4 Wexford Golf Policies and Procedures 1. Introduction 1.1 Operating Hours and Tee Times Operating Hours The Pro Shop is open Tuesday through Sunday from 7:30 AM to 5:00 PM. The golf course and practice areas are closed Monday for maintenance and are open for play Tuesday through Sunday. The course will be open for play on the Mondays associated with the following Holidays: Memorial Day, Fourth of July (if applicable), Labor Day and the Monday of Heritage Week. The Grounds and Greens Team will place the flags in the holes on Monday when the work on the course is complete for the day. If the flags are in place, Members may play golf without the use of services from the Pro Shop or the Cart Barn, provided they have paid the Trail Fee. All guests must be accompanied and registered with the Pro Shop via voic or . Exceptions to this schedule will be communicated by the Pro Shop. If the flags are not in the holes on any day, then the course is closed and no play is allowed Tee Times The first available tee time is 8:00 AM. Reserved starting times are required and may be made fourteen (14) days in advance. Members are encouraged to use the online reservation system. All morning tee times are reserved for Wexford property owners, (hereinafter referred to as Members ) and their accompanied guests. The Director of Golf may adjust tee time restrictions based on the amount of play and the availability of tee times. 1.2 Spike Policy Wexford Plantation ( Wexford ) is an Alternate Spike facility. Only soft spike or spikeless shoes are allowed on the golf course and all practice areas, including the putting green. These shoes are also allowed in any area of the Clubhouse. 1.3 Check-in and Approval All golfers, including Members who own carts and have paid an annual trail fee and Members who have paid an annual fee for usage of a Wexford golf cart, are required to check in with the Pro Shop prior to play. For your convenience, the phone located at the practice range may be used for this purpose. Starting on a tee other than the first tee requires Pro Shop approval. 1.4 Ladies and Men s Days Ladies Day Ladies Day is on Thursday. Starting times will vary by season at the discretion of the Director of Golf. Ladies Guest Day is usually the first Thursday of each month and only applies to golfers participating in organized Ladies Days.. Alternate days may be designated by Golf Operations Men s Day Men s Days are Tuesdays and Saturdays. Starting times will vary by season at the discretion of the Director of Golf. Men s Guest Day is usually the first Saturday of each month and only applies to golfers participating in organized Men s Days. Alternate days may be designated by Golf Operations.

5 1.5 Fees Fees for golf related activities can be found in the Wexford Plantation Schedule of Golf Fees. 2.1 Guest Registration 2. Guest Privileges All guests must be registered with the Pro Shop by the sponsoring Member who is responsible for the corresponding fee(s). 2.2 Accompanied Guests Defined as a guest who plays with a Member or plays in a consecutive group with a sponsoring Member. Accompanied Guests shall pay the current fees as referenced in the Wexford Plantation Schedule of Fees. Members may bring a maximum of seven guests per day (two foursomes) unless otherwise approved by the Director of Golf. Credit cards or Member charge are the only two accepted methods of payment. During the week of the Heritage Golf Tournament on Hilton Head Island ( Heritage Week ), Members are limited to three (3) Accompanied Guests (one foursome) per day unless otherwise approved by the Director of Golf. Accompanied Guests wishing to play additional holes may do so for nine-hole cart fees for 1-9 additional holes or 18 hole cart fees for additional holes only. Golfers must check with the Pro Shop for course availability prior to playing additional holes. 2.3 Family Guests Defined as children and grandchildren 21 or over, parents, brothers and sisters of Members and their spouses. Family Guests shall pay the current fees as referenced in the Wexford Plantation Schedule of Fees. Family Guests may bring up to three (3) Accompanied Guests, who must be sponsored by a Member. Play with Accompanied Guests shall be limited to after 10:30 AM, unless approved by the Pro Shop. Guests of Family Guests will pay the Accompanied Guest rate. Family Guests may make tee times five (5) days in advance. Family Guests may not participate in club tournaments (defined as any tournament run by the Pro Shop) other than with a Member. Family Guests must play with a Member during Heritage Week. Family Guests wishing to play additional holes may do so at no additional Golfers must check with the Pro Shop for course availability prior to playing additional rounds. 2.4 Unaccompanied Guests Unaccompanied Guests must be sponsored by a Member. Members are permitted to sponsor no more than twelve (12) foursomes per year, unless approved by the Pro Shop. Unaccompanied Guest play is generally limited to two (2) foursomes per day. All morning tee times are reserved for Wexford property owners unless otherwise approved by Pro Shop. Sponsoring Members may make tee times five (5) days in advance for Unaccompanied Guests unless a longer lead time is approved by the Director of Golf Operations. Credit cards or Member charge are the only two accepted methods of payment. Members must explicitly express, in writing, authorization for usage of a Member account by guest groups.

6 Unaccompanied Guests desiring to play an additional round of golf must pay a second nine-hole or eighteen-hole greens and cart fee. 2.5 Designated User Play Designated Users A, as referred to in Article III, Section 3.03(b) of the Wexford Plantation Declaration of Covenants, Conditions and Restrictions ( Covenants ) have the same rights and privileges as Members. Designated Users B and C (as referred in the Covenants) have restricted rights and privileges - Designated Users B shall pay the family rate if accompanied by a member. Designated Users C shall pay the accompanied rate with a member. If not accompanied by a member, then Designated Users B and C shall pay the unaccompanied rate. Designated Users B and C may not participate in club tournaments other than with a Member. Designated Users B and C must play with a member during Heritage Week. Designated Users B and C may make starting tee times one (1) day in advance unless a longer lead time is approved by the Director of Golf Operations. 2.6 Tenants (Renters) Tenants may be permitted to play in golf events; however, some events which could be oversubscribed may be designated as Member Events giving an attendance preference to Members but permitting Tenants participation on a space available basis. 3.1 Authorized Areas 3. Practice Area The primary areas for golfing practice are the designated driving range area adjacent to the first fairway, the chipping and putting green adjacent to the first tee, and the short game area located behind the far end of the driving range. The Director of Golf Operations or the Superintendent may close areas at their discretion. 3.2 Practice Balls Practice balls are the property of Wexford and are not to be removed from the practice areas. Under no circumstances may practice balls be used on the golf course. 3.3 Authorized Use All golfers using the practice area must be Members, the houseguest of a Member, or be accompanied by a Member. Unaccompanied Guests may use the practice area only if they have paid to play golf for that day. 3.4 Attire Proper attire (as defined in Section 6.6 hereof) must be worn on practice areas at all times.

7 4. Golf Carts 4.1 Registration Members shall notify Security that they are in possession of a golf cart. At that time the member shall complete the then current Golf Cart Registration Form. A copy of the completed form shall be filed with Wexford Security. The form releases Wexford and its employees from any liability associated with damage or injury resulting from the operation of a golf cart in Wexford. After completion of this form, Wexford decals shall be placed on the cart by Wexford Security. Members shall be responsible for any damage or injury as a result of the operation of their golf cart. Members should ensure that their homeowner s insurance policy shall include appropriate liability coverage for any golf cart that is used on Wexford Property. Coverage should include anyone that operates the golf cart in Wexford. A Member planning to permanently remove a golf cart from Wexford shall notify Wexford Security Department so the decals can be removed before the golf cart leaves Wexford. 4.2 Wexford Owned Golf Carts Current fees are referenced in the Wexford Plantation Schedule of Fees. Use of the carts requires compliance with all Rules of the Road. Members are responsible for any cart damage done by either themselves or their guests. Any damage to a cart must be reported. Always set the hill brake when leaving a cart. Carts may only be driven by persons 16 years of age or older who have a valid driver s license. No more than two players and two sets of clubs are permitted on a cart. Members are not allowed to take a Wexford Owned golf cart to their home or store such cart overnight. Golfers are encouraged to utilize no more than one cart per twosome and two carts per foursome to minimize damage to the golf course. 4.3 Use of Privately Owned Golf Carts on the Course Current fees are referenced in the Wexford Plantation Schedule of Fees. Members who do not pay a trail fee or subscribe to the annual cart rental program will pay a cart fee when riding in a private cart. Golfers are encouraged to utilize no more than one cart per twosome and two carts per foursome to minimize damage to the golf course. All carts acquired for use on the golf course must be of the same or very similar design as those of the Wexford Owned cart fleet. The Wexford Owned cart fleet is manufactured by Club Car with a tan body color and black trim. In order to assure a high level of quality of the Wexford course, only carts meeting this standard of appearance (unaltered) may be used on the course at the applicable trail or daily fee. Members with carts that do not meet this standard may not use their carts on the golf course. Owners of non-compliant carts may use a Wexford Owned fleet cart at the same trail or daily fee applicable to compliant private carts. The final decision on a cart s acceptability resides with the Director of Golf Operations or their designee. The Director of Golf Operations will advise Members concerning their new acquisitions upon request. Carts may only be driven by persons 16 years of age or older who have a valid driver s license.

8 4.4 Annual Cart Plan Members may subscribe to a yearly cart rental program. This fee includes unlimited use of the Wexford Owned golf carts for an individual or couple. Current fees are referenced in the Wexford Plantation Schedule of Fees. 4.5 Driving Rules for all Golf Carts while on the Golf Course Cart usage guidelines will be evaluated daily by the Greens and Grounds Superintendent and the Pro Shop to maximize enjoyment while minimizing potential course damage. This may include designation of the entire course, or certain holes, as cart path only. Provided that play has not been designated as cart path only, all cart drivers are required to use the 90 degree rule whenever carts are allowed off the cart paths. This means that carts must stay on the cart path until adjacent to the ball, enter the golf course at 90 degrees, and travel on the course to the succeeding shot(s), and return to the cart path at 90 degrees after the last shot to the green but in no event drive closer to the green than the 50 yard marker. The following additional considerations shall apply: Carts are not permitted past the 50-yard markers and must return to the cart path at these markers. All four wheels of golf carts must be kept on the cart path when parking around greens and tees. Carts with Handicap Flags are discussed in Section 4.6 below. Please notify the Pro Shop regarding any medical condition requiring special consideration. Carts must stay on path on all Par 3 s Avoid wet areas and areas marked ground under repair. Additional cart path regulations are posted on the golf course. Members and guests must comply with these rules. Only golf carts with operable headlights and taillights may be operated during hours of darkness. Hours of darkness are defined as the timeframe between one-half hour after sunset and one-half hour prior to sunrise. Refer to Section 2.2 of the Wexford Security Policies and Procedures for additional rules for the driving of golf carts on other Wexford property. 4.6 Handicap Flags for Carts Recognizing the need to address medical and physical problems and limitations, the following guidelines are established regarding access by golfers with disabilities to the golf course. In order to qualify for a handicap flag, a physician s statement must be submitted to the Director of Golf substantiating the condition and limitations, as well as the estimated duration or have a government issued handicap placard. The following are uses and limitations of the handicap flag: In no case will access to the course be permitted if the conditions are deemed unsuitable by the Greens and Grounds Superintendent. Carts will not be allowed within 50 feet of greens in any direction except on cart paths or permitted areas as designated in Section 4.5. Carts are not allowed in sand traps or any other hazards. Wet areas or ground under repair must be strictly avoided to minimize damage to the course. 4.7 Push Carts Push carts are permitted on the golf course on the cart paths, fairways, tee boxes and in the rough, and are available for rent at the Pro Shop. Storage for private push carts is available for a

9 fee. The carts should never be placed on the green, on the green complex between a bunker and the green, within 10 feet of the green, in bunkers or within 10 feet of any bunker. Since push carts can make deep tracks, players must not use carts in wet areas or areas under repair. 5. Play by Juniors Juniors are defined as any golfer under the age of 21. They may play the course under the following guidelines: Dependent children or grandchildren of Members and Family Guests age 12 and under must be accompanied by an adult, and may play at no charge at tee times scheduled by the Pro Shop. Dependent children or grandchildren of Members and Family Guests ages may play for free if they walk, or they can play and ride with a Member at no additional charge. In the event dependent children or grandchildren of Members and Family Guests ages play the course without a Member, they shall pay the applicable cart fee if using a Wexford Owned cart. Junior golfers must adhere to sections 4.2, 4.3 and 4.4 hereof with respect to driving a golf cart on the golf course, in particular, the requirement that carts may only be driven by persons 16 years of age or older who have a valid driver s license. Dependent children or grandchildren of Members and Family Guests may bring junior guests at tee times scheduled by the Pro Shop. Junior Guests shall pay the current fees as referenced in the Wexford Plantation Schedule of Fees. Dependent children or grandchildren of Members and Family Guests may make tee times one (1) day in advance. To participate in a Wexford tournament other than a Juniors tournament or parent/child tournament, juniors must be at least age 18, or if younger, must have an established USGA handicap index. 6.1 Golf Etiquette 6. General Rules The USGA Rules of Golf Etiquette must be observed at all times. Proper care and respect for the courses must be practiced at all times to improve enjoyment of the game for all players, ensure the beauty and attractiveness of the course and reduce costs of maintenance. Intentional damage to the golf course will not be tolerated at any time and shall be subject to the Enforcement procedure described in Section 9. Golfers are expected to follow these guidelines: Divots are to be filled in with divot mix available on the golf cart. Enter and leave bunkers at the low point of the bunker. Use the rakes to carefully level all footprints and marks of play in the bunkers. Rakes are to be placed outside of all bunkers. Repair ball marks on the putting greens.

10 Carefully set down golf clubs, golf bag and the flagstick on the fringe of the putting greens and not on the putting surface to avoid damage to the surface of the green. To avoid the risk of damage to the golf course, cigarettes or cigars should not be placed or left on the greens, fairways or in the bunkers. Please do not discard cigarette or cigar butts on the ground. Out of respect to other players, all smoking materials, trash and other debris should be disposed of in the provided receptacles placed at each tee. When it is necessary to close part of or the entire course because play would cause damage, the Greens and Grounds Superintendent will make such a determination in consultation with the Director of Golf Operations, and the status shall be communicated to the Members upon check-in at the Pro Shop prior to the round. Dogs and other pets are not permitted on the golf courses or practice areas. 6.2 Speed of Play The pace of play for the course is four hours and fifteen minutes. A faster group should be allowed to play through when there is an open hole. Following are helpful tips to improve pace of play: Do not waste time looking for lost balls. Three minutes is the maximum allowable time. Play a provisional ball when possible. Play Ready Golf and pick-up when out of a hole. Remove all head covers prior to the round and leave off until the round is completed. Reduce the number of pre-shot practice swings. Tee it Forward. Ensure that you and your fellow competitors are playing from the appropriate tee. 6.3 Clubs To facilitate pace of play, each golfer must use his or her own clubs and bag. Clubs and bags are available for rental at the Pro Shop; current fees are referenced in the Wexford Plantation Schedule of Fees. 6.4 Stopping Play During Round A golfing group who stops at the turn to eat or for any other reason other than a lightning warning will lose their position on the course, thus allowing for any groups not stopping to proceed without delay. Groups that stop may proceed when they can do so without interfering with any other groups. 6.5 Restrictions on Use of Golf Course Walking, dog-walking, jogging, biking, playing other sports and activities, and driving in a nonplaying golf cart are not permitted on the course and its surroundings, including the cart path, between the hours of 8:00 AM and 5:00 PM. These activities are permitted prior to 8am and after 5:00 pm at your own risk. It is extremely important to instruct guests and children of the dangers of being hit by a golf ball, as well as interfering with and delaying play. Non-golfing activities that might damage the turf are not allowed on the course at any time. The Director of Golf Operations or his designee will answer questions concerning acceptable activities.

11 6.6 Attire Golfers must wear appropriate golf attire at all times anywhere on the golf course or any practice areas. Specifically, attire shall adhere to the following guidelines: Male golfers must wear shirts with real or mock collars and shirts must be tucked in. Blue jeans, cargo shorts, cutoffs and tee shirts are not permitted. Caps, if worn, must have the bill of the cap facing forward. Men s shorts must adhere to the accepted country club length. Female golfers must wear appropriate golf dresses, skirts, slacks, skorts or shorts. Tank-tops, halter tops and jeans are not permitted. The Pro Shop reserves the right to prohibit play or practice until dress code violations are corrected. Footwear must be worn on the golf course during play 6.7 Maximum Number of Golfers Play is limited to a maximum of four players per tee time unless prior approval is obtained from the Pro Shop or is part of a tournament format. If a fivesome has been permitted, they must allow faster players to play through at the first possible opportunity. 6.8 Lightning Detector When the Wexford lightning detection system sounds with one long blast, all players must immediately leave the course until the all clear (three blasts) sounds. If a solid continuous tone is sounded, players must seek shelter. No play will be permitted until the course is deemed safe for play (designated by three blasts). The course alert system is not an absolute protection against hazardous conditions. If weather conditions or common sense indicate that conditions are hazardous, take appropriate action to ensure personal safety. 7.1 Club Storage 7. Services Club storage is available on an annual basis. Current fees are referenced in the Wexford Plantation Schedule of Fees. 7.2 Club Repair Golf club repair services are available. The Pro Shop will quote applicable fees. 7.3 Shoe Cleaning and Spike Repair Shoe cleaning and spike repair services are available in the cart area as a courtesy. 7.4 Lessons The Pro Shop staff is available daily during Pro Shop hours for lessons on an individual or group basis. Specific appointments are recommended. Applicable rates are in the Golf Schedule of Fees.

12 8. Handicapping Guidelines and Procedures 8.1 Handicapping Program Wexford offers a full-service, online handicapping program with many convenient features. Contact the Pro Shop for more information on this program. 8.2 Maintaining Handicaps Official USGA 18-hole handicaps are maintained for interested players at fees reflected in the Golf Schedule of Fees. Members maintaining handicap(s) at other club(s) must use their lowest handicap when playing in a Wexford sanctioned tournament. The handicap computer is located in the Pro Shop. Players must post their own scores, either in the Pro Shop or by using the Official USGA GHIN score posting website ( The Pro Shop staff will post scores for all Wexford tournaments. All eighteen (18) hole scores or nine (9) hole scores from all courses played must be posted to ensure accurate handicaps. If the Pro Shop finds that a player failed to do so and does not correct the situation after being given notice, the Pro Shop shall post a score equal to the player s lowest score on record. 9. Enforcement Members are required to adhere to these Policies and Procedures when playing Golf at Wexford. Should there be infractions of these policies, those infractions will be addressed in a three step procedure to assure due process. These procedures are controlled by Article 11 of the Wexford Plantation Covenants. The Director of Golf Operations may refer a non-compliant Member to the Golf Committee for review. The Golf Committee, at its discretion, may issue a letter of non-compliance that serves as a ten day warning to the Member. If there is a subsequent infraction of the Golf Policies within 12 months, the Golf Committee, at its discretion, may refer the Member to the Wexford Board for action that may include suspension of playing privileges, fines or both.

Non-Member Golf Outings Access to Wexford, and use of the golf course, by members of the general public for participation in an approved outside golf outing will be considered for organizations who have met all of Wexford s criteria as set forth herein Basis for Policy/Pricing It is the intent of this policy to permit the approval of a limited number of outside golf outings each year, with the understanding that doing so is a marketing tool or community service for the benefit of a charity or other entity. Pricing for outside golf outings will be determined on an event-by-event basis, and consideration will be given to whether the event is a charitable function, corporate outing, or golf affiliated organization. The outside organization will also be responsible for the full costs of any extra carts that may be required Approval Procedure Prior to submittal to the Board of Directors ( Board ) for approval, the Golf Committee Chair and/or General Manager shall have reviewed all aspects of the golf outing proposal in order to specifically determine the following: General Potential conflicts with previously-approved Wexford activities. Traffic flow, parking plans and roping requirements of appropriate areas. Extra security requirements and Wexford access procedures Written Request Wexford Golf Committee Chair and/or General Manager shall submit a written request to the Board at least ninety (90) days in advance of proposed event. Requests are to include the following: Name of outside organization. Benefit to Wexford. Proposed event date(s). Number of anticipated participants. Estimated costs and revenues to Wexford. Organization point of contact Approval or Denial Once the Board has approved or declined the event request, the Director of Golf shall proceed as follows: Notifies requesting contact person, in writing, as to approval or disapproval. If approved, advises contact person of specifics related to traffic flow, parking, extra security, roping and signage requirements, Wexford access arrangements and any other special considerations, and coordinates meeting to discuss specific details of event.
