Formed in 1924 to carry out the first Women s State Championship in Arizona, the AWGA has grown to over 23,000 members of diverse ages, backgrounds, and abilities. The AWGA is a 501(c)(3) nonprofit organization. We conduct and support numerous tournaments, State Championships, National Championship Qualifiers, and Just For Fun Days every year. There are events for every level of player, from casual players to highly ranked amateurs, and tournaments are flighted so that scratch golfers and those with higher handicaps can both compete and have fun. However, the competitions are only a small part of what the AWGA does! We also offer financial and volunteer support to countless other events around the state. AWGA Program Staff are assisted by Program Committees that are filled primarily by volunteers from within our membership. The Association itself is governed by a Board of Directors elected and appointed from Arizona s three regions: Northern, Central, and Southern. The Board s vision for the organization is to ensure that all women will have the opportunity to experience the joys of golf in every stage of life. WE HELP WOMEN GAIN INFLUENCE The AWGA s groundbreaking GEM program, which gives awards to clubs that are proven to be responsive to women s needs, is a prime example of how we amplify our members voices and make sure women are seen and heard. We are also involved with many USGA committees and task forces and maintain membership in the International Association of Golf Administrators as well as the Women s Golf Alliance in order to expand women s access to golf, and to ensure women s involvement at the highest levels of decision-making Your AWGA

3 ABOUT THE AWGA (continued) MEMBER BENEFITS Your AWGA WE EDUCATE NEW & EXPERIENCED GOLFERS The Golf 101 program helps get new and out-of-practice golfers involved in the game. It teaches them everything from how to grip a club and what clubs to use, to how to join a league and the benefits of adopting golf as a lifetime activity. Golfers with more experience are offered seminars on Rules and Handicaps to expand their knowledge and bring them greater enjoyment of the game. WE DEVELOP JUNIOR GOLFERS The High School Girls Golf Build-a-TEAM program makes it possible for girls teams around the state to get the equipment and training they need to be successful. Some of the girls will go on to State Championships. Our goal is that more girls will obtain college scholarships thanks to Build-a-TEAM participation. In addition, the Junior Grants and Assistance program provides financial support to the JGAA, LPGA*USGA Girls Golf, First Tee, Arizona Silver Belle Championship, and Arizona s Girls State Teams. WE RECRUIT & TRAIN VOLUNTEERS AWGA volunteers are the core of our organization. They give over 20,000 hours to golf annually, making possible not only AWGA programs and events, but also high school, college, district, state, and national events. Volunteers handle everything from scoring and registration to overseeing the governance and effective operation of AWGA programs. They rate courses, support outreach efforts, run tournaments, and preside over both local and national Boards of Directors. Recruiting and training volunteers is critical to golf s success. Members in good standing receive the following benefits with payment of their annual dues. 1. Course Ratings: 18-hole and 9-hole USGA course and slope ratings service for all courses in Arizona which are calculated by rating teams certified by the USGA using state-of-the-art measuring equipment. 2. Handicap Administration includes a computerized handicapping service administered in accordance with the USGA Handicap System. Installation of a computer at each club along with connectivity to the handicap database provides members a vehicle to post scores at any member golf course in the state as well as through the internet via our website,. Handicaps are updated on the 1st and 15th of each month. The AWGA conducts educational seminars on the USGA Handicap System, provides USGA Club Licensing program administration and certification for handicap administrators. Analysis of scorecards for hole-byhole handicap stroke allocation will be provided upon request. 3. Publications available to the members include: Club Directory, Newsletters, and NewsBlasts. USGA publications at AWGA cost plus shipping are available to all members. 4. AWGA Website provides members Internet score posting, a comprehensive golf calendar, course details, club information, online registration for events, and special offers from our partners and sponsors. Your AWGA 5. Statewide Tournaments include State Championships and other tournaments which are flighted by handicap and open to all members who meet the eligibility requirements

Just 4 Fun Days are non-competitive events held for all AWGA members, their families and non-members to enjoy a fun day of golf at a beautiful golf course. 7. State Medallion competitions are held at each member club with the winners invited to compete in the State Medallion Club Team Tournament. 8. Administration of Rules of Golf which includes: educational seminars on the Rules of Golf; advice and interpretations of the Rules of Golf; and Rules Officials for area and regional events. 9. Sponsorship for golf related organizations such as Junior Golf Association of Arizona (JGAA), LPGA/USGA Girls Golf Clubs, the Arizona Golf Hall of Fame, and several others. 10. AWGA membership rebates for those who belong to more than one AWGA 18-Hole club; or more than one AWGA 9-Hole club. 11. Advice and assistance in setting up and administering your local club. 12. The AWGA Speakers Bureau is a group of trained and qualified volunteers, certified to speak on behalf of the AWGA on one or more topics. Your club may request a visit on any topic of interest to your club. Our members, donors, volunteers, and partners have made us one of the largest women s golf organizations in the country and enable us to represent women golfers at the national level. Member clubs must meet one of the four descriptions of a Club per AWGA Bylaws Article III, Section 1.A. a. Regular (also known as Type 1), Type 2, and Type 3 clubs must fulfill the minimum membership requirements as set forth in the definition of a golf club in the current USGA Handicap Manual. i. USGA procedures must govern rules of play and handicap administration. ii. The handicap computation software selected by the AWGA Board of Directors must be used. b. Affiliate clubs are members in accordance with AWGA Bylaws Article III, Section 1.A Club dues and membership fees must be paid as required by the AWGA Bylaws. 3. Former member clubs applying for reinstatement must follow the same procedure as new clubs and must qualify in the same manner. Former Affiliate clubs whose membership has been terminated for non-payment must apply to the AWGA for reinstatement and will be considered on a case-by-case basis. Your AWGA ASSOCIATION RULES Tournament Champions are listed by tournament starting on page 88 General Rules 1. The AWGA Executive Board shall set the membership fees. 2. Clubs will be billed the annual club dues and membership fees for individuals associated with the club. Billing will occur in January and continue monthly thereafter. Club Rules 1. All clubs except Affiliate clubs must comply with the AWGA s annual roster maintenance deadline of December 31st. Clubs will be billed for all members on their rosters as of that date. 2. Failure to pay the January billing within 60 days (Bylaws Article III Sec. 3) constitutes delinquency and may result in discontinuance of member services and benefits. 3. Annual dues for all member clubs shall be $30. Club dues will not be prorated at any time during the year

10 Your AWGA 4. Each member club shall designate an AWGA representative from its membership to be the liaison between its members and the AWGA. This representative shall receive periodic communications from the AWGA and is relied upon to distribute the information to her membership. This representative is also asked to attend local club Board Meetings and AWGA Annual Meetings. 5. Handicap information will be handled by the club s Handicap Chair. 6. Invoices will be sent to the Club Treasurer, accountant or other designee that the club assigns. Individual Member Rules 1. The date membership begins is the date a membership number is assigned. 2. Annual dues for club members shall be as follows: January 1 - June 30...$30.00 July 1 - September 30...$15.00 October 1 - December $ Any member giving up her membership at one club and transferring to another during the year shall not be charged an additional membership fee provided the AWGA office has been notified of each transfer. 4. All club members will be charged the annual membership fees at each club to which they belong and the individual may request a rebate of $15 of any multiple membership fees billed and paid prior to July 1st each year. Advocate Member Rules 1. Advocate Membership does not include a Handicap Index. 2. Annual dues for Advocate members shall be $30 per year. GHIN calculates handicaps in accordance with the rules set forth in the USGA Handicap System manual. All AWGA members handicaps must use this service and must operate in compliance with the USGA Handicap System. Following is an outline of the USGA Handicap System requirements. Full USGA Handicap System requirements are posted on our web page at, under Handicapping. For any questions pertaining to your handicap, see your club Handicap Chair or contact our office. Purpose: The purpose of the USGA Handicap System is to make the game of golf more enjoyable by enabling golfers of differing abilities to compete on an equitable basis. Basic Premises: Every player will try to make the best score she can on every hole she plays. Every player will post every acceptable score for peer review. Individual Requirements: In order to maintain a USGA Handicap Index, a player must be a member of a golf club as defined by the USGA. Club Requirements: The USGA has implemented a licensing program for all golf clubs wishing to utilize the USGA Handicap System. Under this licensing program, all AWGA member clubs are extended a license by virtue of their membership in the AWGA. In order to be extended this license by the AWGA, member clubs must: 1. Comply with all criteria set out in the USGA Handicap System Compliance Checklist as published in the USGA Handicap System manual. 2. Have a representative certified in the USGA Handicap System. 3. Have a representative complete the online USGA Educational Assessment Survey 4. Be able to demonstrate, through periodic audit, continuous compliance with the procedures and methods of the USGA Handicap System. The USGA may terminate a club s license if it determines that the requirements of the USGA Handicap System are not being followed. Handicap Policies

13 Handicap Policies HANDICAP POLICIES Posting Scores: All acceptable scores must be posted for peer review. Post all scores, regardless of scoring format. However, don t post if: A player plays alone. You play less than 7 holes. The golf course you play is in an inactive season (AZ does not have an inactive season). The majority of the holes are not played in accordance with the Rules of Golf. The course is less than 3000 yards for 18 holes. A player ignores one or more Rules of Golf and fails to post an adjusted hole score as required under Section 4-1 and 4-2, or fails to record the appropriate penalty for a breach of Rules of Golf. You play in a competition which limits your club use to less than 14 clubs. There is not a USGA Course and Slope Rating for the golf course You carried or used non-conforming clubs or used non-conforming balls, or tees; or when a player incurs a second breach of Rule Adjusted Scores: Some scores must be adjusted for score posting purposes: When you have played 7 or more but less than 18 holes, adjust scores for the unplayed holes (7 holes are to be posted as a 9-hole score, 13 or more as an 18-hole score). When you have played holes other than in accordance with the Rules of Golf. When you have unfinished holes or conceded strokes. When hole scores exceed your Equitable Stroke Control allowance (see ESC table on the next page). How to Adjust: Unplayed holes or holes played other than in accordance with the Rules of Golf (e.g. Mulligans): Post par plus any handicap strokes you would have received for that hole. Unfinished holes or conceded strokes: Post the score you most likely would have made on that hole, not to exceed your ESC. Hole scores exceeding your ESC allowance: Post your maximum allowable strokes, in accordance with the ESC table. HANDICAP POLICIES Equitable Stroke Control: ESC for 18-Hole Index Course Handicap Maximum # on any hole 9 or less Double Bogey 10 through through through or more 10 ESC for 9-Hole Index (N) Course Handicap Maximum # on any hole 4 or less Double Bogey 5 through through through or more 10 Using Your Index Properly: In order to use your Index, you must convert it to a Course Handicap: Find the chart for the Slope of the golf course you are playing. Find your current Index range on the appropriate chart. The number next to it in the chart is your Course Handicap for that particular golf course. Players competing from different tees must adjust their Course Handicaps to equalize the difficulty of the courses based on the course rating: Subtract the lower Course Rating from the higher Course Rating. Round the result. Add that number to the Course Handicap of the person playing from the higher rated set of tees. This applies to women competing against women and to women competing against men.
