Consideration and Adoption of the Annual Report and audited Balance Sheets for the period 1 January 2011 to 31 December 2011 M. Murphy (Director State Administration) Annual report as distributed J. Hahn (Director Finance) introduced Sharvek Naidu of KPMG to review the audited Balance sheets. S. Naidu spoke to the Annual Report, highlighting key information in the Profit and Loss, Balance Sheet, Statement of Cash Flow, Changes in Equity and invited delegates to review the notes for further elaboration. No issues to note on controls. Board and management quite open and transparent. In conclusion, he stated that NNSW is in a safe, healthy financial position. Page 4 of 25

9 ANNE CLARK SERVICE AWARD COMMITTEE REPORT MINUTES OF ANNE CLARK SERIVCE AWARD PANEL HELD ON FRIDAY 12 OCTOBER 2012 AT VINEYARD NSW. PRESENT: JEAN PEARE, LYN BURGESS, BEV DEW, CAROL BAITON, LYNN QUINN. Jean Peare opened the meeting at am. and welcomed the ladies to her home, thanked them for their attendance. The first item of business was the election of a Convenor. Jean indicated that she would not be prepared to continue in this role. Bev Dew nominated Lynn Quinn seconded Carol Baiton. Lynn thanked the Panel for their nomination and thanked Jean for the many years she had given to the Committee/Panel. She has always lead by example, her integrity, generosity of time and knowledge of netball and faith in people a very hard act to follow. A short discussion was held by the Panel regarding the criteria for the award and agreed that the original intent was that a receipt ant be one who has given service to their district without expectation of reward or acknowledgement. Nine nominations had been received for consideration. All were correct with appropriate signatures and photographs. Each nomination was carefully considered by the Panel and unanimous agreement was reached on the following five nominees. Vivienne Bertenshaw Marie Caddies Helen Dean Susan Denman Ernita McGrath. (xxv) Appeal by a District in relation to a decision by Netball NSW preventing a player from playing permanently in a higher graded team. OUTCOMES REGION 1 STATE LEAGUE COMPETITIONS: 2. All six (6) appeals were dismissed. 3. A statement of reasons was provided to one District. STATE CHAMPIONSHIPS 4. In relation to the seven (7) appeals lodged in respect for the State Championships two (2) appeals were upheld and five (5) were dismissed. 5. A statement of reasons was provided to five Districts. STATE AGE CHAMPIONSHIPS 6. The appeals lodged by Districts related to grading of teams in various Divisions of the Two (2) appeals were upheld and eight (8) were dismissed. NIGHT INTER-DISTRICT COMPETITION 7. One appeal was lodged and it was dismissed. 8. The appeal by the District was dismissed. It was deemed that Netball NSW had interpreted the rules correctly. GENERAL In the year under review R Watson chaired the appeal for State League and the State Championships and C Murphy was the Chair for State Age, Night Inter District and the District appeal. All appeals for the year under review were heard under the approved procedures. Personal representation to present individual cases where hearings were held was offered. In the main districts located outside Region 1 elected to have their appeal(s) heard on the written evidence submitted. Page 11 of 25

16 BENCH OPERATING PANEL Bench Officials Panel 2012: Members: Lynn Quinn, Yvonne Richardson & Lyn Bonnett. The Bench Officials Panel (BOP) held 5 meetings in 2012 At these meeting the Bench Officials Panel plan and coordinate mentor programs for Timers and Scores to ensure everyone are well educated and feel comfortable to move up to the next Level of Officiating. Bench Officials panel created and supported a mentoring program to those that wished to move forward. State League 1 8 was utilised. Bench Officials Panel provided 6 Bench Officials workshops in Bench Officials Panel provided mentor support for those that applied to move to the next National accredited Level of Timing and Scoring. BOP assists with allocations of ANZ Championships Bench Officials 2012 Bench Officials Panel successfully accredited: 3 National Bench Managers, 15 State Level Bench Officials, 2 National Level Bench Officials Page 16 of 25

17 GRADING PANEL 2012 GRADING PANEL REPORT Report prepared by: Rebecca Pollard, Competitions and Events Officer The following Netball NSW members were appointed to the 2012 Grading Panel by the Netball NSW Board of Directors: Lynn Quinn OAM, Carol Baiton, Lyn Bonnett. Due to unavailability on a number of dates the Grading Panel was scheduled to meet, Carol Baiton withdrew from the Grading Panel following her appointment. 18 HALL OF FAME PANEL At the 2012 Netball NSW State Dinner, two new inductees were inducted into the Netball NSW Hall of Fame: Edna Ross (nee Medcalf) and Karan Smith (nee Bulloch). Wendy Archer AM Convenor HISTORICAL AND ARCHIVE PANEL This year there have been no formal meetings due in the main part to the continued ill health of the Convenor. However during the year many inquiries have been answered by where possible and with the help of the staff. The Archives now contain four cupboards of Series of information stored in various forms as well as several storage boxes of uniforms, trophies and photo albums of many different occasions. These are currently held in Netball NSW s storage facility. Once the Centre of Excellence is operating we envisage that there will be much better access to the Association s archives through dynamic and static displays that will show our history to all who visit the Centre. 19 COACHES ADVISORY PANEL 2012 Coach Advisory Panel (CAP): Convenor: Nicole Horton Committee: Di Brown Sue Hawkins Maria Lynch Jenny Webster Convened: 20 th April & 5 th October The CAP reviewed the flow/progression of the coach development pathway from Net Set Go! to High Performance identifying areas for enhancement and continued discussion. Feedback was sort regarding the education pathway and programs and courses. The feedback from the group was used to further develop the Coach Education plan for Many successful regional and metropolitan workshops; courses; programs; tours and visits were conducted throughout the year. Plan and created Programs for all Umpire camps including Convenors Camp Implemented and supported the SLIP program Implemented and supported the Academy Challenge Program including umpire allocations for this event Implemented and support program for NIB Academy Challenge Program including umpire allocations Assists Netball NSW with the allocations each day at State Age and State Championships Assisted with the allocation of umpires for State League Divisions 1 8 Provide programs for equal opportunities for all umpires including programs for NetEd Regional visits Ensure the badging of umpires at all times complies with the AANA National Umpire Development Framework Assist with the implementation of umpiring programs and initiatives to increase participation in umpiring at all levels Assist with the provision of umpiring courses for all levels of umpires Page 20 of 25

The RRP met on the following dates: Rules Review Panel Meeting Meeting held: 18 July 2012, Anne Clark Centre Attendees: Lynn Quinn OAM (Chair), Grant Corderoy, Debra Hanson, Mary-Jane Hauser, Jennie Thompson, Carolyn Campbell (CEO), Gail Eckert (Operations Manager), Heidi Helmood (Operations Coordinator) Activities: The RRP members were welcomed by Netball NSW CEO Carolyn Campbell and, as this was the first time a RRP had been appointed, the RRP was given a brief of their role and what they were tasked with achieving. Following this initial meeting, and as a means of establishing a base starting point, each Panel member reviewed the Netball NSW competition rules independently and forwarded their proposed changes to Netball NSW for collation into one document. Rules Review Panel Meeting Meeting held: 31 July 2012, Anne Clark Centre Attendees: Lynn Quinn OAM (Chair), Grant Corderoy, Debra Hanson, Mary-Jane Hauser, Jennie Thompson, Rebecca Pollard (Competitions and Events Officer), Heidi Helmood (Operations Coordinator) Activities: Using the Netball NSW Policy and Procedures and Rules for Championships and Competitions ('the rules document') updated with the collation of the RRP's proposed changes as the basis for discussion, the RRP commenced reviewing the rules document clause by clause. The agreed changes were complied by the Competitions and Events Officer and forwarded to the RRP for review prior to the next scheduled meeting. Rules Review Panel Meeting Meeting held: 23 August 2012, Anne Clark Centre Attendees: Lynn Quinn OAM (Chair), Grant Corderoy, Debra Hanson, Mary-Jane Hauser, Jennie Thompson, Rebecca Pollard (Competitions and Events Officer) Activities: Further review and discussion of the rules document was undertaken, with final changes to the rules to be put forward by the RRP for discussion at the Rules Review Forum being agreed upon at this meeting. Rules Review submissions that had been called for from Associations and members were also reviewed by the RRP ahead of the Rules Review Forum. Agreed changes to the rules document were compiled by the Competitions and Events Officer and forwarded to the RRP for their approval before the Page 21 of 25

22 document was uploaded to the Netball NSW website for the information of Associations prior to the Rules Review Forum. Rules Review Forum Meeting held: 29 August 2012, DOOLEYS Lidcombe Catholic Club The 2012 Rules Review Forum was conducted by the RRP, led by Chair Lynn Quinn OAM. Notes and feedback was recorded by the Competitions and Events Officer for the information of the RRP and all Associations and Netball NSW members. The agreed changes were complied by the Competitions and Events Officer and forwarded to the RRP for review prior to the rules document being made available to the Netball NSW Board of Directors for review. The RRP was invited to attend a Netball NSW Board meeting to speak to the proposed rule changes and answer any queries from Directors. As a result of this consultation some further review and changes to the rules document was undertaken by the RRP via circular resolution. The final rules document, encompassing all changes proposed by the RRP was distributed in the November Council Meeting papers. All proposed change to the rules document for 2013 were voted on at the November Council Meeting. The work of the Panel required the RRP to spend many hours meeting at the Anne Clark Centre, and many more countless hours reviewing rules changes and documentation in between meetings. The RRP members demonstrated their passion for, and commitment to our sport in NSW through their robust debate and discussion and their desire to ensure the rules review process was considered and thorough at all times. 23 DELEGATE S REPORT NSW SPORTS FEDERATION As Netball NSW delegate to the NSW Sports Federation I attended the AGM and a Forum preceding it on Wednesday 24 October Nikki Horton from Netball NSW Office, and Carolyn Campbell were also in attendance. The Forum had 3 speakers: Carolyn Watts - Director, Integrity in Sport Australian Sports Commission (spoke on Play by the Rules program and MPIO training update) Julie Stafford Education Manager, NSW Sports Federation (spoke on Education Programs offered Key initiatives) Amanda Spalding Director of Corporate and Community; Rockdale City Council and Director of Womensport & Recreation NSW (spoke on long term planning for Local Government facilities and implications for Sporting Organisations). The AGM commenced just after 4pm with the Annual Report and Financials presented to the meeting. Motions to adopt a new Constitution were moved and accepted. Election for 4 places on Board was held with 5 nominees. Successful candidates were: Carolyn Campbell [netball], Aaron Bloomfield [gymnastics], Michelle Hanley [football] and Joseph La Posta [AFL]. Phillip Daly [Triathlon] stood but was unsuccessful. Auditors for ensuing year were appointed: Pitcher Partners. CEO Ross Turner addressed the meeting on the Strategic Review Report conducted by Nous Group. After close of AGM there was a short general meeting, where the main concern was on the cost of the awards dinner. Ross Turner advised that this year s dinner was a set price but he is looking at sponsorship to reduce the cost in the future. Carol Murphy Netball NSW Delegate Page 23 of 25

24 DELEGATE S REPORT - AUSTRALIAN COMMONWEALTH GAMES ASSOCIATION, NSW DIVISION The AGM was held Wednesday, 19 th September Minutes of the previous AGM were accepted. Presidents, CEO s and Financial reports were presented and accepted. The election of new Constituted Bodies and /or Recognised Bodies was held with Basketball joining the membership. A SPECIAL RESOLUTION Amendment to the Constitution was put forward : a. PATRON/S The Division at its Annual General Meeting following a Commonwealth Games, may appoint on the recommendation of the Executive a Patron and such number of Patrons as it considers necessary, subject to acceptance by that person or persons. The above Special Resolution (a) was amended to read "the Patron will be the Premier of NSW. Premier Barry O Farrell has since accepted this appointment.
