4 Executive Summary A Sustaiable Urba Mobility Pla (SUMP) is a strategic pla desiged to satisfy the mobility eeds of people ad busiesses i cities ad their surroudigs for a better quality of life. I the UK, SUMPs are ofte recogised as Local Trasport Plas, however Bristol City Coucil has take a step further to apply Europea best practice of followig a process to produce a SUMP, which we have decided to focus o a particular area of the city, the Bristol Temple Quarter Eterprise Zoe (BTQEZ). The BTQEZ is located i the heart of the city ad is developig over the ext 25 years to icorporate 17,000 ew jobs ad a 12,000 seat area. As part of this developmet, there are a umber of projects ad ifrastructure improvemets proposed to eable access ad movemet to the BTQEZ, however there is curretly o overarchig trasport strategy to tie them together. This SUMP, therefore, has bee produced to fill this gap. The SUMP will sit alogside the Spatial Framework for the BTQEZ, which is a iterative, area-specific spatial pla that is referred to by adopted policy, the Bristol Cetral Area Pla. Therefore, this SUMP is material cosideratio for ew developmet i the BTQEZ. This SUMP covers the first five years of the developmet of the BTQEZ, however it also cotais aspiratioal measures that could be icluded i future iteratios for the ext phases of developmet. Not oly does it outlie the ifrastructure improvemets for the ext five years to eable access ad movemet to the BTQEZ, it also details the proposed policy ad behavioural measures to be implemeted to ecourage the use of sustaiable travel to the area. The documet broadly is laid out to tell a story from the existig situatio to how the area will be adapted to accommodate the ew developmet. There is a chapter to set the scee, which outlies the curret trasport cotext ad the stregths, weakesses, opportuities ad threats facig the BTQEZ. This is followed by a chapter that sets the visio, objectives adtargets for the SUMP. The targets for this SUMP are to: Reduce the amout of sigle occupacy vehicles travellig to the BTQEZ by 3%; Re-mode from car use to alterative methods by 5%; Re-time the jourey to arrive ad depart outside of peak hours by 5%; Re-route the jourey to avoid the mai Temple Gate area by 2%; The remaider of the documet sets out how these targets will be achieved over the ext five years ad idetifies the measures to achieve these targets: Hardware - physical ifrastructure measures Software - operatioal ad policy measures Midware - behavioural measures that ca ifluece use of sustaiable trasport Each of these sectios set out the measures that are fuded ad will be delivered over the ext five years, as well as those that are scored highly but do ot curretly have fudig secured ad are aspiratioal for future SUMP iteratios. I Bristol, the Local Trasport Pla has bee produced i partership with the other West of Eglad authorities: Bath ad North East Somerset, North Somerset ad South Gloucestershire, therefore our wider SUMP is kow as the Joit Local Trasport Pla. Despite this, Bristol City Coucil has take a further step to follow EU best practice to develop a focussed SUMP for the BTQEZ. The developmet of a SUMP is ot i additio to existig trasport plaig, but istead builds o preset plas ad processes to set a clear visio, targets ad measures to eable movemet to ad aroud the BTQEZ ad ratioalises the access ad movemet elemets for the BTQEZ. Itroductio The SUMP sits alogside the Spatial Framework for the BTQEZ, which is a iterative spatial pla that is desiged to guide developmet over the various phases of the lifetime of the BTQEZ regeeratio project. The Spatial Framework is refereced i the Bristol Cetral Area Pla as the overall desig framework that seeks to deliver the visio for the area. The Bristol Cetral Area Pla forms part of the overall Bristol Local Pla. From a trasport policy perspective, the SUMP supports the Joit Local Trasport Pla 3 (JLTP3) for the West of Eglad as it draws together the major projects idetified i the JLTP3 that ifluece movemet to ad through the BTQEZ ad presets them i lie with other supportig measures that will cotribute towards improvig sustaiable mobility ad all the beefits that come with it as the area develops. The SUMP is a strategy that brigs together mobility proposals for the BTQEZ ad sets a overall target to esure developmet i the BTQEZ is sustaiable ad attractive to ivest i. As such, the policy route as outlied o the previous page esures that the SUMP is a material cosideratio for ew developmet. The developmet i the BTQEZ will be phased, with 4,000 jobs to be accommodated i the first five years (up to 2020) ad the full 17,000 jobs withi 25 years (2037). The Spatial Framework refers to three phases of developmet: Phase 1: Focussig o improvig access ad movemet to ad through the mai corridors of the BTQEZ ad developmet aroud Temple Quay; Phase 2: Focussig o improvig access ad movemet to ad through the BTQEZ as developmet expads to the Avo Riverside ad Silverthore Lae areas. Give the existig umber of optios by which access to ad through the BTQEZ ca be made that will be improved through the implemetatio of the SUMP measures, it would be difficult to idetify sigle targets for each method of sustaiable ad active travel. As outlied i a earlier sectio the existig trasport etwork caot accommodate the proposed growth if modal split remais as it is. Although efforts will be focussig o reducig sigle occupacy car use to the BTQEZ, it is recogised that this may ot be achievable for all ad therefore ot realistic for this to be the oly elemet of the target for movemet. Istead, a tried ad tested target used i the Lodo 2012 Olympics kow as the 4 R s will be used, which will esure the visio ad outcomes ca be met.
