2 Tow of CTP Amedmets Adopted April 4, 2013 Executive Summary The curret Comprehesive Trasportatio Pla (CTP) was adopted by the Tow Board of Commissioers o September 4, 2007, ad by the North Carolia Board of Trasportatio o Jue 3, The CTP ad Lad Use Pla were developed simultaeously to address emergig trasportatio treds as well as prepare for growth aticipated to occur i the regio based upo a 2030 plaig horizo. Sice the adoptio of these plas, staff refereced the documets simultaeously to guide future developmet ad prioritize future trasportatio projects. The followig amedmets are iteded to update the CTP prior to the iclusio i the ew Charlotte MPO: Study Area Boudary Revisio: The CTP study area boudary has bee modified to remove a small area of overlap betwee the ad Statesville CTP s. Highway Map Amedmets: Full Problem Statemets: 1. Iitially, a proposed bridge coectio betwee Doolie Road (SR 1180) ad Oak Tree Road (SR 1179) was icluded i the CTP amedmets. This amedmet was adopted by the Tow Board of Commissioers, but ot the Iredell Couty Board of Commissioers. For the reaso that the proposed bridge coectio was ot acceptable, improvemets to the itersectio of NC 150 ad Doolie Road/Perth Road (SR 1303) itersectio are recommeded. 2. Wide Perth Road (SR 1303) to a two-lae boulevard from Corelius Road (SR 1302) to the orther plaig boudary. 3. Re-alig Bluefield Road (SR 1474) westward betwee Big Idia Loop (SR 1395) ad Corelius Road (SR 1302) as recommeded i the Corelius Road Small Area Pla. The purpose of this realigmet is to accout for the future wideig of I-77 ad a proposed iterchage at I-77 ad Corelius Road. 4. Modify the Corelius Road Mazeppa Road Aligmet to referece the Tow Board adopted optio from the Feasibility Study. 5. Re-classificatio of Shearers Road (SR 1125) betwee Rocky River Road (SR 1147) ad the Meckleburg Couty Lie from major thoroughfare eeds improvemet to mior thoroughfare eeds improvemet. The sectio of Shearers Road betwee Timber Road (SR 1254) ad Rocky River Road is recommeded to be reclassified to mior thoroughfare eeds improvemet. 6. Add a coectio likig Bluefield Road (SR 1474) ad Exmore Road (SR 1472) with a grade separatio over I-77. This will be costructed o ew locatio as a two lae mior thoroughfare. This coectio was recommeded i the Corelius Road Small Area Pla to serve the iteded developmet. 7. Add a extesio of Sudow Road (SR 1190) to Silver Hook Drive. This will be costructed o ew locatio as a two-lae mior thoroughfare. This coectio was recommeded i the Brawley School Road Small Area Pla to serve the iteded developmet. 8. Re-classificatio of Oates Road (SR 1305) ad Midight Lae betwee US 21 ad Bluefield Road (SR 1474) from collector street to mior thoroughfare eeds improvemet. This is a proposed overpass of I-77 that would reduce cogestio i the viciity of the I-77/NC 150 iterchage. Page 1 of 18

Recommeded Roadway Wideig Projects: 1. Wide Bluefield Road (SR 1474) betwee NC 150 to the proposed Bluefield Road Realigmet to a two-lae boulevard. 2. Wide Flower House Loop (SR 1312) to 12-foot laes from US 21 / NC 115 to the orther plaig boudary. 3. Exted the boulevard eeds improvemets desigatio o Mazeppa Road (SR 2395) by 0.5 miles to the east of Overhead Bridge Road (SR 2397) to Peske Way based upo 2030 projected traffic volumes. 4. Wide Oswalt Amity Road (SR 1001) to 12 foot laes from the I-77 overpass to the Rowa Couty lie. 5. Wide Overhead Bridge Road (SR 2397) from NC 150 to Mazeppa Road to three 12-foot laes. 6. Wide Shiville Road (SR 2383) to three 12-foot laes from US 21/NC 115 to Ostwalt Amity Road (SR 1001). 7. Wide Talbert Road (SR 1116) to a three-lae roadway from NC 150 to Oates Road (SR 1305). Recommeded Reclassificatios: 1. Reclassificatio of NC 3 from boulevard existig to major thoroughfare existig from Culp Street to NC 150. This roadway travels through Dowtow, ad there is limited right-of-way for improvemets. The 2030 model projectios idicate that the curret cross-sectio is sufficiet to hadle future traffic volumes. 2. Reclassificatio of NC 115 from major thoroughfare existig to major thoroughfare eeds improvemets from Mclellad Aveue to NC Reclassificatio of the I-77 ad NC 150 Iterchage (Exit 36) from existig iterchage to iterchage eeds improvemets to accout for a proposed coversio of this iterchage to a divergig diamod iterchage (DDI) to address capacity ad operatioal deficiecies. 4. Reclassificatio of the I-77 ad US 21/Williamso Road (SR 1109) Iterchage (Exit 33) from existig iterchage to iterchage eeds improvemets. The o-goig Fairview Flyover/Exit 33 Feasibility Study (R-4757) is curretly aalyzig several modificatios to the existig iterchage cofiguratio. Project Completio Revisios: 1. The I-77/Lagtree Road (SR 1102) iterchage has bee completed. Chage from recommeded iterchage to existig iterchage. 2. The wideig of Brawley School Road (SR 1100) to a four-lae boulevard has bee completed from Chuckwood Road (SR 1177) to Williamso Road (SR 1109). Chage from boulevard eeds improvemet to boulevard existig. Public Trasit ad Rail Map Amedmets: 1. Bus service alog Williamso Road ad I-77 has bee discotiued, but is recommeded for the future. Chage desigatio from existig to recommeded. 2. Relocate the recommeded rail stop from the Legacy Village developmet ear Fairview Road to the Kox Property south of the itersectio with NC 115 ad Lagtree Road (SR 1302).This request was approved by the Tow ad CATS MTC. This desigatio will accout for the I-4750 HOT laes project, which was derived from a recommedatio i the Charlotte Fast Laes Study. Bicycle Map Amedmets: Classify roadways with bicycle laes as o-road existig. The iitial ad ultimate routes of Lake Norma Bicycle Route were labeled with shields throughout the CTP study area. Roadway corridors that were recommeded for improvemet i the Comprehesive Bicycle Pla were labeled o-road eeds improvemet o the bicycle map. Recreatioal trail corridors recommeded i the Carolia Thread Trail pla for Iredell Couty were labeled multi-use recommeded o the bicycle map. Bicycle improvemets specified i Tow adopted small area plas were icluded o the bicycle map. Pedestria Map Amedmets: Existig Sidewalks data was updated to reflect 2012 coditios o the pedestria map. Recommeded multi-use paths i the Bicycle Map amedmets were also added to the pedestria map. Recommeded Plas, Policies, ad Programs: The collector street pla has bee revised to accout for a road coectio that would beefit existig ad proposed developmet. Several coectios were removed because they were cost prohibitive, would require excessive evirometal mitigatio, or would ot provide a etwork beefit. Oce a aligmet for the Fairview Flyover/Exit 33 improvemets has bee chose, the CTP should be ameded to depict the aligmets ad facilitate the reservatio of rightof-way. The curret aligmets of Fairview ad Alcove Roads will eed to be relocated to accommodate bridge over I-77 i this locatio. Page 3 of 18

Purpose of Revisios to the CTP I the years followig the adoptio of the CTP, several road improvemet projects have bee completed, ad acillary lad use ad trasportatio plas have bee adopted throughout the study area. These chages are sufficiet eough to justify amedig the CTP. From a lad developmet perspective, periodically updatig the CTP is essetial i esurig that right-of-way ca be reserved for recommeded projects ad developers are required to build their pro-rata share of trasportatio improvemets as stated i the Zoig Ordiace Sectio (1,2). I additio, the Charlotte Urbaized Area has expaded to iclude the Tow of as determied i the 2010 Cesus. The Tow will be trasitioig from the Lake Norma Rural Plaig Orgaizatio (RPO) to a expaded Charlotte Metropolita Plaig Orgaizatio (MPO) i MPO s are required to complete oe CTP that covers all of the jurisdictios withi its plaig area. The Tow wats to esure that the data added to the recostituted Charlotte MPO from the CTP is as up to date ad as accurate as possible. Tow of staff led the effort of amedig the CTP. A public workshop to iform area residets of the proposed amedmets to the pla was coducted o September 11, The Tow Board of Commissioers approved the amedmets to the CTP o November 5, Iredell Couty adopted the CTP amedmets o Tuesday, December 4, The Lake Norma RPO edorsed the CTP amedmets o February 26, 2013, ad the NC Board of Trasportatio adopted the CTP amedmets o April 4, Oce this amedmet is adopted by all required agecies, Tow staff will coordiate with City of Charlotte ad NCDOT staff to esure that the ameded CTP data is icorporated ito the MPO s CTP. SECTION 1: CTP AMENDMENTS Sectio 1 of this documet describes the amedmets to the CTP maps to reflect completed costructio projects, ad adopted plas. Sectio 2 of the report highlights revisios to other plas, ad recommedatios for future projects, policies ad programs. 1. Study Area Boudary Revisio The revised boudary removes the small orther otch that is show i the curret CTP. This revisio removes a small area of overlap betwee the study areas for the ad Troutma CTP s. The revised boudary is cosistet with the Comprehesive Lad Use pla. Page 4 of 18

6 Tow of CTP Amedmets Adopted April 4, CTP Map Amedmets This sectio summarizes the modificatios that were made to the adopted CTP maps to reflect completed trasportatio projects, ad modificatios to recommedatios based upo local ad regioal plas that were completed followig the adoptio process for the CTP. The CTP represets a system of modal trasportatio elemets with separate maps to deote existig ad proposed highway, bicycle, pedestria, public trasit, ad rail projects. Each mode of trasportatio is represeted o a differet map. The followig problem statemets documet the purpose ad eed for each of the proposed amedmets to the CTP. The adoptio sheet map is show o Sheet 1. A. Highway Map Amedmets The recommeded amedmets for the Highway Map are show o Sheet 2, with a iset of the I-77 corridor show o Sheet 2A. The proposed amedmets are summarized below by full problem statemets, other chages, ad re-classificatios. Full Problem Statemets: 1. Iitially, a proposed bridge coectio betwee Doolie Road (SR 1180) ad Oak Tree Road (SR 1179) was icluded i the CTP amedmets. This amedmet was adopted by the Tow Board of Commissioers, but ot the Iredell Couty Board of Commissioers. For the reaso that the proposed bridge coectio was ot acceptable, improvemets to the itersectio of NC 150 ad Doolie Road/Perth Road (SR 1303) itersectio are recommeded. 2. Wide Perth Road to a two-lae boulevard from Corelius Road to the orther plaig boudary Purpose: The curret versio of the CTP idetifies the Perth Road corridor as boulevard eeds improvemets from NC 150 to Corelius Road, ad the segmet orth of Corelius Road to the orther plaig boudary as a mior thoroughfare. Directly orth of the CTP boudary, the Troutma CTP idetifies the Perth Road corridor as boulevard eeds improvemets. Need: The 2011 AADT for Perth Road betwee Corelius Road ad the plaig area boudary is 7,200 ad the 2030 projected volume is 17,500. It is aticipated that sigificat residetial developmet will cotiue to occur alog the Perth Road corridor. The proposed I-77/Corelius Road iterchage may also divert a additioal percetage of traffic volumes to the Perth Road corridor. Proposed Perth Road Reclassificatio Page 5 of 18

7 Tow of CTP Amedmets Adopted April 4, 2013 Recommedatio: It is recommeded that the Perth Road corridor betwee Corelius Road (SR 1302) ad the orther plaig area boudary be wideed to a two-lae divided boulevard with accommodatios for bicyclists. This will accommodate the projected volumes ad maitai cosistecy betwee the ad Troutma CTPs. 3. Re-aligmet of Bluefield Road betwee Big Idia Loop (SR 1395) ad Corelius Road Purpose: The curret aligmet of Bluefield Road (SR 1474) eeds to be realiged for traffic safety purposes ad to accommodate a proposed iterchage at I-77 ad Corelius Road (SR 1302). Need: The Corelius Road Small Area Pla idetified a realigmet cocept of Bluefield Road from Big Idia Loop to Corelius Road that would provide a safer itersectio with Corelius Road, make the costructio of a iterchage at I-77 ad Corelius Road feasible, ad ehace coectivity from aticipated developmets idetified i the Corelius Road Small Area Pla. Proposed Bluefield Road Realigmet The curret Bluefield Road aligmet is parallel ad located withi 75 feet of the southboud laes of I-77 betwee Corelius Road (SR 1302) ad the proposed overpass coectio to Exmore Road. The sigalized itersectio of Corelius Road ad Bluefield Road is skewed because of the proximity to the Corelius Road overpass over I-77. A iterchage has bee proposed for the curret grade separatio at I-77 ad Corelius Road, ad Bluefield Road would eed to be realiged to costruct a ew iterchage. I additio, the proposed I-77 wideig project (I- 4750) may impact the existig aligmet of Bluefield Road i this area, ad require a realigmet of the existig roadway. I additio, Bluefield Road is idetified as a segmet i the Lake Norma Bicycle Route, therefore; appropriate cosideratios for bicyclists such as bike laes should be cosidered i the desig of this facility. Recommedatio: It is recommeded that the proposed realigmet of Bluefield Road is show as a boulevard recommeded i the ameded CTP from Big Idia Loop to Corelius Road to accout for the I-77 wideig project ad the proposed iterchage at I-77 ad Corelius Road. 8 Tow of CTP Amedmets Adopted April 4, Proposed Corelius Road Mazeppa Road Coector Aligmet Modificatio Purpose: The proposed coectio of Corelius ad Mazeppa Roads would provide safer ad more efficiet access for freight ad vehicular traffic travelig through the area. Need: The CTP showed a prelimiary aligmet coectig the Corelius ad Mazeppa Roads. Followig the adoptio of the CTP, the Tow completed a aligmet study, ad the aligmet shifted to miimize impacts to the existig atural ad built eviromet. Corelius Road Mazeppa Road Proposed Coector The Tow is i the process of acquirig right-of-way ad completig roadway costructio drawigs for the adopted aligmet. Recommedatio: It is recommeded that adopted aligmet for the proposed Corelius Road Mazeppa Road coector is show o the ameded Highway Map. 5. Wideig of Shearers Road to a three-lae sectio betwee the Meckleburg Couty Lie ad Timber Road Proposed Shearers Road Reclassificatio Purpose: Shearers Road (SR 1125) was idetified as a major thoroughfare eeds improvemets betwee Rocky River Road (SR 1147) ad the Meckleburg Couty Lie ad as a mior thoroughfare betwee Timber Road (SR 1254) ad Rocky River Road i the 2008 CTP. Need: The 2011 AADT for this sectio is 1,400; however, the 2030 projectios are 16,450 for this corridor, which is predicated o the completio of proposed roadway extesios to Prosperity Church Road ad I-485 i Page 7 of 18

9 Tow of CTP Amedmets Adopted April 4, 2013 Meckleburg Couty. Shearer Road (SR 2418) i Meckleburg Couty is classified as a mior thoroughfare i the ogoig MUMPO CTP. There are several resideces, a church ad a cemetery that may be affected by wideig this roadway. The proposed wideig of the NC 3 corridor would help to address some of the projected capacity issues with this corridor. Itersectio improvemets ad geometric improvemets would still be eeded alog this corridor. For the reaso that the 2030 projected volumes will exceed the capacity, this segmet will be a uaddressed deficiecy. The sectio of Shearers Road betwee Timber Road (SR 1254) ad Rocky River Road is recommeded to be reclassified to mior thoroughfare eeds improvemet. Recommedatio: It is recommeded that Shearers Road betwee the Meckleburg Couty lie ad Timber Road is wideed to three 12-foot laes with accommodatio for bicyclists. It is also recommeded that the etire classificatio of Shearers Road/Shearer Road i Iredell ad Meckleburg Couties should be revisited whe the CTP is merged with the Charlotte MPO CTP. 6. Exmore Road Extesio Purpose: The Corelius Road Small Area Pla idetified a proposed coectio opportuity by extedig Exmore Road (SR 1472) to meet Corelius Road. This coectio would ehace the roadway coectivity i the area as developmet occurs. Need: The Exmore Road extesio to Corelius Road would take pressure off of the itersectio of Bluefield Road ad Corelius Road, especially if a iterchage is costructed with I-77 at this locatio. Proposed Exmore Road Overpass Extesio Recommedatio: It is recommeded that the existig Exmore Road is idetified as mior thoroughfare o the ameded Highway Map ad the proposed coectio should be idetified as mior thoroughfare recommeded. 10 Tow of CTP Amedmets Adopted April 4, Proposed Sudow Road Extesio Purpose: The Brawley School Road Small Area Pla idetified a proposed coectio opportuity for a parallel roadway to Brawley School Road betwee Silver Hook Drive ad Sudow Road (SR 1190). This roadway coectio would ehace the roadway coectivity i the area as developmet occurs. Proposed Sudow Road Extesio Need: The roadway coectio betwee Silver Hook Drive ad Sudow Road would help to reduce cogestio alog Brawley School Road ad Williamso Road, ad serve as access to the iteded developmet as described i the small area pla. Recommedatio: It is recommeded that the proposed roadway coectio be a two-lae mior thoroughfare o ew locatio ad show as a mior thoroughfare recommeded o the ameded Highway Map. 8. Re-classificatio of Oates Road ad Midight Lae betwee Talbert Road ad Bluefield Road from collector street to mior thoroughfare Proposed Oates Road ad Midight Lae Reclassificatio Purpose: A ew grade separatio was proposed i the 2008 CTP for a grade separatio over I-77 likig the termii of Oates Road (SR 1305) ad Midight Lae. This coectio was iitially defied as a proposed collector street coectio, however; the primary purpose of this ew roadway ad improvemets would be to provide balaced mobility ad access to the area, which is cosistet with the defiitio of a mior thoroughfare. The defiitio of a collector street is to collect traffic from the local streets ad distribute to the thoroughfares. We feel that this coectio would fuctio more as a mior thoroughfare by hadlig a moderate traffic volume ad balacig mobility ad access to adjacet busiesses. It is aticipated that this proposed coectio would help to relieve cogestio alog the NC 150 corridor i the viciity of the I-77 Iterchage. The Midight Lae Oates Road coectio would also serve as a alterative access to the existig commercial developmet alog the NC 150 corridor, ad provide primary access to the proposed developmet as idetified i the lad use pla. The Tow has completed a aligmet feasibility study for this corridor ad is i agreemet that this coectio should be classified as a mior thoroughfare eeds improvemets for the existig roadway sectios, ad mior thoroughfare proposed for the proposed overpass ad roadway coectio. East of Talbert Road (SR 1116), it is recommeded that Oates Road is wideed to a three-lae sectio based upo the 2030 model projectios. Recommedatio: It is recommeded that the existig sectios of Oates Road ad Midight Lae are re-classified to mior thoroughfare eeds improvemets ad the proposed roadway coectio is classified as mior thoroughfare proposed i the ameded CTP. This modificatio would accout for the proposed grade separatio i the CTP, ad the balaced mobility ad access that this roadway coectio would provide for the area. 9. Re-classificatio of Stutts Road betwee Brawley School Road ad Shorelie Loop from collector street to mior thoroughfare eeds improvemets Purpose: Stutts Road (SR 1112) was classified as a local/residetial street betwee Brawley School Road ad Shorelie Loop i the CTP. Tow staff recommeds a reclassificatio of Stutts Road to mior thoroughfare eeds improvemets. Proposed Stutts Road Reclassificatio Need: Stutts Road has a average aual daily traffic volume of 5,500 vehicles (2009) per day i the viciity of the itersectio with Brawley School Road, ad the average pavemet width is 18 feet. There are several residetial developmets with sigle family homes alog the Stutts Road corridor. The roadway surface is i poor coditio, ad vehicles with boat trailers frequetly use Stutts Road to access a maria, located at the ed of the road. Page 10 of 18

I additio, tur laes may also be required at itersectios alog the corridor. Recommeded Roadway Wideig Projects: 1. Wide Bluefield Road (SR 1474) to a two-lae boulevard from NC 150 to the proposed Bluefield Road Realigmet. The roadway is recommeded to be reclassified from mior thoroughfare eeds improvemet to boulevard eeds improvemet. It is recommeded that Bluefield Road be wideed to a two-lae divided boulevard with accommodatios for bicyclists. The 2030 model projectios idicate that additioal capacity will be required to adequately serve the aticipated traffic volumes. 2. Wide Flower House Loop (SR 1312) to 12-foot laes from US 21/NC 115 to the orther plaig boudary. It is recommeded that Flower House Loop (SR 1312) is reclassified from a collector street to mior thoroughfare eeds improvemets to match the desigatio specified i the Troutma CTP. Exted the boulevard eeds improvemets desigatio o Mazeppa Road (SR 2395) by 0.5 miles to the east of Overhead Bridge Road (SR 2397) to Peske Way. The 2030 model projectios idicate that additioal capacity will be required to adequately serve the aticipated traffic volumes. I additio, Peske Way serves as the mai etrace to the Idustrial Park, ad there is sigificat volume of heavy trucks that use Mazeppa Road to access this developmet. 4. Wide Ostwalt Amity Road (SR 1001) to 12-foot laes from the I-77 overpass to the Rowa Couty lie. It is recommeded that Ostwalt Amity Road (SR 1001) is reclassified from mior thoroughfare to mior thoroughfare eeds improvemets to match the desigatio specified for this roadway i the Troutma ad Statesville CTP s. I particular, the roadway eeds to be wideed to accommodate a 12-foot travel lae i each directio to address curret safety issues. This corridor is also proposed to iclude a multi-use trail adjacet to the curret roadway aligmet based upo the Carolia Thread Trail pla for Iredell Couty. 5. It is recommeded that the Tow ad CATS re-visit the feasibility for reestablishig service ad a sustaiable source of fudig. 2. Modify park ad ride lot at the itersectio of Williamso Road ad Brawley School Road from Existig to Recommeded. This park ad ride lot was the existig church parkig lot that served as parkig for the 83x durig the week. Followig the discotiuatio of the 83x, this lot has reverted to full-time use by the church. It is recommeded that this site is cosidered for a park ad ride lot i the future if the 83x service is re-established. 3. Relocate the recommeded rail stop from the Legacy Village developmet ear Fairview Road to the Kox Property approximately 1 mile south of the previously proposed locatio. This iitiative is part of the Red Lie Regioal Rail (RLRR) project (Phase 1) to upgrade the existig Norfolk Souther rail lie to accommodate passeger rail service betwee Uptow Charlotte ad. The East-West Coector Aligmet Feasibility Study (2009) idetified bicycle laes to be icluded withi the cross-sectio of the proposed roadway. This icludes the additio of bicycle accommodatios the existig roadway sectios o Lagtree Road, Faith Road, Rocky River Road, ad Teeter Road alog with the upgrade of these roadways for the East-West Coector. 5. Lake Norma Bicycle Route (LNBR) was labeled with shields throughout the CTP study area. NCDOT, the Tow ad Iredell Couty have adopted the LNBR. It is officially recogized as a NCDOT bicycle route, ad the route has bee siged with bike route shields. Sectios of NC 115, Brawley School Road, Rollig Hills Road, Bluefield Road, Judas Road, ad Perth Road were idetified for bicycle accommodatios as part of the LNBR plaig process. Perth Road ad NC 150 was idetified as part of the ultimate route, but it was recogized that the curret aligmet of this roadway is ot ideal for bicyclists. It is recommeded that a multi-use trail aligmet is studied betwee NC 150 ad Judas Road as the ultimate aligmet for the route. 6. The Carolia Thread Trail pla for Iredell Couty has idetified a series of proposed oad off- road trail segmets iteded to provide multimodal coectivity betwee local ad regioal attractios. For the reaso that the Tow would like these future facilities to be accessible to all users, the followig corridors are idetified as multi-use recommeded o the ameded Bicycle Map: NC 150 from Perth Road to the Catawba Couty Lie (Lake Norma Bridge). The proposed amedmets to the Comprehesive Pedestria Pla are summarized below. Sidewalks were costructed o each side of Brawley School Road as part of the wideig project betwee Chuckwood Road ad Williamso Road (R-3833, Phase A). Phase B of the wideig project will iclude sidewalks alog both sides of the road betwee Williamso Road ad Talbert Road. The curret aligmets of Fairview ad Alcove Roads will eed to be relocated to accommodate bridge over I-77 i this locatio. C. Coversio of I-77/NC 150 Iterchage to a Divergig Diamod Iterchage The CTP recogized the issues with cogestio alog the NC 150 corridor i the viciity of the iterchage with I-77. TIP project R-2307 will address issues alog the NC 150 corridor i terms of capacity ad restrictio of access, west of the I-77 iterchage to NC 16 i Catawba Couty.
