4 1. CALL TO ORDER Chairperson Joan Rice called the meeting to order and asked everyone to introduce themselves. 2. APPROVAL OF SUMMARY The summary of the February 22, 2017 meeting was approved as provided with no corrections. 3. FY 2016/17 FY 2020/21 TRANSPORTATION IMPROVEMENT PROGRAM (TIP) There were no TIP Amendments. 4. COAST TO COAST RURAL TO URBAN OVERLAY STUDY Avera Wynne, Tampa Bay Regional Planning Council (TBRPC), presented the Coast to Coast Rural to Urban Overlay study that was conducted in partnership with the East Central Florida Regional Planning Council (ECFRPC) which ultimately created an array of branding colors and styles for the Coast to Coast Florida Trail. The planned Coast to Coast Florida Trail traverses both rural and urban areas across the state from the Atlantic Ocean to the Gulf of Mexico. Various state and regional stakeholders have identified trail gaps associated with the Coast to Coast Florida Trail across nine counties, and SUN Trail funding has been secured to complete much of the 275-mile trail within five-to-seven years. This study, in conjunction with Florida Greenways and Trails System study and work performed by the Regional Planning Council, provided a Brand, Marketing Tool Kit, Implementation Guidebook, Website and Economic Impact Analysis for the Coast to Coast Florida Trail. Questions were taken and appropriately answered. 5. JOE S CREEK GREENWAY TRAIL ALIGNMENT STUDY Mr. Paul Kurtz with AECOM, shared the preliminary draft study with the committee to determine a preferred alignment for Joe s Creek Greenway Trail as identified in the Bicycle Pedestrian Master Plan. There were several alignments shown with a goal of connecting Joe s Creek Greenway Park to the Pinellas Trail and 54 th Ave N and 34 th Street (US 19) and future City of trail facilities. The total cost of the study is $88,000 and should wrap up about the end of May, Paul will return to the committee in May with the final recommendations of the study. Questions were taken and appropriately answered. 6. COMPLETE STREETS ACTIVITIES IN TAMPA BAY Johnny Wong with the Hillsborough Metropolitan Planning Organization shared a power point presentation with the committee on how Hillsborough is utilizing the implementation of Complete Streets and discussed the beauty and conventionality it brings to the county. He included several examples of Complete Streets projects either completed or underway in Hillsborough. Questions were taken and answered appropriately. Lisa Frank, Florida Consumer Action Network and Cheryl Stacks, City of, shared a power point presentation with the committee on Complete Streets in the City of, how they are being implemented and the benefits of complete streets. Complete streets encourage physical activity through walking and bike riding while creating a visible impact. Questions were taken and answered appropriately. 7. CENTRAL AVENUE BUS RAPID TRANSIT Heather Sobush, PSTA, shared a power point with the committee regarding updates on the preferred alignment to the Central Avenue Bus Rapid Transit (BRT) project. The Central Avenue BRT will provide expedited, limited stop travel from downtown St. Petersburg to the beaches seven days a week on 1 st Ave N (westbound) and 1 st Ave S (eastbound) with stops in each direction, extending down 75 th Avenue to Gulf Boulevard. The proposed frequency is every 15 minutes and the length of the route is 9-11 miles. PSTA is still in the process of preparing documentation for FTA review and public

5 outreach in April and will update the committee at a later date. Questions were taken and answered appropriately. 8. INFORMATIONAL ITEMS A. However, if the need for a TIP amendment(s) arises following the mailing of the agenda packet, the Florida Department of Transportation (FDOT) will present the proposed amendment(s) under this agenda item. 7 Technical Coordinating Committee April 26, Proposed Amendment to the Bicycle Pedestrian Master Plan SUMMARY In 2013, the Office of Greenways and Trails (OGT), a division of the Florida Department of Environment Protection (FDEP), introduced the Florida Greenways and Trails System Plan to advance the development of a statewide trail network. The Plan established priorities for funding resources, emphasized the connection of existing facilities and sought to coordinate trail planning efforts with other State initiatives sharing similar goals. A key element of the Florida Greenways and Trails System Plan is the Land Trails Opportunity Map, which identifies existing, planned and conceptual trails of regional importance. The trails are intended to accommodate an assortment of uses including walking, biking, horseback riding, skating, and wildlife viewing. The map reflects the trail planning efforts of cities, counties, transportation planning organizations, and other agencies throughout the State. It does not include all planned trail projects across the State, but rather focuses on trails of State and regional significance that form a connected system. The OGT is in the process of updating the Florida Greenways and Trails System Plan and Opportunity Map and is seeking input regarding the alignment, inclusion and removal of planned trail corridors. Comments and input on the map from local, State, regional planners and other agencies are due to OGT by June 30. A final draft of the updated map and System Plan will be presented to the Florida Greenways and Trails Council in December. Staff is making a recommendation to the State that four trail facilities be added to the Land Trails Opportunity Map. These trails are included on the countywide Bicycle Pedestrian Master Plan (BPMP) with the exception of the Gateway Opportunity Corridor (see attached). This is a conceptual trail alignment that extends from the planned CSX and Joe s Creek trails in the Lealman area to the Pinellas Trail Loop in the Gateway area. In addition to serving one of the region s major employment hubs, the corridor would allow for the development of an important east-west connection between existing and planned sections of the Pinellas Trail Loop. Staff is recommending that the BPMP be amended to add the Gateway Opportunity Corridor so that the facility is eligible for inclusion on the Land Trails Opportunity Map. The proposed amendment was approved by the Bicycle Pedestrian Advisory Committee (BPAC) at their March 30 th meeting. This amendment will also serve as a modification to the Long Range Transportation Plan (LRTP), as the BPMP is included in the LRTP by reference. Staff will provide an overview of the four trails recommended for inclusion on the Land Trail Opportunity Map and highlight the location of the Gateway Opportunity Corridor proposed to be amended onto the BPMP. 9 Technical Coordinating Committee April 26, Priority List Update SUMMARY Forward Pinellas adopts project priority lists on an annual basis for the allocation of federal funding for projects on the Multimodal Transportation Priority Projects List and Transportation Alternatives (TA) Program Priority List. The approved priority lists are then utilized by the Florida Department of Transportation (FDOT) in the development of their Five Year Work Program. A description of these lists and proposed changes is provided in the discussions that follow. This item will come back to the committee in May for a final recommendation to the Board. A. Multimodal Priority List Update In 2016, Forward Pinellas broke ties with past prioritization efforts and adopted its first multimodal priority list, including all modes of travel in the list of priorities. With the development of a new draft Work Program and the completion of some projects, it is necessary to begin the annual review and update of the multimodal priority list. These priorities, once adopted, will be transmitted to FDOT for their consideration in the development in the next Work Program. Since the last update of this list, two projects have been completed and are being removed from the list and four projects were fully funded for implementation and are being moved from the Unfunded section of the list. Forward Pinellas staff will provide an overview of these changes, as well as recommendations for additions and adjustments to the list, and seek committee feedback on the proposals. Transportation Alternatives (TA) Program Priority List Update The TA Program provides funding for non-road building projects, such as the construction of bicycle and pedestrian facilities and the implementation of safety programs. The local TA priority list for Pinellas County is attached and includes information regarding the status of the projects. The City of Dunedin has withdrawn its Michigan Boulevard and San Christopher Multi Use Trail projects (Priorities 18 and 20) due to funding, timing and public opposition and the City of St. Petersburg s Walter Fuller Park bike path/trail (Priority #3) project has been completed. These projects, which are struck through, are proposed for removal from the list. Formatting changes to the list include the renumbering of only unfunded projects to better clarify which projects are next in line for funding. 15 Technical Coordinating Committee April 26, SR 60 Study SUMMARY Forward Pinellas working with the City of Clearwater, the Pinellas Suncoast Transit Authority, Pinellas County and the Florida Department of Transportation has a project underway to develop a strategy plan for enhancing mobility within the SR 60 corridor from Clearwater Beach to Tampa International Airport. For the purpose of this study, the SR60 corridor also includes Drew Street to the north and Druid Road to the south. The project was initiated in the fall of 2016 and is scheduled to wrap up in the fall of This item will include a presentation on tasks completed to date. 18 Technical Coordinating Committee April 26, West Bay Drive Complete Streets Concept Plan SUMMARY In 2016, Forward Pinellas began a project to assess the feasibility of a complete streets concept plan for the West Bay Drive corridor between Clearwater-Largo Road and the Belleair Causeway Bridge. This portion of roadway is mostly 4 lane divided, experiences speeding and lacks bicycle accommodations, median refuges for pedestrians and has median designs that are unsafe for multiple modes of travel. After initial assessment, Forward Pinellas and its consultants held three meetings with local government staff and interested business interests along the corridor. Those meetings resulted in the development of two different concept plans for the corridor, including an option that can be implemented at minimal cost during an upcoming resurfacing project, and one that would require additional resources to implement. Both options received overwhelming support from the community members and agency representatives who participated in the workshops, with the higher cost option being the most supported. During review at their April 17 th meeting, the Bicycle Pedestrian Advisory Committee (BPAC) recommended a third concept, replacing the 10 landscaped buffer on Concept #2 with 5 bicycle lanes on each side of the roadway. During outreach with business leaders and local government stakeholders, the addition of landscaping was seen as a critical element of this project so as to improve the aesthetics of the corridor and enhance the ability of the local governments to create a sense of place in the area. Forward Pinellas staff will provide an overview of the study and the two concept plans that resulted from it, as well as the BPAC recommendation. Staff is recommending that the committee support the two original concept plans and recommend their transmittal to Pinellas County for the identification of appropriate funding and implementation. 23 Technical Coordinating Committee April 26, Multimodal Impact Fee Ordinance (MIFO) Update SUMMARY At its last meeting, the TCC authorized formation of a subcommittee to consider amendments necessary to update the MIFO in accordance with the terms of the Ordinance. Caroline Lanford, Pinellas County; Dave Larremore, City of Clearwater; Francis Leong, City of Largo; Danny Taylor, City of Pinellas Park and Tom Whalen, City of volunteered for the subcommittee. The group met on March 20. Attached is an outline of the proposed MIFO modifications reviewed by the subcommittee. The modifications include adjustments to the construction cost, road capacity and reduction factor variables in the impact fee calculation formula. They also include trip generation rates, average trip lengths and average new trip percentages associated with 24 land use types included in the MIFO fee schedules. There are two fee schedules in the MIFO, including Schedule B, which applies to downtown districts as designated in the Ordinance, and Schedule A, which applies to all other areas of the County. The most significant adjustment proposed for the rate variables is the increase of the reduction factor from to 0.4. This results in an across the board increase of 33 percent to the MIFO fee schedules when factoring in the proposed adjustments to the other rate variables. The reduction factor is essentially a discount extended to the fee payers. The 0.4 figure was in place when the Ordinance was originally adopted in The last across the board increase of Pinellas County impact fee rates occurred when the Transportation Impact Fee Ordinance was amended in That was the result of a rise in construction costs from $1.7 to $2.2 million, increasing the rates by 18%. It was phased in over two years, nine percent each year. The results of the proposed changes to trip generation rates, average trip lengths and new trip percentages as well as the impact fee calculation variables are shown on the attached Fee Schedule A in strike-through/underline. These changes are based on the Institute of Transportation Engineers (ITE) Trip Generation Manual, 9 th Edition; independent studies conducted in Florida; and the U.S. Census. The table also provides a comparison of the proposed impact fee rates of every land use type with and without the reduction factor increase. The attached rate comparison table shows how the proposed Pinellas County rate, with the 0.4 reduction factor, compares with other urban counties and the City of Tampa. In addition to the proposed MIFO amendments, the subcommittee discussed the need to conduct a trip characteristics study of downtown land uses given that Schedule B is based on data that is over 25 years old. As a condition of the study, the subcommittee agreed that for each land use type included in the study, data should be collected from a location within and outside a downtown district. This would allow for an assessment of the effect of downtown land use and transportation conditions on trip characteristics associated with the study sites. Staff will work with the TCC to schedule and identify funding for this study within the next Unified Planning Work Program, which extends from fiscal year 2017/18 to 2018/19.
