ES- EXECUTIVE SUMMARY Executive Summary The 9 th Aveue/Park Presidio Boulevard (9 th PPB) Trasportatio Pla is a focused look at ways to improve travel coditios for the street s multiple types of users, from pedestrias ad trasit users to motorists ad trucks. The uderlyig theme of this pla is improvig the balace i the way the street provides fuctios to these various users. Sa Fracisco s 9th PPB is a key ad multi-faceted trasportatio corridor. Desigated as Califoria State Route, it is a essetial ad heavily used gateway for vehicles, movig traffic ito ad out of the wester part of the city as well as that headig ultimately to the Golde Gate Bridge ad poits orth. The arterial s six laes carry more tha 85,000 vehicles per day. The corridor also serves high umbers of trasit users. Mui s 28, 28L ad 9-Owl bus lies operate alog the corridor, carryig more tha 4,000 passegers per weekday, ad more tha 20 bus ad light rail lies cross it, makig 9 th PPB a major trasfer locatio. Fially, 9 th PPB also fuctios as a major local City street, with a dese ad diverse array of adjacet lad uses that icludes siglefamily, multi-uit, ad assisted livig resideces, parks, local busiesses, the Stoestow Galleria Shoppig Ceter, schools, ad the Sa Fracisco State Uiversity ES-

I part because of such heavy usage of the street by these modes, the orth-south bicycle route through this area is provided o a parallel street oe block from the corridor for the legth of the study area. The pla s approach icluded a techical aalysis of existig coditios data, modelig ad simulatio, ad iput from a multi-agecy techical advisory committee. I additio, the pla cosulted with Califoria Departmet of Trasportatio (Caltras) staff to review feasibility ad streamlie the desig approval ad implemetatio process to follow. Curret coditios alog the corridor poit to several issue areas. They iclude slow traffic from heavy volumes, low trasit speed ad reliability resultig from heavy traffic, high o-street parkig demad ad ecroachmet oto the sidewalk, difficult pedestria crossigs, ad a pedestria-ufriedly streetscape eviromet that lacks desig features suitable for a city gateway facility. Workig with the commuity ad parter agecies, this study has prioritized four mai areas of eed: Improve Pedestria Safety: Reduce the rate of pedestria collisios ad improve safety for the people who walk o the corridor every day. Improve Pedestria/Streetscape Coditios: create a more attractive ad comfortable street to ecourage walkig, icludig addressig the parkig sidewalk ecroachmet problem. Improve Trasit Operatios: Improve reliability ad efficiecy for the Lie 28, 28L, ad 9-Owl buses that serve 9th Aveue, as well as the 20 other lies that cross the corridor. Maage ad Calm Traffic Operatios: Improve pedestria ad trasit coditios without sigificatly degradig vehicular capacity. 9 The pla developed coceptual drawigs of six prototypical itersectios to illustrate o how the improvemets would look o the street. The exact improvemets proposed at each itersectio vary with the itersectio s existig coditios, costraits, ad eeds as expressed by trasit activity, pedestria volumes, vehicular traffic, ad collisio history. Excludig those to be icluded i the Sigal Upgrade Project, the total estimated cost for these improvemets is approximately $4.5 millio. To facilitate fudig, speed implemetatio ad address the highest eeds first, the corridor s itersectios were prioritized ito three groups, cosiderig a itersectio s pedestria volumes, trasit ridership, vehicle traffic, ad collisio history. Group, represetig the highest priority, will cost $5.9 millio. Group 2 will cost $3.6 millio ad Group 3 will cost $4.9 millio. Prop K provides some fudig for improvemets i the corridor but ot eough for all idetified improvemets. The Authority will work with other agecies to pursue other sources of fudig to leverage Prop K fuds, icludig future regioal grat programs, state programs, ad private ad federal sources. all ifrastructure ehacemets beyod the Sigal project ad the Edge Lie project. SFDPW will determie ad carry out the ecessary evirometal clearace. SFDPW will also maage costructio of the ehacemet projects. The Sa Fracisco Recreatio ad Park Departmet, which has jurisdictio over the area where the pla proposes a bus stop relocatio at Licol Way ad Crossover Drive, will facilitate approvals for that chage. Caltras will review the proposed improvemets to clear the projects for implemetatio. Because 9th Aveue ad Park Presidio Boulevard are part of the Califoria State highway system, Caltras retais jurisdictio over the corridor s desig. All improvemets to 9th Aveue ad Park Presidio Boulevard must be approved by Caltras. I aticipatio of this implemetatio step, the City agecies have already iitiated a discussio with Caltras staff about the improvemets proposed by this pla, ad dialogue is ogoig to determie the feasibility of approvig these improvemets. To move the improvemets forward, roles ad resposibilities will be shared amog the parter agecies as follows. The Trasportatio Authority will provide overall oversight o the etire desig ad costructio process, icludig the desig process, the approval process with Caltras, ad costructio maagemet. The Sa Fracisco Muicipal Trasportatio Agecy (SFMTA) will provide oversight o ad iformatio to iform the desig process, implemet the traffic- ad operatios-related portios of the recommeded strategies from this pla, ad oversee the submittal process for Caltras approval. SFMTA will also desig ad implemet the edge lie project. Fially, SFMTA will lead implemetatio of a Early Actio Pla for targeted educatio, eforcemet, ad operatioal efforts to improve safety. STUDY AREA: DISTINCT SEGMENTS The 9th PPB Trasportatio Pla study area stretches approximately five miles ad icludes Park Presidio Boulevard from Lake Street to Fulto Street, Park Presidio By-Pass Drive ad Crossover Drive from Fulto Street to Licol Way, ad 9th Aveue from Licol Way to Juipero Serra Boulevard (See Figure - below). 13 Differet portios of the corridor have distict characteristics, which have strog implicatios for the kids of improvemets that are appropriate for the particular locatio alog the corridor. It ca be thought of as three segmets. The Park Presidio Boulevard (PPB) portio o the corridor s orther ed, orth of Golde Gate Park, lies i the Richmod district, a residetial eighborhood with local-servig busiess districts that cross the corridor at Clemet ad Geary. The character of PPB is essetially that of a parkway or liear park. A pedestria path ad beches withi a swath of trees ad grass border the street o either side. This portio of the corridor is arrower tha the more souther portios, with three travel laes i each directio ad o o-street parkig. A small, raised media cotais street lights ad occasioal ladscapig. South of Golde Gate Park, i the Suset ad Parkside eighborhoods, the character of the corridor chages. I this segmet, which is 9 th Aveue roughly betwee Licol Way ad Eucalyptus Drive, lad uses are directly adjacet to the corridor with o setback, icludig houses, eighborhood retail, ad schools. This portio of the corridor is wider tha the portio orth of the Park, with three travel laes i each directio ad o-street parkig. The street here is flaked by a cotiuous but arrow sidewalk ad frequet driveways. While the raised media cotiues here, there is o ladscapig i this segmet i the media or the sidewalks. Local-servig busiess districts cross the corridor at Irvig, Noriega, ad Taraval. A fial chage i the character of the corridor defies the very souther ed of 9 th Aveue. Here, south of Eucalyptus Drive, lie two major adjacet lad uses that affect the streetscape: the Stoestow Galleria Shoppig Ceter ad Sa Fracisco State Uiversity. Some adjacet ladscapig exists here, ad while some buildigs are set back from the street, the shoppig ceter ad uiversity geerate high pedestria traffic. Much of this pedestria traffic is associated with Mui s M Ocea View light rail lie, which rus i the ceter of 9 th Aveue here ad boards at statios i the media, as well as with the o-street parkig supplied by the corridor. A local-servig busiess district crosses the corridor at Ocea. At multiple cross-streets i this portio, icludig Rossmoor ad Buckigham (orth ad south), itersectios are right-i, right-out oly ad do ot allow traffic to cross the media. Crespi is a three-way itersectio with right-i oly. While some data are preseted for these itersectios, the proposals for improvemets do ot iclude them. These distict segmets poit to differet commuity eeds i the differet portios of the corridor.. STUDY OVERVIEW..2 INTER-AGENCY COORDINATION: RESPONDING TO A HISTORY OF NEEDS A added layer of complexity for this pla stems from the ature of goverace for the corridor. 9 th PPB lies withi the City ad Couty of Sa Fracisco ad serves people who live ad work i Sa Fracisco. As a result, several agecies ad departmets withi the city have vested iterests i how the corridor ca be improved. But as a State Highway, 9 th PPB is uder the owership ad jurisdictio of the Califoria Departmet of Trasportatio (Caltras). Caltras retais desig ad maagemet authority over the corridor. Ay chages to it must be approved by that agecy. May of the proposals made by the City of Sa Fracisco to improve pedestria safety ad trasit o the corridor do ot comply with the roadway desig stadards set forth i the Califoria Highway Desig Maual. Therefore, pedestria safety ad trasit improvemets will require further egotiatio with Caltras. To facilitate the iteragecy cooperatio eeded to make effective improvemets, the 9 th PPB pla worked closely with the followig agecies ad departmets: Sa Fracisco Departmet of Public Works (SFDPW) Sa Fracisco Muicipal Trasportatio Agecy (SFMTA) Sa Fracisco Recreatio ad Park Departmet (SFRPD) Sa Fracisco Public Utilities Commissio (SFPUC) Califoria Departmet of Trasportatio (Caltras) These agecies ad departmets have already idetified umerous eeds ad improvemets for 9th Aveue ad Park Presidio Boulevard. Amog the efforts to aalyze coditios ad develop improvemets are the followig. Sigal Upgrade Project, SFMTA ad Caltras, ogoig. Some of the traffic cotrol equipmet alog the corridor dates to the mid-twetieth cetury. Upgrades will allow for better sigal coordiatio ad pedestria sigal improvemets. This project is expected to istall ew traffic sigals, pedestria coutdow sigals, ADAcompliat curb ramps, ad re-striped crosswalks at 34 corridor itersectios from Lake Street i the orth to Juipero Serra Boulevard i the south. Audible pedestria sigals will be istalled at a subset of selected locatios. Streetscape Improvemet Project, SFDPW, ogoig. SFDPW is workig i coordiatio with the Mayor s Office of Greeig to implemet ladscape ad other streetscape improvemets at -3

14 DRAFT FINAL REPORT key itersectios ad mid-block locatios alog the corridor to ehace the pedestria eviromet. The Streetscape project will coordiate with ad follow the recommedatios of the 9 th PPB pla. Trasit Preferetial Streets Treatmets for 9 th Aveue, SFMTA, ogoig. These improvemets cosist of outfittig the traffic sigals ad buses with techology that allows the sigals to provide a gree light for approachig buses. SFMTA is implemetig these treatmets o its Rapid Network, which icludes 9 th Aveue. Fudig for the treatmets is prioritized citywide. Trasit Effectiveess Project (TEP), SFMTA, ogoig. The TEP is a comprehesive review of Sa Fracisco s trasit system ad performace treds that aims to idetify ways to ehace the system, icrease ridership, ad lower costs. Trasit Priority Streets Study, SFMTA, This city-wide study idetified improvemets to the operatio of Mui s 28 ad 28L bus lies alog 9 th PPB, icludig trasit speed ad delay, vehicle occupacy, bus stop coditios, ad Mui patroage data i relatio to potetial improvemets to bus stop locatio, sigal pre-emptio, istallatio of bus/carpool laes, ad other service ad stop modificatios. Livable Streets Study, SFMTA, SFMTA coducted a citywide study that idetified potetial locatios or re-locatios of driveways, utilities, curb extesios, ad bus stops. Neighborhood-Based Plas (fuded i part through city grats) by: the Suset Parkside Educatio ad Actio Committee, 2003; Frieds for a Safer Suset, 2004; Park Presidio Neighbors, All developed proposals to address pedestria safety ad ladscape improvemets, icludig high-visibility crosswalks, corer bollards, itersectio ladscape platigs, ad pedestria-scale lightig. Traffic Egieerig Techical Assistace Program, Pedestria ad Traffic Safety Study, SFMTA, This study examied collisio data for itersectios alog the 9 th PPB corridor for treds ad patters i collisio factors. 9 th Aveue Streetscape Improvemets Feasibility Study, SFDPW, 200. This study aalyzed the feasibility of improvig the corridor s streetscape with ladscapig i the media ad sidewalks, otig especially that because of the arrow rightof-way available, platigs would be most feasible i cojuctio with sidewalk bulb-outs. The study also proposed streetscape elemets such as special pavig ad street furiture at the eighborhood commercial districts alog the corridor. This pla icorporates the various eeds ad improvemets previously idetified ito the multimodal eeds aalysis ad the fial improvemet recommedatios. The pla has also coordiated with the Sigal Upgrade Project by reviewig the proposed upgrades ad providig iput i a effort to maximize compatibility ad cotiuity betwee that project ad this pla s recommeded improvemets. -4 9th Aveue Park Presidio Neighborhood Trasportatio Pla

15 .2 Approach: From Needs to Prioritized Improvemets ad Early Actios To develop a comprehesive ad prioritized list of ifrastructure chages ad other actios to improve coditios i the corridor, the 9 th PPB Trasportatio Pla first assessed existig coditios ad eeds. The pla coducted a literature review, icludig the studies as refereced above ad other relevat plas relatig to bicyclig ad trasit. Additioal data were also collected to assess existig coditios regardig trasit ridership, trasit operatios, trasit speed ad delay, vehicle traffic volumes ad delays, ad pedestria volumes. Field surveys were take to assess coditios relatig to streetscape elemets ad o-street parkig. Fially, the pla used the Authority s travel demad model ad SFMTA s Sychro traffic aalysis tool to supplemet existig coditios iformatio ad aalyze curret eeds. The plaig process solicited commuity iput as part of the eeds assessmet. The Authority commuicated iformatio to the public via the web ad a distributio list that grew to more tha 20 citizes ad commuity groups. I additio, the pla coducted two sets of commuity workshops, each set featurig oe workshop i the Suset district ad o i the Richmod district ad preceded by postcard mailigs to resideces alog the corridor. The first set of workshops focused o corridor eeds from the commuity s perspective. A commo theme from this set of workshops was the eed for improved pedestria safety. The secod set of workshops focused o proposed improvemets for the corridor. Attedace at these workshops averaged approximately 60 commuity members. The pla the applied the set of agreed-upo improvemets from the six prototype itersectios to all itersectios withi the corridor to obtai a comprehesive list of desired improvemets. The pla also developed a list of early actios relatig to educatio, eforcemet, ad egieerig that could be doe to improve coditios i the short term. The results of the 9 th PPB Trasportatio Pla, preseted i Chapter 4, iclude this set of proposed improvemets prioritized ito three Groups, with Group as the highest priority. It also cotais the fudig ad implemetatio pla for the recommeded improvemets, icludig roles ad resposibilities of the parter agecies. Usig the results of the existig coditios ad eeds assessmet, the pla idetified a toolbox of improvemets that to address key eeds. Six prototypical itersectios were selected to represet the rage of itersectio types ad coditios alog the corridor. These six itersectios served as the test sites for coceptual desigs that deployed the toolbox of improvemets. The pla preseted ad icorporated iput o the six coceptual desig prototypes from the commuity ad parter agecies.. STUDY OVERVIEW -5

It draws o data from a umber of previous studies, origial data collectio, ad commuity iput. The coditios summarized here form the basis of the plaed improvemets described i later sectios of this pla. Several improvemet areas have log bee idetified for 9 th PPB. The pedestria collisio history alog 9th Aveue ad Park Presidio demostrates a clear eed for desig improvemets that make walkig safer. Ad because the corridor is part of the city s Trasit Preferetial Streets etwork, SFMTA is studyig the best ways to improve trasit travel time ad level of service. Additioally, aesthetic improvemets have bee sought for years by Corridor residets ad busiesses. Workig with the commuity ad parter agecies, this study has prioritized four mai areas of eed: Improve Pedestria Safety: Reduce the rate of pedestria collisios ad improve safety for the people who walk o the corridor every day. Improve Pedestria/Streetscape Coditios: create a more attractive ad comfortable street to ecourage walkig. 2-

19 2. Pedestria Safety, Circulatio, ad Friedliess Almost 80,000 pedestrias use the corridor everyday to get to school, work, shoppig, parks, ad other activities. As a importat cross-tow route, it serves as a trasfer poit for may trasit passegers, ivolvig a short walk to ad from trasit stops o 9 th PPB ad the crossig street. Figure 2- shows the distributio of pedestria volumes at the corridor s itersectios for those walkig alog the corridor ad those crossig it. Not surprisigly, the highest volumes are see at Holloway, the locatio of Sa Fracisco State Uiversity, ad at Eucalyptus, Wisto, ad Buckigham, the locatios of the Stoestow Galleria Shoppig Ceter. There are also otably high volumes at Califoria, Clemet, Geary, Irvig, Judah, ad Taraval, of which may are eighborhood commercial districts. The relative split of pedestrias crossig versus walkig alog the corridor varies from locatio to locatio, but corridor-wide, 40 percet are walkig alog 9 th PPB while 60 percet are crossig the corridor. To ivestigate pedestria coditios i the corridor, this study focused o two key aspects of pedestria travel: the ease ad safety of the corridor s crossigs the pedestria friedliess of the corridor s walkig eviromet 2.. CORRIDOR CROSSINGS Addressig the safety of pedestria crossigs across ad alog the 9 th PPB corridor is a key elemet of this pla. I 2007, pedestria fatalities o 9 th Aveue received sigificat press attetio, raisig the profile of the corridor as a pedestria safety problem ad eergizig commuity groups to advocate for pedestria safety improvemets. Measured i terms of collisio rate per 00,000 residets, the eighborhoods surroudig the corridor do ot exhibit the highest rate i the city, accordig to the Sa Fracisco Departmet of Public Health. However, because there are such high volumes of pedestrias ad vehicles usig the corridor, ad because it is desirable to do whatever is possible to improve coditios for pedestrias, this pla icluded assessmet of collisio data to idetify key treds ad develop potetial coutermeasures. SFMTA has completed a aalysis of the corridor s collisio history betwee 2002 through Usig the Statewide Itegrated Traffic Records System (SWITRS) maitaied by the Califoria Highway Patrol, SFMTA aalyzed ijury-causig collisios with a focus o pedestria-ivolved collisios. 2. EXISTING CONDITIONS AND NEEDS ASSESSMENT Overall, the tred of aual pedestria collisios appears steady betwee 2002 ad 2006, at a average of about 2 per year. Table 2- below shows the umber of pedestria collisios for each itersectio alog the corridor. Table 2-. Regardig time of day, the bulk of collisios have occurred durig peak travel hours, most of which are i daylight, idicatig that isufficiet light may ot be a pricipal cause of collisios. Two-thirds of the collisios were preceded by tur movemets, split evely betwee right ad left turs. Ad of the Califoria Vehicle Code violatios oted, more tha 57 percet are for driver failure to yield to pedestria i the crosswalk while makig a tur. These fidigs poit to the importace of focusig attetio toward the tur movemets for all crossigs of the itersectios. Of the pedestria collisios ivolvig vehicles goig straight, the collisio history does ot show a domiat cause. Numerous factors are cited, icludig red light ruig ad pedestrias crossig agaist the light or crossig before vehicles cleared the itersectio. The oly coclusio that ca be draw from the collisio reports is that half the collisios are classified as the fault of the pedestria. A survey of the corridor reveals that much of the ifrastructure meat to aid with pedestria crossigs could be improved. Give the results of the pedestria collisio aalysis, the followig are improvemets that may help to address the key treds. May itersectios do ot iclude pedestria sigal heads ad lack coutdow sigals. Where coutdow sigals have bee istalled, pedestria collisio totals have geerally decreased. I this corridor, pedestria coutdow sigals that iform pedestrias how much time remais to cross the street before the light turs red may improve crossig decisios ad decrease the risk of beig caught i the itersectio whe the lights chage. There are also potetial idirect beefits; lookig at side street coutdow idicatios ca provide pedestrias with a estimate of how much time remais before they receive the walk phase, perhaps discouragig them from crossig before that phase. With some exceptios, most of the crossigs alog 9 th PPB do ot feature curb ramps. Istallig ramps would brig the corridor to Americas with Disabilities Act (ADA) stadards, helpig the visually impaired, as well as ayoe usig a wheelchair or stroller. At a few locatios (Irvig, Judah, Sloat, ad Eucalyptus), yellow stripes mark the crosswalks, geerally where schools are earby. Otherwise, crossigs are marked oly with the stadard parallel white lies. Usig special markigs for the crosswalks will icrease the visibility of pedestrias 2-4 withi them, improvig safety. The special markigs may also exert a traffic calmig effect o drivers, helpig to slow traffic. Forty-oe percet of all collisios alog the corridor (both vehicle-pedestria ad vehiclevehicle) are attributable to excessive speed. The City has requested that Caltras review the existig 35 mile-per-hour speed limit. Caltras has agreed to coduct a ew speed survey ad determie if a chage to a lower speed limit is appropriate. I additio, the corridor may be suitable for a trial istallatio of automated speed eforcemet cameras, which could supplemet the routie efforts coducted by the Sa Fracisco Police Departmet. At 9 th ad Sloat, the City has istalled a eastboud-to-orthboud left tur gree arrow at the ed of the Sloat Boulevard gree phase. This chage is expected to facilitate that movemet, allowig turig vehicles to pay more attetio to pedestrias. Addig a all-red phase creates a brief pause betwee the time the sigal light turs yellow for oe approach ad the time the light turs gree for the cross street. They allow more time for pedestrias ad vehicles to clear a itersectio before the cross street sees a gree light. SFMTA staff will review the corridor for potetial icreases i all-red phases. Istallig thumbails at the tip of the crosswalks may icrease the comfort level for pedestrias who are ot able to complete the crossig durig the walk phase ad ed up stuck i the media as traffic moves by o 9 th Aveue. Thumbails may have the effect of ecouragig pedestrias to remai i the media for the duratio of the sigal cycle rather tha attempt to cross agaist the light. See Figure 3-3 for a coceptual drawig. 21 2..2 CORRIDOR PEDESTRIAN-FRIENDLINESS Beyod the crossigs, the pedestria friedliess of the corridor is dictated by some key desig aspects of the street, icludig: cotiuous sidewalks of sufficiet width, direct sidewalk access to trasit stops, the presece of trees ad ladscapig, pedestria-scale lightig, a sufficiet buffer betwee pedestrias ad passig traffic, ad properly sited streetscape items such as poles, garbage receptacles ad ewspaper racks. Park Presidio Boulevard, beig a parkway settig, features greespace o either side of the corridor rather tha immediately adjacet lad uses, as well as low-growig media platigs ear the itersectios. This sectio of the corridor lacks cotiuous sidewalk throughout. Exceptios are bus stops at key itersectios alog the corridor, which are coected to side streets by paved pedestria path. The corridor s lower-ridership stops cosist oly of a pole desigatig the stop that is accessed via a footpath i the grass. Sidewalk extesios to the stops would improve both the walkig ad trasit experiece, although this pla does ot propose to provide cotiuous sidewalk alog Park Presidio Boulevard. is studyig ladscape improvemets at key itersectios ad mid-block locatios i coordiatio with the Mayor s Office of Greeig. Lightig alog the corridor is curretly provided by street lights istalled i the sidewalk ad the media. The high istallatio height ad utilitaria desig of the lights are derivative of the stadard safety lightig practice orieted for motorists. While pedestrias would beefit from more, lower, ad more decorative lightig, this pla does ot propose as such. Istead, this pla calls for decorative lightig to be istalled at itersectios i cojuctio with the replacemet of existig traffic sigal poles. I cotrast to Park Presidio Boulevard, 9 th Aveue is a urba arterial with adjacet lad uses abuttig the street. While there is cotiuous sidewalk i this sectio of the corridor, there are issues of sufficiet width. Total average sidewalk width is 0 feet. That width must serve both as walkig space ad as space for streetscape elemets such as bus stops ad shelters, poles, trash receptacles, ladscapig ad trees, leavig a clear width of betwee 5 ad 8 feet for walkig. Moreover, much of the sidewalk width is curretly take by parked cars that ecroach oto the sidewalk from o-street parkig spots. Cars are beig parked i a way that straddles the curb, with two wheels o the street ad two wheels o the sidewalk. This parkig problem is also addressed i Sectio 2.4 below, but because it also affects pedestrias ad ladscapig, o-street parkig ecroachmet is a key problem that must be resolved to free up sidewalk space for pedestria use ad streetscape elemets. See Sectio 2.4 for cocepts to address the parkig ecroachmet problem. There is miimal ladscapig alog 9 th Aveue, limited to a few tree wells i the sidewalk ad ladscapig o some adjacet private property. Its absece is particularly otable at itersectio approaches. At this poit, because of the curret lack of available sidewalk space, there is o room for ladscapig beyod the locatios where it curretly exists. The 9 th PPB pla does propose ladscapig i the media. 23 2.2 Trasit Operatios ad Rider Experiece Mui Lie 28 provides all-day service alog the Project Corridor, Lie 28L provides limited stop service durig peak times, ad Lie 9-Owl provides late ight ad early morig service alog the corridor. Additioally, over twety lies cross the Corridor, poitig to the importace of trasfers. Ridership o the 9th Aveue bus lies is just above average systemwide, with about 4,000 boardigs per day ad more tha 4.5 millio passegers per year. The busiest stops are clustered i the south, aroud Holloway. Park Presidio Boulevard stops are the ext busiest, followed by the cluster ear Irvig. The rest of the corridor sees lower bus passeger activity, with exceptios at Noriega, Quitara, ad Taraval, where other Mui lies itersect 9 th Aveue. Key factors affectig the rider experiece iclude operatig reliability ad the waitig experiece at trasit stops. Mui s o-time performace o Lie 28 is above the system average for adherig to both the published schedules ad headways, but remais well below Mui s performace target of 85%. Its performace i both measures has varied widely over the past four years. Schedule adherece stood at 62% i 2006, while headway adherece was 66%. Lie 28L is below the system average for both schedule ad headway adherece; its performace, particularly i headway adherece, has worseed drastically sice I 2006, schedule adherece stood at 63% ad headway adherece was just 58%. Both lies are cosiderably below Mui s o-time ad headway adherece stadards of 85%. This aalysis poits to the eed to improve the efficiecy ad reliability of trasit o the corridor. The greatest eed is for improvemets to trasit reliability. I part, the performace problems of the 28 ad 28L are associated with sigal delay ad the difficulty of operatig i mixed-flow traffic o a busy vehicular corridor. Despite the heavy traffic coditios, bus schedule ad headway adherece ca be improved i the followig ways. First, bus stops ca be cosolidated to reduce the umber of times a bus must stop for passeger boardig ad alightig. Curretly, Lie 28 buses stop o almost every block, although some are flag stops oly, where buses stop i the lae of traffic to facilitate passeger activity because these locatios do ot have a desigated bus zoe. To brig Lie 28 closer to Mui s bus stop spacig stadards ad to improve travel time o the corridor, SFMTA collected data o stops ad stop usage ad has developed a proposal for revised stop locatios based o such factors as stop usage, distace from previous stop, ad street grade. This proposal removes a small umber of existig stops, which will improve travel times slightly, as follows: Ocea, both directios Satiago, southboud stop Rivera, orthboud stop Secod, a combiatio of traffic sigal priority for buses ad far-side bus stops ca improve trasit travel times sigificatly. Uder this scheme, bus stops are located at the far side of a itersectio, after the light, istead of the ear side, ad specialized traffic sigal equipmet is istalled that detects ad provides a gree light for approachig buses. This scheme aims to eable the followig trasit operatio: a bus approaches a itersectio, proceeds through it uimpeded via a gree light provided by the sigal priority equipmet, stops o the Figure 2-3. May of the bus stops alog 9 th Aveue are curretly ear-side stops; where feasible, the 9 th PPB pla proposes to move stops to far-side. See Sectio 3.4 for details. Third, istallig bus bulbs would allow buses to board ad de-board passegers without pullig completely out of the curbside travel lae ad, therefore, subsequetly eedig to wait for a gap i traffic to pull back ito the travel lae. To a certai extet, this operatio occurs by default because the travel lae ad parkig widths are too arrow to allow the operators to pull completely out of traffic. This operatio is i effect especially o Park Presidio Boulevard, where o parkig lae exists ad the buses operate i the curbside travel lae. The 9 th PPB Pla proposes locatig bus bulbs alog 9 th Aveue (but ot Park Presidio Boulevard) to facilitate this procedure wherever possible. See Sectio 3.4 for details. Bus bulbs have multiple beefits beyod improvig trasit operatios. They provide more waitig room for high-activity bus stops. They also decrease the crossig distace for pedestrias. Uder this scheme, two bulbs would be istalled per itersectio, thereby reducig the distace of both crossigs of 9 th Aveue. I additio, bus bulbs work syergistically with the stripig of the parkig lae as also proposed by this pla (see Sectio 2.4 for details). Fially, these bulbs reduce the perceived width of the street for motorists, leadig to a traffic calmig effect. This pla also explored the potetial for dedicatig a existig mixed-flow travel lae solely for trasit ad high-occupat vehicles (HOV), usig the Authority s travel demad model ad a itersectio-level aalysis tool to estimate the effects of re-distributig traffic i this way. The modelig foud that such a sceario would ot improve coditios eough to warrat such a treatmet. The high umber of itersectios, ad resultig delays from stoplights, degrade through-travel coditios to the poit at which a dedicated lae would ot result i sigificat improvemets to travel time. As a result, this pla is ot proposig restrictig ay traffic laes for bus or HOV-oly use. I additio to the performace of trasit operatios o the corridor, improvemets ca be made alog several dimesios to ehace the rider experiece. Curretly, trasit shelters are ot lit ad some bus stops feature arrow clear spaces where there are streetscape elemets such as poles ad trash bis. Real-time arrival iformatio provided at the bus stop would also improve the rider experiece. The 9 th PPB pla proposes ew shelters, with the bus arrival iformatio feature, at some stops; specific recommedatios vary by itersectio, depedig o the proposed bus stop cofiguratio. See Sectio 3.4 for details. Beyod the improvemets proposed i this pla, specific efforts to improve trasit operatios o the corridor will also be icluded i the SFMTA s Trasit Efficiecy Project (TEP), due for release durig the first quarter of These trasit reliability improvemets deviate from the stadards set forth i the Califoria Highway Desig Maual. 25 2.3 Auto Traffic Operatios The 9 th PPB corridor, icludig 9th Aveue from Licol to Juipero Serra Boulevard, Cross Over Drive through Golde Gate Park, ad Park Presidio Boulevard betwee the Park ad Lake Street, is oe of the busiest thoroughfares i Sa Fracisco. As Califoria Route, the Project Corridor acts as a regioal roadway likig Iterstate 280 (I-280) to US 0 ad the Golde Gate Bridge; ad Sa Mateo ad Mari Couties. Cross Over Drive, a critical lik, is the oly through access across Golde Gate Park, makig the 9 th PPB corridor the city s oly through orth-south route west of the Missio-Va Ness corridor. I additio to its importat through-traffic fuctios, the corridor is also a key arterial servig local orth-south trips o the wester half of the City, providig access to the street s commercial lad uses, resideces, ad major destiatios. These destiatios iclude: Sa Fracisco State Uiversity, Lowell High School, Stoestow Galleria Shoppig Ceter, Ster Grove, ad the Sa Fracisco Zoo. Figure X below shows peak-hour vehicle volumes o the corridor, icludig through traffic, traffic o the corridor s cross streets, ad tur movemets icludig right turs off the corridor ad left ad right turs oto the corridor (left turs off the corridor are prohibited at early all itersectios). As expected, the figure shows sigificat through volumes alog the etire legth of the corridor, with slightly higher traffic ear Golde Gate Park ad slightly less aroud the Stoestow Galleria Shoppig Ceter. Crossstreet through volumes vary widely, with otable peaks at Califoria, Geary, Fulto, Licol, ad Sloat. Tur movemets also vary widely, at times higher tha the itersectio s cross-street movemets. Tur movemets are high from the corridor s orther ed through Irvig, droppig off util Sloat ad locatios south, where they are the highest i the corridor. The mai challege o the Corridor is to balace trasportatio throughout with the local street eviromet ad the Trasit First priorities of the City. The corridor must provide adequate vehicular capacity, safe ad coveiet pedestria access, ad adequate ad reliable trasit throughput. Icreasig cogestio impacts both vehicular traffic ad trasit service, ad auto cogestio has bee idetified as the major cause of trasit delays ad ureliable service. While the upcomig Sigal Upgrade Project will work to improve coditios for motorists, this pla deals with traffic ad parkig coditios primarily with respect to their impact o pedestria safety ad comfort ad o trasit operatios. The coditios described above highlight the eed maage ad calm traffic operatios without degradig the vehicular level of service. The strategies proposed i this pla ited to slow traffic at itersectios, improvig the visibility of pedestrias to drivers, especially at crosswalks, ad improve driver behavior. The bulb-outs, ladscapig, edge lie, crosswalk treatmets, ad thumbails proposed i Chapter 3 are iteded to slow traffic ad improve pedestria visibility. Some egieerig treatmets are proposed to improve driver behavior. For istace, suspedig ew vehicle traffic sigals from horizotal mast arms over the travel laes may raise their visibility to drivers, reducig uitetioal red-light ruig. The pla also icludes a Early Actio Pla that focuses o targeted educatio, eforcemet, ad traffic operatios solutios to calm traffic ad improve pedestria safety. Left turs are prohibited at all itersectios alog 9th Aveue ad Park Presidio Boulevard except at Sloat Boulevard i the southboud directio ad Wisto Drive i the orthboud directio. These prohibitios improve through-traffic flow, as well as elimiate a critical poit of coflict betwee pedestrias ad vehicles. But by forcig left-turig vehicles to make several turs istead of oe, these prohibitios also have egative impacts, such as pushig traffic oto side ad parallel streets. 2. 27 2.4 Parkig Parkig is curretly ot permitted o Park Presidio Boulevard or Crossover Drive. O 9 th Aveue, o-street parkig is permitted for free ad uregulated from Licol to Taraval. From Taraval to Eucalyptus, parkig is restricted to permits or a two-hour-limit. No comprehesive aalysis of o-street parkig supply or demad has bee completed for this study. However, some key poits ca be made from field visits ad aecdotal kowledge. I the residetial areas, o-street parkig is geerally used to capacity durig peak demad periods, icludig eveig, overight, ad weekeds. Most driveways have limited visibility, makig it challegig for most residets to use their driveways. Cosequetly, most residets use o-street parkig eve if they have offstreet parkig available. For commercial areas, parkig is also geerally highly utilized. I the area surroudig Sa Fracisco State Uiversity, demad for free parkig o 9th Aveue is sigificatly greater tha the supply, although paid parkig o campus has sigificat spare capacity at most times of day. A potetial solutio for movig parked cars off the sidewalk is to better defie the parkig lae with a edge lie stripe that clearly delieates the space iteded for parkig from the space iteded for travel. This way, drivers i the right-most travel lae are more likely to provide parked cars with more clearace. Reducig the perceived width of the lae will also have a traffic calmig effect. The stripe will provide a clear idicatio about how much room is available for parkig cars. The parkig lae o 9th Aveue is curretly simply part of the approximately 7-foot right-most travel lae. Because of the high volumes of fast-movig traffic i that lae, drivers ofte park their cars partially o the sidewalk, with two wheels o the road ad two o the sidewalk, to provide more space betwee themselves ad movig traffic whe gettig ito or out of their vehicle ad to avoid havig their vehicle side-swiped. While this behavior is techically illegal, citatios are issued o a complait basis. Complaits are hadled by a limited staff of parkig cotrol officers charged with resolvig all illegal parkig issues citywide. As a result, sustaied eforcemet is ofte difficult. This coditio reduces the clear width of the sidewalk for walkig, dimiishig the eviromet for pedestrias. 2. EXISTING CONDITIONS AND NEEDS ASSESSMENT 2-

28 DRAFT FINAL REPORT 2.5 Bicycle Circulatio As a high-volume, high-speed vehicular traffic roadway, the 9 th PPB corridor is ot prioritized as a bike route. Because of the fast movig traffic ad limited street space available, few bicyclists curretly use the corridor. There are o desigated bikeways o the corridor itself. However, more tha te bikeways cross or ru parallel to the corridor. Perhaps the most importat is Route 75, which parallels the corridor alog 23rd Aveue orth of Golde Gate Park ad alog 20th Aveue south of the Park. Bike Route 75 cotiues south to the Daly City BART statio. Bike Route 69 cotiues orth from the Corridor to Washigto Street, with coectig bike routes leadig to the Golde Gate Bridge. Additioally, several bikeways cross the Corridor, formig a grid etwork i the wester portio of the city. This pla focuses o pedestria safety ad trasit improvemets, ad does ot iclude improvemets that specifically address bicycle circulatio. Rather tha developig coceptual desigs for every oe of the corridor s 34 itersectios, the pla selected six prototype itersectios o which to focus heavy desig attetio. The improvemets desiged for these prototypes were the applied corridor-wide to result i a full, detailed corridor proposal. The 9 th Aveue Park Presidio Boulevard corridor, from Lake Aveue to Juipero Serra Boulevard, is over 7.5 miles log ad cosists of 34 itersectios (ote that right-i/right-out itersectios at Buckigham, Rossmoor, ad Crespi, which do ot allow traffic to cross the media of 9 th Aveue, are ot icluded i this pla s improvemets). Each itersectio alog the corridor is uique, but may share commo characteristics. For these reasos, a subgroup of prototypical itersectios represetig all study itersectios was selected for prelimiary aalysis. Each of the prototypes represets key differetiatig characteristics: locatio alog the corridor, traffic volumes, traffic lae cofiguratio, traffic sigal phasig, provisio of bus stops ad/or light rail stops, adjacet lad uses, pedestria facilities, ad pedestria collisio history. Of the six prototype itersectios selected by the multiagecy study team for aalysis, four are located alog 9 th Aveue ad two are located alog Park Presidio Boulevard, as follows: Park Presidio Boulevard ad Geary Boulevard Balboa Street 9 th Aveue ad Licol Way Noriega Street Taraval Street Holloway Aveue Each of the other 26 itersectios alog the corridor has similarities to oe or more of the six prototypical itersectios. For example, Park Presidio Boulevard s itersectio with Califoria Street shares may commoalities with the Geary Boulevard itersectio, while Park Presidio s itersectio with Clemet Street is similar to the Balboa Street itersectio. I additio, over a doze itersectios alog 9 th Aveue have features similar to the Noriega Street itersectio, while 9 th Aveue s itersectios with Licol Way, Taraval Street, ad Holloway Aveue are comparable to just oe or two other itersectios alog the highway. These improvemets were the applied to the six prototype locatios. The followig figure illustrates how the chose improvemets fulfill the four over-archig goals of the pla. The proposed improvemets are described i detail below. SIGNAL UPGRADE PROJECT IMPROVEMENTS ADA Upgrades Upgrades to coform to Americas with Disabilities Act (ADA) guidelies cosist of curb ramps, detectable warig surfaces, accessible push buttos, ad other features. These items eable access betwee the sidewalk ad the highway for people usig wheelchairs or strollers, ad for pedestrias with mobility impairmets who have trouble steppig up to ad dow from high curbs. Detectable warig surfaces use raised trucated domes to iform visually impaired pedestrias of potetial hazards i the area immediately ahead. Accessible pedestria sigals supplemet pedestria sigal idicatios with audible ad vibro-tactile iformatio. Pushbuttos will be istalled so that pedestrias ca request a walk sigal if oe does ot appear automatically. Table 3-. This ew lightig also represets a opportuity to beautify the street; therefore, this pla proposes that a decorative fixture be chose for the ew lightig. ADDITIONAL ENHANCEMENTS Edge Lie Traffic Sigals with Pedestria Coutdow Sigals The Sigal Upgrade Project will covert the existig traffic sigals that are located o vertical poles alog 9 th Aveue ad Park Presidio Boulevard with sigals o horizotal mast arms. This move is iteded to icrease the visibility of the sigals for motorists. The project will also istall coutdow sigals that idicate how much time is left for pedestrias to cross the highway, aimed at reducig the umber of pedestrias straded i the crosswalk whe the light chages. Fially, istallig ew street ifrastructure as promiet as poles represets a opportuity for beautificatio. This pla therefore proposes that the sigal poles ad arms be paited. Advaced Limit Lie This improvemet refers to a white lie ca be placed four or more feet i advace of crosswalks to ecourage motorists to stop farther away from the crosswalk ad to icrease pedestria visibility. Marked edge lies are proposed alog 9 th Aveue to provide visual separatio betwee the outside travel laes ad the curbside parkig lae. Provisio of marked edge lies could decrease the likelihood of sideswipe collisios ad provide greater divisio betwee movig ad parked vehicles. Edge lie stripig also works well with bulb-outs (see below), as both preserve a visual idicator of the edge of the travel lae. Sice Park Presidio has o parkig, this ehacemet is proposed oly for 9 th Aveue. Specially Marked Crosswalk Two differet types of specially marked crosswalks ca provide higher visibility for approachig motorists tha the stadard two logitudial stripes delieatig the width of the crosswalk. First, various styles of crosswalk stripig could be applied to cofer more promiece. With SFMTA ad SFDPW iput, this pla proposes a staggered cotietal style, which cosists of wide stripes parallel to the directio of vehicle travel, with gaps provided where through-traffic vehicle tires would track. This stripig style provides the higher visibility while mitigatig the maiteace cost of re-paitig stripes that are wor away by tire cotact. Secod, colored or textured pavemet betwee the crosswalk lies ca also be used, although at higher cost. This pla proposes special pavig for high-activity itersectios ad special stripig for the remaiig itersectios. Media Platig Low-growig media platigs are proposed alog 9 th Aveue medias withi 00 feet of each cross-street Park Presidio Boulevard already icludes media platig. The platigs will coform to Caltras desig stadards for height i order to preserve sight lies. I additio to beautifyig the street, the platigs could have a traffic calmig effect alog the corridor, particularly at the itersectios th Aveue Park Presidio Neighborhood Trasportatio Pla

33 Trasit Shelter Provisio of moder trasit shelters is proposed at some trasit stops alog 9 th Aveue ad Park Presidio Boulevard, icludig seatig areas, trasit maps ad schedules, ad displays with real-time trasit arrival iformatio. Shelters are proposed where trasit ridership is highest. I some cases, a proposed relocatio of a bus stop cofers a higher priority o a replacemet shelter. The cost of these shelters is expected to be covered by a existig SFMTA program to replace ad build ew trasit shelters city-wide. Tree Bulb-Out: Bus Bulb ad Corer Pedestria Bulb Bulb-outs at itersectio corers exted the sidewalk ito the parkig lae to arrow the distace of the street that a pedestria has to cross. They also improve the visibility of pedestrias waitig to cross by brigig them closer to the ceter of the driver s coe of visio. Bus bulb-outs are distiguished from corer pedestria bulbs by their loger legth ad locatio at bus stops. They provide the same advatages for pedestrias as corer bulb-outs ad also eable buses to take the lae while boardig ad de-boardig passegers, istead of havig to pull out of the travel lae ad the wait for a gap to eter agai after stoppig for passegers. Bus bulb-outs eable more efficiet loadig ad uloadig of buses, reducig delay. I may cases, bus stops ad bulb-outs are proposed to be located o the far side of a itersectio istead of a ear side. Sice bulb-outs are oly appropriate where there is a o-street parkig lae, this treatmet is oly proposed alog 9 th Aveue. Thumbail New trees ca be provided where they do ot block sight distace requiremets, iterfere with sidewalks, or coflict with utilities. Provisio of ew trees, i accordace with Departmet of Public Works guidelies, would assist i beautifyig the corridor ad eablig a traffic calmig effect. Because of Caltras horizotal clearace requiremets, trees ca ot be provided withi the corridor s ceter media. Sidewalk Improvemet This improvemet refers to extesios of sidewalks where they do ot curretly exist to provide access to bus stops. Alog Park Presidio Boulevard, the pla proposes extedig the sidewalks oly to reach the bus stops from the street corers. I additio, a ew sidewalk is proposed alog the east side of Crossover Drive betwee Marti Luther Kig Jr. Drive ad Licol Way to provide access to the relocated trasit stop alog Crossover Drive. Trasit Boardig Islad New separated ad raised trasit boardig islads are proposed for Mui light rail stops to provide safer boardig coditios. This improvemet is specifically proposed for Taraval Street. This improvemet refers to providig thumbail or media ose curbs i the crosswalks at the medias of 9 th Aveue ad Park Presidio Boulevard. These thumbails ca chaelize left-turig traffic so that those vehicles do ot cut across the media, slowig them as they make the tur. These thumbails ca also provide some comfort for pedestrias to wait outside of the traveled way if they fid themselves caught i the middle of the crossig at the ed of the walk sigal phase. They are particularly useful to persos with mobility disabilities, very old or very youg pedestrias who walk at slower speeds, ad persos i wheelchairs. 3. RECOMMENDED IMPROVEMENTS 3-5
