1 COUNCIL COMMUNICATION TO: FROM: DEPARTMENT: Mayor and Council Paul Weller Public Works DATE: July 24, 2017 SUBJECT: Broadway Improvements Update DESCRIPTION: Broadway Improvements Update RECOMMENDATION: N/A PREVIOUS COUNCIL ACTION: South Broadway Improvements Council has made a total of $533,000 available to fund streetscape improvements, mainly to the 3400 block of South Broadway Public Involvement Council has asked that Staff work with the businesses on South Broadway to get their input to the design of the improvements Mid-Block Crossing Council has asked that Staff proceed with the original design of the mid-block crossing prepared by Matrix Design Group to include the following change order items: installation of Rectangular Rapid Flashing Beacons (RRFB), colored Red Carpet crosswalk and raised median in the pedestrian refuge. SUMMARY: Electric system improvements to be publicly bid in August of Pedestrian Lights from Hess America will be specified. Street furniture will be refinished in the federal green color, matching the existing finish. Banners will be ordered and installed on street light poles. Mid-Block crossing to be constructed with Rectangular Rapid Flashing Beacon and "Red Carpet" crosswalk, and raised median in the pedestrian refuge. ANALYSIS: South Broadway Improvements

2 Preliminary cost estimates are anticipated to be less than the budgeted cost for the Hess America City Elements Light fixtures. Each light will be approximately $3,600 per fixture including a single upper downcasting optic with options for lower step or façade optics at an additional cost. Street furniture will remain the Federal Green to match existing finish. Banner will be ordered and installed on existing street light poles. Mid-Block Crossing Original mid-block crossing design to be constructed with Rectangular Rapid Flashing Beacon and "Red Carpet" crosswalk, and raised median in the pedestrian refuge. Potential time and cost savings was identified by modifying the design to eliminate two of the planned inlets. Public Involvement Public involvement has been incorporated in the design by sending out Broadway Improvement Updates via to Broadway business owners. Introductory and Mid-Block Crossing Overview ( Sent on June 27th) Pedestrian Light options and business owner input ( Sent on July 10th) Two more s are to be sent in the next couple weeks to provide updates on the refurbishing of street furniture and Banner design updates. For additional cost, there are options to add a lower steplight and/or façade optic as well. The cost per fixture does not include installation but is still anticipated to be less than the budgeted cost per light. 2Approval of banner placement on existing Xcel street light poles saves approximately $35,000 from the project estimate MID-BLOCK CROSSWAK ESTIMATED COST Crosswalk with Rapid Flashing Rectangular Beacon $90,000 The estimated cost of constructing the mid-block crossing was reduced by $20,000 due to modifications to the design which included eliminated construction of two inlets. Installation of the methyl methacrylate Red Carpet crosswalk markings will increase the cost of the mid-block by approximately $6,000.
