MOTION TO RECOMMEND APPROVAL of the recommended alternative from the Road Impact Fee Alternatives Ad Hoc Committee MPO staff and an Ad Hoc Committee representative will present the recommended alternative selected by the Road Impact Fee Alternatives Ad Hoc Committee. A comparison of the existing system and the recommended alternative is attached along with a map of cost feasible road capacity projects from the Long Range Transportation Plan. 3. INFORMATION ITEMS A. US 1 Multimodal Corridor Study MPO staff will provide an overview of the project, the project limits, schedule and public outreach activities. There is no backup for this item. 1
2 B. Pedestrian and Bicycle Safety Study MPO staff will highlight the Pedestrian and Bicycle Safety Study adopted by the Governing Board on February 16, 217. The Pedestrian and Bicycle Safety Study At a Glance is attached and the full study can be accessed at PalmBeachMPO.org/plans/ped-bike-safety-study. C. Florida Bike Month Activities MPO staff will provide an update on March bicycle activities. There is no backup for this item. D. MPO Board Member Handbook MPO staff will present the draft MPO Board Member handbook and member profiles. The handbook and member profiles can be accessed at PalmBeachMPO.org/Board. There is no backup for this item. E. Robert s Rules of Order MPO staff will present the attached one-page summary highlighting Robert s Rules of Order, focusing on basic types of motions and methods of voting. F. ADOPTED: Agenda for February 1, 217 MR. FISCHER noted that Action Item 2.A has been deferred to the March agenda. MOTION to adopt the Revised Agenda. Motion by Mr. Alex Hansen, seconded by Mr. Khurshid Mohyuddin, and carried unanimously. 1.C. APPROVED: Minutes for December 7, 216 MOTION to approve the Minutes for December 7, 216. Jog Rd., 4 th.floor, West Palm Beach, Florida Phone Fax He reminded those present that the deadline for applications to the Local Initiatives and Transportation Alternatives programs is Friday, March 3 rd. He noted the new Interim Florida Department of Transportation () Secretary is Ms. Rachel Cone. He stated this past Friday, January 27 th was the Safe Streets Summit in Sunrise, Florida. He highlighted the two Palm Beach County Safe Streets Award winners of Jim Smith, Chair of Safety as Floridians Expect (SAFE) and the City of West Palm Beach. 3

General Public Comments and Public Comments on Action Items No general public comments were received. 2. ACTION ITEMS 2.A. DEFERRED: Amendment to the Palm Beach MPO s adopted 24 Long Range Transportation Plan (LRTP) I-95 at Glades Road This item was deferred to the March agenda. 2.B. TABLED: Amendment to the Palm Beach MPO s adopted 24 LRTP Florida s Turnpike MS. ALISON STETTNER, Turnpike Planning Manager presented this item. She highlighted the Turnpike system in Palm Beach County including the traffic growth, improvements needed, and currently funded projects. She explained that the Turnpike intends to widen the mainline in Palm Beach County from six (6) to ten (1) lanes between Broward County and Boynton Beach Boulevard, and from four (4) to eight (8) lanes from Boynton Beach Boulevard to north of Indiantown Road, and that the additional capacity will be provided in the form of managed lanes. She noted that this requires an LRTP amendment, as the current LRTP only includes eight (8) lanes from Broward County to Boynton Beach Boulevard, six (6) from Boynton Beach Boulevard. to PGA Boulevard, and four (4) lanes from PGA Boulevard to north of Indiantown Road, and that the LRTP does not identify the need for managed lanes. She reviewed the current project status of the Boynton Beach Boulevard to Lake Worth Road project and noted a Design Public Information Meeting will be held on Thursday, March 3 th at 5:3 p.m. at the West Boynton Recreation Center. MS. STETTNER also reviewed the regional project of all electronic tolling within Palm Beach County. She highlighted the express lanes philosophy and background of why they are being implemented. She noted that toll rates are based on demand and as traffic increases the rates increase with no cap. She stated that due to constraints this will be the last time widenings are made to this facility, as additional widenings would have large impacts and right of way acquisitions. She showed a video provided by the Florida s Turnpike that explained express lanes. Dr. Kim DeLaney and Mr. Wil Hicks joined the meeting at 9:15 a.m. A lengthy discussion ensued regarding revenue allocation, double tolling and increased tolls during peak times, use of park and ride lots, capacity concerns, tolling procedures during an emergency, lessons learned from I-95 express lanes, interchange improvements, among other concerns brought up by members. Several committee members requested the MPO staff s opinion or recommendations regarding this issue. MR. UHREN stated the LRTP identified the need for the additional lanes in the cost feasible plan but that MPO staff had not rendered an opinion regarding the need for capacity beyond that or whether the introduction of managed lanes was warranted. He noted that the Turnpike presentation was to be sufficient in supporting or opposing the request. Further discussion ensued. MOTION to RECOMMEND APPROVAL of the requested Amendment to the Palm Beach MPO s adopted 24 LRTP with a request that the MPO Governing Board establish a policy regarding the express lanes, and that the Turnpike include a separate study of park and ride lots in this corridor. Motion by Mr. Khurshid Mohyuddin. No second, motion failed. 4
5 MINUTES OF THE TECHNICAL ADVISORY COMMITTEE FEBRUARY 1, 217 PAGE 3 MOTION to RECOMMEND DENIAL of the requested Amendment to the Palm Beach MPO s adopted 24 LRTP due to concerns of incorporation of managed lanes and lack of evaluation of other options. Motion by Mr. Alex Hansen, seconded by Mr. Terrence Bailey. A lengthy discussion ensued with several members requesting to postpone this action item until further information is provided. A substitute motion was made before a vote was taken. MOTION to RECOMMEND APPROVAL of the requested Amendment to the Palm Beach MPO s adopted 24 LRTP with the following modifications: Include studies for additional park and ride facilities, conduct a Project Development and Environment (PD&E) study that encompasses the area where additional lanes are being added and the correlation with I- 95, and make no recommendation related to managed lanes as part of this corridor. Motion by Ms. Kara Irwin-Ferris, seconded by Ms. Angela Usher. A roll call vote was taken and resulted in a 1-1 tie vote, the motion failed. The Motion to Recommend Denial made by Mr. Alex Hansen was called for a roll call vote and resulted in a 9-11 vote, the motion failed. MOTION to TABLE the requested Amendment to the Palm Beach MPO s adopted 24 LRTP to the May TAC Meeting with a request that Florida s Turnpike provide additional justification of the need for managed lane capacity in the corridor including a distribution of traffic on the Turnpike and I-95, summary of public input regarding managed lanes, analysis of park and ride lots, evaluation of social equity issues, and more detailed information regarding the timing of construction and access points to the managed lane system. Motion made by Dr. Kim DeLaney, seconded by Mr. Kenny Wilson. A roll call vote was taken and resulted in a 16-4 vote. Mr. Alex Hansen, Mr. Khurshid Mohyuddin, Mr. Thomas Driscoll and Ms. Angela Usher opposed. Mr. Carl Baker and Ms. Khanh Uyen Dang left the meeting at 11:7 a.m. 3. INFORMATION ITEMS 3.A. DISCUSSED: AARP Livable Communities MR. KEN REINHARDT from the AARP Florida Executive Council presented this item and highlighted a few key aspects that people of all ages can expect in a livable community. He discussed the projections of population by age for Palm Beach County and the survival function. He discussed livability as it relates to housing, transportation and engagement. He noted the statistics for the World Health Organization s (WHO) Age Friendly-Network, and the phases of AARP/WHO Network of Age-Friendly Communities. He briefly reviewed AARP s Livability Index website and noted its usefulness in making communities more age friendly. A brief discussion ensued. Mr. Jamie Brown left the meeting at 11:32 a.m. Ms. Maria Tejera left the meeting at 11:4 a.m. 3.B. DISCUSSED: Bike Suitability Map MS. FRANCHESCA TAYLOR reviewed the final printed version of the Bike Suitability Map. She stated one side of the map includes safety information and proper riding etiquette for cyclists, with the other containing a suitability map. Ms. Loraine Cargill left the meeting at 11:44 a.m. MR. UHREN implored the members to take the map back to their municipalities as a tool for submitting project requests. He stated future discussions can be had regarding where the focus of investments should be made regarding improving suitability. 5

TAYLOR highlighted Palm Beach MPO Initiatives for the upcoming Florida Bike Month, which include a bike proclamation in conjunction with Palm Beach County Parks & Recreation, a Let s Bike Palm Beach event at Okeeheelee Park, a safety outreach campaign, bike to work week, a bike ride in the City of Boca Raton, and a culminating event on April 1 st at the Lake Pavilion in the City of West Palm Beach. She also noted that more information is forthcoming in regards to the Commuter Challenge scheduled for May during the National Bike and Clean Air Month. A brief discussion ensued. Mr. Terrence Bailey left the meeting at 11:52 a.m. Ms. Ingrid Allen left the meeting at 11:53 a.m. 3.D. At least 1 Campaign annually Conduct crosswalk safety campaigns in hot spots in this plan The Palm Beach MPO conducted the Pedestrian and Bicycle Safety Study to formally analyze five years of pedestrian and bicyclist crash data in Palm Beach County and develop evidence-based recommendations for safety countermeasures, educational strategies, and performance targets. Crash data from 21 to 214 were obtained and analyzed from the Florida Department of Transportation s () Unified Basemap Repository (UBR). A total of 1,743 traffic collisions with pedestrians and 1,534 traffic collisions with bicyclists were recorded from the timeframe studied. Hospital data from the Florida Department of Health s (FDOH) Florida Injury Surveillance Data System provided unique insights into injuries that are not recorded in the traffic collision data, particularly juvenile bicyclist crashes. Ten clusters of hot spots and 1 high crash corridors were identified. The following tables show recommended countermeasures based on the crash data. Additional studies including pedestrian road safety audits may be needed to further the implementation strategy. Quantifiable safety targets and performance measures are valuable because tracking progress will determine if the initiatives are meeting the targets. The Palm Beach MPO will monitor the Bicycle and Pedestrian Safety Performance Measures and Targets with the ultimate goal of zero incidents and will work with partner agencies to achieve the Safety Initiatives. Potential Countermeasure: Pedestrian Hybrid Beacons Potential Countermeasure: Flashing Yellow Arrow Potential Countermeasure: Speed Monitoring Devices 11 Pedalcyclist and bicyclist are generally interchangeable terms for this purpose, a person on a vehicle powered solely by pedals. 13 A QUICK GUIDE TO MOTIONS AND VOTING Motions are statements that describe a proposed action or decision. Although the formality may seem cumbersome, the process of making motions ensures that no decision is accepted without the opportunity for discussion and a vote. Types of Motions Main motion A motion must be made and seconded to initiate discussion on an issue. Substitute motion To propose an alternative action to the main motion. Up to two substitute motions may be on the floor at one time. If a substitute motion passes, it does away with the prior motions. If it fails, the prior motion comes back up for consideration. Friendly amendments These are editorial changes that may be allowed if the maker and seconder of the motion do not object. Call the question A motion to end debate and vote on the motion at hand. If seconded and passed, the main motion is then voted on. If no second or fails, discussion continues. (The Chair can choose to end debate.) Motion to table Non-debatable. If seconded, discussion ends and must be voted on immediately. A subsequent motion to take from the table is required to reopen discussion. Motion to reconsider Can only be made by a Representative on the prevailing side of a previous vote. If seconded and passed, it rescinds the previous vote and brings the motion back for discussion. Any Representative who voted on the prevailing side may make a motion for reconsideration at the meeting during which the vote was taken, or at the next regularly scheduled meeting unless the action for which the vote was taken has been completed by the next regularly scheduled meeting and cannot be undone. Making a Motion A Representative of the committee proposes a motion: I move that Motions require that a second Representative of the committee agrees to consider the proposal to ensure that the proposal is meaningful to more than one person. A Representative of the committee chooses to second: I second, or I second for discussion if you want to be clear that you are not in support but want to entertain a conversation about the proposal. Without a second the motion will die. Once the committee has had a chance to speak in favor or against the motion, the Chair will lead a vote. Voting Representatives must be physically present to vote. At any given meeting, if a Representative is absent, the Alternate may vote in place of the absent Representative. Verbally: Voting members signify votes by saying Aye/Yes or Nay/No. Show of hands: If requested by the Chair or staff, voting Representatives keep hands raised until all votes have been counted Roll Call: If requested by the Chair, a Representative, or the MPO Executive Director, the recording secretary will call the roll. UHREN reviewed the draft MPO Board member handbook and member profiles. He requested member feedback regarding the usefulness of these documents and if any additional information should be included. Bike Suitability Map Palm Beach MPO Senior Planner, FRANCHESCA TAYLOR, reviewed the final printed version of the Bike Suitability Map, which displays the bicycle facilities and the suitability for each major road segment in Palm Beach County. Florida Bike Month Update MS. TAYLOR highlighted Palm Beach MPO Initiatives for the upcoming Florida Bike Month, which include a bike proclamation, a Let s Bike Palm Beach event at Okeeheelee Park, and a safety outreach campaign. Annual Obligations Report MR. UHREN noted this is an MPO created report compiled using information received from and the adopted Transportation Improvement Program (TIP). He stated the report looks back at Fiscal Year 216 and compares how funds were authorized in the adopted TIP versus how they were ultimately spent. Public Involvement Activity Report MR. UHREN noted the Public Involvement Activity Report implements two of the Strategic Plan objectives, which are to provide monthly analysis of how the MPO is doing with social media and website traffic. He noted that moving forward this item would be listed as an Administrative Item on the agenda versus an Information Item, and reviewed the January report. Budget Report MR. UHREN highlighted the Fiscal Report for the second quarter of Fiscal Year 217. This item will also be an Administrative item reported on a quarterly basis. Correspondence MR. UHREN discussed the letter from regarding the State Road 8 Corridor Action Plan Tier 1 Alternatives Screening. MR. UHREN briefly reviewed the letter received from District Four Secretary Gerry O Reilly responding to MPO Board comments regarding the FY Draft Tentative Work Program. Administrative Items 4.A Member Comments MAYOR GERWIG noted on Saturday, February 18 th at the Mall at Wellington Green there would be an outdoor event for bike safety where children s bike helmets would be provided and car seats would be installed properly. She noted this is in cooperation with Palm Beach Sheriff s Office and Palm Beach County Fire Rescue. She invited all to attend that had concerns regarding children s bike safety and car seats.
