CUP ; DP ; TUP RE: Sanibel Community Church Purpose The purpose of this report is to review the general performance of the Sanibel Community Church off-street parking plan as approved by Planning Commission Resolution No Background On June 14, 2011, the Sanibel Community Church received conditional use approval from the Planning Commission to build a new 630 seat sanctuary building, administrative offices, media room, bookstore, cafe and 259 off-street parking spaces. Under the provisions of Land Development Code Section (6)f. the Planning Commission concluded that with the proposed 259 on-site parking spaces, 48 additional parking spaces by stacking vehicles end-to-end and the availability of at least 46 offsite parking spaces at Jerry's Shopping Center, there should be adequate parking to accommodate the in-season use of the six hundred thirty(630) seats sanctuary and two hundred ten (210) seats historic chapel. On June 28, 2011 the Planning Commission adopted Resolution No which included the following condition: During peak season (i.e., the last two weeks in December and from the third Sunday in January through Easter Sunday) the Church shall schedule a minimum 45 minutes between worship services in the new sanctuary and actively monitor the parking availability on the subject site and at Jerry's. Should the availability of parking become an issue, the Church shall increase the time intervals between its worship services. Page 1 of 2
2 The overall performance of the approved parking plan for the Church shall be reviewed by the Sanibel Planning Commission 12 months following the Certificate of Completion or Occupancy issuance date. At such review, the Planning Commission reserves the authority and right pursuant to this conditioned approval to revise conditions, such as the minimum time between scheduled functions, in order to achieve the parking performance requirements addressed in this Resolution and represented by the Applicant. In accordance with this condition the applicant submitted the attached letter, dated October 28, 2013 from Raymond A. Pavelka, Facilities Committee Chairman for the Sanibel Community Church and Parking Demand Study prepared by JMB Transportation Engineering, Inc., signed and sealed by James M. Banks, P.E. The Church's engineer performed a survey of the parking at the Church and at Jerry's Shopping Center on January 20 th and March 3, The study found the Church's peak parking demand occurred at 11 :00 and that during this peak demand 225 of the 259 available parking spaces were occupied. In addition the study states that there was never a need to implement the stacked parking plan and included a notable observation that fewer congregants were parking at Jerry's. In the preparation for this review the Church's Parking Demand Study was reviewed by the City's Public Works Director and Engineer, Keith L. Williams II, PE. The City's engineer did not find issues with the report's content, methodology or conclusion. Conclusion Based upon City staff review of the Parking Demand Study, Sanibel Community Church has substantially complied with the performance evaluation of their offstreet parking plan as approved by Planning Commission Resolution No Attachment Page 2 of 2

Sanibel Community Church did change the Worship Schedule this season to allow for a minimum of 45 minutes between the end of the 9:00 AM Contemporary Worship Service and the start of the 11 :00 AM Traditional Worship Service. This change made a significant difference in the parking utilization available both on-site and at Jerry's Shopping Center as documented in JMB's Report. Based on 14 weeks of survey data, Jerry's parking lot typically had more than 45 vacant spaces in the 9:00 to 9:30 AM time period and with only two exceptions a minimum of 38 vacant spaces in the 11 :00 to 11 :30 time period. Of those two exception Sundays, there were still 26 vacant parking spaces available at Jerry's in the 11 :00 to 11 :30 time period. The average number of persons per vehicle was higher than on a typical in-season Sunday, and OUR VISION: "That every person would come into a life-changing relationship with the person of Jesus Christ."
4 2. Those Worship days typically have one or two extra Services so as to disperse the attendance and reduce peak demand at anyone Worship Service. As confirmation of the above, Sanibel Community Church's 6:00 PM Christmas Eve Candlelight Service in the Courtyard had 748 people in attendance with only 186 on-site parking spaces being used (73 vacant spaces). No count of the used or available parking at Jerry's was taken, but there was no indication of a problem. Easter Sunday was March 31 st, and as shown in the JMB Report Table 2, attendance was 541 (86%) and 597 (95%), respectively, at the 9:00 and 11 :00 AM Services with corresponding parking utilization percentages of 58% and 67%. Sanibel Community Church's 259 designated on-site parking spaces and the 46 available spaces at Jerry's Shopping Center easily accommodate the Sunday morning parking needs of Sanibel Community Church without undue burden on parking availability at Jerry's. Additionally, it appears unlikely that the on-site stacked parking alternative will need to be implemented, unless there are simultaneous services in the New Sanctuary (630 seats) and the Historic Chapel (210 seats). Jim, we have enclosed two surveys (2 sheets each) for February 10 th and March 31 st as a sample of how the data was collected by the Sanibel Community Church volunteers. I personally collected this survey data as the Church volunteer on all but three Sundays. We can make the other data sheets available for each of the 12 Sundays surveyed if requested. Because Jerry's Shopping Center allows members & guests of the Church to use their parking lot, a survey of Jerry's parking was also included. The study reflects typical peak season conditions during Sunday worship services. Overview Sanibel Community Church completed the expansion of its worship facilities and improved the site's parking features and traffic circulation. The site now has a total of259 paved & grass parking spaces. If deemed necessary, the Church has the capability of using stacked parking to create an additional 48 spaces, which would provide a total capacity of 307 spaces. The Church also increased the amount of time between some of the worship activities to minimize the potential for overlapped parking demands and conflicts with departing and arriving attendees. Parking & Circulation Improvements Parking and circulation improvements that were completed by the Church include the following: 1. Reconstructed paved aisles with traffic control pavement markings and signs, 2. Paved and better defmed parking spaces adjacent to Historic Chapel and in front of and to the west of the New Sanctuary, 3. Better defmed the grass parking/aisles in the north parking lot with the option of using a stacked parking plan for an additional 48 spaces, if needed, 4. Improved the walking access to/from the north parking lot in order to promote a higher usage of the paved and grass parking areas, 5. Clearly marked the easternmost access as "ingress only" and constructed separate leftout and right-out turn lanes at the western access, which improved site circulation and more controlled egress to Periwinkle Way, and 6. Increased the time interval between the various worship services to minimize the potential for overlapped parking demand and conflicts with departing and arriving attendees. 6 JMB TRANSPORTATION ENGINEERING, INC. Parking Demand Study Methodology JMB performed a survey of the Church's and Jerry's parking demands on Jan 20th and March 3, 2013, which represents typical seasonal conditions. The data was collected on fifteen minute increments beginning at 8:00 AM and ending at 12:45 PM. The results of JMB's two-day survey have been tabulated in Table 1. In addition to the surveys performed by JMB, volunteers from the Church also performed parking surveys on December 16 th, 23 rd, 30 th, January 27 th, February 3 rd, 10 th, 17 th, 24th, and on March 10 th, 17 th, 24th and 31 st. The results of those surveys are summarized on Table 2. The attendance of all the worship services for the days that were surveyed have also been tabulated on Table 2. Conclusions of the Parking Demand Study The study found that the Church's peak parking demand occurs at approximately 11 :00 AM and the averaged peak demand of the two surveys, which were conducted by JMB, was 225 occupied parking spaces of the site's capacity (i.e., 259 available parking spaces). In other terms, 87% of the Church's parking capacity was used. It is important to note that the stacked parking option was not needed or used during any Sunday surveyed. Jerry's peak parking demand occurred at 10:45 AM and the averaged peak demand was 163 occupied spaces of the site's capacity (i.e., 222 available parking spaces). The surveys performed by the volunteers on other Sundays depicted a slightly lower averaged demand than those performed by JMB. Based on all of the survey data, Jerry' s parking lot typically had more than 45 vacant spaces in the 9:00 to 9:30 AM time period and with only two exceptions a minimum of 38 vacant spaces in the 11 :00 to 11 :30 time period. Of those two exception Sundays, there were still 26 vacant parking spaces available at Jerry's in the 11 :00 to 11 :30 time period. Based upon the findings of these recent surveys, it is evident that the Church's improved on-site parking and traffic circulation resulted in a higher use of its on-site parking facilities and a reduction in parking at Jerry's. That is, there was a notable decrease in the number of Church attendees parking at Jerry's versus that found during other parking studies conducted in 2011, which were pre-expansion/improvements conditions. Some Church attendees still prefer parking at Jerry's because they typically shop or dine before or after services. These attendees park at Jerry's for convenience and not due to the lack of parking availability at the Church. Table A provides a summary of the parking demands for the Church and Jerry's. 7 ,. Sanibel Church's Sunday Worship Services & Campus Uses Sanibel Community Church provides the following Sunday scheduled services, activities and ancillary uses for its members and guests. 1. Communion Worship Service - (8:00 to 9:00 AM) This activity occurs in the chapel - 2,900 s.f. / 200 seats. 2. Cafe' (Sundays 7:30 AM to 1:00 PM) - (Weekdays 7:00 AM to 2:00 PM) Cafe' intended for members & guests. 3. Nursery & Children's Ministry (8:30 AM to 12:30 PM) These two activities occur on the first floor of the Family Life Center. The nursery and children's ministry are exclusive to members & guests that are in attendance of on-going activities. 4. Contemporary Worship Service & Adult Bible Study 1st Session - (9:00 to 10:15 AM) Contemporary service occurs in the New Sanctuary - 10,600 s.f. / 630 seats. Adult Bible Study 1 st session occurs in one of three available adult classrooms ranging in size from seats each, approximately 1,200 feet in total. 5. Bookstore (8:00 AM to 1 :00 PM) 6. Youth/Teen Activity Center (10:45 AM to 12:00 PM) This activity occurs on the second floor of the Family Life Center. The typical occupancy of the 5,200 s.f. youth center is students with one to three staff/volunteers. 7. Courtyard Fellowship (10:15 to 11:00 AM) Courtyard Fellowship is internal to the campus and is exclusive to members & guests that are in attendance of on-going activities. 8. Adult Bible Study 2nd Session - (10:45 to 11 :45 AM) This activity occurs in the Fellowship Hall- 5,000 s.f. / up to 100 seats and/or in the three adult classrooms ranging in size from seats each, approximately 1,200 sq. ft. in total. 9. Traditional Worship Service - (11 :00 AM to 12:00 PM) This activity takes place in the New Sanctuary - 10,600 s.f. / 630 seats.
