2 US 9 ESTRIA AD BICYCLE SAFE ACCESS TO TRASIT CORRIDOR STUDY Introduction The initial data collection and evaluation tasks of the US 9 Pedestrian and Bicycle Safe Access to Transit Corridor Study focused on the location and frequency of pedestrian and bicycle crashes within the corridor study area that includes adjacent roadways and intersections within a one mile buffer of US 9. After completing the initial data evaluation and analysis it was determined that further study was needed to better understand the causes and conditions of pedestrian and bicycle crashes along US 9, this understanding could then allow for better focused crash mitigating efforts. The detailed analysis included a closer look at the pedestrian and bicycle crashes that occurred along US 9 between 2 and 24. Crash reports of the pedestrian and bicycle crashes that occurred along US 9 were reviewed in detail and pedestrian and bicycle crash diagrams, depicting the location, action/movement, and direction of travel for involved parties were created for the entire corridor. The crashes described on each page of the attached exhibit have been assigned an identification number that references the data tables below the diagrams. The crash diagram exhibit begin in the southern portion of the study corridor and continues north to the northern extent of the study area. Roadway segments that did not have any recorded pedestrian and bicycle crashes were omitted from the crash diagram exhibit. This report provides a summary of some of the contributing crash factors, as derived from the crash reports, and an overview of some key takeaways and considerations based on the data from the pedestrian and bicycle crash diagrams.

6 US 9 ESTRIA AD BICYCLE SAFE ACCESS TO TRASIT CORRIDOR STUDY Key Observations A majority of the pedestrian and bicycle crashes (59.9%) along the corridor occurred at side streets or driveways. These crashes tended to cause less severe injury, presumably due to the lower vehicular speeds at these locations. During daytime hours the primary contributing cause of pedestrian and bicycle crashes was vehicles failing to yield the right of way (35.7%). All of the fatal pedestrian and bicycle crashes involved crossing US 9; 7% of these occurred during the night. All of the bicycle crashes involving bicycles traveling north south along US 9 involved the bicyclists traveling on the sidewalk. The roadway segments (S. of 7 th Ave to. of 84 th Ave ) on of the crash diagram contains the highest concentration of pedestrian and bicycle crashes along the corridor; nearly a quarter (23.5%) of all of the pedestrian and bicycle crashes along US 9 happened within this 6, foot stretch of roadway. Suggestions for Further Evaluation Consider exploring strategies aimed at increasing the driver s visibility of pedestrians and bicyclists at signalized intersections; specifically, consider evaluating intersection lighting levels. Consider exploring strategies aimed at increasing the visibility and awareness of pedestrians and bicyclists at driveways and side street crossings. o Ensure adequate sight lines are available for drivers. o Educate and encourage drivers, pedestrians, and bicyclists to be aware of each other s presence and exercise caution when approaching US 9 from side streets and driveways. Consider strategies aimed at increasing pedestrian and bicyclist compliance at marked crossing locations, this could include increased education and enforcement along with an evaluation of existing marked crossing to identify potential enhancements to increase the comfort and attractiveness of the crossings. Consider assessing bus stop locations, and understand how they directly influence pedestrian and bicyclist crossing behavior. A desire should be to position bus stops as close as possible to marked crossings to encourage better crosswalk compliance from boarding and alighting riders. 5
