1 4 Alteratives The aalysis of existig ad future trasportatio coditios i the study area idetified areas of the trasportatio etwork that require improvemets, either ifrastructure or system maagemet improvemets. A rage of trasportatio improvemets were idetified through TSC vettig ad extesive public outreach throughout the study. This chapter presets a summary of the alteratives that have bee idetified as havig the greatest potetial to address the trasportatio system issues, deficiecies, ad opportuities. Icluded is a screeig ad evaluatio assessmet for each recommedatio. 2 4.1 Overview The process of idetifyig ad evaluatig potetial trasportatio system ehacemets icluded i-depth public ad TSC vettig. The idetificatio of cadidate optios for each mode was accomplished over several TSC meetigs ad three Public Iformatio Meetigs. The method of evaluatig ad screeig these optios ivolved applyig weights to the evaluatio criteria that were established at the outset of the study ad refied durig TSC ad Public Iformatio Meetigs. Doig so esured that the cadidate optios for each trasportatio mode met the idetified goals ad objectives. The weighted evaluatio criteria were used as a decisio support mechaism used by the TSC to rate each Evaluatio Criteria Survey proposed alterative to help guide phasig ad prioritizatio recommedatios. For example, recommedatios that yielded the highest ratigs were elevated i terms of priority for further cosideratio. To apply weights to the criteria, feedback was sought durig TSC ad public meetig discussios ad through a survey which yielded 260 resposes. The survey was set to the TSC members ad persos attedig the AITS public meetigs who siged up for the study list or to persos who visited the study website ad requested that they be added to the distributio. The resultig evaluatio criteria weighig is show o Figure 4-1, which is followed below by a brief descriptio of each of the criteria. The mobility ad safety categories received the highest weights overall. Mobility Beefits - 26 percet. The project reduces delays ad back-ups at itersectios, improves trasportatio system reliability, reduces travel times ad vehicle-miles traveled, improves modal accessibility by improved access for trasit ad pedestria ad bicycle trasportatio. Cost-Effectiveess - 14 percet. This cosiders the cost/beefit of the project ad the ability to phase the project over time. Ecoomic Developmet Impact - 14 percet. The project stregthes the Islad's ecoomy by attractig visitors; eablig residetial developmet; or ecouragig appropriate types of busiesses which i tur creates jobs ad a expaded tax base. Evirometal Impacts - 12 percet. The project cosiders preservatio of the Islad's atural ladscape (wetlads, floodplais, habitat, ope spaces, historic areas), sustaiability (vehicle emissios reductios), ad the huma eviromet (eighborhoods, schools, commuity facilities) which ifluece the overall quality of life o the Islad. The survivig optios were packaged for detailed evaluatio. This critical step helped cosolidate the umber of idividual alteratives ad may of the ideas that were related to each other either spatially or operatioally. Table 4-5 summarizes the packaged improvemet optios broke dow by the same four categories as Sectio 4.2. A detailed discussio of cadidate alteratives is provided i the followig sectios. 14 A Cosumer Reports approach was used to rate ad compare how each alterative performed agaist the weighted evaluatio criteria usig a combiatio of quatitative ad qualitative assessmets. Each of the alteratives uder the trasit, pedestria/bicycle, ad roadway improvemet packages was evaluated usig the scorig symbols show i Table 4-6, ad a weighted idex factorig all criteria to a maximum value of 100 was calculated. As discussed with the pedestria/bicycle improvemet alteratives, a orth extesio of Burma Road to West Mai Road ad a souther extesio of Burma Road to Coddigto Highway are ecessary for the viability of Burma Road as a alterate orth-south corridor o the Islad. The Burma Road orther extesio aligmet has two geeral aligmets. Oe aligmet would exted through Tak Farms 1 & 2 from Strigham Road to a ew itersectio with West Mai Road, likely south of Kig Charles Drive. Depedig o the ultimate locatio of this Tak Farms aligmet there could be potetial impacts to wetlads, hazmat sites, ad the Melville Campgroud Recreatio Area. The other geeral aligmet alterative uses the existig Strigham Road aligmet to coect to West Mai Road at a relocated itersectio with Mill Lae to provide a ew direct east-west coectio ad improved operatios at the itersectio of West Mai Road ad Mill Lae. The Strigham Road aligmet would require a large retaiig wall to allow vehicles to climb the steep grade ad avoid the hairpi tur that is the existig route from Burma Road to West Mai Road.
