This frway bgins in San Joaquin County at a junction with Intrstat 5 (I-5) and passs through th San Francisco Bay Ara (Bay Ara), which includs th citis of Livrmor, Plasanton, and Oakland. I- conncts with I-80 whr it srvs th southast Bay Ara, thn continus north past th projct sit to connct with US-0 in Marin County. This frway bcoms th Richmond/San Rafal Bridg, wst of th Wstrn Driv offramp at th toll plaza. In th immdiat vicinity of th projct sit, I- has a total of six lans, thr in ach dirction. Richmond/San Rafal Bridg - is a 5.5-mil-long bridg spanning th southrn nd of San Pablo Bay. Th Bridg conncts th City of Richmond with th City of San Rafal along I-. San Pablo Avnu - provids paralll accss to I-80 from Oakland to Hrculs. San Pablo Avnu is a four-lan rgional artrial, providing north-south accss, dsignatd by th County as a Rout of Rgional Significanc. San Pablo Avnu provids an altrnativ accss point to th projct sit via Richmond Parkway. Canal Boulvard - is a north-south roadway varying from four (south of Cutting Boulvard) to six lans (north of Cutting Boulvard) and xtnds from th Richmond Parkway (south of I-) to th Point Potrro ara. Barrtt Avnu - is a cross-town artrial running ast wst through Richmond and varis from two to six lans through Richmond and El Crrito. Barrtt Avnu passs through cntral Richmond, whr it has six-lans with Class II bik lans. Wst Macdonald Avnu - is locatd south of th Richmond Bay Ara Rapid Transit (BART) station and has historically srvd as th City s main strt, which provids accss to downtown and th civil cntr complx. Th California Dpartmnt of Transportation (Caltrans) providd 2007 avrag daily traffic (ADT) information for th US 0 frway mainlin and intrchang ramps. Th daily mainlin volums wr calibratd with Caltrans pak hour volum data. Abrams and Associats prformd traffic counts at th Richmond/San Raphal Bridg Toll Booth Plaza in Dcmbr 2008, at th intrsction of Richmond Parkway/Grtrud Avnu in March 2009, and at th intrsction of Richmond Parkway/I-80 On/Off Carpool Ramps in April Existing conditions for th study intrsctions wr analyzd using th Contra Costa County Transportation Authority (CCTA) LOS program. LOS is both a quantitativ and qualitativ grading systm to charactriz traffic flow conditions.
