Sadwiched i betwee the Beijig summer Olympic Games of August 2008 ad the Vacouver witer Olympic Games i early 2010, 2009 offered a opportuity to implemet uprecedeted strategic goals for the orgaizatio ad for our valued costituecies. Takig effect o Jauary 1, 2009, USADA implemeted its Game Pla 2012, the agecy s four-year strategic pla developed by the Board ad staff i 2008 ad the corerstoe of USADA s efforts through This was our ith year ad we were focused with laser-sharp purpose ad determiatio o the goals of the Game Pla We reaffirmed our foudatio ad advaced our positio as the gold stadard i ati-dopig testig, results maagemet, research, ad educatio. Also i 2009, with the partership ad support of several other sport orgaizatios, such as MLB, NFL, the USOC, NHL, ad NBA, USADA lauched a groudbreakig iitiative, to give voice to cosumers, ad i particular our athletes, regardig the issue of dagerous drugs camouflaged as over-the-couter dietary supplemets. Supplemet Safety Now was developed to urge Cogress to establish a regulatory framework esurig all supplemets sold over-the-couter, i retail stores ad olie, are safe ad effective, as well as free of cotamiatio, ad that the federal agecies regulatig this idustry have the tools to effectively protect cosumers health. The Olympic Divisio staff is resposible for implemetig the testig program ad fulfillig all elemets of cliet cotracts, followig the WADA Code ad Iteratioal Stadards, as well as recogized global Best Practices, the USOC Ati-Dopig Policies, ad the USADA Protocol for Olympic ad Paralympic Movemet Testig. The Olympic Divisio is broke up ito two sectios Sportfolio Teams ad Olympic Educatio - which together are dedicated to esurig seamless maagemet of USADA s Registered Testig Pool (RTP), test distributio pla, ad athlete educatio programs. Sportfolio Teams The Sportfolio teams are resposible for the operatio of USADA s testig program, icludig both I-Competitio ad Out-of-Competitio testig. Teams focus o specific groups of sports, with the resposibility of esurig that all elemets of the test distributio pla are executed. Those o the Sportfolio Teams also act as liaiso betwee USADA ad the Natioal Goverig Bodies (NGB) to esure that the USADA RTP is updated, I-Competitio tests are coducted at specified evets, ad to direct ivaluable sharig ad commuicatio of pertiet iformatio betwee orgaizatios. Throughout the year, Sportfolio Staff -- as the mai commuicators to the athletes i the USADA RTP -- field critical questios o USADA policies ad processes such as the USADA Olie Accout ad Whereabouts Filigs, as well as reachig out through direct cotact regardig key deadlies ad aoucemets. Vacouver Olympic Games Testig I the Fall of 2009, the Sportfolio Teams put i place a comprehesive program to esure that all U.S. athletes participatig i the 2010 Vacouver Witer Olympics were tested withi 150 days of the start of the games. I order to accomplish this work, the Sportfolio Teams worked closely with USADA s results maagemet team, the laboratories, the NGBs, ad the USOC to have all samples collected ad results reported i a timely fashio. This was highly successful, eve icludig athletes who were added to the team withi close proximity to the Opeig of the Games. I 2009, DRO received 37,636 searches ad Global DRO received 20,259 queries for a total of 57,895. Foud at Global DRO is distict from USADA s previous Drug Referece Olie (DRO) service i that: 1. The maagemet of the uderlyig igrediet data has bee streamlied to make updatig brad iformatio faster ad more accurate. 2. Global DRO icludes brad data from the USA, Caada, ad the Uited Kigdom, a sigificat beefit to U.S. athletes who would be competig i the 2010 Witer Olympic ad Paralympic Games i Vacouver. The Drug Referece Lie staff cotiued to field phoe calls from athletes, coaches, parets, ad medical persoel o specific drug ad substace questios. I 2009, there were 1,851 direct calls to the Drug Referece Lie (ot icludig outgoig calls to athletes from the Drug Referece Lie staff or icomig calls trasferred to the Drug Referece Lie from withi USADA). Athletes used the Drug Referece Lie primarily for questios o specific medicatios ad the medical exemptios processes, but the safety ad beefits of dietary supplemets was also a very commo topic. The Drug Referece departmet respoded to this demad by iitiatig i 2009 the developmet of a olie dietary supplemet resource ceter to empower athletes to be iformed cosumers o the topic, scheduled to lauch i Improvemets were also made i the Therapeutic Use Exemptio (TUE) ad the Declaratio of Use processes. Both processes were simplified ad outlied o the USADA website. The ew iteractive features of the process descriptios allow athletes to more easily uderstad the TUE ad Declaratio of Use processes, ad dowload the appropriate forms (if eeded). Also i 2009, USADA worked with other atioal ati-dopig orgaizatios to sig o as users of the Simo database. The custom database, developed by USADA, has proved to be a ivaluable dayto-day operatioal tool.
