5 1. INTRODUCTION Th purpos of this study is to analyz th impts of th Hyatt Pl hotl xpansion and Old Davis Road xtnsion projct. This study valuats th transportation impts of th projct and idntifis th improvmnts ndd to mitigat dficincis causd by th projct. To count for all rasonably forsabl projcts, crtain cumulativ analysis scnarios count for th rplmnt of th Univrsity Park Inn & Suits in th City of Davis (rfrrd to in this study as th City of Davis hotl ). This purpos of this study is not to assss potntial impts of th City of Davis hotl. PROJECT LOCATION AND DESCRIPTION Th proposd Hyatt Pl xpansion and Old Davis Road xtnsion ar locatd on th Univrsity of California, Davis (UC Davis) campus. Th xisting Hyatt Pl hotl has 75 rooms and is locatd on Old Davis Road ast of Alumni Lan; th proposd xpansion would add an additional 52 rooms and would occur on th sam sit. Th proposd Old Davis Road xtnsion would connct Old Davis Road at its xisting trminus ast of Alumni Lan to its ultimat alignmnt through Parking Lot Fiv. Th xtnsion of Old Davis Road will clos Arbortum Driv to vhicl trfic; thrby turning it into a fility xclusivly for us by bicyclists and pdstrians. Srvic vhicls and mrgncy vhicls will also b allowd to us th fility. ROADWAY NETWORK ASSUMPTIONS With th xcption of th Old Davis Road / California Avnu intrsction, all analysis scnarios assum that th xisting lan configurations and trfic controls rmain unchangd. Th Univrsity is currntly finalizing plans to install a roundabout at th Old Davis Road / California Avnu intrsction. Bcaus this projct is fully fundd, this study s cumulativ analysis scnarios assum that th roundabout will b in pl. METHODOLOGY Fhr & Prs analyzd study intrsctions using th mthodology prsntd in th 2000 Highway Capity Manual (Transportation Rsarch Board, 2000) and roundabouts using th mthodology prsntd in th 2010 Highway Capity Manual (Transportation Rsarch Board, 2010). Th 2010 Highway Capity Manual includs minor updats to th 2000 Highway Capity Manual mthodologis for signalizd and unsignalizd intrsctions; howvr, ths updats do not fct th rsults of analysis for intrsctions in this study. Additionally, stat-of-th-prtic calculation ngins hav not yt bn dvlopd for th 2010 Highway Capity Manual mthodology. Th HCM 2000 mthodology usd to analyz ths intrsctions dos not considr th ffcts of quuing that xtnds into adjnt intrsctions. This situation frquntly occurs during th pak hours along Richards Boulvard. Thrfor, th rportd LOS at ths intrsctions may not curatly xplain th conditions on th ground. Th City of Davis has adoptd a standard for ths intrsctions of LOS F and has statd that th Richards Boulvard tunnl will not b widnd in th futur. 8
