 1 April. The Club s Annual General Meeting will be held in the Avon Suite at the Hilton Hotel, Warwick. A formal calling notice for acceptance of the Club s Annual Report and Accounts for 2016 was first issued in the November copy of the Newsletter. Club Members are invited to attend the meeting and to take the opportunity to discuss with Directors and fellow Members the performance of the Club in 2016 and the plans for the future. Marshals Forum and Dinner Saturday 1 April. The Marshals Forum and Marshals Dinner will be held after the Annual General Meeting. The Forum will be in the afternoon and is open to all who marshal or compete at VSCC events. Following tradition, the Marshals Dinner is by invitation only and will take place in the evening. Invitations will be sent out in due course and in 2017, the invitation will be extended to include partners and the dress code will be smart casual. Accommodation. The Hilton Hotel Warwick has overnight accommodation available and this can be booked through a dedicated VSCC webpage, the details of which can be found on the VSCC website when booking your tickets. This page will be live until 3 March after which time you will need to either book through the hotel or a third party booking site. The flexible bed and breakfast prices arranged for VSCC Members are as follows: single double Alternatively you can telephone and quote AVINS in order to obtain this rate. You may find that less expensive rates are available by booking through a third party agent, but most are not bed and breakfast and are not flexible. There is also overnight accommodation available almost directly over the main road in the Holiday Inn Express, Warwick which can be booked either direct with the hotel or through a third party agent, depending on availability. 15

17 Calling All Marshals As a Club we can only offer such a broad range of multi-disciplined events throughout the year with the support of a strong and loyal band of Marshals. To maintain the excellent support the Club enjoys from volunteers we do need a steady flow of new Marshals each year. Therefore, if you can find a few spare weekends this year and would like to be more involved in any of our events or simply wish to give a little back to other Competitors please contact the Competition Department to confirm your availability Event Calendar App A shared calendar app is available for Members to download, which has the dates of all Club events in 2017 preloaded. The name of the app is keep&share and it is available to download onto your mobile device from any good app store. The account details are: account name vsccevents and password vscc1934 Please note that this is an open, shared calendar with a single login and so Members are asked to use it as read only and not make any changes as this will impact upon others EVENT ENTRY CRITERIA This year entries for all events will be on a first come basis with the entry confirmed by return. If an entry is received for a car which does not have a Buff Form the entry will be accepted, but it is the Competitor s responsibility to ensure that the Buff Form is submitted to the Eligibility Sub-Committee in good time to be processed before the event closes for entries. It is hoped that the new system will allow Competitors to confirm their own logistical arrangements much sooner. It should also avoid the disappointment of a rejected entry sometimes many weeks after it was submitted. The Competition Department will reserve a limited number of places at each event to ensure that the Club s traditional entry criteria can still be accommodated which should help to safeguard the overarching principles of the VSCC. 17

18 THE SPRING SOUTH DOWNS RALLY Following on the recent success of the Measham Rally the VSCC returns to the first of its traditional daytime Navigational Rallies of the year, with the South Downs Rally on 29 April. All Members with a Pre-war car are welcome to enter and enjoy the day. Those who have not entered a Rally before, or just want a gentle drive around the beautiful countryside of West Sussex and Surrey, can enter the Champagne Class where they will be provided with a Route Book giving clear instructions of the route. The Champagne Class entrant that follows the route best and to time, will be awarded a bottle of Champagne. For the regular entrants the usual classes of Experts, Semi-Experts and Novices will be arranged, with straightforward instructions and timings to follow, with the VSCC Martini Trophy up for grabs for the winner. The event is based from the Goodwood Hotel, just up the road from the Goodwood circuit that the VSCC uses each year for the Autumn Sprint, where accommodation is available for those wanting to make a weekend of the event. The route is approximately 90 miles long and takes in the ups and downs of the South Downs as well as many of the rural roads of West Sussex and Surrey. The South Downs Rally caters for all Members in any car and can be just as much a social event for those who just enjoy a drive in the countryside as well as a competitive event for the regulars. 19 LAST VSCC MARCH 2017 CALL A five-day Pre-war touring event for VSCC Members organised by Club Director, Mike Holt, based at the celebrated Crieff Hydro Hotel in Perthshire ( with daily circular tours from the venue to notable landmarks, including Loch Lomond, Royal Deeside, Whisky distilleries and more The week will also include visits to Falkland Palace and Stirling Castle, both Renaissance Palaces built by James V of Scotland father of James I of England and Scotland and his queen Mary of Guise, who brought her stonemasons and fancy European designs over to construct them. 24 2017 VENUES FOR THE CLUB MEETING & REGALIA SALES POINT We are hoping to find volunteers to help to run the Club Display at the 2017 events listed below. As in the past, Roger Ballard and Ian Ferguson are co-ordinating the arrangements, but the increased number of events may make life a bit difficult this year. Our traditional list of volunteers will already have been contacted, but we are always pleased to hear from newcomers. Some events very rapidly become oversubscribed and we operate a first come, first served system, so please don t be offended if your offer is declined. 25 VSCC SUPPORTERS CLUB DRAW This Private Lottery, which is within the meaning of the Lotteries and Amusements Act 1976, is intended to raise funds for the VSCC while at the same time give you the opportunity to get a handsome return on your investment. For as little as 1.00 per month you are entitled to take part in draws throughout one year starting in May. Anyone may purchase as many shares as he or she wishes to hold, but a minimum subscription of (ie one share) is necessary in order to take part. Rights under the shares will lapse at the end of the year for which they are issued but they can be renewed and a convenient way of doing this is by use of Standing Order. This will be an excellent opportunity for VSCC Members driving suitable cars to shake out the winter cobwebs and get practice laps on the circuit prior to the VSCC Formula Vintage Race Meeting on the Saturday and Sunday. The Test Day is open to singleseat racing cars of the period and Post-war to 1965 sports, sports-racing, GT and touring cars. 27 RECENT ACQUISITIONS Gordon Phillips has sent us two photocopied illustrated catalogues; a 1932 Scintilla products list including magnetos, dynamos, switches, clocks, etc,; and a similar 1931 edition of Bosch products. Both will be invaluable reference sources. A complete bound set (26 volumes) of Cars and Motor-Cycles from the WO Bentley Memorial Foundation, presented by David Rolfe. Unusually there are two indexes, contents and illustrations, which we will scan to be accessed by our search engine. Our regular visitor Len Huff, currently researching Abbot coachbuilders, has presented us with a copy of the Complete Classics book of the Bentley R-Type. A SUCCESS STORY LIBRARY & INFORMATION Our overseas correspondent (ie. Andy doing his annual stint at the REVS Institute in the USA) recently sent us a scan of a rather hazy photograph with a request to identify whatever we could from it. The scene was of a car at a cross-roads by a pub, and with a signpost in the background with a horse and cart nearby see below. An initial bit of research uncovered a better image of the same picture from which we managed to read the place names on the signpost. The bit was now firmly between the teeth (not of the horse in the photo) and the team set to with their navigational skills to identify the location by triangulation. Your Librarian s military experiences determined that a pair of compasses were essential for this task and he duly set off for Smiths. On his return a near mutiny had been narrowly averted and a piece of string, expertly manipulated, had revealed the location as the Cross Hands at Brockworth in the Cotswolds. The pub has since disappeared and a Toby Carvery has replaced it; the address is still Cross Hands however. The key to identifying any car of this period is the radiator, and a search of magazine indexes with our search engine threw up no less than 12 pages of 1920 s radiator images in The Motor. None of them seemed to be a close match with the photograph but in an attempt to regain his position of authority your Librarian firmly opined that it was a Sunbeam. More detective work revealed a 1920 road test of a 24hp Sunbeam including a photograph and a location. It was a different photograph but the same car, in the same place, at the same time. 29 MSA VEHICLE PASSPORT APPLICATION All cars competing in Hill Climbs or Sprints must be presented for scrutineering with a valid Competition Car Log Book/Vehicle Passport or an MSA Recognised Vehicle Identity Document unless the car is currently licensed for use on the public highway and is competing in a road legal condition or is currently used in circuit racing and is entered in an event on an occasional basis only. The onus of proof rests with the competitor The Competition Car Logbooks that were issued and endorsed by the VSCC will not be used any more: from now on competition vehicles in the relevant classes will need to have an MSA Vehicle Passport. Please note that these will no longer be dealt with by the VSCC office. These passports can be completed by the applicant or a scrutineer: however the vehicle must be inspected by an MSA scrutineer in all cases. You cannot complete the form yourself and send it direct to the MSA. The MSA charge for the Vehicle Passport is currently 40 (in 2016). Our VSCC scrutineering team have agreed to complete these passports at an event. Alternatively you may ask a local scrutineer to come and inspect the car elsewhere. Please bear in mind that the inspecting scrutineer may incur travel expenses in these cases. We suggest you discuss and agree any extra payment with the scrutineer before arranging their visit. You can complete the form in advance of the scrutineer s inspection if you prefer. Alternatively the scrutineer can complete the form himself at the time of or following the inspection. A scrutineer will inspect the vehicle and verify that the form contains all the relevant information. The applicant pays the scrutineer the MSA fee, which is currently 40 (in 2016). Any change to the fee will be notified in the 2017 Blue Book. The scrutineer will give you a receipt which serves as a logbook for the subsequent 30 days. Please retain this receipt as it allows you to compete in an event before the MSA return your completed Vehicle Passport. The scrutineer will send the completed form, fee and receipt to the MSA Technical Department. When you receive your completed Passport from the MSA, please ensure that you sign it. Photographs The Vehicle Passport shows three photographs of the vehicle, a front ¾ view, a rear ¾ view and a view of the engine bay. The Application Form contains examples of these photographs. The photographs can be taken by the inspecting scrutineer or the applicant. For applicants wishing to take their own photos there is some guidance available. 29

Yet it seems to be surrounded by mystery and a feeling that only intellectuals can fathom the complex instructions. Come to the Rally Teach-In to remove the mystery and have the principles of Rallying broken down into straight forward language. Sunday 21 May at Cawley Hall, Luston, near Leominster, Herefordshire HR6 0DS MR.OS 149: The Club is presenting a wonderful opportunity for Members to learn about VSCC Navigational Rallies. The event takes the form of a one day, practical course, run by experienced Rallyists. The course is aimed at complete beginners, people who have done a few Rallies and Members returning to Rallying who feel rusty. Participants are promised an enjoyable day which will prepare them to enter future VSCC Rallies with confidence. If possible participants should attend in pairs (Driver and Navigator) but this is not essential, with a car (ideally the one they plan to Rally but doesn t have to be a modern car would be ok). The course will consist of theory sessions in the morning followed by a practical Navigational Run after lunch putting into practise things learnt in the morning. Participants will receive a Rally Pack containing all the notes, maps needed for the day. Tea, coffee, juice, biscuits and lunch are also included. The course will be introduced by Jenny Lees (Chair of the Rally Sub- Committee) while instruction will be from course presenters Martin Jelley (experienced Driver, Navigator and Rally Organiser) and Dood Pearce (ace Navigator and experienced Rally Organiser). 31 An Open Letter to Competitors Members may be aware that we have had a poor record in terms of oil spillage in the 2016 season, with one particular instance leading to a very serious accident at Mallory Park in September. Our final speed event at Goodwood was subject to long delays from two oil spills, resulting in the curtailment of the second timed runs. This situation is unacceptable; it represents a serious threat to the safety of competitors and to the reputation of the Club. Good preparation is essential in eliminating fluid leaks and we expect all competitors to check and prepare their cars meticulously before bringing them to meetings. This includes, but is not limited to: drain plugs drilled and lock wired, oil pipes checked for tightness and security, vulnerable sump plugs protected, removable oil filters firmly secured, cooling system overflows and crankcase breathers fed into catch tanks. Above all it is incumbent upon all competitors to ensure that their cars are in safe condition to compete and that all fixings are tight and the interfaces between components do not leak. Scrutineering will henceforth include more stringent checks on fluid tightness. In addition to the mandatory inspection, cars will be checked for leaks in the assembly area and where space permits, cars will be held in park ferme for inspection following an event. Scrutineers will also make random inspections in the paddock. Therefore, it is the competitor s responsibility to check and monitor the condition of their car throughout the event and immediately address any mechanical issues. In the event of any fluid leak during a meeting the driver will be called to the Clerk of the Course and the offending car may be excluded from the event. Moreover, at the next event the driver attends they will be given a red scrutineering chit at signing-on, this will require the scrutineers to undertake a much more thorough inspection of the car before it is allowed to compete. Persistent offenders will not be accepted for further race or speed meetings. We need all competitors to actively help eliminate this persistent problem to ensure that competing with the VSCC remains fun and as safe as possible. 32 MARSHALLING MATTERS WINNER OF THE DON GROSE MEMORIAL TROPHY 2016 IS KEVIN LEE It is with pleasure we can announce the winner of this prestigious award. Kevin Lee is well known as the Clerk of the Course for the Brooklands driving tests but is perhaps less well for his efforts promoting AutoSolos, a Driving Test with no reversing, something the Club is keen on. He is also a keen rallyist both as Marshal, Official and Competitor as well being a Director of the Club, its Vice President and finding time to fettle his Frazer Nash. He comes over as an unassuming person but that belies a very strong commitment to the Club. Well done Kevin, the award will be presented at the Marshals Dinner on Saturday 1 April. You can only win this Trophy once but you can see how committed the top scorers are, the majority of them past winners including Trainee Marshal, Lucy Bickerstaff who won this Trophy last year. Jim marshalled a staggering 22 events and still found time to act as a passenger on several Trials; quite outstanding. Interestingly he was not the only Marshal to have marshalled across the board, the runner-up John Williams and Karen Morton in third place did almost but not quite as much. 32

It is a great recipe for a relaxed weekend of motor sport, allowing time to travel which avoids both the Friday night and Sunday evening commuter scrums. The annual Supper Party on Saturday night in the Concert Barn, to which Marshals are equally welcome, is a must-do on the social calendar, with super food and the announcement of the all-important halftime scores, this excellent three course meal with coffee offers exceptional value for money at only 13 per person (bookings can be made on your Entry Form or contact the Club Office). The organising team is sure to offer a challenging but enjoyable event. Let s hope the sun is shining as the Trials season breaks into the spring! 30 / 32 / 48 Now 10 Mar The Light Car & Edwardian Section will be returning once again to The Metropole Hotel in Llandrindod Wells for the 2017 Welsh Weekend. Saturday will see us taking to the roads for a 65 or so mile circular tour on the quiet local roads to a secret destination with some surprises on the way. There will be short cuts available for the more elderly and infirm (both cars and drivers!), and little in the way of hills meaning that it is ideal for you to bring out older and less powerful cars. This is followed in the evening by the legendary Section Annual Dinner and Awards at The Metropole Hotel in the heart of this scenic spa town. On Sunday we will be up early for the Trial, finishing in time for lunch. In a break from tradition we will be lowering the minimum age for entrants for the Trial to 14 subject to the front seat passenger being competent to take control if required and to drive between sections full details including lots of extra paperwork are in the regulations. So, if you have an interested young person why not consider getting them involved? The last few entries are still available for both the Tour on Saturday and the Trial on Sunday, so get your entries in promptly before the closing date. The Tour offers optional routes between 55 and 97 miles ranging from relatively flat to distinctly testing for our type of cars, but the roads and views associated with them are fantastic. Route instructions will be such that crews of all abilities should enjoy the day, with different plotting times depending on experience and different average speeds depending on your car s performance. This popular venue not only provides the drivers with a challenging 0.8 mile course, with many twists and turns, it also offers spectators a place to picnic and socialise whilst observing the on track excitement. Situated in the picturesque grounds of Wiscombe House, the course offers an idyllic setting. Featuring open parkland and winding woodland the hairpins and camber changes proves a challenging hill for any competent driver. Camping available for competitors, marshals and spectators alike. 25 Now-7 May The 2017 Tour of Cornwall will be based at the St Moritz Hotel, Trebetherick PL27 6SD, on the beautiful Camel Estuary just a few of miles north of Rock & Wadebridge. There will two routes for the entrants to choose from. The Short Route of approx. 50 miles will suit the slower and less powerful cars; it might also be the route of choice in the event of inclement weather. The two routes are identical up to the planned lunch break at the Rising Sun, one of the most rustic pubs you will ever find. The Long Route of just over 80 miles will suit the faster cars and those with a sense of adventure: it takes in the whole of the wilderness of Bodmin Moor as well as the Coastal & Rural sections. 36 VNUK HOW IF AFFECTS YOU Following a meeting of LARA (Motoring Organisations Land Access & Recreation Association) hosted at the VSCC Office in Chipping Norton earlier this month, the MSA (Motor Sports Association) have issued a statement on Vnuk a European Court Judgement of September 2014, ruling that the requirement for compulsory insurance should cover any use of a vehicle. Below is the MSA s statement about Vnuk in an extract from the January 2017 issue of MSA Extra, which explains the ruling, how it affects motorsport and sets out the MSA s current position. Whilst the MSA continues to formulate its own detailed response, which will be communicated to the UK motorsport community in due course, Club Members may prefer to wait until then before submitting their own response. Vnuk is a European Court judgement given in September Mr Vnuk was injured when a tractor manoeuvring a trailer in a farmyard in Slovenia knocked him off a ladder. He tried to claim compensation for his injuries from the insurer of the tractor. The Slovenian court had to consider how Slovenia had implemented the EU Motor Insurance Directive into its local law. They referred a question to the European Court, to clarify whether the need for compulsory third party insurance should include use of a vehicle as a machine (rather than as a means of transport) away from public roads. Slovenian law only required compulsory insurance for use of a vehicle as a means of transport on public roads. The European Court ruled that the requirement for compulsory insurance should cover any use of a vehicle, so long as that use is consistent with the normal function of the vehicle. But we re in the UK, not Slovenia? Every country in the EU must reconsider their local law because of the Vnuk ruling. We don t know precisely when the UK Government will begin the formal process of leaving the EU and we don t know how long that process might take. In the meantime, the UK remains part of the EU and is obliged to consider how the Vnuk judgement impacts UK law and in particular the Road Traffic Act. Why have we only heard about Vnuk in the last few weeks? The Government launched its consultation on 22 December, bringing the matter into greater public focus and leading to media coverage of the issue. Why does this affect motorsport? The Vnuk judgement affects all vehicles which are not currently required to have third party insurance. This includes everything from electric bicycles, golf buggies, quad bikes and ride-on lawn mowers, through to forklift trucks, agricultural machines and construction plant. Even static vehicles in museums and SORN d vehicles would be affected. All motorsport vehicles from karts, single seaters, saloons, rally, rallycross and cross country vehicles, trials cars, production cars in autotests, and even land speed record vehicles and Formula 1 cars would be required to have compulsory third party insurance. Many competition vehicles are already road registered, taxed, MOT d and insured, but this insurance is usually limited to their activities on public roads, and not during competitive sections. A similar situation applies to vehicles on trackdays. No insurance policy is available to cover such a compulsory obligation. 4 MSA Extra / January

37 Insight What is the MSA s position? The European Motor Insurance Directives since 1974 have encouraged harmonisation of rules for compulsory motor insurance across the EU, to provide adequate compensation to victims of accidents. This allows vehicles to move freely across the EU without the need to take out separate insurance policies in every country. It also promotes a healthy and competitive market for insurance companies to provide such motor insurance policies. It should not be the purpose of the Motor Insurance Directives to regulate compensation for injuries or damage in motorsport. Other sports do not suffer from similar compulsory third party insurance requirements, whether it be cycling, football, rugby, golf or any others. Motorsport competitors willingly take part in competitions and understand the risks they take. They may insure their vehicles against damage caused, and they may insure themselves against accident or injury. Over 100 years of case precedent in the UK has defined how competitors in sport may be liable to each other for injuries. The MSA has an umbrella insurance policy which covers public liabilities up to 65million for all events run under MSA permits. All competitors and officials also have the benefit of an umbrella personal accident insurance policy. The MSA believes that motorsport should be excluded from the Motor Insurance Directive. The MSA supports the UK Government s preferred option in the consultation, which is to change UK law only when the European Commission has amended the Motor Insurance Directive (referred to as the Amended Directive option in the consultation document). Any other outcome runs the very real risk of stopping regulated motorsport for an estimated 200,000 participants, and pushing it into illegal unregulated events. It would also fundamentally damage the UK s motorsport industry with over 40,000 jobs and worth 10billion to the UK economy. What has the MSA been doing about Vnuk? The MSA has been concerned about the possible consequences of Vnuk since late Since then we have been lobbying in Westminster, Brussels and across Europe to build support for amending the directive. The process to amend the directive has already begun. The MSA has been working with a wide range of groups including the Motorsport Industry Association (MIA), the Association of Motor Racing Circuit Owners (AMRCO), the Auto-Cycle Union (ACU), the AMCA and the MCIA, as well as other European ASNs, the FIA and the insurance industry. We have promoted a strong joint message to MPs, the Department for Transport (DfT), Ministers and Secretaries of State. The Vunk issue has also been a standing item at Motor Sports Council and MSA Board for more than a year. Should I take part in the consultation? The MSA is formulating its own detailed response and will communicate that response to the UK motorsport community in due course. You may prefer to wait until then before submitting your own response. How can I help in the meantime? Please write to your MP, bringing this important matter to their attention. You may wish to share this article and make the following key points: Vnuk has the potential to destroy your hobby and/ or livelihood As a result it could also destroy an industry employing over 40,000 people across 4,500 companies in the UK, with an annual industry turnover of 10billion. The UK is a world leader in motorsport and home to one of the strongest domestic motorsport scenes globally, with an estimated 200,000 participants. Lastly, am I breaking the law if I compete in or organise a motor sport event in 2017? The Road Traffic Act has not changed, which means there is currently no requirement for compulsory third party insurance for motorsport

62 A Portrait of the Vintage Sports-Car Club, Written by Tom Pellow In 1934 a handful of motoring enthusiasts met to establish a club for owners of light cars of not more than 50 value and that were at least three years of age, hoping to hold Trials and other events suitable for such unassuming machinery. Eighty years later the resultant Club has grown to over 7,000 Members, its calendar of events including Race Meetings, Sprints, Hill Climbs, Trials, Navigation Rallies, Autotests and Tours, with their owners competing in such varied vehicles as Austin Sevens and ERAs together with a wide range of sporting cars built from 1905 onwards and particularly those of the 1920s and 1930s. 65 Midlands Air Ambulance Charity s Air25 Year of Celebration Midlands Air Ambulance Charity, which covers Gloucestershire, celebrated 25 years of its lifesaving service in 2016, commemorating the Air25 anniversary year with a full schedule of events, including a Fireworks Extravaganza organised by the Cheltenham Roundtable for Bonfire Night in November.
