The existing interchange bridges will be replaced with this project. About $16 million in right of way is funded through FY 10/11. Design for six-laning of the 1.9 miles from Perkins Street to SR 44 is in progress, with $25 million in right of way funded through FY 12/13 (FM No ). 2. US An environmental study into possible widening along 1.6 miles from SR 44 (old CR 44B) to Lincoln Avenue in Mt. Dora is planned for FY 13/14 (FM No ). PD&E underway 3. US 27 - Six-laning 6.5 miles from Boggy Marsh Road to Lake Louisa Road (FM No ). Design has been completed and right of way acquired. Construction is not yet funded. 4. SR 44 - Construct eastbound left turn lane at Royal Trails Road (FM No ). Bids are to be received in FY 13/14. The estimated cost is $340, SR 44 (CR 44B) - Design for four-laning the two miles from US 441 to SR 44 is in progress (FM No ). Right of way is to be acquired in FY 11/ SR 46 - An environmental study is being conducted by the Orlando-Orange County Expressway Authority along the 16.5 miles from US 441 to Orange Blvd. in Seminole County (FM No ) in conjunction with their study of a potential Wekiva Parkway. 7. SR 19 - Resurface 1.9 miles from Summit Chase Villas to SR 19/US 441 (FM No ). Bids are to be received in FY 12/13. The estimated cost is $2.5 million. 8. SR 19 - An environmental study into possible widening along the 4.7 miles from CR 48 to CR 561 is planned for FY 10/11 (FM No ). Design of improvements is funded in FY 13/ SR 33 - Construct left turn lane at CR 474 (FM No ). Bids are to be received in FY 13/14. The estimated cost is $660, CR $2.3 million in grants to Lake County through FY 12/13 is to pay for design and construction of paved shoulders from the Marion County line to Lake Yale Road (FM No ). 11. Rolling Acres Road Sidewalk - $830,000 in grants to the city of Lady Lake through FY 12/13 is to pay for design and construction of a sidewalk from Vista San Polo to Griffin Road (FM No ). 12. South Lake Trail - $2.7 million in grants to Lake County through FY 12/13 are to pay for design and construction of Section I of this trail from the existing Clermont Trail to Groveland Park in downtown Groveland (FM No ). Complete 13. Leesburg/Wildwood Trail - A $2.1 million grant to the City of Leesburg in FY 11/12 is to pay for construction of this trail from the Sumter County line to US 441 (FM No ). 14. Lincoln Avenue Sidewalk - A $490,000 grant to City of Mt. Dora in FY 13/14 is to pay for construction of a ten foot sidewalk from Tremain Street to Unser Street (FM No ). 15. CR $1.1 million in grants to Lake County through FY 13/14 is to pay for construction of a roundabout at the CR 455 intersection (FM No ). 16. CR A $4 million grant to Lake County in FY 13/14 is to pay half the cost of replacing the bridge over Florida s Turnpike (FM No ). This is a County Incentive Grant Program (CIGP) project. 17. CR 466A - A $6.9 million grant to Lake County if FY 13/14 is to pay half the estimated right of way costs for widening along the three miles from the Sumter County line to US 27 (FM No ). This is a Transportation Regional Incentive Program (T.R.I.P.) project.

Design is in progress, with right of way acquisition funded through FY 13/14 (FM No /3). 2. I-75 Mill & Resurface existing parking lot & roads within the NB & SB Rest Areas. I-75 (SR 93) NB & SB Rest Areas. (FM No ). Bids are to be received in FY 12/13. The estimated cost is $16 million. 3. SR 48 - Widening to four lanes along the 1.6 miles from I-75 to Main Street (CR 475) (FM No ). Right of way is to be purchased in FY 11/12. Bids are to be received in FY 15/16. The estimated cost is $20 million. 4. US 301/SR 44 Intersection - Construct north and southbound turn lanes (FM No ). This is a privately funded project. Bids are to be received in FY 13/14. The estimated cost is $130, US An environmental study into the possible widening from two to four lanes along the 15.5 miles from CR 48 to SR 44 is planned for FY 13/14 (FM No /430133). 6. CR A $2.8 million CIGP grant to Sumter County in FY 11/12 is to pay for resurfacing along the 5.7 miles from CR 48 to SR 50 (FM No ). Under construction. Estimate completion date 8/ CR A $1.6 million grant to Sumter County in FY 14/15 is to pay for resurfacing along the 4.5 miles from US 301 to just east of CR 475 (FM No ). Tentatively to be re-scoped. 8. CR 466/US 301 Intersection - Construct north and southbound turn lanes (FM No ). This is a privately funded project. Bids are to be received in FY 13/14. The estimated cost is $180, CR A $2.5 million grant to Sumter County in FY 14/15 will pay for construction of paved shoulders and resurfacing along the 3.7 miles from CR 470 to CR 542, including replacement of the timber column bridge at Juniper Creek with concrete box culverts (FM No ). 10. 8 MINUTES Lake~Sumter Metropolitan Planning Organization Technical Advisory Committee (TAC) Meeting Wednesday, June 12, 2013 Lake~Sumter MPO 1616 South 14 th Street, Leesburg, Florida OPENING Chairman Jim Hitt called the meeting to order at 1:34 p.m. and noted that the meeting was properly noticed, and that a quorum was present. Florida Department of Transportation Ms. Vickie Wyche, MPO Liaison, gave an update on the construction projects in the Lake and Sumter areas.

9 June 12, 2013 B. Florida s Turnpike Enterprise Mr. Randy Fox gave an update on some of the TIP amendments that are being processed. One is on the Minneola interchange, which is due to begin construction in 2014, and the other is the criteria package for the I-75 interchange at Wildwood to develop the request for proposals. He also stated that they are currently scoping out the toll feasibility study for the Lake-Orange Parkway. C. County Reports None D. MPO Staff Mike Woods stated that Safe School Access Transportation Study phase III is almost completed. The final presentations will be done in September/October for all three phases. He mentioned that there are two scenic byways extensions, one in the City of Mount Dora and one in the City of Umatilla. Francis Franco mentioned that the TIP Review period is almost over but there is still time for the members of the committee to still submit their comments. He wanted to thank those that have already responded. Olga Marcondes asked the TAC members to review the TIS Review Update Report, which is distributed with the agenda, and update her on the status of projects in their respective areas. T.J. Fish commented that it is important to keep an accurate database as development applications increase. T.J. Fish also mentioned that at some point the Board will take action on the name change and at that time, a transition plan will be implemented as part of the rebranding process. E. TAC: Members Comments and Reports None COMMENTS FROM THE GENERAL PUBLIC None AGENDA UPDATE None PRESENTATIONS A. Pavement Management Alex Stance, VHB Consultants, provided an overview on the progress of the Pavement Management Program. A few committee members expressed interest in the program for their own municipalities. Scott Cottrell said that Sumter County is very pleased with the program. B. Draft 2013 Transit Development Plan Major Update Caroline Ferris, TranSystems, provided via Skype an update on the new transit development plan. The committee had several questions regarding proposed route changes, census data and cost. The MPO Governing Board will be asked to open a 60-day public comment period before final adoption in August. ACTION ITEM Chairman Jim Hitt passed the gavel to Vice-Chairman Thad Carroll prior to leaving. Quorum is at thirteen. A. Fish explained that the TIP is consistently impacted by changes to the FDOT Work Program. Discussion ensued. MOTION was made by Dianne Kramer to recommend to the board the adoption of the FY 2013/ /18 Transportation Improvement Program; seconded by Alisha Maraviglia -- motion passed 11-1, with Mark Reggentin opposed. Sam Oppelaar, Dianne Kramer, and Brian Sheahan left at this time. Dawn McDonald returned at this time. Quorum is at ten. C. Recommend Approval of Draft FY 2018/ /35 List of Priority Projects T.J. Fish explained that an initial inventory of local-sponsored projects was compiled and that the draft LOPP will be presented for approval to the Board in June and the 60-day comment period will be opened. Final adoption is in August. Discussion ensued. MOTION was made by Scott Cottrell to recommend approval of the Draft FY 2018/ /35 List of Priority Projects as amended; seconded by DC Maudlin -- motion passed D. Recommend Approval of the Central Florida MPO Alliance Draft List of Regional Priority Projects T.J. Fish explained that the MPO staff continues to coordinate with the four other MPOs to develop a regional LOPP with FDOT that will address funding priorities for the Strategic Intermodal System projects. Discussion ensued. 22 Regional Prioritization Initiative April 2013 The Concept The Central Florida MPO Alliance has been active as a six-mpo forum for more than a decade, meeting quarterly to address regional transportation issues and legislative items. Although the group has been successful in building consensus on regional transportation issues, the Alliance does not have a formal role in the prioritization process with the Florida Department of Transportation. Each member-mpo individually engages with FDOT to establish priorities for transportation funding, however, the Alliance has never acted on a regional list of priorities. An opportunity awaits for each MPO to work through the CFMPOA to collectively benefit from a regional prioritization process. By working as an Alliance to prioritize appropriate regional projects, each MPO will individually benefit while also benefitting the Central Florida Region. Through a unified approach, additional funding resources can be leveraged by working as an Alliance with the FDOT. The Project Categories Not all transportation projects and funding categories are appropriate for a regional approach. However, three categories have emerged through the consensus-building process. Strategic Intermodal System projects are of regional and statewide importance. Therefore SIS projects, both interstate and non-interstate projects, would be addressed by the Alliance in order to potentially leverage increased transportation resources for the region. This category would not include US highways and state roads that are funded through the FDOT s Other Arterials program. As a result of the Close the Gaps initiative that began in Central Florida in 2012, Regional Trails would be a second category of transportation projects to be prioritized by the Alliance. Through this regional approach, greater resources could be leveraged by prioritizing among the five MPOs within FDOT District 5 the trail projects that could most quickly lead to completed systems of trails that connect populations and attractions, thus resulting in eco-tourism opportunities for the region. This category would include regional, showcase trails, not sidewalks, local trails and other enhancement projects. Central Florida MPO Alliance - Regional Prioritization Initiative 1

23 The third category for prioritization would include regional transit projects that contribute to connectivity on a regional scale. Transit projects that cross county lines and MPO boundaries could be considered for the Alliance prioritization process. Mass transit projects like SunRail and connections to the commuter rail system would be considered for regional priority. This category would not include localized transit projects. The Process Each MPO adheres to an annual prioritization process to establish funding needs within individual MPO Areas. That annual process typically begins in April-May and usually concludes in August of each year in order to meet the Sept. 1 statutory deadline. September-November, the FDOT begins the process of gaming, which results in new projects entering into the FDOT s Tentative Work Program or programmed projects being advanced in the Tentative Work Program. The five District 5 MPOs working on a unified priority list will empower the FDOT to incorporate the actions of the Alliance into the new work program. The process will respect each MPO s order of projects within the three aforementioned categories. The CFMPOA prioritization process will follow the order within each MPO s list while melding the five lists into one regional list. Costs, the scale of magnitude of projects and the cost-benefit factor of projects will be considered, as well as the urbanized population and visitor population served by projects. To achieve a sense of equity, effort will be made to rotate as feasible among the five MPOs to ensure that each MPO s priority list is respected. The Timeline In order to meet the FDOT s deadline for release of the Tentative Work Program, each MPO will individually follow its own process. Meanwhile, the CFMPOA will review and recommend on a draft list of priorities beginning at the April meeting. Opportunity for further comment will remain open from April until July. Just prior to the July meeting, the executive directors will reconvene to refine the priority list for presentation to the Alliance. Based on action by the CFMPOA, the priority list will be compared to each individual MPO s priority list to ensure consistency with individual MPO priorities. Final action will occur in August on each individual MPO s List of Priority Projects. Once each MPO has taken action and transmitted their LOPPs to the FDOT, the executive directors will reconvene to review actions and to make a determination if changes are needed to the CFMPOA priority list. The finalized list will be presented to the Alliance at the October meeting for ratification and the list will be formally transmitted to the FDOT. 24 with FDOT personnel on the pending CFMPOA priority list to ensure awareness of progress on the regional effort. The Outcomes Once the CFMPOA ratifies the list in October, a landmark moment occurs in Florida as an unprecedented level of regional transportation coordination is formalized. For each of the three project categories, the potential outcomes are unique. For SIS priorities, the regional list affords the Central Office of FDOT an opportunity to look at the Central Florida Region in a new manner. When examining the potential funding of megaprojects, a unified list incorporating the five MPO s and nine counties of District 5, and potentially Polk County and the Polk County TPO, will enhance the process between MPOs and the FDOT of establishing priorities and programming funds. The planned outcome is the leveraging of greater resources to the region. In light of the changes in federal funding opportunities for regional trail projects, a unified list of regional trail priorities is critical to meeting the goals of the Close the Gaps initiative. Leveraging additional FDOT funds is the focus of the regional trail priority list. By creating a master list of regional trail projects, ordered by phases so that shovel-ready projects are top priority, District 5 will have an opportunity to program funds for multiple projects. The result would be the expedited construction of multiple trail segments that will begin closing the gaps in the regional network. This approach will catalyze an eco-tourism opportunity of national and international proportions. Regarding regional transit projects, the CFMPOA process is focused on mass transit that has regional implications beyond localized transit services. The Alliance list is intended to coalesce efforts throughout the region into a unified approach. Rail and bus-rapidtransit projects would be the focus of the CFMPOA list, while localized transit services would remain part of each individual MPO s prioritization process. This approach will aid the FDOT in developing a regional mass transit vision for Central Florida beyond the initial phases of SunRail. 30 Proposed Regional Transit Priorities Proposed transit priorities are focused on high capacity rail or bus projects requiring a significant investment of federal, state and local funds. These are shown in three tiers: (1) projects currently underway; (2) prospective projects currently being studied; and (3) future projects that will be studied. Privately-funded projects are shown for information purposes.
