But a yacht club is not primarily about a club house, floats and decking. A yacht club is primarily about men and women pursuing a similar passion for the sea. As you ll read in the meeting minutes this month, one member, Bob Welsh, has demonstrated his own love of the club by a very generous donation to further improvements to a place we all love. I came across the following story about the Black Rock Yacht Club on Long Island, NY by Kara Jackson. BRYC is a paper club with no floats or clubhouse. But their story is like a mirror in which we can see ourselves: Since the inception of the Black Rock Yacht Club in the early 1980s, a monthly tradition has continued. A small statue, a black piece of coal with a rudder, is given to someone whose tale of boating is truly rock-worthy. The rock-worthiness of the story is voted on by other club members, but this is one trophy you d rather not take home. It is not a badge of honor, explains member Craig Lasnier. It s when you do kind of silly things with the boat, like one member who tried to pull away from a mooring with one rope attached and went around in circles. The black rock is bestowed upon you until the next month s meeting. If you don t return it, there s a $5 fine. Antics aside, the 65 members of the Black Rock Yacht Club are an unbreakable conglomerate. Although it is a paper club (meaning it lacks a brick and mortar building), the many different members are bonded together with the strength of cement. What is so fascinating about this club is the mix of the people, says Lasnier. We come from all walks of life, and our boats range from 22 up 63. We have diverse backgrounds, but we watch out for one another. Any one of us would do just about anything for a fellow member. When a club member s wife took seriously ill last year, the other members took up a collection to offset her medical costs and to make things a little easier for the family. The club prides itself on what it gives back to the community; it often picks charitable organizations to donate to around the holidays. And when things get broken on a boat, club members often use their expertise to pitch in. When you need a hand, there is always someone around who can help, explained Dan Briceno, Commodore of the club. Some of our members are in construction or marine mechanics, which really comes in handy. Even more than compassion and assistance, Black Rock Yacht Club members have a camaraderie that has developed over the lifetime of the club.

Mike Fagan, Nicholas Bell, Paul McCarthy and Clifford Edwards put in their applications for membership. Treasurer s Report: Marty handed out a written treasurer s report. Marty said the cost to have a mooring put in at Portuguese cove at Peddock s would be $1, He gave the go-ahead and paid half up front. Regarding the work being done on the lockers, Dave Greenwood said we ve paid $150,000 so far. The contract was for $167,000. There will be some additional charges for some extra work and pilings we had done. Dave added that he has some issues with some of the work, and Jeff Lake has not returned his calls earlier in the week. Some of the 12 x 12 beams were not full beams (which cost about $600 each); he put in small spot blocks, which works but is not what we asked for. The barge left and didn t come back for several weeks, instead being re-deployed for a bigger job Jeff has. Dave plans to have a conversation with him about the work, and feels that if Jeff doesn t make things right, he ll backcharge him. Correspondence: Offers of hospitality from Jubilee YC and Wollaston YC, and a letter from Robert Welsh giving a $10K donation for this year and promising another $10K for next year. House: David has been working on the lockers that were damaged by fire. Inboard Floats: Al said all the new fingers are attached, but one is not decked, but the owner plans to do that himself this week. Outboard: Bob said three boats are in, 3 more are coming in, and it was difficult to get the water turned on. Tim Davison did the job and got it working. The new finger floats fit perfectly. Regatta: Jack Lewis (representing Greg Bedrosian) would like to get another gas grill for the deck. Permitting: All set. Safety: No report. Unfinished Business: Marty asked if we were going to get water in the lockers. Dave was unsure if we would or not, because of the ongoing work. Marty asked about the gas pump. The contractor we were planning on using is no longer in the picture, because he was beginning to revise proposed services. So we need to find another contractor. Marty emphasized that we should get this done as soon as possible before the floats fill out. New Business: There was discussion about the need to amend one of the by-laws about the authority of the float chairmen to bring it in line with the rule change passed at the April Members meeting. Steve will write something up to be reviewed by the BOD which will then be included in the May newsletter for vote in June. The police meetings have started up and Paul attended one. They said that to report potential trouble, such as gangs hanging out at the club, we should call and the police will come. Paul asked that we put this in the newsletter. Paul brought up the request of the Home for Little Wanderers for another cruise. Ray feels that the organization did not fulfill our request for a press release so that we could get some PR for our efforts. It was suggested we sit down with the director before making a committment. Paul said he would contact Nia Clark and arrange a meeting. Ray said he would send to the Board the chain he has from last year. 3 page 3 Minutes: Steve read out the minutes for the April Members meeting and the May Board of Directors meeting. Minutes were approved as read. Treasurer s Report: Beginning Checking Balance: $209,294; April Deposits: $115,722.81; April Balance before expenses: $325,016.97; after expenses $200, Beginning Money Market (Pilings/Repairs): 91,783.23; Transferred to checking: $91,600. End Balance: $ Dredging account is now at $30, Correspondence: Steve said we had a letter from the Hull harbormaster about the mooring at Portuguese Cove at Peddock s Island. Steve read out the letter from Robert Welch donating $20,000 to the DYC, half in each of 2012 and House Committee: David is pleased at how things are progressing, but he would like to see new faces, new and old members coming down to work on the decking. Dave would like to get the rest of the decking done and the railings up in the next two weeks, because he will be gone after that. Al asked if there was any resolution about the spot blocking under the lockers. Dave reviewed what had occurred. He said that he has called Jeff Lake and has been playing phone tag him. Al made a motion that the secretary write a letter to Jeff Lake with Dave s input, and that he should have the work done by a certain date or we will have another contractor do the work and we will hold back any other funds owed to pay for this. Dave said members could do the work, but Al said that we could attach a value to members work. Ray suggested the letter also include the very late start date and the pulling out of the barge for two+ weeks. Dan C suggested using some 93A language. The motion was approved. Inboard Float Committee: Inboard side is open. Before you bring your boat in, you need to have paid for your slip, hand in a copy of your insurance binder, and you need to be in touch with the Boston Harbormaster after paying your excise taxes, and pay for a mooring permit ($1/foot for city residents and $5/foot for non-city residents). Al thanked all the members for the work on the floats, which was the culmination of an eight year project to rebuild the entire marina, which he feels all can agree is a first-class situation. Al wants a meeting of the inboard float committee a week from Memorial Day (June 3rd at 1 pm). Any members that want to attend may attend and become involved. Outboard Float Committee: Bob said there are 5 or 6 boats in. He can use some guys on Saturday to fix the water on C dock, which broke. Danny Campbell said he had some of the conduit used for the water and would bring it on Saturday. Bob says he has plenty of slips for new people. Regatta Committee: Greg reminded everyone there would be a potluck on Saturday, May 26th. Permitting Officer: Paul reported that we did mail in our DCR permit fees ($10,000). The DCR said they d call in clubs individually later this year to discuss multi-year permits. Safety Officer: When you get your boat ready, check your cables for shore power. If they look burnt, replace the cables. People sometimes don t understand that even with circuit breakers, the circuit may get hot enough to burn and start a fire if there s a dead short which fools the circuit breaker. Check fuel lines; boaters have had problems because of ethanol; if they are spongy, replace them. The Coat Guard says there still is no plan for a parade of navy ships and tall ships during the visits from June 29 to July 6, and there s been no discussion for anchorage for viewing the boats. You will be able to board the tall ships, likely for a fee. There will be a counter clockwise path in the inner harbor to visit the area, and there will be escort boats, so don t go against the traffic. If you need to go to a closeto-entrance location such as Legal Seafoods, get the attention of one of the escort boats and have them guide you, else you may run afoul of the police. MBYCA Report: Walter said there was a great meal, Jeanne White is retiring after many years as secretary. August will be the annual Rendez-Vous at the Natasket Salt Water Boat Club. The Quincy Yacht Club is shut down while repairs are ongoing. The Booster books will be available at the June meeting. Unfinished Business: None. New Business: Marty moved that we rename Salem Street as Bob Welch Way. The motion was approved. But another motion was made to rescind the decision and let the House Committee come up with a more considered idea, which would be presented at the June meeting. Meeting was adjourned at 8:45 p.m. Mooring Master: We have three moorings which are suitable for boats up to 33 feet. Please let Al know if you will be taking your boat out for a few days. Al said the only dinghy the club owns is a small green one.

The inboard and outboard float committee chairmen will have extra forms, and it is also available on the DYC web site. These forms should be filled out and returned to the club by the April Float Give-Away. If you have a permanent assignment, but do not own a boat, please fill out the form and write No Boat on it. These forms are used by the Float Committees to update records, by the Treasurer for billing, and the Secretary to keep addresses current for mailing. However, the most important reason is so that YOU, THE BOAT OWNER CAN BE NOTIFIED IF THERE SHOULD BE A PROBLEM WITH YOUR BOAT.

6 page 6 Tall Ships Coming to Boston Tall ships and naval vessels from across the world will be coming to Boston to mark the bicentennial of the War of 1812 and the role of the USS Constitution in the conflict. A fleet of 120 ships have been invited to be in Boston from June 30 to July Planned activities include parades of sail, public tours of the vessels, and air shows, according to organizers. There will be boating restrictions around the harbor during this time. PROPOSED BYLAW AMENDMENTS At the April 2012 Regular Meeting of the Dorchester Yacht Club the membership passed a rules change that reinstates permanent float swaps and vests ultimate authority to approve such swaps in the Board of Directors. The following amendment to the Bylaws is intended to harmonize the Bylaws with this newly passed rule. The amendments consists of the addition on one sentence to section 3 of Articles XIII and XIV (addition is in bold below). Amendments of the Bylaws require a 2/3 majority vote of members present at the meeting. ARTICLE XIII Inboard Float Committee SECTION 3 The Committee shall assign available Inboard Float Spaces to members in order of their seniority on the Inboard Float List. Excepted from this authority over float assignments are requests for permanent mutual swaps, which will be decided by the Board of Directors. This Committee shall report to the Treasurer, as soon as possible, those members who have accepted assignments so that prompt billing of same may be carried out.
