3 WELCOME The Boise Saddle and Jump Club (BSJC) is pleased to introduce the Treasure Valley Classic. This USEF Regional I B Rated and USEF Jumper Level 1 horse show will showcase an expansive slate of hunter, jumper and equitation classes for all levels of horses and riders and will spotlight a $1,000 Mini Prix, $1,000 USHJA National Hunter Derby, $500 Welcome Speed Derby, $500 Mini Hunter Derby and several $300 Hunter/Jumper classics at varying heights. Our association is dedicated to expanding and improving not just our regional hunter/jumper community, but also the sport as a whole. Our compliance with the USEF to uphold the highest standards of the hunter/jumper discipline will perpetuate this vision. The event will be held at the Ford Idaho Horse Park, one of the Northwest s premiere horse facilities with over 110 acres and the ability to house 850 horses in addition to adjacent lodging, RV accommodations and nearby dining options. Families can take a break from the show and visit downtown Boise, just minutes away from the horse park and home of Idaho s State Capital, endless hiking and biking trails as well as many other activities for both cultural and outdoor enthusiasts. 20 RULES, REGULATIONS & INFORMATION 1. EQUINE HEALTH AND WELFARE A. A current (within 12 months) negative Coggins test is required for those horses coming from out of state. B. A Health Certificate must be signed by a licensed veterinarian within 30 days of arrival at the Ford Idaho Horse Park. C. Horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Current vaccination against WNV, EEE, WEE, Tetanus and Rabies is strongly recommended. USEF GR845 D. Any horse on the show grounds with a fever of unknown origin or of suspicious origin must be reported to Horse Show Management and to the Show Veterinarian. It is always better to error on the side safety. Isolation stalls will either be available on the grounds or at a local veterinary practice if the need arises. E. Please take the time to review equine hygiene practices. Please convey the importance of this to your equine caretakers for their daily routines. 2. USEF MEMBERSHIP STATEMENT A. EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT FEDERATION RULE BOOK WILL BE CONDUCTED AND JUDGES IN ACCORDANCE THEREWITH. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A non-member may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. 3. RELEASE, ASSUMPTION OF RISK, WAIVER AND INDEMNIFICATION GR908 A. This document waives important legal rights. Read it carefully before signing. I AGREE in consideration for my participation in this Competition to the following: I AGREE that the Federation and Competition as used above includes all of their officials, officers, directors, employees, agents, personnel, volunteers and affiliated organizations. I AGREE that I choose to participate voluntarily in the Competition with my horse, as a rider, driver, handler, vaulter, longeur, lessee, owner, agent, coach, trainer, or as parent or guardian of a junior exhibitor. I am fully aware and acknowledge that horse sports and the Competition involve inherent dangerous risks of accident, loss, and serious bodily injury including broken bones, head injuries, trauma, pain, suffering, or death ( Harm ). I AGREE to hold harmless and release the Federation and the Competition from all claims for money damages or otherwise for any Harm to me or my horse and for any Harm of any nature caused by me or my horse to others, even if the Harm arises or results, directly or indirectly, from the negligence of the Federation or the Competition. The Horse Show Committee reserves the right to interpret all questions and conditions in regard to or arising out of, or incident to the show without claims for damages or recourse of any kind. All questions not covered in these Rules and Regulations shall be decided by the Horse Show Management; its decision to be final. B. The Horse Show Management reserves the right to limit entries in any class, section or division, to refuse, accept conditionally, or to cancel any entries, disqualify any riders or exhibitors, prohibit exhibition of entries, and cancel award prizes, without any claim for damages; to change any course, to add a dotted line, to cancel or combine any unfilled classes, or to reschedule classes, after due notice to exhibitors; to change rings or rotate judges; to change specifications in jumper classes as competition warrants. Every horse entered herein for competition will be under the control of the Horse Show Management, but the Show Management will in no case be responsible for any loss or damage that may occur, and it shall be a condition of entry that each exhibitor shall hold the horse show and the officials, employees, directors, officers, sponsoring entities of the horse show and the facilities at which the horse show is held blameless for any loss or accident to his horse(s), employee(s), or equipment which may occur from sickness, fire or other cause. 20

The closing date for entries of the Treasure Valley Classic Hunter Jumper show is April 22 th, Entries received at the show will be charged a late fee of $25. A registration number for each horse must be entered on all entry forms for licensed competitions. 10. CREDENTIALS Exhibitors must present the following credentials to the horse show. A. WE STRONGLY RECOMMEND THAT PHOTO COPIES OF THE ABOVE CARDS BE SENT WITH ENTRIES. 11. MEASUREMENT & AMATEUR CERTIFICATION: A. All Small and Pony Hunters must possess and present a current Measurement card to the show secretary before numbers may be picked up. If the cards are not available, MEASUREMENTS WILL BE REQUIRED. Photo copies of Amateur Certification or Junior Memberships may be included with entries or made available when picking up numbers. Measurement may be done FRIDAY May 6 th, 2016 at 9:00 AM ZONE 9 SPECIFICATIONS: A. Please refer to USHJA.org for current class specification with regards to; children s Hunters, Adult Amateur Hunters, Green Hunter, Low- Children s Jumpers, Low Adult Amateur Jumpers, Children s Jumpers, Adult Amateur Jumpers, Classics & Junior Jumpers 13. USEF and USHJA FEES: A. For every horse participating in any competition licensed by the Federation, a $16 Federation fee will be collected ($8 shall be an Equine Drugs and Medication fee to provide for research, inspection, and enforcement of rules regarding use of medications and drugs; see GR407.1,.2 and.3). Exception: Horses entered in classes exempted from the Equine Drugs and Medication fee are also exempt from the balance of the Federation fee. B. USHJA Membership requirement: In order to compete in hunter, hunter breeding, pony hunter breeding, junior hunter, or pony hunter classes at licensed competitions as an exhibitor, rider, trainer or agent, a person must be a member of the U.S. Hunter Jumper Assoc., or pay a $30 Show Pass fee to the USHJA. Classes listed in GR901.9 or GR207.2.i are exempt. C. USEF membership requirement: All participants (rider, driver, handler, owner, trainer, manager, coach, agent or lessee) must present to the show secretary a current U.S. Equestrian Federation membership card or copy thereof, or if not a member pay a $30 Show Pass fee. Membership may be obtained online at USEF.org, or at the show. D. USHJA ZONE SUPPORT FEE: Every horse entered in any competition recognized by the USEF will be assessed a $2.00 USHJA Zone Support Fee which will be distributed to the USHJA Zones in 2016 to provide the necessary funding to allow the Zones to increase their programs and benefits to their constituents RULES, REGULATIONS & INFORMATION 14. FEE SCHEDULE A. Mandatory schooling/office/grounds fee of $50. The arena will be available for schooling the day prior to the first day of competition. Please refer to schedule for schooling times and heights B. Post Entry Fee. Regular fees will be charged for all post entries plus a $25/ horse Post Entry Fee. C. Returned Check Fee. A check returned for any reason will incur a $50 Returned Check Fee. D. Scratch Fee. Horses scratched from the show will be charged a $50 Scratch Fee. Horses scratched from the show before the closing date will receive a full refund. Scratching special classes AFTER 5PM the day prior to the class results in forfeiture of all entry fees. E. Non Showing Horse Fee: Non showing horses will pay a $25 nonshowing horse fee. F. Convenience Fee: all accounts closed with a credit card will pay a 5%/horse convenience fee 15. ADDED CLASS POLICY A. Please note that a $10 charge per class will be added for Day-of-Adds as we encourage riders/trainers to add classes the day prior at no charge to allow for more accurate scheduling. Day-of-Adds will be based on schedule availability and management approval. There is no guarantee that Day-of-Adds will be accepted. Featured Classes: Horses entering the same day may be required to go first and will pay the entry fee and a $10 post entry fee. 16. CAVEAT DUE TO UNCERTAINTY A. All Hunter Classics with prize money require 4 entries to fill and complete or the classes may be combined or cancelled B. All Jumper Classes with prize money require 4 entries to fill and complete or the class may be combined or cancelled 17. ACCIDENTS INVOLVING COMPETITORS USEF GR A. In the event of a fall/accident where the competitor is apparently unconscious or concussed, he/she is precluded from competing until evaluated by qualified medical personnel as defined in GR If the competitor refuses to be evaluated, he/she is disqualified from the competition. 18. CHECK OUT A. Any horse show bills not checked out at the conclusion of each show will be assessed a $25 fee for check out. Any mistakes at check out must be resolved within 24 hours. Check your bills carefully. A 5% convenience fee will be applied to all credit card bills. 19. TROPHIES, RIBBONS, PRIZE MONEY A. Ribbons will be awarded to eighth place in all classes unless otherwise noted. Prize money will only be awarded to the recipient of record on the entry blank provided. Prize money will be deducted off entry fees at the conclusion of the event, and or prize money checks will be mailed within 30 days of the conclusion of the event. Please confirm information on entry form is correct to insure prompt and accurate delivery of prize money. USEF GR: B. Hunter and Jumper prize money will be divided: 1st -30% 2nd-25% 3rd-20% 4th-15% 5th-10% C. USHJA National Hunter Derby prize money will be divided 30%,22%,13%,8%, 6%,5%,4%,3%,3%,2%, 2%, 2% D. A valid Social Security or Federal ID number must be provided 20. CHAMPION AND RESERVE CHAMPION TITLES A. Awarded for the sections indicated, provided at least three horses are shown in EVERY CLASS IN THE DIVISION. When two or more divisions are combined, only one Champion and Reserve Championship will be awarded. All over fence classes in each section will receive full points towards that particular Championship. 21. PROTECTIVE HEADGEAR USEF GR801.2 A. In accordance with GR801 It is compulsory for all persons at Federation licensed hunter, jumper or hunter/jumper competitions when mounted anywhere on the competition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. 22. FORMAL ATTIRE A. Scarlet, black or dark blue coat; white shirt with white stock, tie, or choker; white, buff, or canary breeches; huntcap, derby or hunting silk hat. Must wear protective headgear in accordance with USEF rules. NO EXCEPTIONS. 21

Stalls must be arranged through the Ford Idaho Horse Park in person when arriving at the show or by calling or at If you require shavings please order when making stall reservations. C FEED & BEDDING A. No outside shavings or pellets are allowed, must be purchased through the Ford Idaho Horse Park. Exhibitors are responsible for cleaning their own stalls and must provide their own feed and buckets. B. Hay and grain will be available for purchase at local feed stores. 29. SHARPS CONTAINERS A. Sharps containers will be available at the end of each barn aisle way. Please be sure to dispose of needles in the sharps containers provided. Competition Management may fine any individual up to $100 for improper disposal of needles or other sharp disposable instruments. GR FARRIER A. Farrier will be on call, please check with the Show Office 31. DOGS USEF GR A. Dogs are not permitted to be loose on competition grounds and must be held on a leash or otherwise restrained. Individuals must not lead dogs on a leash while mounted. Dog owners are solely responsible for any damages, claims, losses or actions resulting from their dogs behaviors. Dog owners failing to comply with this rule will be issued a Yellow warning card may be subject to penalty under Chapters 6 and 7.. Loose dogs will not be tolerated in the show ring area. The dogs will be impounded and the owner charged $100 that will be donated to the Humane Society 32. TRAILERS AND CAMPERS A. On-site RV spaces are available and include water and electric hookups. Make arrangements with the Idaho Horse Park office, or on-line at Golf cart rental may be arranged through the Horse Park office. B. 44 Full Hookup spaces. 15 to 50 amps, water, & sewer Each space is 65' deep C. Additional 87 spaces available for trailer/rv parking - No charge D. Night security 33. MOTORIZED VEHICLES USEF GR A. Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 34. PARKING A. Will be available in all designated area. No auto parking allowed in the barn area and aisles MAP & DIRECTION TO FORD IDAHO HORSE PARK Interstate I84 Westbound from Boise Take Exit 38 and continue right approximately one-half mile to the traffic light. Continue straight through the traffic light and drive one-quarter mile and turn right into the Ford Idaho Center's parking lot. Interstate I84 Eastbound from Caldwell and Ontario Oregon Take Exit 38 and turn left and drive approximately one-half mile to the traffic light. Continue straight through the traffic light and drive one-quarter mile and turn right into the Ford Idaho Center's parking lot Franklin Road (Meridian, Idaho) Continue west on Franklin Road past Star Road approximately three quarters of a mile and turn right into the parking lot (entrance past the Service Entry). This parking lot has the most handicapped parking spaces. State Street (Highway 44), Chinden Boulevard, and Cherry Lane Continue west past Star Road for one mile and turn left onto Ford Idaho Center Blvd. Continue south (three miles Highway 44, 2 miles Chinden Boulevard, and one-half mile from Cherry Lane.). After crossing the railroad tracks turn left at the second entrance into the main parking lot. 22

23 ZONE 9 SPECIFICATIONS (MT, WY, ID, OR, WA) In accordance with GR1111.4: CA, NV, UT, CO, ND, SD, NE, and Canada are contiguous states. Contiguous points earned in USEF/Equine Canada licensed competitions will only receive national points in USEF rated divisions. ELIGIBILITY FOR ADULT AMATEURS: HUNTER, JUMPER AND EQUITATION: To be ridden by exhibitors who have reached their 18th birthday as of December 1 of the current competition year and who hold a current USEF Amateur certification. Adult Amateur Hunter: Horses or Adult Amateur riders entered in Adult Amateur Hunter sections may not compete in the Amateur Owner Hunter section at the same show. Riders may not show in any classes in which the fences are 3'9" and over at the same show. Fence height not to exceed 3'. Horses and ponies not required to jog for soundness. Children's Hunter Horse: Horses or riders entered in the Children's Hunter section may not compete in the Junior Hunter section at the same show. Riders may not show in any classes in which the fences are 3'9" and over at the same show. Fence height not to exceed 3'; spreads not to exceed height of fence. Combinations will be permitted. Distances will not be adjusted for ponies. Horses are not required to jog for soundness. Children s Hunter Pony: Ponies may not cross into any other rated section at the same competition. Children s Pony Hunter riders may compete on a maximum of one (1) Children s Hunter Horse section at the same competition and in any class not to exceed 3 0 (Exception: Pony Jumpers). Green and Regular Hunter Pony riders may compete on a maximum of one (1) additional pony in the Children s Pony Hunter section at the same competition. Ponies may not cross into any other rated section at the same competition. Classes may run as one or split Small/Medium and Large to run at 2, 2 3, and 2 6 respectively. Ponies are not required to jog for soundness. Age Group Equitation and Adult Equitation: No cross entry restrictions into another section for house and rider unless stated in the prize list. High Children s horse and rider combinations may not cross enter into the Low Children s Jumpers at the same competition. Low Children s Jumper: 0.90m (2 11 ) and 1.00m (3 3 ) High Children s Jumper: 1.10m (3 7 ) Adult Amateur Jumper : Riders may not show in any classes where the jumps exceed 1.15m (3 9 ). Low Adult Amateur horse and rider combinations may not cross enter into the High Adult Amateur Jumper section at the same competition. High Adult Amateur horse and rider combinations may not cross enter into the Low Adult Amateur Jumper section at the same competition. Orders of go for Jumper Classics: Orders of go will be drawn and rotated by the Seward. Riders may sign up for ride times, but then they must adhere to the ride time selected. Time Allowed: The time allowed will be based on a speed of 382 yards per minute for all sections unless otherwise noted, and may be adjusted accordingly. Martingales: Classes offered at 1.30m or below No martingale restrictions when used in a conventional manner (see also JP111.1a). Classes offered above 1.30m (and all classes restricted to young horses) The only martingales permitted are running martingales used in the conventional manner. Draw reins/german martingale allowed when schooling or in classes 1.20m or below that do not offer prize money Jumper Attire: Collard shirts are requested. T-shirts and sweatshirts are specifically prohibited. Overall neat appearance is paramount. For purposes of clarification, each jumper division has been assigned a specific height. Within each height, at least 60% of the jumps will be set at the maximum height specified. Jumper Championships: To be decided on the basis of points won in classes throughout a section. First Place...10 points, Second Place...6 points, Third Place...4 points, Fourth Place...2 points, Fifth Place...1 point, Sixth Place...1/2 point Ties: Ties involving first place will be jumped off. To be eligible for Finals, riders must have competed in a Team NW Medal of the same section prior to the final. Open to horses/ponies with Jr/Am riders. No cross entry into any other Team NW Medal. Team NW Starter Medal Course will include two tests (1-9). No combinations. Fences 2 6 Team NW Children s Medal and Team NW Adult Medal: Courses will include two tests (1-19). Fences 3. No cross entry into the 3 6 Team NW Medal Team NW Medal: Courses will include two tests (1-19). Fences

24 Course Requirements: Jumps in ALL Rounds 1. Obstacles must simulate those reminiscent of the hunt field and course must offer a variety of Classic jumps with different appearances such as: natural post and rail, stone wall, white board fence or gate, coop, aiken, hedge, oxer, brush, logs, natural foliage. 2. Natural obstacles such as banks and ditches are allowed. 3. A minimum of 2 difference is required for the back element of all oxers. 4. Ground lines are not to exceed 18 in depth from the vertical plane of the jump. For appropriate jumps, no ground line is necessary. 5. The jumpable portion of any fence must be a minimum of 8 feet on its front face. 6. Flat cups may only be used for log fences and in accordance with Federation rules. 7. Distances will not be adjusted for ponies. 8. Fence height There must be four option fences set at 3 5 Classic Hunter Style Course (First round) 1. A minimum of ten obstacles must be offered in the Classic Hunter Round. 2. At least one in and out 3. At least one bending line 4. At least one line with an unrelated distance 5. At least one long approach Handy Hunter Course (Second Round) 1. A minimum of eight obstacles must be offered in the Handy Hunter Round. 2. The course should simulate riding over hunt country and must have a minimum of two handy options, such as: tight turns, different tracks, clever options for jump approaches, pen type obstacles, hand gallop a jump, trot a lowered obstacle not to exceed 2 6 in height, halt and/or back. Gimmicky options are not appropriate. 3. Unless the prize list states that more than 12 entries are to return for the second round, then only the top 12 horses from the first round, after all ties are broken, are eligible to return for the second round. Class Specifications 1. In order for National Hunter Derby Zone HOTY bonus points to be awarded, riders must complete a USHJA Exhibitor Declaration Form prior to the conclusion of the competition. 2. Points accrued by horses shown by Professionals may be awarded to the declared Pre-Green section Performance Hunter 3 3 or Small Hunter. 3. Points accrued by horses shown by Juniors or Amateurs may be awarded to the declared Pre-Green section, Performance Hunter 3 3, or the applicable Children s, Pony, Adult Amateur, Amateur Owner 3 3, Small Hunter or Junior USHJA NATIONAL HUNTER DERBY Hunter National HOTY bonus points will not be awarded. (see HU189.7b) Formal Attire Salute to Sponsor Requested Judging System 1. The first round shall be judged on performance, hunter pace, jumping style, quality and substance, and movement. After the judges base score is given, one point will be added for each high option fence jumped. The Option Bonus Score of one additional point must be awarded even if there is a refusal, rail down or loss of good jumping style at that higher height option fence, providing that the horse-and-rider combination does jump the higher height option fence. Handiness is defined as ground saving movement without adversely affecting performance or style. Brilliance of pace is defined as a faster pace than ordinary, without sacrificing performance or style. Handiness is taken into account in the judges base score. 3. After the judges base score is given, one point will be added for each high option fence jumped. The Option Bonus Score of one additional point must be awarded even if there is a refusal, rail down or loss of good jumping style at that higher height option fence, providing that the horse-and-rider combination does jump the higher height option fence. (Maximum of four points.) 4. Overall Score - The final score from each round will be either averaged or added as specified in the prize list to obtain the overall total for each horse. Membership Requirements 1. Riders, owners, and trainers must be an Active member of USEF and USHJ A before the start of the class. (see GR202). 2. Horses and ponies must be registered with USHJA to participate in this cla ss. Exception: Foreign residents and horses and ponies in good standing with their National Federation are eligible to compete in this class. 3. USHJA Zone HOTY bonus points will only be awarded if the owner is a cu rrent Active member of USEF and USHJA and the horse is recorded with USEF and registered with USHJA. Prize money Paid to a minimum of 12 places as follows: 1st -30% 2nd-22% 3rd-13% 4th-8% 5th-6% 6th-5% 7th-4% 8th-3% 9th-3% 10th-2% 11th-2% 12th 2% USEF RATED HUNTER DIVISIONS Performance Hunters 3 3 : To be judged on performance and manners over a course of 3 3 in height Performance Hunters3 6 : To be judged on performance and manners over a course of 3 6 in height Green Working Hunters 3, 3 3, 3 6, 3 9 judged over a course at the respective height Pony Working Hunter: Open to ponies 14.2 hands and under and to riders 17-under. Stallions are prohibited. No junior over 12 years of age may ride a small pony, and no junior over 14 years of age may ride a medium pony. Riders 17-under may ride for other exhibitors who have more than one entry in the under saddle class. FENCES: small 2'3"; medium 2'6"; large 2'9". Distances for in and outs should be set according to USEF specifications. Junior Hunter 3 3 :Junior Hunter 3 3. Open to junior riders. Riders may not cross enter into any class at 3 6 or higher in the hunter division, higher than 3 9 in the equitation division or higher than 1.20m in the jumper division at the same competition. Horses entered in the Junior Hunter 3 3 section may not cross enter into the Children s Hunter section at the same competition. Horses entered in Junior Hunter 3 3 sections may not cross enter into Junior Hunter 3 6 sections at the same competition. When the Junior Hunter 3 3 is offered as one section, no exhibitor may ride more than three (3) horses in the section. Junior Hunter 3 6 : Open to Junior exhibitors.
