Previous Meeting Minutes the study team spent the first portion of the meeting discussing the issues identified during the kick-off meeting and the network model figure. The list is shown below with additions or corrections: a. 6th Street 22 nd though 25 th Avenue (High Accident Rates, sight distance problems, flow) b. The intersection of 20 th Street South / Main Avenue South (Will this intersection need a signal or does it warrant a signal now) c. 20 th Street West of Main Avenue (What improvements are required) d. East/West Interstate Crossing at 20 th Street (Overpass to access Industrial Park) e. North/South Bike Routes (How to connect 6 th Street to 8 th Street South) f. Future Interchange at 32 nd / I29? Or 20 th / I29? (Will an interchange provide for additional access, safety, open capacity on other street segments) g. Will a signal at 34 th Street be needed? (SDDOT would like 34 th Street Avenue signalized in lieu of 32 nd Street Avenue due to the fact that 34 th Street Avenue is a future arterial and it provides for better signal spacing from the east I29 ramp) h. Hwy 14 Bypass improvements? (Are improvements warranted at Western and Hwy 14 Bypass, should a median or other safety measures be implemented) i. Would it be feasible or practical for the City of Brookings to take over 6 th Street as a City Street versus the SDDOT having jurisdiction? j. What improvements are needed to promote safety along Hwy 14 at each location that the campus has extended roadways? (Are signals, turn lanes, reduction in speed limit, medians necessary) k. Bike Routes to Campus? (Need a plan to incorporate bike traffic through the City of Brookings to the Campus) l. Pedestrian Plan along Medary Avenue? (how can pedestrian traffic across Medary Avenue be handled in a safe manner) m. Investigate Transit needs from area apartment complexes to the Campus. n. Concerns with the entrance to SDSU from 6 th Street being relocated from 12 th Avenue to 13 th Avenue? (Should the signal be relocated, is a signal warranted at 13 th ) o. Traffic on 22 nd Avenue South, traffic entering from the Elkton Exit on I29 is increasing traffic and there are concerns at the existing intersections south of 8 th Street South. p. 20 th Street Extension to Aurora? (Could it be feasible) Page 1 of 4
2 q. US 14 Bypass people have been observed making evasive maneuvers and passing on the right shoulder between I29 and the segment that is currently 4 lanes. 2.) Turning Movement Counts all turning movement counts required for the study have been taken as of September 30 th, During model calibration and intersection analysis HDR will determine if any additional counts or recounts are needed. 3.) Origin / Destination Study a majority of the O/D stations have been counted with three locations remaining; Banner is scheduled to conduct the O/D study on Highway 14 on Tuesday October 5 th, Banners approach was discussed with SDDOT and Brookings County staff at the completion of our study advisory team meeting. The Brookings County Police Department has also been informed of the current plan. Banner & Associates shall complete the necessary coordination to complete the O/D study in a safe and controlled manner. It is requested that John R. at the SDDOT Brookings office also be notified if changes take place to the current schedule. 4.) Event Observation HDR staff completed event observation for the South Dakota State University Football game on September 18 th, Average attendance at Coughlin-Alumni Stadium is over 13,200 fans. This type of traffic certainly has the potential to impact local streets and adjacent highways. Event Observation was completed for a period of 3 hours before the game and after the game until traffic levels normalized. Observation notes where provided to the Study Advisory Team during the September 30 th, 2010 meeting but the top concerns are identified below (not in order): a. The I29 northbound off ramp (east I29 ramp) intersection at 6 th Street (US 14) was observed to queue on average 8 vehicles with over 16 vehicles viewed at peak times. Delays certainly were not extreme but and event timing plan could be established that may minimize delay entering the City of Brookings. I29 East Ramp at 6 th Street (US 14) b. Stadium Road and 16 th Avenue W are used to enter the Coughlin Stadium parking area off of US 14B, currently no turn lanes exist on US 14B which causes some delay for the US 14B users and also some safety concerns. c. Parking along Stadium Road and 16 th Avenue W is reducing the speeds at which users can enter those streets from US 14A. Parking currently is allowed on both shoulders which reduces the lane widths, site distances, and speeds. It appears additional parking to remove users from parking on street within 300 to 400 feet from US 14B would greatly benefit entering and exiting both Stadium Road and 16 th Avenue W. Page 2 of 4
3 US 14B at Stadium Road d. The north leg of 22 nd Avenue and 6 th Street seemed to be geometrically challenging for some users, the three lane section north of 6 th Street widens out at the intersection to 4 lanes which are slightly offset from the south leg. The southbound direction does not currently have left turning phasing. Capacity didn t seem to be a large concern except for just a few cycles before and after the game. e. Lighting on US 14B at the entrance roads to the stadium does not exist, this makes exiting during the nighttime hours more difficult. f. Lighting on Medary Avenue near the Pedestrian Cross walks is poor, lighting exists on and over the street which causes pedestrians to be visible only after they enter the cross walk. 5.) Website / Facebook Page The following corrections were requested of the website pages and online survey: a. Home Page add a space in the first line b. Project Page Change inspecting to investigating in the first paragraph c. Project Page Change and to or in 3 rd paragraph when discussing interchange and overpass d. Project Page Modify 4 th Paragraph as desired based on comments on the 1 st and 2 nd sentences. e. Events Page Change Events link to Events / Documents link as we can place the public meeting or report information under this link. f. Get Involved Page no comments g. Online Survey Modify map colors with some green tones to reduce the overall red tone. h. Online Survey Add options or Retired and Unemployed to the pull down menus for question #2. Due to this comment #3 will only be asked if you are not unemployed or retired.. i. Online Survey for questions #8 add names of schools to clarify question as traffic at one school may be ok while traffic at another school location may be poor. 6.) Public Meeting Prep Discussion No changes in the location and time, press releases will be in the Brookings Register, Volga Tribune, and Collegian. An additional request was made to place the meeting release in the Town and Country Shopper; it will go to the shopper the week of the 11 th. 7.) Open House Presentation Discussion - Overall the presentation seemed to fairly easy to follow, one request is to have an additional slide that leads the public into realizing that we also want their comments on Rail, Air, Transit, etc Anything that may be viewed as intermodal or other than passenger car travel. This slide will be added after the Study Advisory Teams Issues and Needs slide. 8.) Open House Displays the following requests were made in regards to the display layouts: a. Recreational Path / Bike Paths need to additional information in regards to what the city has for on-street routes and also what the campus has for on street routes. Page 3 of 4
4 Follow-Up Tasks: b. Recreational Path / Bike Paths need to reduce the scale slightly to cover more of US 14 west of Brookings so people can comment on bike access from Volga, possibly use an inset. c. All Boards graphically show issues that the Study Advisory Team identified on the boards, this will allow the public to see what we are really asking of them and make additional comments. 1. Mike and Jackie will talk about the project website on the City channel on October 12 th, Town and Country Shopper HDR has coordinated to run the meeting announcement in the Town and Country Shopper the week of the 11 th. 3. Mike S. will provide sketch showing changes to the growth areas and other potential developments that should be included in the forecast model. 4. HDR to resubmit updated display boards to study advisory team via pdf for comments the week before the meeting. 5. Public Meeting Members of the Study Advisory Team that can attend shall be at City Hall 30 minutes before the meeting time of 5:00 pm. 6. HDR to work with Jackie/Thad and Dean to get bike route/path information to update boards. Page 4 of 4
