4 PREFACE In 2014, Eagles Cup will continue to feature prominently in primary schools. Eagles Cup provides a fantastic opportunity for primary school students to participate in a well organised and enjoyable interschool football competition. Students are able to play our great game where the emphasis is placed on participation, skill development and fun. For many students it will be the catalyst that inspires them to join their local football club and develop a genuine appreciation of the game. It is anticipated that in excess of 12,000 students representing over 500 primary schools will participate in Eagles Cup in With ever increased demands placed upon the school curriculum, the lift in numbers is a tribute to the success of this program and highlights the interest in football at a grass roots level. The West Australian Football Commission, in conjunction with School Sport WA and the Department of Education and Training, is instrumental in ensuring AFL Junior Rules is promoted. This handbook outlines the necessary contacts schools require to become involved in this program which, I m sure, will leave a very positive impression upon students, teachers and the whole school community. 5 FOREWORD I like to think my football career began when I was seven years old, playing for the Deanmill Football Club in Manjimup. Later, when my family moved to Perth, I joined the Sorrento Duncraig Football Club, where I played until I was 16. I loved being part of a team and have many fond memories of my days as a fledgling player. I began pursuing my dream of playing footy at the highest level when I joined the Subiaco Football Club development squad and moved through the ranks until I played my first league game in At 20, my dream was realised when I was drafted by the West Coast Eagles. I was honoured to receive the Sandover Medal in 2006 which is given to the best player in the WAFL competition and have since concentrated on contributing as much as I can to the senior West Coast side. Since 2008, I have been a member of the West Coast Eagles leadership group. In 2012 my daughter was born, who may in the future participate in Eagles Cup and Eagles Faction Footy. I believe it is important to never lose focus on the countless benefits of participating in junior sport, including being active and healthy from a young age and being part of a team. Junior football is an ideal sport to reflect these values. The Eagles Cup and Eagles Faction Footy is the perfect way to introduce kids to footy in a fun competition, where playing for enjoyment is the focus. Here s to a footy-filled Matt Priddis West Coast Eagles INTRODUCTION EAGLES CUP is a specially designed primary interschool football competition for upper primary students. The special modified rules (AFL Junior Rules) allow for maximum participation, enjoyment and skill development. The emphasis should always be on playing for fun rather than on winning. It involves schools combining with other schools of similar size (enrolment) and in close proximity to each other to form a group or association* to conduct interschool matches. These groups then become divisions within each of the metropolitan WAFL districts. This fun and interactive competition is conducted in term 2 and term 3 of the school year. * This association may already exist where schools are regularly participating in interschool competition in the major winter and summer sports. In 2013 a total of 468 schools participated in the EAGLES CUP; 356 metropolitan and 112 regional schools. 03

These coordinators form an important part of the Primary Schools Football Advisory Council (PSFAC). RESPONSIBILITIES 1.1 Contact existing division coordinators and confirm involvement of their schools for the year. 1.2 Arrange schools into divisions and appoint coordinators. Recruit new schools and form new divisions if necessary. 1.3 Provide division competition fixtures and coaches list to WAFC and WAFL clubs. 1.4 Distribute Eagles Cup equipment, information and promotional material. 1.5 Organise and conduct (minimum) two division coordinators meetings (pre - and post - competition). 1.6 Liaise with WAFC and meet as required. 1.7 Be a source of contact for all schools within the district for any queries. 1.8 Collate division results after completion of competition and forward to WAFC and WAFL clubs. 1.9 Provide assembly dates for presentation of Eagles Cup to winning schools within each division Administer guidelines and rules of competition Endeavour to promote competition through Community Newspaper and school newsletter - submit articles, arrange photo opportunities Promote Level 1 Coaching Courses. Open to all teachers especially coaches of Eagles Cup teams Organise one school to play in an AFL Little League Fixture when required. 21

27 EAGLES CUP RULES FOR 2014 As per AFF Rules of AFL Junior Rules for U/11 (year 6) and U/12 (year 7) Age Group Prior to the game, all players and officials shall be informed of the rules (especially the tackling interpretation). The emphasis is on participation and fun. 1. The playing ground shall be approximately 2/3 standard senior size. 110m x 80m is recommended. 2. Each team will: *Consist of 15 players and any number of reserves. *Have no rucks or rovers. *Make use of interchange players at any time. *Rotate players on the playing ground throughout the day to enable them to experience the role of a forward, centre and backline player. *All players must receive at least half a game. 3. To start play or recommence play after a goal: *The ball shall be thrown up between two centreline players in the centre of the ground. *The players contesting the ball up should be of approximately equal size. *A player must not grab the ball and play on. They must knock, palm or punch the ball to a teammate or open ground and may not play the ball again until it has either been touched by another player or hits the ground. *No more than three players from each team shall be closer to the ball-up than approximately 20 metres. 4. Where a scrimmage develops the umpire shall stop play, send players back into their positions and nominate a ball-up between two opponents of approximately equal size. These players need not be the closest or the tallest. 5. When a ball goes out of bounds: *From a kick, a kick-in shall be awarded to the nearest opponent. *If there is doubt as to which team kicked the ball, the umpires shall call a ball-up five metres from the boundary. *If off hands or body the umpire calls a ball-up as above. *Full possession is not allowed at ball-ups. 6. A WRAP AROUND tackle is permitted. If teams consist of younger players (ie years) coaches and umpire may agree to apply Hand Tackle rule. Aggressive tackling is to be discouraged. NOTE: There shall be no slinging. The umpire must explain to all players prior to the game that upon being tackled, players must attempt to dispose of the ball immediately. 25

28 7. A player can: *Bump a player in the side only (within 5m of the ball). *Knock the ball out of the opponentís hands. *Steal the ball out of the opponentís hands. *Push the player in the side. *Shepherd an opponent within 5m of the ball. 8. A mark shall be awarded to a player catching the ball directly from a kick, provided the ball has travelled a minimum of 10 metres. 9. A player may bounce the ball once or twice before disposing of it by hand or foot. 10. A player is not permitted to deliberately kick the ball off the ground. 11. Coaches may move on to the field to assist a player where necessary but must leave as soon as assistance has been provided. They must not remain on the ground. 12. At the conclusion of the game the umpire shall call all players into the middle of the ground, comment on the game and ask players to shake hands with opposition players. EAGLES CUP - GUIDELINES FOR 2014 The competition shall be conducted over an agreed period depending on number of teams, during second term of the school calendar year. Teams competing in each district may be directed into divisions comprising anything from three (minimum) to eight teams in each division. The competition will be run on a round robin format. A minimum of three games per school must be played (Metropolitan one day lightning carnivals DO NOT qualify as round robin fixtures). Each division competing must appoint a coordinator. Division Coordinator responsibilities can be seen on page 21. TEAMS The team shall consist of up to a maximum of 15 players who take the ground at any one time and any number of reserves. * Optional: Small sided games such as nine or twelve-a-side are recommended for smaller schools. * Year 5 students maybe selected to participate to make up team numbers provided all Schools in that competing division are aware of the year 5 option. PLAYING TIME The game shall consist of four quarters of no more than 15 minutes each. (Therefore time is optional up to a maximum of 15 minutes). 26

29 SUGGGESTED FORMAT FOR POINT SCORING AND GAMES Teams participating shall receive points for the following criteria: 1. 3 points for a win points for a draw point for a loss. 4. Behaviour points, 2 points per team per game. 5 2 points shall be deducted for misbehaviour by a player during the game point shall be deducted from team if a player is sent off the field during the game. This concept shall apply for all games played. *NO PERCENTAGE IS TO BE KEPT. IF A TIE OCCURS, THE SCHOOL THAT WON THE QUALIFYING GAME WINS THE TROPHY. The following shall apply to all games: 1. Umpires to address both teams. 2. Shake hands prior to and after each game. 3. Player sent from ground for violation shall remain off for the duration of game but can be replaced. 4. Players must be rotated and can t play in the same position all game. 5. All players to be given equal playing time, to ensure maximum participation. PUBLIC LIABILITY The WAFC has arranged public Liability Insurance for a sum insured of $20,000,000 to cover its legal liabilities. The WAFC expects each school involved in Australian Football programs to maintain public liability insurance to sufficiently cover it s legal liabilities. At its own discretion each school may want to consider purchasing personal accident insurance to protect against claims for non Medicare medical expenses arising from this Australian Football program, or any other school program. *PLEASE NOTE - As of 2010 all Non-Government and Independent schools have relocated their year 7 students to Secondary School campuses. Will this affect the current Eagles Cup Competition? It is hoped that the current format will have little or no disruption at all, as the Eagles Cup is for year 6 and year 7 students. Those schools without year 7 students on campus will participate as normal. Secondary schools with year 7 students on campus have the option of forming their own All year 7 competition or joining a Primary School division that has year 7 students only participating. 31 WESTERN AUSTRALIAN PRIMARY SCHOOLS FOOTBALL ADVISORY COUNCIL (PSFAC) INTRODUCTION The PSFAC is the advisory body which provides support, guidance and assistance to WA Football Commission in the implementation of football development programs in primary schools in WA. The partnership between the PSFAC and the WAFC has been a very successful one with tremendous programs and initiatives being implemented via the relationship. The PSFAC is keen for this relationship to be maintained and developed and has formulated the following strategic plan as a means of ensuring football development in primary schools is given every opportunity to have a positive impact over the next three years. MISSION STATEMENT To oversee the conduct of Australian Football, in particular the modified version AFL Junior Rules, in primary schools in WA, via a coordinated approach which encourages participation and ensures educational and community values are met. VISION STATEMENT To provide an experience unmatched by any other sport, and to ensure that AFL Junior Rules is included in every primary school s physical education and sports program. AIMS 1. To provide guidance, support and assistance to the WAFC in its primary school programs. 2. To promote the positive aspects of the game by actively involving students, teachers and parents in development programs, clinic programs, lightning carnivals, Eagles Cup and other promotional activities. 3. To develop strong, viable links between schools and community clubs. 29
