The People s Park is a oasis i the midst of a growig city. Miles of atural trails, grad laws, lakes, cultural istitutios like the Dever Museum of Nature ad Sciece ad the Dever Zoo, evets, cocerts, ad marathos all draw diverse users to the park every day. Both users ad chagig coditios put pressure o the park over time, ad raises the questio, how ca a place so beloved evolve to meet may eeds while remaiig grouded i its history ad idetity? City Park was origially desiged by Hery Meryweather i 1882 ad formally opeed to the public i Former Dever mayor ad first park commissioer Richard Sopris also played a large part i the park s desig. City Park was carefully shaped ad molded to produce the vistas that still spa the Frot Rage, ad which are ow protected through local view plae ordiaces. The park s may pathways were carefully located to shield visitors from the bustlig city that surrouded the park, ad trees were plated o the perimeter to create a idyllic have for visitors. This origial pastoral image was further ehaced by the Olmsted Brothers, who were commissioed by the City of Dever i 1913 to improve the park, i additio to creatig the Dever Moutai Park system. Whe we do these thigs we are ofte egagig with a cultural ladscape, a place that has bee shaped by humas ad that over time has garered layers of meaig ad associatio. The Cultural Ladscape Foudatio, a atioal group that advocates for cultural ladscapes, defie them as ladscapes that have bee affected, iflueced, or shaped by huma ivolvemet. They go o to explai that a cultural ladscape ca be thousads of acres or a tiy homestead. It ca be a grad estate, idustrial site, park, garde, cemetery, campus ad more. Collectively, cultural ladscapes are works of art, arratives of culture, ad expressios of regioal idetity. Cultural ladscapes ca be desiged ladscapes, itetioally shaped to serve a purpose, or veracular ladscape, evolvig iformally over time. Cultural ladscapes ca also be ethographic, represetig a particular culture, or traditioally historic for their associatio with a ifluetial perso or evet. Obvious cultural ladscapes come easily to mid, like City Park, the topic of our cover story. Give Dever s associatio with the outdoors, it s ot surprisig that our oly two Natioal Historic Ladmarks are Red Rocks ad Civic Ceter, both icoic cultural ladscapes. Each of these parks was desiged differetly, with City Park s pastoral iflueces, Red Rocks atural surroudigs, ad Civic Ceter s formality, but each was clearly desiged i a specific place ad time to meet the eeds of the city ad the users. Cultural ladscapes are ot always so obvious. For example, Dever s 16th Street Mall fits the defiitio as a cultural (ad quite liear) ladscape, ad was itricately desiged by the leadig desigers of the time, I.M Pei, Hery Cobb, ad Laurie Oli. But what about a regular street, has t it too bee shaped by huma ivolvemet ad take o meaig over time? What about a eighborhood or a set of associated structures ad elemets, like Burham Yards or the Natioal Wester site? Each is a cultural ladscape, but each was created by a differet set of evolutioary forces ad so faces a differet set of challeges as time goes by. I recet years Historic Dever has faced a icreasig umber of cocers about cultural ladscapes of all types. We ve bee ivolved i plaig for the Natioal Wester site, the 16th Street Mall, Red Rocks, ad City Park, icludig weighig i o the cotroversial storm water draiage protect proposed for City Park Golf Course. I each case the crux of the matter, ad sometimes the disagreemet, revolves aroud maagig chage i spaces that, almost by defiitio, evolve. Trees grow ad evetually die, surroudig areas develop or declie, ad climate chages ca put pressures o traditioal platigs or uses. Travel modes ad techology shift, populatios grow ad perceptios ad eeds chage. So what do you do with all this chage? How do you measure its impact to the cultural ad historical value of a space with iter-related parts? Whe we look at a buildig, preservatioists are well traied to measure ad weigh proposed alteratios. These questios are harder to aswer, but at the heart, we still ask ourselves, what is it that matters about this place? Photo: Wester History ad Geealogy Departmet, Dever Public Library Dever Gospel Hall 1631 Marti Luther Kig Blvd. Historic Dever has the pleasure of aoucig our upcomig activities with two ew SHF grat recipiets, The Dever Gospel Hall ad Bosler House. The Dever Gospel Hall s cogregatio has bee a achor of the Cole Neighborhood for over 60 years, while the historic buildig has bee a beaco for more tha 90 years. Today, church members come from all corers of the globe, icludig South Africa, Idia, Malaysia, ad of course right here i Dever. Dever Gospel Hall was fouded i 1951 i the earby Five Poits eighborhood. The cogregatio purchased the curret buildig ad parsoage from Bethay Luthera i The small cogregatio was studious i their mortgage paymets to the previous cogregatio, ever missig a paymet o their origial $56,000 mortgage. Though a small cogregatio, the Gospel Hall has fudraised above ad beyod its capacity i order to try ad take proper care of its beloved historic buildig. After receivig a 2002 grat from the State Historical Fud to complete a Historic Structures Assessmet, the cogregatio raised almost $40,000 to restore the staied glass widows, ad the shortly after, raised a similar amout to facilitate the reroofig of the buildig. I 2004, the cogregatio, i partership with Historic Dever, received a grat for exterior rehabilitatio work ad provided a 50% cash match for the project. The Dever Gospel Hall is ow lookig to go beyod these earlier projects ad perform rehabilitatio work that will see the church ito a ew era. Amog the most sigificat ad uaddressed recommedatios of the Historic Structure Assessmet iclude sources of water damage that are evideced i the iterior of the church through efflorescece, plaster staiig, ad plaster crackig. This project proposes to tackle these issues from top to bottom to esure a tight buildig evelope ad halt further deterioratio or further costly repairs. The draiage system, cosistig of the gutters ad dowspouts, will also be repaired or replaced as they are ot properly movig the water dow to the groud. Because of slopig issues aroud the eave lies, water is backig up or overflowig. Dowspouts are clogged with debris. All related problems will be addressed. To further the effectiveess of the draiage, the groud o both the orth ad east sides will be re-graded to esure moisture is ot retaied at the buildig evelope. Fially, this project also icludes a assessmet of the chimey, which last year was so clogged with debris that the church had to close its doors for a time as the heatig system could ot operate safely due to clogged vets. A assessmet will be coducted ad the result will be a report of the fidigs, icludig sketches, showig the locatio ad types of distress observed ad iclude repair recommedatios. This Gothic Revival Church o 32d ad Gilpi has become a itegral part of the eighborhood, providig both spiritual ad secular support to the commuity. May members have take a active role i advocacy ad i the Civil Rights Movemet. With the help of the SHF grat ad the maagemet of Historic Dever, the Dever Gospel Hall ca cotiue for may years to come i their curret locatio ad o their curret missio. The Bosler House i the Highlad eighborhood has udergoe a dramatic trasformatio over the last year. Bosler House 3209 W. Fairfield Place The Bosler House is amog the oldest ad most visually promiet homes i Northwest Dever, where it sits high o a hill alog the crescet shaped road that wraps Highlad Park. Its promiece was for all the wrog reasos i recet years as the property fell victim to sigificat eglect by a previous ower that garered multiple media reports, passioate commuity activism, ad uprecedeted actio by the City of Dever to esure its preservatio. The Bosler House is a sigle family red brick buildig, costructed i 1875 by Dever busiessma Ambrose Bosler, makig it oe of the oldest homes i Dever, where few structures from the 1870s remai. It was built i the Italiaate style, with a rusticated stoe foudatio ad widow sills, hooded widows, ad decorative white paited corice. The Bosler House was listed as a Dever Ladmark i 1984, for its architectural sigificace as well as its associatio with several sigificat Dever residets who greatly cotributed to the developmet of the Highlad ad wider Dever commuities. Whe built, the home was i the tow of Highlad, icorporated i Highlad was touted as a cleaer, healthier, ad more moral alterative to the rival tow of Dever. Although Highlad was aexed by Dever i 1896, it maitaied a separate idetity for decades. As oted above, i recet years the home has suffered greatly, with eglect ad ill-advised ad upermitted iterior, widow, ad roof modificatios takig place over the course of the last decade ad a half. I 2008, the previous ower, who acquired the house i 1987, bega roof repairs ad a reovatio of the attic space that were ot properly permitted i accordace with city law ad which were ot sactioed by Dever s Ladmark Preservatio Commissio (LPC). Followig a work-stop order issued by the City of Dever i 2009, the house was left exposed to the elemets without a roof or other coverig as the the-ower challeged the city s processes ad regulatios. Over the course of this time, the ower requested permissio to demolish the buildig, but the Ladmark Preservatio Commissio deied his request, cosiderig it a attempt at demolitio by eglect. I May, 2013 the City listed the buildig o the official Neglected & Derelict Buildig List ad imposed the maximum $999 per day fie for iactio. By May of 2015 those fies exceeded the estimated value of the house ad the City moved to foreclose, placig the home i the care of a qualified receiver. The receiver immediately feced the property ad secured the buildig to the extet possible. At that time the City also bega a Historic Structure Assessmet (HSA), fuded by the State Historical Fud. I additio, the City received a $7,000 grat from the Natioal Trust for Historic Preservatio to complete detailed roof drawigs so that the most critical roof-related deficiecies could be addressed immediately upo chage of owership. The SHF fuded HSA provides a roadmap for the rehabilitatio of this importat Dever ladmark. The HSA cocluded that more tha 20 years of uauthorized modificatios ad eglect had put the home i fair to very poor coditio. Much of cotiued o ext page Historic Dever ic. 3

All of the widows o the primary facades were replaced over time with ill-fittig ad iappropriate viyl widows. These replacemet widows ot oly mar the historic appearace of the house, but due to the poor quality ad istallatio method they have cotributed to the deterioratio of the house by allowig moisture ifiltratio. Additioally, exterior doors were replaced over time, also with ill-fittig replacemets. Therefore, the HSA recommeded the full replacemet of all previously replaced widows with replicated, double-hug style, wood widows. The HSA also recommeded replacig all of the o-historic doors with more appropriate doors. That is exactly what the ew SHF grat, maaged by Historic Dever, will do. The ew owers, Steve ad Ja Davis, are dutifully followig the requiremets the City created to esure the immediate attetio to critical ad serious deficiecies idetified i the HSA. The timelie is strict ad rapid to esure that the buildig does ot deteriorate ay further. The roof ad structural work have already bee completed, as well as coutless other exterior ad iterior repairs made ecessary from earlier eglect. 5 sprig 2017 New Life for Historic Hose Compay No. 1 The historic Hose Compay No. 1 origially served the area kow as the Bottoms. Now it will be a hotel i the popular Uio Statio eighborhood. O May 2d 1882, a breathless Dever Republica recouted the heroic actios of the boys of the Richards Hose Compay. At aroud midight, the compay oticed a fire at the Crescet Flour Mills reputed to be the largest flour mill west of the Missouri River. They quickly alerted earby fire houses, who made a spledid race for the fire. With the fire quickly cotaied, it became clear that the blaze was the hady work of a arsoist. I a city devastated by a series of fires i the 1860s, still replacig early frame buildigs with brick, ad which still had pie boards servig as sidewalks, the specter of a fire-bug was o laughig matter. As the Republica wared of a gag of fire-bugs operatig throughout the city, it praised the quick work of the firefighters voluteer ad paid alike who saved the valuable idustrial properties above the Platte River from rui. Dever s fire-fightig outfits have remaied a vitally importat part of the City, ad historic fire statios aroud the city cotiue to tell the story of these compaies. Oe historic statio i the ews recetly is Hose Compay No. 1 at 1963 Chestut Place. The two story brick buildig housed a series of Dever s earliest fire compaies i the 12 years it was a active fire statio. Yet it has remaied i the commuity s memory log after it was decommissioed. The first compay to occupy the space was the J.W. Richards Hose Co. Formed i 1881, the compay was amed after the ower of the Crescet Flour Mills, James Richards (whose mill could ot avoid disaster twice, burig dow i September 1882 ad agai i 1949). This compay was the last fire brigade i Dever comprised etirely of voluteers i 1881 the city bega phasig i paid firefightig compaies, ad soo every compay i the city received a wage. The Richards Hose Compay moved ito the buildig at 1963 Chestut i early 1883 right after the buildig was completed. A 1882 ews article, writte i aticipatio of the fire house s opeig, oted that the compay was grateful for the improved accommodatios afforded [to] them. Despite their gratitude, the Richards Hose compay oly stayed i the buildig for a year. They were replaced by the fledglig Dever Fire Departmet s Hose Compay No. 1 i It is from this occupat that the buildig received its curret ame. I 1886, the City of Dever officially deeded the lad o which the buildig stads to the Fire Departmet. Hose Compay No. 1 served the area of Dever kow as The Bottoms the area of lad earest to the Platte River, ad thus the area of the city most likely to be iudated by the frequet floods. The Bottoms were home to some of Dever s poorest citizes, may of whom lived i makeshift dwelligs ad faced frequet outbreaks of disease. I 1893, Hose Compay No. 1 moved to the City Hall fire statio at 14th ad Larimer Street. Steamer Compay No. 5 amed for their ew steam pumper fire egie subsequetly occupied the buildig at 1963 Chestut. Their stay, however, was short lived. Growig rail traffic made the site a impractical locatio for a fire house, where quick respose times were imperative. I 1895, Steamer Compay No. 5 moved out ad the buildig was abadoed as a fire statio. Despite the lack of a active compay, however, maps as late as 1905 still label the buildig as a fire house. I 1907, the buildig was sold by the city to Bartholomew Fi for $3,000, who set up shop as the North Dever Trasfer ad Storage Compay. Fi was a successful busiess ma who served as the Dever Couty Presidet of the Aciet Order of Hiberias ad as a delegate i the 1908 Democratic Natioal Covetio. Upo his death i 1925, his wife, Mary Fi, cotiued to operate the compay util the 1940s. Durig this time, the buildig also housed the Natioal Poster Compay. I 1947, the buildig was bought by Phillip ad Miie Kalmbach. The Kalmbach family used the buildig as a weldig shop ad evetually it became home to the Colorado Boiler Compay. I 1985, George Kalmbach sought a historic desigatio for the buildig, based o its sigificace as a fire statio ad as a early commercial-style buildig i a area of tow with few survivig examples. The buildig was sold for oly the third time i 2000 ad at the time it was both vacat ad without a pla for its reuse. Without a occupat, Hose Co. No. 1 fell ito a state of disrepair. I 2004, it was placed o the City of Dever s Neglected ad Derelict Buildig List. I 2010, the owers of the property applied to demolish the structure, citig sigificat structural problems ad safety cocers. Historic Dever, cocered with the potetial loss of such a importat piece of Dever s early history, reached out to the owers, hopig to fid a preservatio solutio. Historic Dever offered our services to assist i efforts to stabilize the buildig. As a part of this effort, Historic Dever cotacted a structural egieer from Atkiso- Nolad & Associates to observe the buildig ad make prelimiary recommedatios. With approval ad access permissio from the ower ad gracious assistace from the egieer, those observatios of both the iterior ad exterior were coducted i Jauary At that time, it was observed that stabilizatio could occur without extraordiary measures. I February 2011, Historic Dever followed up by applyig for ad receivig a grat i the amout of $5,000 from the Natioal Trust for Historic Preservatio to assist i moetary efforts for a larger structural assessmet of the property. Focus Property Group, the curret owers of 1963 Chestut, have sice iitiated stabilizatio methods to Hose Co. No. 1 ad i December of 2014, aouced a project which would icorporate the ladmark ito a much larger 12 story Hilto Garde I. The project was desiged ad approved as a part of the Ladmark Preservatio Commissio process. Hose Compay No. 1 will be coverted to a restaurat. While beig coected to the hotel, the restaurat will retai its ow idetity ad etrace from the street. I Jauary 2017, it was aouced that a groudbreakig would take place this year. We are very excited for the reewed activity ad attetio to this log eglected buildig. The adaptive reuse of this buildig will esure its protectio a fittig result for a property which used to house some of the earliest protectors i our city. = Historic Dever ic. 5

The Chai paitig owed by the Museum features a view of the South Platte River meaderig i the foregroud framed by loomig, sow-capped moutais. The picture is icredibly realistic because Hele, a avid moutai climber, paited the scee from true life. The paitig was doated to the Museum i 2001 ad was believed to be acquired by the door s great-gradmother at the estate sale held i 1932 after Margaret Brow s death. Both the paitig ad the frame required coservatio upo acquirig the work. Superficial grime was removed as well as TAPESTRIES The two tapestries i the diig that flak the chia cabiet ca be see i several photographs of the home circa These machie-wove hagigs have udergoe several coservatio processes sice beig retured to the Museum i The tapestries were doated by descedats of Elle Geis, the last housekeeper employed by Margaret Brow before her death i Most recetly i 2016, the moutig system was updated so that they o loger sagged ad are supported overall. The coservator also reiforced previous coservatio efforts ad cleaed them usig a passive vacuumig techique. The tapestries have ow bee rehug i the diig room just as Margaret had them displayed 100 years ago. TOTAL COST FOR THE MOST RECENT CONSERVATION WAS $1,100. ART LEISENRING SCRAPBOOK Received i late 2015, the scrapbook collected by former House of Lios ower Art Leiserig cotais photographs, ephemera, ad ewspaper clippigs. I early 2016 the Museum worked with a local paper coservator to remove the floor pla had-draw by Brow daughter Catherie Elle ad a letter from her so James Beziger. The ext step i the coservatio process will be to remove ad collate the remaiig ephemera, reduce adhesive residue as much as possible, ad reduce staiig as much as possible with cotrolled, local applicatio of solvets o select items. Ephemera still i the scrapbook iclude the origial Ladmark proclamatio for the house, autographs by such celebrities as Harv Presell ad Carol Chaig, ad pieces relatig to the Dever debut of the film The Usikable Molly Brow. THE BLACKAMOOR STATUE This statue is oe of the origial blackamoors that Margaret Brow owed, as evideced i a photograph datig to 1910 of Mrs. Brow s etryway. The traditio of Blackamoor statues origially developed i Veice, Italy i the late 17th Cetury to reflect the ifluece of Moorish culture i the regio. The Blackamoor statue is o permaet display i the etryway of the house ad is amog oe of the first artifacts that visitors see whe visitig the Museum. Margaret s Blackamoor statues give her home a exotic feel. Margaret collected her statues o oe of her trips to Italy ad cherished them util she died i 1932, at which time they were sold ad removed from the home. After several moths of exploratio about historic park maagemet, icludig commuity meetigs ad presetatios to Registered Neighborhood Orgaizatios, the ad hoc group recommeded a update to the 2001 Master Pla, icludig the developmet of City Park-specific desig guidelies. The Master Pla update will seek to uderstad the Park as it is today, as well as the eeds of users active ad passive, local ad out-of-tow, idividual ad istitutioal ecouragig the commuity to develop a shared visio for the park that ca provide both cosistecy ad flexibility so that the park evolves to meet curret eeds while hoorig its deep history ad icoic spaces. The effort will also explore how potetial chages that may be ecessary or desirable ca be accommodated i ways that are sympathetic ad compatible to the park as a cultural ladscape. A set of City Park-specific Desig Guidelies will outlie guidig priciples for possible physical alteratios. The guidelies will iclude guidace for both the rehabilitatio of existig features that cotribute to the Park s history ad idetity, as well as establish the criteria with which ew features or additios would be evaluated. Examples of the guidelie cotet for additios, modificatios or ehacemets could iclude guidace that they respect the park s spatial compositio, hoor importat vistas, be of appropriate mass ad scale or reflect the level of material quality foud elsewhere i the park.
