In2007,thecityapprovedaGeneralPlanfortheadjacenttractsoflandnorthandsouth ofthesubjectsitecalled LakesatFairmontGreens (seetheattachedexhibite).the developmentincludedvariousphasesofsinglefamilydetachedresidential development.thephasesdevelopedtothispointarethedrhortonhomes developmentatthesoutheastcornerofwhartonweemsandhighway146and BayshoreElementarySchoolatthenortheastcornerofMcCabeandHighway146. AlthoughtheproposeddevelopmentisnotconsistentwiththecurrentFutureLandUse Plan(FLUP)asadoptedintheComprehensivePlan,staffhasbroughtforwardan amendmenttotheflup.thecitymay,fromtimetotime,amenditsflup.aspartof thescup,aconditionhasbeenaddedtoensurecompatibilitywithsurroundingland usesbyrequiringtheconstructionofan8foothighsolidmasonryfencewith landscapingalongthenorthandsouthperimeterboundaryoftheproperty. TheproposedGeneralPlanshowsphasingofthedevelopmentintothreephases.The firstphaseincludesdevelopmentofthefamilyentertainmentcenter,hotel,and commercialpadsitesalonghighway146alongwithassociateddetention.phaseii includestheremainderofthecommercialalongwithaportionofthetownhomesand theliveworkunits.andfinally,thethirdphaseistherestofthepublicroadand remainingtownhomes. Theproposeddevelopmentwilltieintotheexisting16 waterlineinthehighway146 rightofwayanda24 sanitarysewerlinethattraversestheeasternportionofthesite thoughaneasement.theapplicantwillberequiredtoextendpublicutilitylinesthrough thedevelopmenttoprovidethoseutilitiestoallproperties.asaresult,theapplicant willberequiredtoenterintoautilityextensionagreementwiththecityforextension ofanyutilitylines.
