2 Butler County Trails Forum The Butler County Trails Forum is a working group of Tri-State Trails convening community leaders, local government agencies, trail advocates, and other stakeholders for a collaborative discussion to expand the trail network in Butler County and broader region.

4 RECOMMENDATIONS TO OKI FOR 2040 PLAN UPDATE

5 OKI 2040 Plan Overview Updated every 4 years Projects included in the 2040 Plan score higher in OKI grant process Beneficial for project to already be included in local community plan This is the first time OKI is considering a recommendation from a NGO In past, OKI has only accepted recommendations from jurisdictions

6 The Catches Does not include Franklin County, IN Trails must have transportation component Linear trails, connecting people to places Exclusively recreational trails not eligible Projects must have some planning complete OKI may choose to exclude some or all of our recommendations 2040 Plan recommendations must be fiscally constrained

7 Our Task TST must prioritize proposed trail projects What we need from members: Proposed trail route (map) Planning level cost estimate for trail Need info by November 13, 2015 Recommendations due to OKI by December 31, 2015

8 Prioritization Challenges Timeline is short OKI s funding automatically excludes some trails Franklin County Recreational trails Prioritizing can be divisive

9 Other Considerations OKI funding comes with many strings attached Expensive and time consuming to meet requirements Project must be executed through a local government Applicant must front money for reimbursement Local match required Fund distribution is several years out If timeline is too tight, you can amend OKI 2040 Plan at any time More difficult process

14 Prioritization TST will use this information gathering as an opportunity to update our Regional Trails Plan Some further study trails may now be proposed We will include all proposed trails in this prioritization exercise For recommendations to OKI, membership will vote to group projects into 3 tiers Process worked successfully for Greater Cleveland Trail Leadership Network TST will begin a comprehensive and more objective prioritization exercise in early 2016
