3 Sidewalk Advisory Committee Safety Summary Report Clubhouse Road/CR 540 (Live Oak Road to US 98) Executive Summary Excerpts: Last fatal pedestrian crash occurred in May 2016 near Andros Blvd./Summerland Hills Drive as a high school student crossed from the south side to the north side to reach a school bus stop. In 2014, Two additional pedestrian fatalities occurred west of Dismuke Drive/Harrells Nursery Drive and west of Tillery Road. All three fatalities occurred during dark conditions. Traffic safety study included speed, crash, and count data collection, field review, and alternatives analysis.

6 Besides the three fatal pedestrian crashes, six other ped/bike crashes occurred within the corridor from 2011 to May Six of the nine ped/bike crashes occurred at night. Four crashes occurred at a signal (two at Lakeland Highlands Road), two along the roadway, two at unsignalized intersections, and one mid-block.

7 There is limited statistical data on the crash reduction benefits for adding sidewalk. The FHWA states, Providing sidewalks, shoulders, or walkways is likely to reduce certain types of pedestrian crashes. (Per FHWA Crash Modification Factors Clearinghouse)

8 Compared with roads with sidewalks on one side, roads with sidewalks on both sides appear to reduce the risk of pedestrian crashes. Compared with roads with no sidewalks at all, roads with sidewalks on one side appear to reduce the risk of pedestrian crashes. (Per FHWA Crash Modification Factors Clearinghouse)

There will be some constructability issues due to open-ditch drainage system and walls/landscaping. Gravity walls and handrail may be needed along some lengths.
