Chapter 1: Itroductio Commuities that ivest i ad foster a culture of walkig ad bicyclig realize a broad rage of beefits from icreased trasportatio optios to improved commuity health. 1

Chapter 1: Itroductio What is a Active Trasportatio Pla? The Ceters for Disease Cotrol defies active trasportatio as ay self-propelled, huma-powered mode of trasportatio, such as walkig or bicyclig. Active trasportatio plas seek to defie a strategic logterm approach to meet demad for active trasportatio facilities ad programs much like Trasportatio Master Plas seek to pla for the vehicular demads of future growth. The Riverto Active Trasportatio Pla accomplishes this by providig directio for the establishmet or improvemet of particular bicyclig ad walkig routes (e.g. bike laes or trails) while also providig policy ad program recommedatios to support the active trasportatio system. With Riverto s populatio expected to swell to 60,000 by 2025, this pla was coceived at a opportue time to address Riverto s curret ad future eeds for bicyclig ad walkig. Why is bicyclig ad walkig importat? Safety ad Health Walkig ad bicyclig have profoud effects o the health of idividuals ad commuities. Levels of diabetes, high blood pressure, ad obesity are all lower i cities with higher shares of commuters bicyclig or walkig to work. Likewise, where commuters bicycle or walk to work i higher shares, more of the populatio is meetig the recommeded amout of weekly physical activity. Quality of Life Bicyclig ad walkig are also importat ways to improve quality of life for existig ad prospective Riverto residets. Trails cosistetly rak i the top five ameities desired by prospective home buyers.1f0f0f1 Milleials ad baby boomers alike are tredig towards locatios where they ca bike or walk to access their daily eeds. More specifically, a survey of Riverto residets foud that early 80% walked at least a couple of times a week ad more tha 87% biked at least oce or twice a moth. Air Quality The Wasatch Frot suffers from poor seasoal air quality. Durig witer iversios, high cocetraisecouragig bikig ad walkig trips is oe way to help mitigate this commuity-wide problem. O- ad off-road vehicles cotribute to early half of the air pollutio i Utah.1F2 I additio, poor air quality affects more tha just our health. Tourism, busiess recruitig, ad employee retetio efforts are also iflueced by Utah s air quality issues. I fact, a 2015 survey by Evisio Utah foud that Utahs raked air quality as the leadig threat to quality of life i our state. Safety, too, has a close relatioship with bicyclig ad walkig levels. I cities where a higher percet of residets walk or bicycle to work, correspodig fatality rates are geerally lower. 1 Natioal Associatio of Realtors 2 UTAH DEPT. OF ENVIRONMENTAL QUALITY 2

Pla Visio Statemet The visio statemet ad goals of this pla are priciples that will guide the developmet ad implemetatio of the Riverto Active Trasportatio Pla for years to come. Goals direct the way public improvemets are made, where resources are allocated, how programs are operated, ad how City priorities are determied. This pla lays out a framework of how to create ad expad programs ad improvemets to icrease bicyclig ad walkig i Riverto. Based upo public feedback, the Plaig Team ad the Steerig Committee developed the followig visio statemet for the Riverto Active Trasportatio Pla: Riverto City will improve residets quality of life ad promote bikig ad walkig by providig a safe, coveiet ad comfortable bicycle ad pedestria etwork for trasportatio ad recreatio. Project Goals I cojuctio with the Project Steerig Committee, the Plaig Team idetified the followig project goals i support of the pla s visio statemet Plaig ad Desig Pla ad implemet a safe ad coected etwork of bikig ad walkig facilities that serve a variety of users Develop robust bikig ad walkig ifrastructure to ad aroud Riverto s key activity ceters ad destiatios Prioritize ad ivest i coectios to key activity ceters ad destiatios Maiteace Fudig Develop a coordiated maiteace approach for the active trasportatio system that works across departmetal boudaries Develop a fudig strategy to leverage ad optimize ivestmet i the active trasportatio etwork Ecouragemet Develop a suite of programs to ecourage active trasportatio trips 3

Chapter 2: Existig Coditios Riverto possesses may existig active trasportatio assets icludig the Jorda River Trail, a quiet local street etwork, ad umerous caal corridors which could offer future trail developmet potetial. 5

Chapter 2: Existig Coditios Overview Located i the southwest corer of the Salt Lake Valley, Riverto City is bordered by South Jorda to the orth, Bluffdale to the south, Draper to the east ad Herrima to the west. The Jorda River, upo which Riverto s amed is based, makes up part of the city s easter boudary. As of July 2014, Riverto has a populatio of 40,921 livig i 12.6 square miles with a desity of aroud 3,200 residets per square mile. Riverto is expected to be oe of the fastest growig cities i Utah as it develops from a rural farmig tow to a suburba city with a projected populatio of aroud 60,000 people by Riverto is preparig for this growth by seekig to ehace the city s bicycle ad pedestria etwork, policies ad programs i order to maitai a high quality of life for its preset ad future residets. Review of Related Studies There are several differet existig codes, policies, ad plaig documets that cotribute to existig ad proposed bicyclig ad walkig coditios i Riverto. The followig review summarizes the documets or policies that most affect bicyclig ad/or walkig. Riverto City Stadard Specificatios ad Plas Riverto City updated its stadard street cross-sectios i 2015 to iclude bike laes o all collector ad arterial streets. Bike lae widths rage from 4 (ot icludig gutter pa) up to 9 i width. FIGURE 2.1: RIVERTON CITY STANDARD STREET CROSS-SECTIONS 6

Riverto City Code Witer Sow Removal There is a witer o-street parkig limitatio i Riverto City wherei it is illegal for vehicles to park o ay street i the city betwee 12:00 am ad 7:00 am from November 1 st util April 1 st i order to allow for more complete coverage by sow removal equipmet. (Sectio ) Sidewalk Maiteace It is the resposibility of busiesses to sweep ad keep sidewalks that ru i frot of their property clea (icludig sow removal ad limbs, leaves, ad other debris from private trees) before 9:00 am every day. I the case of a storm that occurs betwee the hours of 5:00 pm the previous day ad 6:00 am o that day, sidewalks must be clear by 9:00 am. Sidewalks are ot allowed to be used for sellig goods or other merchadise by ay busiess without first obtaiig writte approval from the City Coucil. Eve whe approved, a six-foot passageway for pedestrias must be maitaied o the sidewalk at all times. (Sectios , , , ad ) Subdivisio Stadards I the subdivisio stadards i Title 17, all developed lots are required to have cocrete curb, gutter, ad sidewalk istalled by the developer/ower i accordace with the Riverto City Stadard Specificatios ad Plas Maual ad the Trasportatio Master Pla; sidewalks must be five feet wide ad are ecouraged to be meaderig (Sectios ad ). The subdivisio stadards do ot require dead eds or cul-desac streets to have walkig ad/or bicyclig coectios at their termius i order to reduce walkig ad/or bicyclig trip distaces betwee destiatios i the subdivisio. The Plaig Commissio shall cosider suitable sites for greebelts, trails, ad other areas for public use as recommeded by the geeral pla whe approvig subdivisio applicatios (Sectio ). Sidewalk ad Walkway Requiremets by Zoe Neighborhood Commercial zoes are iteded to ecourage markets ad other commercial uses withi eighborhoods i order to reduce the umber of drivig trips take for day-to-day eeds, like groceries. All uses allowed i the zoe are coditioal ad iclude some like bakeries, book/art/hobby supplies, libraries, museums, galleries, day cares, preschools, drive-through widows, drug stores ad pharmacies, florists, gas statios, grocery stores, historical sites, isurace brokers, laudry, doctors offices, ad playgrouds ad parks (Chapters ad 18.90). Sidewalks must be straight i Dowtow (South Jorda Caal to 2200 West ad South to South), Neighborhood, ad Professioal Office Commercial zoes (Sectios , , ad ). Sidewalks must be meaderig i the Gateway (aliged with mai arteries such as Redwood Rd ad South, as well as at or ear etraces to the city), Regioal, ad Plaed Commercial zoes (Sectios , , ad ). Parkig lots with more tha 150 spaces i the Dowtow, Gateway, Neighborhood, Professioal Office, Regioal, ad Plaed Commercial zoes, must have safe, uobstructed pedestria paths leadig to the store or busiess frotage. Parkig Requiremets I Chapter , the City Code outlies requiremets for automobile parkig ad parkig lots. I , pedestria access i lots is addressed. It states that parkig lots larger tha 15,000 square feet shall provide raised or delieated walkways that are a miimum of 10 feet wide ad eable people to have pleasat pedestria access to the buildig s frotage, aliged with the frot etrace. At a miimum, they are to be placed through the ceter of the parkig area ad alog the frotage to provide access to other buildigs ad busiesses, as well. There are o bicycle parkig requiremets i the code. 7

Riverto City Trasportatio Capital Facilities Pla (2008) The Trasportatio Capital Facilities Pla from 2008 recommeds typical cross sectios that iclude a 6-foot-wide sidewalk o all streets but local streets, which are proposed to have 5-foot-wide sidewalks. I additio to sidewalk width, the Pla also recommeds that park strips betwee pedestrias ad vehicular traffic be betwee 5 ad 13 feet wide. improved) or ew streets ad highways is high priority for the govermet ad its staff. All parks ad trails should be accessible to the residets of Riverto by o-street bike laes. Bicycle ad pedestria facilities plaed for the future should take ito accout the comfort level associated with each classificatio type i the recommeded roadways ad classificatios map i Figure 2-1. The major arterial ad major collector cross sectios i Figures 2-2 ad 2-3 have bee updated sice 2008 ad are icluded i the City s Stadard Specificatio ad Plas cited above. Riverto City Parks, Trails, Recreatio ad Leisure Services Master Pla Trails The pla states that Riverto should cotiue expadig ad buildig a itercoected trail system. Because may of the potetial trails i Riverto parallel caals, the City should either establish a easemet or usage agreemet with the caal compaies or acquire the right-of-way ext to the caal curretly used by maiteace vehicles i order to cotiue buildig. The pla proposes ature study areas as well as passive recreatio alog the Jorda River Parkway Trail. The pla states that a miimum of ½ acre is eeded to provide parkig, restig areas, drikig foutais, restrooms ad other park facilities at each trailhead i Riverto. The two curret trailhead locatios alog the Jorda River Parkway iclude S. Tithig Hill Road ad S. Reeve Lae. 15 Salt Lake Couty Southwest Parks ad Trails Master Pla The Salt Lake Couty Southwest Parks ad Trails Master Pla is a importat plaig documet for Riverto s active trasportatio future. Most of Riverto, from the Jorda River to the Moutai View Corridor ad South to Bagerter Highway, is withi the North Sub-area of the pla. Riverto City has ie major trail destiatios ad several parks as smaller trail destiatios. The primary objective of this pla was to look at this area of Salt Lake Couty from a broader perspective ad establish a itegrated ad coheret approach to trails ad park developmet i the Southwest part of the Valley. North-South Trails Regioal Trails The Jorda River Trail lies alog the easter boudary of the North subarea ad is complete from the souther boudary to south. No additioal regioal trails are proposed. Trail Crossig Coflicts Salt Lake Couty Southwest Parks ad Trails Master Pla also icluded a summary of coflict areas that illustrated costraits or barriers to the proposed trail aligmets. These icluded issues such as busy roadway crossigs, isufficiet right-of-way, caal or stream crossigs, ad areas lackig a defied a trail corridor. Possible solutios were also offered for each of the coflict areas. Nearly all of the proposed trails i the Master Pla are primarily aliged parallel to caal rights-of-way due to prior developmet ad a orectiliear roadway etwork. From east to west the caal systems are: South Jorda Caal, Utah ad Salt Lake Caal, Distributio Caal, Welby-Jacob Caal. From south to approximately south the highway right-of-way excludes ay accompayig trails. East-West Trails The two proposed east-west trails follow the existig aligmets of Midas Creek ad Rose Creek, respectively. Past developmet did ot icorporate the draiage caals ito their overall desig ad layout, which resulted i the relocatio, miimizatio, or pipig of the creeks. Curretly, there is little to o remaiig public ope space or opportuities for trail easemets. Possible corridors are fragmeted ad most are proposed to follow sidewalks withi existig right-of-way. 9

Salt Lake Couty East-West Recreatioal Trails Master Pla The East West Recreatioal Trails Master Pla project addresses the followig elemets: Idetifyig preferred aligmets (also secodary ad tertiary aligmets where plausible) for east-west coectivity Idetifyig barriers or costraits, ad possible solutios to each, (i.e. the eed for a separated crossig) Determiig rights-of-way May alterative aligmets were explored ad evaluated based o a variety of prioritizatio criteria. The fial preferred east-west aligmet through the Riverto area (which is withi Corridor E of the prioritizatio pla maps) coects to Bluffdale via the Distributio Caal before joiig the Bagerter Highway corridor before headig west to coect to the proposed Boeville Shorelie Trail via Rose Creek. Aother proposed east-west coectio coects the Moutai View Corridor Trail to the Boeville Shorelie Trail via Midas Creek. I additio to these two proposed, east-west trails, the Jorda River Trail ad the Utah Salt Lake Caal Trail are icluded i the study as Primary North-South Regioal Trails. 20 WFRC/Salt Lake Couty Bicycle Level of Service Map The Bicycle Compatibility Idex (BCI) is a modelig tool that predicts bicyclists perceptios of a specific roadway ad determies how compatible roadways are with bicyclig ad bicyclists as trasportatio system users. BCI takes ito accout a umber of features icludig: Number of laes Based o the BCI, the roads with the least hospitable coditios are actually outside of Riverto boudaries, however, may of the City s eastwest thoroughfares exhibit below average scores accordig the BCI. 23 UTA Network Study / Southwest Salt Lake Couty Trasit Feasibility Study Trasit trips ofte begi ad ed o foot or bicycle. Whe bicyclig ad walkig coectivity to trasit is poor, ridership ad ease of use of the system is also egatively affected. A itegrated approach to trasit, bicycle ad pedestria ifrastructure, ad programmig allows trasit users to easily ad coveietly access the first ad last mile of their trips. The UTA Network Study idetifies the ext group of capital ad operatig improvemets that the Utah Trasit Authority will focus o upo completio of the Frotlies 2015 program. The Network Study idetifies oe ew trasit corridor that sigificatly impacts Riverto. The corridor was amed the Southwest Salt Lake Couty Trasit Corridor ad icludes a bus rapid trasit (BRT) lie alog to serve the commuities of Riverto, South Jorda, Herrima, Bluffdale ad Draper. I Riverto, the route travels primarily alog South, 3600 West, ad South. The proposed BRT corridor would provide coectivity to the Daybreak TRAX statio o the west ad the Draper FrotRuer Statio o the east. Coectivity to Trasit There are o rail statios i Riverto City limits, but those that are closest ad most accessible iclude the Daybreak Parkway Statio o the Mid- Jorda Red TRAX lie ad the South Draper Statio o the FrotRuer Commuter Rail lie. 25 Existig Walkig ad Bicyclig Activity Jourey to Work/Commute Data, America Commuity Survey (2014) The America Commuity Survey (ACS) of the U.S. Cesus Bureau collects data about commute to work trips. It does ot, however, record all other types of trips, icludig trips to the grocery store, parks, frieds houses. Whe compared with other cities i Utah with similar demographic makeup ad populatio sizes like Boutiful, Draper, ad Lehi, Riverto is about average whe it comes to walkig ad bicyclig (see Figure 2.7). I the same figure, Riverto s walkig ad bicyclig rates are also compared to some cities i Utah with higher rates of walkig ad bicyclig to work, like Boutiful, Draper, Sady, Lehi, ad Murray. 26 Utah Travel Study (2012) Jourey to Work data from the ACS is a importat ad cosistet data source to measure chages i mode share over time. However, this data represets oly oe type of trip ad does ot accurately reflect overall levels of bicyclig ad walkig for all trip purposes. The 2012 Utah Travel Study was developed as a statewide survey ad report i cojuctio with the Utah Departmet of Trasportatio (UDOT), the Utah Trasit Authority (UTA) ad several statewide metropolita plaig orgaizatios, icludig the Wasatch Frot Regioal Coucil. The primary tool of the study was the household travel diary survey which was supplemeted by additioal surveys icludig the Log Distace Survey, the College Travel Diary, Bike/Pedestria Debrief Survey, the Bike/Pedestria Barriers Survey, the attitude Debrief survey, ad the Residetial Choice Stated Prefereces Survey. The study measured trips for all modes ad all purposes (ot just commutig to work trips) ad thereby paits a clearer picture of curret trasportatio habits beyod the traditioal ACS data. Household Travel Diary As Figure 2.8 shows, the walkig ad bicyclig mode share of the area i the Utah Travel Study that cotais Riverto, as well as Bluffdale ad Draper west of I-15, is equal to the ACS data for bicyclig trips (about 0.1%) but about three times greater for walkig trips. Compared to the Wasatch Frot Regioal Coucil area (Salt Lake, Tooele, Davis, Morga, Weber, ad Box Elder couties) ad Utah as a whole, trips take o foot ad by bike are lower tha the regioal ad state averages. These umbers idicate a eed for wider implemetatio of walkig ad bicyclig ifrastructure ad programmig to ecourage Riverto residets, employees, ad visitors to utilize active trasportatio more frequetly. 32 Barriers to Bicycle ad Pedestria Coectivity Both Bagerter Highway ad Moutaiview Corridor represet sizable barriers to bicycle ad pedestria coectivity. Moutaiview Corridor does possess bike laes ad a wide sidewalk that cotribute to orthsouth coectivity ad help coect wester Riverto to the Daybreak TRAX statio, however, there are few existig east-west opportuities to cross Moutaiview Corridor presetly. Citywide Barriers Caals Although Riverto s four caals preset opportuities as trail corridors, they pose sigificat challeges to east-west coectivity. The South Jorda Caal, Utah ad Salt Lake Caal, Distributio Caal, Welby-Jacob Caal ru orth-south through Riverto. Oly six of Riverto s local streets iclude crossig over caals. Most streets ru parallel to caals with residetial lots backig up to the caals or dead ed ito the caals with a cul-de-sac. The resultig street etwork creates a situatio where it is very difficult to travel east or west through the City without utilizig the high-speed, high-volume arterial streets. Street Network East-west arterial streets i Riverto vary from three to five laes ad traffic volumes rage from 6,000 AADT to 27,000 AADT. Due to the lack of cotiuous local streets, these roads preset some of the oly optios for movig bicyclists or pedestrias across the City i east or west directios. Arterial streets also complicate the viability of utilizig the city s caals as trail corridors. Shallow caal box culverts offer little opportuity for pedestria udercrossigs. Due to the umber of laes ad higher traffic speeds, pedestria hybrid beacos or full sigals may be ecessary at these locatios to facilitate crossig of these arterials by trail users. Offset itersectios where local streets meet arterial streets are commo throughout Riverto. These scearios preset challeges whe tryig to route users alog these lower-stress corridors. 34 Bikeway Opportuities, Gaps, ad Needs Spot gaps: Spot gaps refer to poit-specific locatios lackig dedicated bicycle facilities or other treatmets to accommodate safe ad comfortable bicycle travel. Spot gaps primarily iclude itersectios ad other vehicle ad bicycle coflict areas posig challeges for riders. Examples iclude bike laes o a major street edig suddely to make way for right tur laes at itersectios, or a lack of itersectio crossig treatmets for bicyclists as they cross a major street. Lieal gaps: Liear gaps are lik segmets o a clearly defied ad otherwise wellcoected bikeway or coect high-value destiatios to existig active trasportatio facilities. System gaps Larger geographic areas (e.g., a eighborhood or busiess district) where few or o bikeways exist are idetified as system gaps. 47 Riverto Active Trasportatio Backboe Network The Riverto Active Trasportatio Pla cosists of a variety of o- ad off-street facilities, however, the ultimate success of the proposed system higes o the ability for this pla to overcome may of the barriers to coectivity that exist i the form of highways, caals, ad arterial streets. The pla has idetified four key backboe etworks that i cocert, seek to establish coectivity betwee Riverto eighborhoods, schools, parks, ad commercial ceters. Caal Trails Caal corridors i Riverto have the potetial to provide low-stress orth-south routes withi easy reach of most areas of the city. Although, the Utah ad Salt Lake Caal Compay is the oly caal compay that has agreed to allow trail developmet, Riverto ad Salt Lake Couty should cotiue discussios to seek trail access with all caal compaies. Public trails i caal corridors offer several potetial beefits to caal compaies icludig: Liability due to public use ca be carried by the City istead of the caal compay Potetial reduced dumpig or other vadalism due to more eyes o the caal Trails ca be built to stadards to support maiteace vehicles improvig access ad ease of maiteace for caal compaies Caal trail costructio projects may provide opportuities for cost share or other improvemets FIGURE 3.1 RIVERTON ACTIVE TRANSPORTATION BACKBONE NETWORK FIGURE S NEIGHBORHOOD BYWAY FIGURE 3.2 UTAH AND SALT LAKE CANAL CORRIDOR 41

Neighborhood Byway Corridors Neighborhood byways, (also sometimes referred to as bicycle boulevards) offer low stress coectios for people walkig ad ridig bicycles by focusig travel o streets most residets already fid comfortable. I Riverto, may of these cadidate corridors ca be foud alog low-volume, local streets such as those the back up to caals. By likig these local streets with shared use path facilities, these corridors ca fuctio as effective cross-tow bicycle ad pedestria routes. Acquisitio of property or easemets may be ecessary to achieve some corridor aligmets. Riverto City should develop a ivetory of critical acquisitio areas eeded to facilitate coectios betwee potetial eighborhood byways. Followig this step, the City could iitiate discussios with property owers to gauge iterest i acquisitio egotiatios. Agreemets with caal compaies to develop bicycle/pedestria crossigs may also be ecessary to implemet some eighborhood byway corridors. Trails i Riparia Corridors Riverto possesses two creek corridors that have trail potetial i additio to the completed Jorda River Trail. These iclude Midas Creek o the orth side of the City ad Rose Creek o the south side. I particular, Rose Creek has bee idetified as a regioal trail corridor by the Salt Lake Couty East- West Trails Study. These corridors offer a low-stress eviromet for bicyclig ad walkig separated from traffic. Roadway crossigs ad private property pose obstacles to implemetatio i some areas but both corridors have existig segmets of trail i place. Future efforts should focus o expadig ad likig built segmets of trail. FIGURE S NEIGHBORHOOD BYWAY 42 FIGURE 3.4 MIDAS CREEK TRAIL CORRIDOR

Improved Bikeways o East-West Arterial Streets The existig coditios chapters discussed the challeges Riverto faces with regards to street coectivity, particularly i east-west directios. This lack of street coectivity has grow out of various factors icludig the presece of caals, developmet patters, ad eighborhoods boud by arterial streets. Arterials such as S, S (UT 71), ad S represet the oly east-west streets that traverse the etire City. For this reaso, bikeway accommodatios alog these streets is critically importat to providig east-west coectivity. FIGURE S EXISTING BIKE LANE 43

Asphalt ad cocrete are the most commo surfaces for shared use paths. Crushed fies or other atural surfaces are permissible if they meet ADA requiremets though they may deter certai types of users ad preset challeges i terms of durability, maiteace ad skid resistace. Example: Existig Jorda River Parkway Trail Sidepaths Shared use paths alog roadways, also called sidepaths, are a type of path that ru adjacet to a street. Because of operatioal cocers it is geerally preferable to place paths withi idepedet rights-of-way away from roadways. However, there are situatios where existig roads provide the oly corridors available. Alog roadways, these facilities create a situatio where a portio of the bicycle traffic rides agaist the ormal flow of motor vehicle traffic ad ca result i wrog-way ridig where bicyclists eter or leave the path. The AASHTO Guide for the Developmet of Bicycle Facilities cautios practitioers of the use of twoway sidepaths o urba or suburba streets with may driveways ad street crossigs. 53 Shared Use Path Corridors A umber of corridors throughout Riverto possess potetial for shared use path developmet. These iclude caal corridors, powerlie or utility corridors, ad riparia corridors. Caal Corridors Riverto possesses a umber of caals that ru orth ad south through the city ad coect Riverto to Bluffdale ad West Jorda. These caals iclude: The South Jorda Caal Utah ad Salt Lake Caal Distributio Caal Welby-Jacob Caal Although curretly siged as o trespassig, may of these caals already fuctio as popular social trails ad provide residets with a lowstress route for trasportatio or recreatio. These agreemets are icluded i Appedix B. Oe particular term icludes that trails must be costructed o the opposite bak from the maiteace road. This substatially icreases costs associated with trail costructio ad elimiates the potetial for shared maiteace of the caal maiteace road. Caal compaies ca beefit from shared or limited maiteace of caal access roads i exchage for o-motorized public use of the corridor. Public trails i caal corridors offers several potetial beefits to caal compaies: Potetial reduced dumpig or other vadalism Would-be vadals or dumpers would ru a icreased risk of beig see with a developed trail versus the status quo City Parks departmets ca perform maiteace icludig weed abatemet ad mowig Caal trail costructio projects may provide opportuities for cost share or other improvemets to caal fuctio Trails ca be built to a stadard to support maiteace vehicles improvig access ad ease of maiteace for caal compaies Iterpretive sigage detailig the history of the caals ad the importace to the commuity could foster stewardship of caals ad a greater appreciatio for their role i shapig historic developmet FIGURE 3.9 PROVO RESERVOIR CANAL CORRIDOR Street crossigs are geerally limited with few local streets developed across Riverto s caals. 54 Utility Corridors Powerlie corridors such as the Utah Power ad Light Compay preset opportuities for trail developmet as well. Herrima has developed a etwork of trails below the existig high tesio powerlies ad Riverto may have a similar opportuity i the future. Curretly much of the lad beeath the Utah Power ad Light Co. corridor is either udeveloped or uderutilized. If ad whe this developmet occurs, Riverto City should seek to work with developers to esure trails are proposed withi these powerlie easemets. Riparia Corridors Riparia corridors such as the Jorda River Trail, Midas Creek ad Rose Creek also preset opportuities for trail developmet. The Jorda River Trail is complete through Riverto City. Work is curretly uderway i the South Jorda to coect to Riverto s segmet of the Jorda River Trail. Midas Creek has multiple segmets of trail developed alog the orther edge of the city. Other utility corridors such as the Salt Lake Couty Water Coservatio District water lie also preset opportuity for trail developmet. Riverto should work with the water coservatio district to determie the specific parameters for developig trails i their ROW. 56 O-Street Bikeway Recommedatios This sectio outlies potetial o-street bikeways that will better coect Riverto s existig facilities ad destiatios. These recommedatios are iteded to ecourage active livig by residets ad visitors alike while accommodatig a variety of ability levels with particular emphasis o makig the bikeway etwork more comfortable ad accessible to a wider rage of Riverto residets. The Need for Low-Stress Bicycle Facilities Ifrastructure improvemets are oe primary way to icrease the umber of people bicyclig i Riverto. The public survey coducted as part of the Riverto Active Trasportatio pla demostrated that certai aspects of Riverto s trasportatio ifrastructure are keepig residets from bikig ad walkig more ofte. Retrofittig Existig Streets for O-Street Bikeways May streets i Riverto could beefit from the implemetatio of ostreet bikeways. Although opportuities to add o-street bikeways through roadway wideig may exist i some locatios, may major streets have physical ad other costraits that would require street retrofit measures withi existig curb-to-curb widths. As a result, much of the guidace provided i this sectio focuses o effectively reallocatig existig street space through stripig modificatios. Ideally, bike space ca be provided without reducig roadway or parkig capacity, however it is ofte ecessary to balace the eeds of multiple roadway users. Three mai strategies have bee proposed to accommodate bikeways o Riverto streets. Roadway Wideig: I the absece of curb ad gutter, shoulder wideig presets a viable optio for icorporatig dedicated bikeways ito a existig street FIGURE 3.12 TOP THREE SURVEY RESPONSES FOR NOT WALKING OR BICYCLING MORE Additioally, low stress bikeways appeal to broader user types tha covetioal bikeways. Lower Lae Narrowig: May streets throughout Riverto have travel laes that are wider tha those prescribed i atioal roadway desig stadards. Most stadards allow for the use of 11 travel laes Parkig Reductio: Bike laes ca replace oe or more o-street parkig laes o streets where excess parkig exists (such as i large off-street lots), where parkig is uderutilized, or where the importace of bike laes outweighs parkig eeds. For example, parkig may be eeded o oly oe side of a street to meet demad. Elimiatig or reducig o-street parkig also improves sight distace for bicyclists i bike laes ad for motorists o approachig side streets ad driveways. I Riverto, parkig reductio has predomiatly bee recommeded whe parkig demad is low or o-existet 50

O-Street Bikeway Ifrastructure Classificatios Bicycle facilities vary from bicycle routes desigated by sigage or shared lae markigs to protected bike laes buffered with curbs, flexible posts or o-street parkig. The proposed o-street bikeway etwork i Riverto cosists of a variety of ifrastructure improvemets icludig: Neighborhood Byways Bicycle Laes Buffered Bicycle Laes Protected Bike Laes More iformatio about specific facility desig guidace for o-street bikeways ca be foud i Appedix A. 51

Bicycle Laes: Covetioal bike laes desigate a exclusive space for bicyclists through the use of pavemet markigs ad sigage. Bike laes are adjacet to motor vehicle traffic ad usually located o the right side of the street, betwee the travel lae ad curb, road edge or parkig lae. Bike laes should be wider o higher speed arterials to icrease the space betwee passig vehicles ad bicyclists. Example: Proposed S Bike Lae Buffered Bicycle Laes: Buffered bike laes are covetioal bike laes with a desigated buffer space that separates the bicyclist from adjacet motor vehicle traffic. This treatmet is appropriate for bike laes o roadways with high motor vehicle traffic volumes ad speed; however, this treatmet may be appropriate wherever sufficiet road space exists. FIGURE 3.13 TYPICAL BICYCLE LANE Example: Proposed S Buffered Bike Lae Protected Bike Lae: Protected bike laes are o-street facilities that combie the user experiece of a separated path with a covetioal bike lae. The bike lae is physically separated from motor vehicle traffic ad distict from the sidewalk. Protected bike laes should be places alog streets with log blocks ad few driveways. Cosiderig bicycle ad pedestria iteractios at trasit stops is also importat. FIGURE 3.14 TYPICAL BUFFERED BICYCLE LANE Examples: Proposed S Protected Bike Lae 52 FIGURE 3.15 TYPICAL PROTECTED BIKE LANE

Neighborhood Byways: Neighborhood byways (also kow as Neighborhood Byways) are lowvolume, low-speed streets specifically desig to optimize bicycle ad pedestria travel. Typical features iclude wayfidig sigage, pavemet markigs, low speeds ad volumes. Critical compoets to Neighborhood Byways are safe ad comfortable crossigs of major streets. If street speeds or volumes are too high, traffic calmig or diversio may be employed. These treatmets discourage through-trips by o-local motorized traffic ad improve coectivity to key destiatios for bicyclists ad pedestrias. Sigs are pavemet markigs are the miimum treatmets ecessary to desigate a street as a eighborhood byway. Example: Proposed S eighborhood byway Neighborhood Byway Implemetatio Neighborhood byways represet oe of the key strategies recommeded by the Riverto Active Trasportatio Pla to improve east-west coectivity. Low speed, low volume streets appeal to a broad rage of users ad ca serve safe routes to school goals, pedestrias, ad people o bicycles. Neighborhood byways also offer a umber of beefits to cities, eighborhoods, ad users. Neighborhood Beefits Ehaced Property Values Neighborhood byways create calmer traffic coditios ad have bee show to have a positive impact o property values4f3f2f3 Safe Routes to School FIGURE 3.16 TYPICAL NEIGHBORHOOD BYWAY Some Riverto school boudaries follow existig caal corridors but others, particularly Oquirrh Hills ad Riverto High School, have boudaries that cross caals. Developig ew bicycle ad pedestria accesses across caals i these areas could sigificatly reduce travel distaces for studets i these areas. Proposed quiet street sigal ad crossig improvemets of major streets could also improve safe routes to school for Riverto studets User Beefits There are umerous beefits to the use of eighborhood byways. Accommodates all ages ad abilities Neighborhood byways appeal to users of all ages ad abilities ad has beefits for both bicyclists ad pedestrias 3 Rice, E., Valuig Bike Boulevards i Portlad Through Hedoic Regressio, USP 570 Aalytical Term Paper 53

Less frequet passig of bicyclists Whe traffic speeds ad volumes are low, bicyclists are passed less frequetly icreasig comfort for people o bicycles Implemetatio Cosideratios Local streets are the primary road classificatio alog which to route eighborhood byways, however, oe of Riverto s existig local streets provide cotiuous coectivity from east to west across the city. Arterial streets ad caals have fragmeted the local street system ito isolated etworks. This keeps traffic volumes relatively low which allows most streets to coform with eighborhood byway traffic volume guidelies of uder 3,000 vehicles per day (1,500 preferred). Itersectio Improvemets Itersectio improvemets ecessary to establish eighborhood byways i Riverto are eeded to help bicyclists ad pedestrias cross busy arterial streets ad to avigate off-set itersectios. Sigals or beacos such as full traffic sigals, hybrid beacos or toucas ca help bicyclists ad pedestrias cross major streets. Offset itersectios also preset challeges, particularly for bicyclists. The treatmets below offer a umber of strategies for addressig this situatio. I order to establish viable east-west eighborhood byway corridors, coectivity across arterial streets ad caals must be established. These improvemets fall ito two categories: Itersectio Improvemets Caal / access improvemets FIGURE 3.17 SALT LAKE CITY'S 600 E NEIGHBORHOOD BYWAY INCLUDES TOUCAN SIGNALS TO IMPROVE CROSSINGS OF BUSY STREETS FIGURE 3.18 OFFSET INTERSECTION TREATMENTS 54

Caal / Access Improvemets I order to establish a eighborhood byway system, bicycle ad pedestria coectios likig local streets across Riverto s caals will be ecessary. I may cases, easemets may eed to be purchased to gai access to caal corridor. Alteratively, the City could seek to purchase etire lots, formalize ad easemet ad pedestria coectio, ad re-sell the home. Agreemets for bridges or culverts with the caal compay would also be required to facilitate coectivity across the caal. Riverto City should seek to maitai a dialogue with property owers alog these caal corridors i order to be imble ad opportuistic i the acquirig of these easemets. Flexible Implemetatio The Riverto Active Trasportatio Pla illustrates two primary eighborhood byways that ru east ad west through the city. Specific routes have bee idetified i the Pla, however multiple routig alteratives exist. I geeral, implemetatio of the eighborhood byway etwork will require the flexibility to adjust proposed routes to work with willig ladowers to acquire easemets coectig local street etworks across caals. Directess for east-west travel ad coectivity to local destiatios should also be cosidered i the fial eighborhood byway aligmet but opportuistic acquisitio will likely drive the ultimate implemetatio. 74 Chapter 4: Program Recommedatios Recommeded Programs Improvemets to ad cotiued support of educatio, ecouragemet, eforcemet, ad evaluatio strategies are critical to icreasig the umber of bicycle ad pedestria trips ad safety. These programs ca esure that more residets kow about ew ad improved facilities, lear the skills they eed to itegrate bicyclig ad walkig ito their activities, ad receive positive reiforcemet about itegratig these activities ito their daily lives. I essece, the ew ad ehaced programs market the idea of bicyclig ad walkig to local residets ad esure a shift to bicyclig ad walkig as a trasportatio optio. The followig sectio presets program ad policy recommedatios iteded to support bicyclig ad walkig i Riverto. Educatio Equally as importat as providig bicycle ad pedestria ifrastructure is esurig that users are aware of bicycle ad pedestria law, are competet bicyclists ad kow how to use the various bicycle ad pedestria facilities they will ecouter i the real world. This sectio presets recommeded bicycle, pedestria, ad motorist educatio programs. Educatio ad Awareess Campaigs A educatio/awareess campaig ca be as large or small as ecessary to fit the time costraits of the implemetig staff, budget resources, ad desired objectives. Campaigs ca iclude everythig from Public Service Aoucemets (PSAs) o local media outlets, billboards, ad bus wraps, to fliers aroud the commuity, iteractive booths at farmer s markets ad aoucemets or otices through the schools. Campaigs ca focus o: Bike safety Pedestria educatio Driver awareess of bicyclists/pedestrias Rules of the road Safe Routes to School (SRTS) Health beefits of active trasportatio Sharig the road Idetifyig as a bicyclist/pedestria Messagig withi a campaig should be cocise ad clear. Some examples iclude a SRTS focused campaig i the City of Pasadea, CA, where they used PSA s with simple messages: We make time to drive 25 ad We make time to brake for kids. Aother approach could be to do a I am a bicyclist campaig to idetify the rage of people that use bicycles ad to ormalize the use of bicycles i every-day errads. Everyoe is a pedestria at some poit of their day, yet few people would idetify themselves as a pedestria. Callig attetio to this fact could be the basis of a pedestria focused campaig. Resposible Etity: Parks ad Public Works Educatioal Courses Educatioal courses are the corerstoe of a educatio program. Like educatio ad awareess campaigs, educatioal courses should be selected for the appropriate audiece ad kowledge gap. Types of courses to be cosidered: Bicyclist ad pedestria courses for studets I-class studet educatio curriculum for SRTS 68

Bicyclist ad pedestria courses for adults Bike Festivals Drivers educatio traiig Ticket diversio program for drivers ad bicyclists Wome-oly program focused o educatio ad support There are may resources already available olie for a wide variety of courses through the League of America Bicyclists, SRTS Natioal Partership ad SRTS Natioal Ceter. Youth bicycle educatio or Bike Rodeos could icorporate pedestria compoets ad a simulated streetscape for studets to practice their skills i a safe, off-street settig. A wome-oly program could iclude educatio before a ride, ad example is the wome-oly Mother s Day Ride I Columbia, MO. Bike rides ope to the commuity such as Critical Mass ride or a youth focused ride called Kidical Mass Witer bike evets ad celebratios Resposible Departmet: Parks ad Recreatio Create Maps Creatig maps are a great resource to create awareess ad to ecourage people to utiliz available facilities. I additio to the maps that are already available, cosider creatig additioal maps, such as: City-wide bicycle map Suggested walkig ad bikig to school maps, utilizig SNAP maps as a base ( Bikeway maps by level of bicyclist comfort Resposible Etity: Parks ad Salt Lake Couty FIGURE 4.1 EXAMPLE EDUCATION COURSE Bicycle Ambassadors Program Ecouragemet Bike/Walk Focused Commuity Evets Creatig ad hostig commuity-wide evets that are focused o celebratig bicyclig ad walkig is key i creatig awareess ad icreasig bicyclig ad walkig withi Riverto. 76 SRTS Activities Ecouragig more bicyclig ad walkig to schools ca be achieved through may of the recommeded programs i this pla. I additio to the recommedatios already listed, below are more ideas for implemetig Safe Routes to School activities. Potetial SRTS activities could iclude: Create awareess of SRTS at back to school ights Traffic Citatio Diversio Classes Other tha oe-time drivers educatio courses, there are few formal opportuities for motorists ad/or bicyclists to lear the legal rights ad resposibilities specific to bicyclig ad walkig. The cities ad couty should work with local parters o traffic citatio diversio classes so that road users (pedestrias, bicyclists, ad/or motorists) who commit offeses kow to edager pedestrias ad bicyclists ca, at the discretio of the officer, be ivited to take a safety ad diversio class i lieu of payig fies. School assemblies Host Walk ad Roll to School evets SRTS related cotests such as poster cotests or which classroom had the most bicycle/walk to school Create Walkig School Buses ad Bicycle Trais Resposible Etity: Uified Police Departmet Evaluatio Develop Aual Cout Program Create a Caught Beig Good eforcemet program where those who wear bicycle helmets or look both ways before crossig are ticketed with a prize. UDOT s Safe Routes to School program page, SNAP (Studet Neighborhood Access Program) icludes a variety of iformatio for parets, studets, ad admiistrators. More iformatio ca be foud at: Resposible Etity: Jorda School District Eforcemet Police Traiig Oe way to determie success at icreasig bicyclig ad walkig rates ad associated safety, is to establish a aual data collectio program. Trail couters should be istalled alog key off-street trail segmets throughout the corridor to provide reliable ad simple collectio of user couts. I additio, traffic sigals with the capability to cout bicyclists ad pedestrias should also be specified as sigals throughout the regio are istalled or upgraded. This will provide Riverto ad Salt Lake Couty with iformatio about the growth of bicyclig/pedestria rates ad the efficacy of ew ifrastructure ad programs. Resposible Etity: Riverto Public Works ad Salt Lake Couty Stregtheig bicyclig ad walkig iformatio i police educatio courses or traiig ca help local police officers ad sheriffs improve public safety ad eforce existig laws more effectively. 77 Road Respect Commuity Desigatio Apply to become a Road Respect Commuity through the Utah Departmet of Trasportatio s (UDOT) Road Respect Commuity Program. With a successful applicatio, Riverto- could demostrate a commitmet to cyclig ad potetially gai support from UDOT for bicycle related plaig ad program efforts. Resposible Etity: Riverto Public Works Periodic Report Periodic reports should iclude relevat bicyclig ad pedestria metrics (cout results, ew bikeway/greeway/sidewalk facility miles, major completed projects, bicycle ad pedestria-ivolved crashes, umber of orgaized evets) ad may also iclude iformatio o user satisfactio, public perceptio of safety, or other relevat qualitative data that has bee collected. Cumulative bikeway, trail, ad sidewalk mileage should be show to demostrate log-term progress i improvig ifrastructure. Crash data should also be compiled aually as part of this effort to highlight improvemets that have icreased safety ad to moitor developig treds. Though this ca take may forms ad be as simple or complex as desired, here s a example of a periodic report from Billigs, Motaa. lligscsbechmarkrprt_ _final.pdf Paret Survey SRTS Paret surveys help Safe Routes to School programs stay i touch with parets ad uderstad their cocers ad perceptios of walkig ad bicyclig. Because they collect iformatio about trasportatio mode choice ad how far from school the family lives, they provide valuable isight ito the potetial for shiftig to active or shared modes of trasportatio. The Natioal Ceter for SRTS paret survey is a established survey form ad methodology. Results ca be set or etered ito the Data Collectio System, which geerates reports by school ad program-wide, comparig amog time periods. More iformatio ca be foud at: Resposible Etity: Jorda School District Had Tallies SRTS Studet had tallies are a quick ad effective way of gatherig data about studets trasportatio mode for a Safe Routes to School program. Had tallies are ofte required for Safe Routes to School (SRTS) fudig. Teachers, program staff, ad/or voluteers simply go to classrooms at participatig schools ad ask studets how they get to/from school. Had tallies are cosidered the most accurate method of collectig iformatio about the school commute. The Natioal Ceter for SRTS has developed a stadard tally sheet for use. Geeral iformatio provided icludes: Project Name: Name of proposed project Limit 1: Edpoit of liear projects Facility Costs Active trasportatio facilities ca vary cosiderably i cost. The plaig level costs show i Table 5.1 provide a middle of the road estimate. For example, providig a bike lae o a street could be a simple as addig a sigle white lie ad periodic stecilig if the outside travel lae is wide eough. Streets that eed complete restripig to accommodate a bike lae would be cosiderably more, while streets that are already beig resurfaced would reduce the margial cost of the bike lae to a egligible percetage of the project. Similarly, spot improvemets ca vary i complexity ad quality depedig o the idividual site coditios. Limit 2: Opposig edpoit of liear recommedatios Descriptio: Geeral implemetatio cosideratios such as removal of parkig or property acquisitio Legth: Ceterlie miles of recommeded liear facilities (bike laes, shared use paths, etc) Regioal Network: Specifies whether a proposed project has bee idetified by a regioal pla or etity such as UCATS, WFRC Priority Bike Network, or UDOT Regio Bicycle Plas.
