3 9 Backgroud Data: Placerville Airport ad Eviros INTRODUCTION Placerville Airport is a public-use geeral aviatio airport servig the city of Placerville ad surroudig areas of wester El Dorado Couty. I additio to geeral aviatio, the airport supports safety ad law eforcemet services provided by Cal Fire ad the Couty Sheriff. The airport is located east of the Placerville city limits, but withi the city s sphere of ifluece. Airport Master Pla ad Airport Layout Pla Status El Dorado Couty completed a Master Pla for Placerville Airport i 7. The Airport Layout Pla (ALP) preseted i the Master Pla was approved by the FAA o February 6, 7. The iformatio cotaied o the approved ALP ad i the 7 Master Pla serve as the basis for this Placerville Airport Lad Use Compatibility Pla. However, mior chages to the locatios of the ruway eds that have bee made subsequet to the preparatio of the ALP are reflected i the Compatibility Pla as well. The ALP with a ote regardig the ruway ed chages was submitted to the Califoria Divisio of Aeroautics ad approved o February 3, 1 as the basis for this Compatibility Pla. Airfield Cofiguratio The 3,91-foot-log ruway is orieted ortheast to southwest. A oprecisio istrumet approach is available from the west. The buildig area ad aircraft parkig positios are located orthwest ad west of the ruway. No chages to the airfield cofiguratio or approaches that would affect off-airport lad uses are cotemplated i the Master Pla. Aviatio Forecasts The 7 Master Pla preseted two aviatio activity forecasts for the period from 5 to 5; oe forecast preseted operatios based o a costraied growth sceario, ad the other preseted operatios based o ucostraied growth at the airport. The primary costrait to airport growth is the availability of suitable lad for hagar developmet, a coditio that will remai for the log term. A review of curret airport activity idicates that little has chaged sice adoptio of the Master Pla. Curret activity is estimated at approximately 6, aual operatios. The costraits o growth described i the Master Pla also remai. A log-rage activity level of 95, aual operatios is used for the purposes of this Compatibility Pla. Surroudig Lad Uses Placerville Airport is situated i a hilly, low-desity, rural residetial area adjacet to the easter boudary of the City of Placerville ad withi the city s sphere of ifluece. The commercial core of Placerville lies alog State Highway 5 withi 1.5 miles to the orth. The future lad uses associated with both the City ad the Couty provide for ifill developmet accordig to curret Geeral Pla lad use desigatios, with the oe exceptio. High-desity residetial use is proposed o parcels orthwest of the airport boudary that are curretly used for medium-desity residetial or commercial use. This high-desity use would provide for developmet at a rate of 1 to 5 uits/acre o uicorporated couty lad, ad 4 to 16 uits/acre o parcels located withi the city limits. Sice these areas are located adjacet to or ear the orthwester airport boudary, it is possible that coflicts associated with existig ad future oise exposure, safety zoes, ad overflight may occur. (Policy ) The Couty shall develop ad apply a combiig zoe district for areas located withi the 55 db/cnel cotour of airports. (Policy 6.5..) Aviatio-Related Hazards (9) All developmet withi the Airport Safety Zoes shall comply with ALUC height, oise, ad safety policies ad maps as set forth i each CLUP. Where there is a differece betwee the Couty developmet stadards ad the developmet stadards of the CLUP, the stadards that will most reduce airport-related safety hazards shall apply. (Policy ) The Couty shall develop a airport combiig zoe district withi the El Dorado Couty Zoig Ordiace, for each of the Safety Zoes 1,, ad 3 as defied by the CLUP for each of the Couty s public airports. The ordiace shall specify maximum desity ad miimum parcel size.
