DATE: SUBJECT: June 6, 2016 Consideration of a Request to Install Artwork on a Temporary Construction Fence Located at Ortega Highway, Inn at the Mission San Juan Capistrano (South Coast Investors II, LLC) RECOMMENDATION: By motion, approve a request to install artwork on a temporary construction fence located at Ortega Highway, Inn at the Mission San Juan Capistrano, with such approval to expire at the time the fencing is removed or no later than June 6, EXECUTIVE SUMMARY: South Coast Investors II, LLC requests approval to install themed art on the temporary construction fence located on private property, along El Camino Real and Ortega Highway (Attachment 1). The artwork will be provided by Art Guevara, who is a local artist, and is proposing a four-part mural focusing on horses. DISCUSSION/ANALYSIS: On April 5, 2016, the City Council approved a request to allow the applicant to install themed art on the temporary construction fence located on private property, along Spring Street. The artwork will be provided by two YMCA afterschool programs located at San Juan Elementary School and approximately 127 kids will participate in the art project. A local artist is now requesting a similar approval to install temporary artwork on a portion of the same temporary construction fence located along El Camino Real and Ortega Highway. Once the fence is removed, the artwork will be removed from the site.
2 City Council Agenda Report June 6, 2016 Page 2 of 2 FISCAL IMPACT: This request does not have a fiscal impact to the City. ENVIRONMENTAL IMPACT: Not applicable. PRIOR CITY COUNCIL REVIEW: On April 5, 2016, the City Council approved the allowance of artwork along the Spring Street side of the temporary construction fence. COMMISSION/COMMITIEE/BOARD REVIEW AND RECOMMENDATIONS: The proposed artwork will be displayed on a temporary construction fence and is not subject to Commission/Committee review. NOTIFICATION: The proposed request does not require newspaper publication of a public notice nor the mailed notification of individual property owners. Public notice has been satisfied through the State-mandated posting of the meeting agenda at City Hall and on the City's website. This agenda item has been provided to the applicant and their representative through posting of the agenda packet on the City's website. A TI ACHMENT(S): Attachment 1 -Applicant Request

The mural would cover the portion of the sound wall on El Camino Real, facing the Mission, which spans approximately 250ft. I have attached pictures ofthis portion of the sound wall for your reference. Art Guevara, who is a local artist, is proposing a four-part mural focusing on horses per the attached sketches. The four parts would involve the following: Part 1: Two stallions (male horses) fight for the mare (female horse). One of the stallions is white and the other is black. The white stallion prevails in the altercation. Part 2: The prevailing white stallion runs off with the mare, which will be depicted in a deep red. Part 3: The white stallion and red mare settle down in the pasture together after the excitement has died down. Part 4: The white stallion and red mare have a baby that is a mix between the two colors. Art is considering a white pony with red spots. Note that this sketch is preliminary, hence why it is not as detailed as the other three. The background will be detailed with the green rolling hills of San Juan and a blue sky with swallows flying. The ground will be textured with rocks, earth, and green grass. I have collaborated with Mechelle at the Mission and shared the sketches with her. She is in full support of the project.
