Abbate Name: Procedures: None EXECUTIVE SUMMARY: Director The Martin County Parks and Recreation Department took over management of the Martin County Golf Course on January 1, A total of forty-eight (48) pieces of equipment are on site to maintain the current 36-hole golf course. At this time all forty-eight (48) pieces have exceeded their lifecycle and require replacement. In order to effectively maintain and improve the course conditions, staff has identified thirteen (13) pieces of equipment that must be purchased prior to peak season to preserve the course in the best possible condition. 2 When the County took over the golf course the maintenance facility and much of the equipment was in deplorable condition. Of the forty-eight (48) pieces of equipment on property, all forty-eight (48) have exceeded their lifecycle and require replacement. Repair efforts have been going on for years to maintain this equipment and are very costly. Twelve (12) pieces are more than twenty (20) years out of life cycle and six (6) pieces are more than twenty-five (25) years out of life cycle. The County has outsourced all golf course maintenance to Valley Crest Golf, Inc. since it took over on January 1, Valley Crest Golf has improved the overall appearance of the maintenance complex. The County sold 21 pieces of old unused equipment for $10,322 to help remove the clutter and improve organization of the work area. Staff is currently evaluating maintenance operations, equipment utilization and plans to sell more of the costly, repair plagued equipment in the next few months. As a part of their contract, Valley Crest Golf currently provides 11pieces of equipment to supplement and maintain the 36-hole golf course facility with a leased equipment value of $65,371. Most golf course operations that outsource golf course maintenance to third parties provide and own the equipment to maintain them. Valley Crest Golf is now encountering equipment damage to their mowers because the grinding machinery owned by the County is twenty-four (24) years old. As a result of the equipment s old age, Valley Crest Golf has had significant increases in equipment repair and operating cost. If the County does not purchase priority equipment, the vendor will have to reduce its operating budget which will in turn reflect on the overall appearance of the course. Staff has evaluated the current priority needs in order to keep the 11 pieces of equipment brought in by Valley Crest Golf functional and the most crucial equipment needs to keep the courses in the best possible condition. The current needs include thirteen (13) pieces of equipment valued at $235,916. Please refer to the attached item breakdown for the cost per piece of equipment. ISSUES: If the County does not address replacing the list of equipment at the golf course, the overall condition of the golf course will suffer. The Valley Crest Golf contract with the County was a piggy back contract from the City of Lake Worth which provided the best possible fixed pricing. This contract cannot be amended. Leasing the 11 pieces of equipment from Valley Crest Golf would cost $55,428 ($4619 monthly) with a 60 month term. Total term payout from the County over 60 months would be $277,140. The current operating cost and rounds of golf under the current program would not financially support an annual increase of $55,428 lease equipment. As the County continues to evaluate the annual operation of the facility staff does not recommend that the approximate $400,000 in net golf course funds be used for this capital expenditure. Since taking over the golf course the County has spent funds for many mandates and operational needs that were neglected. This includes but not limited to; master plan development, auditors reports, flow meters requirements, chemical applications, fire and alarm systems, etc. 8070c62f 2 of 6

RECOMMENDED ACTION: RECOMMENDATION Move that the Board approve the purchase of this equipment from General Fund reserves in the amount $235,916.
