4 Notice of Approval By virtue of sectio 16(1) of the Health ad Safety at Work etc Act 1974, ad with the coset of the Secretary of State for Eviromet, the Health ad Safety Commissio has o 21 February 1996 approved a Code of Practice etitled Desig, costructio ad istallatio of gas service pipes. The Code of Practice gives practical guidace with respect to the Pipelies Safety Regulatios 1996 (SI 1996 No 825), with regard to operatioal ad techical practices i the safe desig, costructio/istallatio, operatio, maiteace ad decommissioig of atural gas service pipes, iteded to operate up to a maximum pressure of 7 bar gauge. Scope 5 The Code of Practice applies to all service pipe istallatios with a maximum operatig pressure of up to 7 bar gauge which coect to a atural gas distributio mai operated by a public gas trasporter (PGT). Istallatios will vary i size ad relative complexity from small diameter, ower-istalled polyethylee services to large diameter steel services, istalled by cotractors. Services may operate at pressures up to 7 bar ad cover a rage of diameters ad materials. 10 Regulatio Regulatio 3 Meaig of pipelie (1) Subject to the provisios of this regulatio, i these Regulatios pipelie meas a pipe or system of pipes (together with ay apparatus ad works, of a kid described i paragraph (2), associated with it) for the coveyace of ay fluid, ot beig - (a) (b) (c) a drai or sewer; a pipe or system of pipes costitutig or comprised i apparatus for heatig or coolig or for domestic purposes; a pipe (ot beig apparatus described i paragraph (2) (e)) which is used i the cotrol or moitorig of ay plat. (2) The apparatus ad works referred to i paragraph (1) are - (a) (b) (c) (d) (e) (f) (g) ay apparatus for iducig or facilitatig the flow of ay fluid through, or through a part of, the pipe or system; ay apparatus for treatig or coolig ay fluid which is to flow through, or through part of, the pipe or system; valve, valve chambers ad similar works which are aexed to, or icorporated i the course of, the pipe or system; apparatus for supplyig eergy for the operatio of ay such apparatus or works as are metioed i the precedig sub-paragraphs; apparatus for the trasmissio of iformatio for the operatio of the pipe or system; apparatus for the cathodic protectio of the pipe or system; ad a structure used or to be used solely for the support of a part of the pipe or system. (3) For the purpose of sub-paragraph (c) of paragraph (2) a valve, valve chamber or similar work shall be deemed to be aexed to, or icorporated i the course of, a pipe or system where it coects the pipe or system to plat, a offshore istallatio, or a well. (4) A pipelie for supplyig gas to premises shall be deemed ot to iclude aythig dowstream of a emergecy cotrol. (5) I this regulatio - emergecy cotrol meas a valve for shuttig off the supply of gas i a emergecy, beig a valve iteded for use by a cosumer of gas; gas has the same meaig as it has i Part I of the Gas Act 1986 (a). 3 Guidace (a) 1986 c Where the terms gas shipper, gas supplier ad public gas trasporter are used i this ACOP ad guidace, the terms are as defied i the Gas Act Distributio mai meas ay mai through which a supplier or trasporter is for the time beig distributig gas ad which is ot beig used oly for coveyig gas i bulk. 3 8 Istallatio pipework meas ay pipework for coveyig gas for a particular cosumer ad ay associated valve or other gas fittig. 11 Guidace 9 Service pipe meas a pipe for supplyig gas to premises from a distributio mai, beig ay pipe betwee the distributio mai ad the outlet of the first emergecy cotrol dowstream from the distributio mai. 10 Service valve meas a valve (other tha a emergecy cotrol) for cotrollig a supply of gas, beig a valve: 3 (a) (b) (c) icorporated i a service pipe; ad iteded for use by a supplier or trasporter of gas; ad ot situated iside a buildig. Regulatio Regulatio 4 Applicatio (1) Subject to paragraph (2), these Regulatios shall apply - (a) (b) i Great Britai; ad to ad i relatio to pipelies ad activities outside Great Britai to which sectios 1 to 59 ad 80 to 82 of the 1974 Act apply by virtue of article 6 of the Health ad Safety at Work etc. Act 1974 (Applicatio outside Great Britai) Order 1995 (a). (2) These Regulatios shall ot apply to ay pipelie or part of a pipelie of a kid which is described i Schedule 1. (3) I the case of a pipelie to which the Pressure Systems ad Trasportable Gas Cotaiers Regulatios 1989 (b) apply, othig i these Regulatios shall require the takig of ay measures to the extet that they are for the prevetio of dager withi the meaig of those Regulatios. 4 (a) SI 1995/263. Part II Geeral Regulatio Regulatio 5 Desig of a pipelie The operator shall esure that o fluid is coveyed i a pipelie uless it has bee so desiged that, so far as is reasoably practicable, it ca withstad - 5 (a) (b) (c) forces arisig from its operatio; the fluids that may be coveyed i it; ad the exteral forces ad the chemical processes to which it may be subjected. ACOP 5 Guidace 5 11 Each service pipe should be desiged to covey atural gas safely from the gas distributio mai to the outlet of the emergecy cotrol which is immediately upstream of the istallatio pipework, ad i such a way that it is least likely to be affected by third party iterferece or subject to accidetal damage. 12 Each public gas trasporter (PGT) should have coditios ad procedures i place for agreeig the desig of ew service pipes to allow for their safe istallatio ad subsequet additio to their specific etwork. 13 Techical guidace i the form of recommedatios from the Istitutio of Gas Egieers offers stadards recogised across the idustry, ad is published as Desig, costructio ad istallatio of gas service pipes Page 11 of 24

12 Guidace IGE/TD/4:1994 Editio 3: Gas services ad IGE/TD/3:1992 Editio 3: Distributio mais. A site desig pla should be prepared by the service pipe istallatio desiger for each service pipe istallatio ad cotai as much detail as is required to eable the service pipe istaller/cotractor to udertake ad complete the work safely. 14 Desig details should be provided to the PGT resposible for the gas distributio system to which the service pipe will be coected. 15 The amout of detail required is likely to vary at differet etworks accordig to local coditios, but may iclude the followig: a desig layout showig the plaed locatio of the coectio to the gas distributio mai, or other gas service pipe; the plaed route of the service pipe istallatio to the premises, icludig the locatio of the emergecy cotrol, clearly showig the positio of the proposed service pipe istallatio i relatio to the foudatios of the premises, ad that of ay void areas; the specificatio of materials ad fittigs to be used for the service pipe istallatio, icludig referece to the relevat stadards; the plaed depth of the gas service pipe istallatio, icludig back-fill ad support details; the specificatio for ay protective sleevig for that sectio of the service pipe istallatio which will be placed above groud; details ad locatio of other services idetified alog the route of the proposed service pipe istallatio, icludig details of formerly abadoed gas service pipe istallatios, alog with details of ay pipe markig arragemets. Advice with regard to idetificatio of owership of existig apparatus may be obtaied, o request, from the relevat street authority, which is usually the local authority; qualificatio ad competece requiremets for those people to be employed o the istallatio. 16 Service pipes should be routed so as to miimise the possibility of third party damage. Cosideratio should be give to the route, the depth of cover, the pipe material ad ay additioal protective measures (such as protective cocrete slabs). The route selected should be the shortest route possible, i so far as is reasoably practicable. The service pipe should ormally be laid at a miimum depth of 375 mm i private groud ad 450 mm i footpaths ad highways. Where a lesser depth is proposed, additioal protectio agaist third party damage should be cosidered. 17 The service pipe istallatio desiger should give due regard to ay possibility of the accidetal coectio of service pipes operatig at differet pressures or to those ot coveyig atural gas. 18 With regard to the locatio of other services geerally, the service pipe istallatio desiger should have a uderstadig of the protocols established by the Natioal Joit Utilities Group (NJUG). Details of the curret series are listed i Appedix 3, copies of which are available from the NJUG Secretariat. 19 The service pipe istallatio desiger should be able to demostrate competece to udertake each specific assigmet, uderpied by a kowledge of relevat legislatio, ad appropriate techical stadards The service pipe istallatio desiger should be aware of the resposibilities uder the Costructio (Desig ad Maagemet) Regulatios Brief details are cotaied i Appedix 2. 13 Guidace 5 21 The service pipe istallatio desiger ad service pipe istaller/cotractor should have a uderstadig of the New Roads ad Streetworks Act 1991, ad their respective resposibilities uder it, particularly i relatio to iformatio required by the relevat street authority as part of the licece applicatio. A brief outlie is cotaied i Appedix Possessio of a recogised vocatioal qualificatio, coupled with relevat practical experiece, would offer a good idicatio of the competece of a idividual service pipe istallatio desiger or istaller/cotractor. Details of recogised vocatioal qualificatios are listed i Appedix 1. Regulatio 6 ACOP 6 Guidace Regulatio 6 Safety systems The operator shall esure that o fluid is coveyed i a pipelie uless it has bee provided with such safety systems as are ecessary for securig that, so far as is reasoably practicable, persos are protected from risk to their health or safety. 23 Each service pipe should be provided with a appropriately sited emergecy cotrol. 24 The emergecy cotrol should be istalled i a readily accessible place; if it is situated i a locked compartmet, the occupier of the premises ad the system operator/supplier should each be provided with keys. For services supplyig more tha oe primary meter it may be ecessary to istall a additioal isolatio valve i the service pipe (eg for multi-occupacy premises). 25 Resposibility for, ad access to, this additioal valve should be made clear The positio ad status of the primary meter is defied i the Gas Safety (Istallatio ad Use) Regulatios Detailed guidace is cotaied i the Approved Code of Practice Safety i the istallatio ad use of gas systems ad appliaces. Regulatio 7 Guidace 7 Regulatio 7 Access for examiatio ad maiteace The operator shall esure that o fluid is coveyed i a pipelie uless it has bee so desiged that, so far as is reasoably practicable, it may be examied ad work of maiteace may be carried out safely. 27 The service pipe istallatio desiger, i drawig up plas, should desig systems that maitai appropriate distaces betwee services ad plat. Regulatio 8 Regulatio 8 Materials The operator shall esure that o fluid is coveyed i a pipelie uless it is composed of materials which are suitable. 14 ACOP 8 Guidace 8 28 The desig pla for the service pipe istallatio should detail those materials ad fittigs to be used i its costructio, icludig referece to the appropriate techical stadards, required to permit its subsequet safe operatio. 29 The desig pla will ormally be i accordace with the requiremets of the relevat PGT. Regulatio 9 ACOP 9 Guidace Regulatio 9 Costructio ad istallatio The operator shall esure that o fluid is coveyed i a pipelie (save for the purpose of testig it) uless it has bee so costructed ad istalled that, so far as is reasoably practicable, it is soud ad fit for the purpose for which it has bee desiged. 30 The service pipe should be istalled as detailed o the desig pla. Where ay variatio i route or modificatio i desig is proposed, it should be i lie with the overall stadards ad specificatio agreed at the desig stage ad, oce the istallatio is completed, the pla should be aotated ad dated accordigly. 31 The istaller/cotractor should cosider the beefits of drawig up a pla of work which might detail: how the work would be tackled, icludig details of site safety arragemets; the arragemets for effectig/agreeig chages to the origial desig; quality cotrol aspects, icludig checkig materials ad parts for fitess for purpose, prior to istallatio ad fittig; arragemet for pre-acceptace checks ad pressure tests, icludig liaiso arragemets with the relevat public gas trasporter (PGT); the system of work for coectig the service pipe to the appropriate distributio mai, or other appropriate service pipe istallatio, icludig ay otificatio/authorisatio requiremets of the PGT; the arragemets for lodgig desig details with the PGT o completio of the istallatio. 32 The relevat PGT should be give advace otice of the proposed date for the istallatio to be coected to the gas distributio mai to eable ispectio to be arraged. 33 The service pipe istaller/cotractor has the resposibility for establishig the competece of all workers to be employed o the istallatio of gas service pipes, ad that they have the up-to-date skills ad recogised competecies to udertake safely all tasks allocated to them. The service pipe istaller/cotractor should maitai a adequate record of the competece levels of workers to be employed o the istallatio, icludig details of qualificatios held ad the rage of work o the istallatio that they may be assiged to. Similar arragemets apply to a selfemployed worker. 34 Appedix 1 shows details of recogised vocatioal qualificatios Workers who have udergoe traiig i the GD series of qualificatios, orgaised by the Costructio Idustry Traiig Board (CITB), will be issued with registratio certificates, each bearig a recet photograph of idividual workers, ad recordig their respective level of achievemet, which will clearly poit to those aspects of the work o which they have bee assessed. 15 Guidace also able to replace lost certificates o productio of satisfactory evidece. 36 It should be recogised that qualificatios are oly oe idicatio of competece ad that relevat practical experiece is also a factor that eeds to be cosidered whe assessig a idividual worker s ability to do specific tasks. 37 Istallers/cotractors who employ others should cosider lookig at ways of ecouragig workers to build up their respective skillbase, through a mixture of directed o-the-job traiig ad ecouragemet ad icetive to atted off-the-job traiig courses. 38 Kowledge ad geeral awareess of the relevat legislatio ad regulatios affectig this area of work is of fudametal importace, as is a practical kowledge of appropriate techical guidace ad stadards. A list of techical guidace is show i Appedix The service pipe istaller/cotractor should be aware of the other services laid alogside the service pipe istallatio, ad kow how to excavate the area accordigly. 40 The Natioal Joit Utilities Group (NJUG), represetig the gas, electricity, telecommuicatios ad water idustries, has agreed protocols o co-operatio ad the sharig of iformatio, icludig the productio of guidace documets. Regulatio 10 ACOP 10 Guidace 10 Regulatio 10 Work o a pipelie The operator shall esure that modificatio, maiteace or other work o a pipelie is carried out i such a way that its soudess ad fitess for the purpose for which it has bee desiged will ot be prejudiced. 42 Repairs to gas service pipe istallatios will be the relevat public gas trasporter s (PGT s) resposibility. Where a subsequet modificatio is proposed to a istalled service pipe, the origial desig pla of each service pipe istallatio, where available, should be obtaied ad followed, ad where ay modificatio is proposed to the origial specificatio, the desig pla should be ameded to reflect all agreed chages. The resposibility for holdig ad retaiig such details will rest with the relevat PGT. 43 Additioal care eeds to be take whe udertakig work o ay live service pipe istallatio, where it is essetial that before ay work commeces, all meters supplied by the service are idetified ad the cosequeces of shuttig off the supply to ed users should be cosidered. This is particularly importat with regard to multi-occupacy premises where additioal emergecy cotrols may have bee istalled coverig the whole buildig or sectios of it. 44 Where ay work o the service pipe istallatio requires discoectio, the iterruptio of supply should be prearraged with all ed-users of the service pipe istallatio. Care should be take to maitai electrical cotiuity whe discoectig a gas service pipe istallatio, perhaps by usig a cotiuity bod. Prior to recoectio of the same service, it should be pressure tested i accordace with the appropriate stadards to esure that it is still fit for purpose. 16 Guidace Before recommissioig, all service pipe istallatios should be purged. Regulatio 17 Regulatio 17 Co-operatio Where there are differet operators for differet parts of a pipelie, each operator shall co-operate with the other so far as is ecessary to eable the operators to comply with the requiremets of these Regulatios. Details of what is available i ay particular locality may be obtaied from idividual CFEs, traiig ad eterprise coucils (TECs)/ local eterprise compaies (LECs) i Scotlad, traiig access poits (TAPs), local educatio authorities (LEAs), ad the local careers service. Traiig arragemets are likely to vary from area to area, ad will deped o local requiremets ad demads, however they will usually offer a balaced programme of o-the-job traiig liked to day release/block release. Eveig classes may also be available. It is importat that whichever traiig package is selected it meets essetial requiremets. Formal vocatioal qualificatios are a feature of all courses o offer, may of which have ow become atioal vocatioal qualificatios (NVQs). 2 Not all courses are aimed at ew etrats to the idustry. Short refresher ad updatig courses are ofte available. They are particularly useful for those workers who have lots of practical experiece, but o formal qualificatio, possessio of which is likely to eable their movemet across the idustry. The progressive ature of the scheme allows all operatives i the sector the opportuity to progress through the traiig programme to qualify as team leaders i either service-layig or mais-layig (or both). 7 The traiig programme evisages a iductio phase for all ew etrats to the sector followed by a series of separate traiig courses, each certificated o successful completio, spread over a period of time depedet o the progress of the idividual operative ad the eeds of the job. 20 Appedix 2 Summary of legislatio (Note: this appedix does ot form part of the Code.) HSE legislatio Health ad Safety at Work etc Act This Act applies to everyoe cocered with work activities, ragig from employers, self-employed, ad employees, to maufacturers, desigers, suppliers ad importers of materials for use at work, ad people i cotrol of premises. It also icludes provisios to protect members of the public. The duties apply both o idividual people ad o corporatios, compaies, parterships, local authorities, atioalised idustries etc. The duties are expressed i geeral terms, so that they apply to all types of work activity ad work situatios. Every employer has a duty to esure, so far as is reasoably practicable, the health, safety ad welfare at work of all his or her employees. The priciples of safety resposibility ad safe workig are expressed i sectios 2-9. Employers ad the self-employed are required to carry out their udertakigs i such a way as to esure, so far as is reasoably practicable, that they do ot expose people who are ot their employees to risks to their health ad safety, expressed i sectios 3(1) ad 3(2). I some areas the geeral duties have bee supplemeted by specific requiremets laid dow i Regulatios made uder the Act ad Regulatios cotaiig specific requiremets will cotiue to be made. Specific legal requiremets are also laid dow i earlier legislatio which is still i force. Failure to comply with either the geeral requiremets of the Act, or the specific requiremets foud elsewhere may result i legal proceedigs. 2 Although some of the duties imposed by the Act ad related legislatio are absolute, may are qualified by the words so far as is reasoably practicable or so far as is practicable. If someoe is prosecuted for failig to comply with a duty which is qualified by these words, it is up to the accused to show the court that it was ot reasoably practicable, as appropriate, for him to do more tha he had doe to comply with the duty. 3 The judgemet of what is reasoably practicable meas weighig up the seriousess of a risk agaist the difficulty ad cost of removig it. 4 Where the difficulty ad cost are high ad a careful assessmet of the risk shows it to be isigificat, it may be that the actio is ot ecessary although i some cases there are thigs that have to be doe at all costs.
