1 Urban Area Metropolitan Planning Organization ransportation Advisory ommittee Action Request Meeting Date: January 15, 2015 Agenda Item Number: 9 Action Requested: Review the draft Fiscal Years State ransportation Improvement Program (SIP) Supplement for the Urban Area Metropolitan Planning Organization (MPO) and comparison to the Strategic ransportation Investment (SI) project submissions. SUMMARY OF INFORMAION: Attachments: Yes X No In December, 2014, the North arolina Department of ransportation (NDO) released the draft State ransportation Improvement Program (SIP). he draft SIP is a comprehensive listing of all transportation projects in North arolina that are proposed for study or programmed for funding with State or Federal funds during Fiscal Years he draft Metropolitan IP (MIP) is a comprehensive listing of all transportation projects programmed for the Urban Area. he MIP must be a subset of the Urban Area 2040 Metropolitan ransportation Plan (MP) to be developed in the spring of Both the MIP and MP must be found conforming to Air Quality onformity standards in accordance with the lean Air Act Amendments (AAA). he draft SIP projects were selected based on data driven criteria established by House Bill 817 passed by the North arolina General Assembly in July 2013, and implemented through the Strategic ransportation Investments (SI) legislation and the Strategic Prioritization process (P3.0) created by the North arolina Department of ransportation (NDO). he P3.0 process evaluates highway, transit, bicycle, pedestrian, and rail project needs and includes unfunded projects from the prior SIP prioritization process as well as newly submitted projects. A significant change in the SIP process was the establishment of the Statewide, Regional, and Division funding tiers and the data driven allocation of funds across all modes. he P3.0 process included three evaluation inputs: 1) a data driven, quantitatively scored estimate of project need provided by the NDO Strategic Prioritization Division, 2) the MPO priority score, and 3) the NDO Division priority score. Projects at the Statewide tier were 100% data driven, Regional tiered projects were 70% data driven and 30% local input scores and the Division tier was 50% data driven with 50% local input scores. Local input score percentages were equally shared by the MPO and NDO Division 9. Attached is the draft SIP Urban Area MPO Supplement released December 2014 and the SI project listings showing how the submitted projects ranked by transportation mode and Statewide, Regional and Division tier compiled by MPO staff. A public hearing on the draft SIP will be held in March he North arolina Board of ransportation is scheduled to adopt the SIP in July he draft MIP will be developed in coordination with the 2040 MP and Air Quality onformity Analysis and Determination will be conducted on both documents simultaneously. he draft MIP and 2040 MP and Air Quality onformity Analysis and Determination Report (AQDR) will be released for public review in the spring with final public review in July and August. he MIP, 2040 MP and AQDR must be approved and sent to the NDO by September 17, 2015.
