Archer (President) clause refers to player status and ability for a team to retain status if original players extensively changed o Sutherland does this mean that a player of a lower standard cannot be registered in team? o L. Quinn (Director Championships & Competitions) Committee is bound by Council rules: clause 7 and Clause 13. 15 New South Wales Netball Association Board of Directors Report to August Council Meeting 2009 ANNUAL GENERAL MEETING FOLLOW UP At the Council meeting held on 12 May 2009, Newcastle Netball Association provided information to Council in support of a motion they subsequently moved as follows: Extract from Minutes of meeting 8. Reports - Board of Directors Report Newcastle statement for inclusion in minutes o W. Archer (President) need confirmation from office regarding the date of affiliation and membership fees receipt o Newcastle - restate that as fees and affiliation papers were received on time they should have been entitled to vote at AGM. MOVED Newcastle seconded Eastwood Ryde that the following statement be minuted Newcastle Netball Association had paid its affiliation fee and had forwarded its application for membership form to NNSW by the specified date January 1 st and its delegates were entitled to vote and participate in the AGM according to the current constitution. The association delegates were denied their constitutional right MOTION PUT CARRIED As stated by the President, confirmation of the information provided by Newcastle regarding the date of receipt of their NNSW Affiliation Form and fee has now been provided from the Office as follows: The Newcastle Affiliation Form was received in the Office on 25 March 2009, signed by the Association Secretary A. Shutt, dated As the March Council meeting was held on Saturday 7 March, the information provided by Newcastle to the May Council meeting is incorrect and in this regard, has misled Council, perhaps resulting in a motion being passed based on this incorrect information. The above information is included in the Board of Directors report to the August Council meeting to ensure Council has full and accurate information regarding the decision made and voting on the Newcastle motion see attached copy of affiliation form submitted by Newcastle Netball Association ANZ CHAMPIONSHIPS The 2009 competition has come and gone with the Melbourne Vixens taking out the premiership defeating the Adelaide Thunderbirds. Whilst not being our most successful year, there were many off court highlights for the team and some real soul searching about the on-court performance, where we are headed and how we will get back in the winners circle. Page 15

The appointment process for the Head Coach position is now under way and once completed, will be followed by appointment of the support positions. We are looking forward to a great 2010 and hope all members will continue to support our great team, the NSW Swifts CONSTITUTION FORUM The Constitution Forum was held on Wednesday 15 July 2009 with over 15 District Association s represented. After presenting the Board s preferred Board structure moving forward, questions were taken and from this, the Board will continue to move forward with its considerations taking into its considerations the feedback from the attendees. It is intended that a final paper outlining the Board structure moving forward will be distributed in November 2009 allowing for the paper to be presented and discussed at all regional and zone meetings during 2010 with final motions being put to our November 2010 meeting for Council s formal consideration. RULES FORUM To be held on Monday 3 August and again feedback from all attendees will form part of the Board s final deliberations moving forward to a presentation of the new rules at the November 2009 Council meeting STATE AND STATE AGE CHAMPIONSHIPS 2009 Once again our host Associations and all our attending Associations have shown what a fantastic sport we really are a part of. 18 REPORTS TO AUGUST COUNCIL MEETING APPOINTMENTS PANEL W. ARCHER (PRESIDENT) CONVENOR The ANL appointments process was completed on the 28 th May 2009 with the following appointments being made: NSW Waratahs NSW Blues Head Coach: Robert Wright Head Coach: Tracey Robinson Assistant Coach: Jenny O Keeffe Assistant Coach: Anita Keelan Manager: Michele Murphy Manager: Maureen Stephenson Physio: David Hillard Physio: Paula Peralta The process was very robust and thorough; it was very pleasing to have the difficult job of appointing personnel because the number of applicants and the quality of applicants for all positions has continued to raise the benchmark. I would take this opportunity to thank Lenore Blades, Julie Fitzgerald, Jan Troy and Roz Fraser for their contributions to the appointment process. CHAMPIONSHIPS & COMPETITION COMMITTEE L. QUINN CONVENOR NIL REPORT FINANCE COMMITTEE J. HAHN CONVENOR At the end of June 2009 we have approx 83,000 registered members on the NMAS data base. Associations are being invoiced for membership fees as details of your members are entered on the system. I would request that Associations that have not provided the office with member details please do so as soon as possible. The 2010 budget process has commenced. The budget preparation time table has been distributed to the Board and staff management. As part of the Budget process the Finance Committee will be reviewing Netball NSW competition costs. The demands on the host Association and Netball NSW has increased considerably over the last couple of years, so a detailed review will be under taken. I am pleased to report that our Profit & Loss summary from January to June shows that we within the 2009 Budget amounts. SPORTS MARKETING COMMITTEE C. MURPHY CONVENOR The Committee met in May and June and discussed the following items moving forward: Suggestion: The committee would like to revisit the idea of obtaining a sponsor to fund a full page advertisement in a daily paper early in the calendar year which would give information of District contacts and use a recognisable player to promote involvement in the sport. Kath Tetley advised that the cost for a quarter page advertisement in a Sydney daily paper would be in the vicinity of $8,000. She suggested a suburban press campaign would be more beneficial. With the relationship netball now has with New Idea, it might be more effective to consider an advertisement/news story in this magazine which would meet a demographic closer to that which would be interested in netball. Suggestion: Netball NSW to investigate the possibility of creating a website with a catchy and memorable name, i.e. playnetball.com (or similar) which would be a name people would remember Page 18

and easily access, which would then direct interested people to their local District to enable them to obtain information about joining and playing netball. Kath Tetley advised that the domain name playnetball.com has already been taken. She suggested Committee meet to workshop other possibilities and come back to her with about 15 different choices with which she would do product testing with a focus group to see which name we should move forward with. This site would redirect people to pages within the Netball NSW website. Once we had decided on a domain name and had it approved, it would only take about 4 weeks to get it up and running. It was suggested that the front page of this website include a section to enter name and details for the possibility of winning a prize, which would give NNSW information on the type of people who were searching the web for netball related sites. Kath Tetley advised that this could become a road block and would prefer this website to just redirect interested people to the information they are searching. Committee members wanted to ensure that this website would be a useful tool in attracting young players as well as players looking to reconnect with netball. Committee were strongly of the opinion that whatever look the new website takes, it be applicable to all members of NSW, both country and metropolitan. Suggestion: Netball NSW to investigate the costing and feasibility of providing each member District with a banner which would have perhaps a waratah and the website mentioned above on it, with something easy like interested? after the website address. These banners would be hung by each District in a well populated area easy visible to passers-by. We would have to establish if Local Council permission is needed for these banners, and the establishment of the website is a prerequisite. Committee advised that the cost of a vinyl banner would be approximately $250 each, but could be cheaper with increased numbers. Committee suggested that this banner could be followed up with a visit to Districts by Board or Committee, to encourage and inform Districts. To save on postage costs, District Delegates could be given the banner at the November Council meeting with an address to Delegates on suggestions of how to utilise this to assist in increasing membership in their District and guidelines such as placement and gaining Council support or permission. It was also suggested that if we go ahead with this banner, Districts should be approached to gauge their interest, as it would be better to only provide banners to Districts who want to be pro-active in promoting netball in their community. Suggestion: Netball NSW to investigate the possibility of creating an electronic banner which could be used on websites such as hotmail or myspace etc. This would be a simple message similar to the proposed wording for the vinyl banner mentioned above. Costs for this would have to be assessed and the Board would have to approve which sites they felt were suitable. This is achievable and can be budgeted for within the Sports Marketing budget. The decision on the website has to be made before we can move forward with this as the electronic banner would just be directing people to the new website. Suggestion: An electronic generic pro-forma be created which could be ed to Districts to which they could then add their local information and contact details, and Districts could then forward this to schools and other interested groups in their area to try to attract more players and members. This was envisaged to be a NNSW form with space for Districts to enter their own contact information, which could then be sent by Districts to locals schools and community groups who would then distribute information by newsletter or posters. Kath Tetley advised that a similar form is used at school visits. None of the Committee members were aware of this as Districts would not have had access to this previously. Committee were happy to see this form and decide if it covered the same Page 19

information we had suggested, and if so, the Committee were happy to use this form and distribute to Districts. Kath Tetley is to provide template. A question was asked if Districts (especially country) could be encouraged to have District Association registration days. Swifts players could make appearances, and Districts could have other promotional experiences on the day. Players could come to the District and then be directed to the Club of their choice. Suggestion: Questionnaire to be formulated with the assistance of Kath Tetley, Marketing and Communications Manager, to send to Districts asking for their input in what they need from Netball NSW in relation to marketing and volunteer training and retention. Discussion was held on how you would encourage Districts to complete questionnaire, and the Committee thought that each District who replied to the questionnaire could go in to a draw for a prize such as 4 x tickets to a NSW Swifts game, or a NSW Swifts signed ball. In the questionnaire it was suggested asking topics similar, but not limited to: What Districts thought was their most successful marketing strategy What has been used successfully to access the print media Do Districts get enough information about NSW Swifts games and Netball NSW events, and if not, is there a better way to communicate with them Does Netball NSW provide enough training in relation to administration, coaching and umpiring Do Districts have a volunteer training program Would Districts like Netball NSW to offer a volunteer training program, and if so, what aspects would Districts like information on. The Committee would like Districts to be given a chance to give general comments and state needs. Once we receive answers to this questionnaire we could create an A4 sized folded brochure with combined information and send this out to all Districts. The Committee would like to see someone like Sharon Kelly be used when encouraging volunteer participation. The need for volunteers to be highly recognised is accepted and encouraged. The Committee also suggested approaching someone like Amanda Lulham for tips on getting netball in to local papers, and an interview with someone like Sharon Kelly on what it is like being an outstanding volunteer. These would then be included in the brochure. Committee felt that this questionnaire be directed to Clubs as well as Districts. Carolyn Campbell (General Manager) is looking at doing some type of questionnaire in the future, and the Sports Marketing questionnaire could be incorporated into this and be a separate section. If the NNSW questionnaire is to be long-term, Committee would prefer to move forward with our questionnaire to try to have it happen in It was suggested that we send something out at State Championships in relation to a questionnaire, but it was decided that as State Age is only 3 weeks away, it is better to take a little longer time and ensure we do it properly. Other items: It was suggested that Netball NSW look at using the membership numbers of each member and creating a Netball NSW membership card which could be used in relation to sponsorships. If NNSW could create relationships with businesses or corporations, then members could get discounts or advantage by producing their membership card. This suggestion to be taken on board and further information sought. Districts to be encouraged to use Netball NSW logo in their local advertising, and when we have the domain name of new website and it is operational, then Districts be encouraged to include this in their local advertising. That we should follow up on the questionnaire, and decided best timing for this. Page 20

TECHNICAL SERVICES STRATEGIC PANEL R. HAVRLANT CONVENOR Umpiring & Coaching Programs Netball NSW will conduct a similar event to last year at ACC that involved the Metro teams and Academies were invited to attend. The SIS/SAS Challenge was another opportunity to accommodate umpires. Coaching Mentoring for new coaches is an item for further consideration. Perhaps the use of the word Buddy rather than mentor for new coaches as it would not appear to be as daunting for the new coach. Coaches advancing to the Intermediate Level was an area of concern. Considering the amount of coaches who had been sitting on their Development level (old Level 1) for a number of years that for this first year the response has been fairly positive. When we look at the increase of participation in the Foundation Course in its second year, it is likely that this trend will also continue with the other courses. Dissemination of information on how to update will be looked at this year, notifying all coaches once a year informing them of how to update and what is on etc. would assist in this process and actually giving the Associations information to be distributed to their clubs would be another way of ensuring the information was received. It was identified that things are not working as well in the Metropolitan areas in regards to accessing programs and this will need to be addressed. Netball NSW Conference The 2010 Conference planning is under way and the desire to put as much into this event as can be managed. Topics may include Coaching Issues as a topic with a panel for questions, also Game sense, communication, Development of Athletes. Page 21

Special Schools Strategy Netball Australia has developed a Special Schools Strategy to assist and support Member Organisations to create links between local community Special Schools/groups and local Netball Clubs and Associations. As part of the strategy, each state is required to conduct activities at a minimum of two Special Schools and a maximum of five. It is also a requirement that the schools/groups participating are located near an Association that is conducting a San Remo NetSetGO! program (This ensures an inclusive pathway of opportunity for participants). Umpiring Level 1 Courses Lorraine Lea Linen recently offered, as a part of supporting the national umpire accreditation program (LLL umpire development program, a free shirt to those umpires who received a badge in 2008 in recognition of their achievement. This was a limited offer. To prevent any confusion the LLL shirts are to be worn only when there is no local, regional or state sponsor of the event at which you are umpiring. The local, regional, state umpires sponsor obviously takes precedent. Check with the umpire coordinator of the event or competition. 13 June: Penrith Lyndahl Riley and Gabrielle Hancock presented the Level 1 Accreditation course in Penrith to 44 participants. 14 June: Dubbo Michelle Ensor presented the Level 1 Accreditation course in Dubbo to 20 participants. 19 June: Moree Jan Simpson presented the Level 1 Accreditation course in Moree to 26 participants. Jan also utilised her time in Moree to coach umpires on Moree s local games on Saturday. 21 June: Southern Highlands Alan Melville and Tara Warner presented the Level 1 Accreditation course in Southern Highlands to 33 participants 3 July: Gunnedah Teena Sutcliffe presented the Level 1 Accreditation course in Gunnedah to 20 participants. 4 July: Westlake s Karen Smith presented the Level 1 Accreditation course in Westlake s to 25 participants. Regional Development Visits Cootamundra 13 th and 14 th June Cootamundra State Age under 13 s Team For this team the opportunity to receive a visit from Netball NSW Game Development Manager Roz Fraser and Umpire Development Officer Jan Simpson as part of the Regional Development Visits was Page 28

an opportunity to pick their brains about what to expect at State Age as well as receive some helpful tips relating to umpiring. Such was the excitement of some of the girls at the end of the visit that they raced home to complete the online Section One Theory Exam with one of the players receiving a mark of 80%. One of the pleasing aspects of the visit was hearing the team talk about their expectations at the State Age Championships to have fun, create new friendships and lasting memories. This is definitely what the 2009 State Age Championships are all about. Parkes 13 th and 14 th June Saturday 13 th June 2009 The Development Visit began with a Rules Discussion for the Parkes Representative Teams. 14 players and 3 coaches / managers / parents were in attendance. The purpose of the discussion was to assist the players in preparation for State Age. Topic discussed included: stoppages, injury, blood, obstruction, setting penalties, player responsibilities and the centre pass. Those in attendance gained valuable information which will no doubt assist them at State Age. Following the Rules Discussion a Level 1 was conducted. There were 24 people in attendance. Many of them were the players who had just sat through the hour and a half Rules Discussion. It was pleasing to see that the players valued the rules and were keen to become better players by improving their understanding of the rules. Sunday 14 th June 2009 Sunday involved the coaching of umpires at the Parkes Carnival. The weather was unpleasant to say the least making the task of coaching the umpires a little more challenging. 20 umpires received coaching throughout the day. Their ability ranged from unbadged to National C Badges. Two umpires from Cowra and one from Mudgee have been identified as potential National C Badges. Rachel Hughes and Tara Warner Tamworth 14 th June Coached umpires on Regional Interdistrict:- - Connie McNeil (Armidale) - Katrina King (Gunnedah) - Robyn Ausling (Tamworth) - Rebecca Cook (Tamworth) - Danny Dobbon (Tamworth) - Fran Dunn (Gunnedah) - Rosemary Thomson (Gunnedah) - Laura Cambridge (Armidale) - Alex Shieles (Moree) Page 29

Tumut 20 th June 5 possible National C s and 1 definite were identified. We also identified 2 possible National B s. All 8 umpires need to either sit exams or attend level 1 s and Keryn has organized these to go ahead. Tumut executive were very hospitable and were very happy with the outcome of the day. Lower Clarence 28 th June Sunday Morning: - Presentation on What to expect for State Age Championships in highlighting fitness, nutrition, preparation for the 3 day event & Protocols and Procedures for injury/illness during a game. Inverell 5 th July Kate Thornborough presented a Level 1 umpires course and practical coaching on local games Congratulations Congratulations to Shantelle Rennie of Penrith and Emma Davey of Eastwood Ryde both girls obtained their National A badge. Three of Netball NSW Umpires have been invited and have accepted to officiate at School girls in ACT in July, Sarah Sandstrom of St George, Tara Warner of Fairfield and Rebecca McKinnon of Kuringai. We wish these girls all the best. Helen George and Clare McCabe have accepted and will be attending World Youth held in the Cook Islands this year. Page 30

State Age 2009 Big thank you to the Umpires Committee and the co opted members Leanne McMannus and Kate Thornborough for all their hard work over three different venues with the umpire s allocations. Thank you also to Blacktown, Liverpool and Penrith executive members for welcoming the UOP and making their job a little easier. On Line Section 1 Theory Exam Results Netball NSW received a thank you from Jamie Parsons of Netball Australia. Thank you for your support and involvement with the launch of the Online Umpire Exam. The feedback we have received from users, Associations and umpires has been overwhelmingly positive. The number of people registering so far has exceeded expectations and the site is proving to be a great resource for our sport. The total number of people who have completed the exam Australia wide is 5,731 and the number of people from NSW is 2,318. I am very pleased that Netball NSW has welcomed this on line resource as the numbers prove above. We will continue to support the online exam. Netball NSW will receive a spread sheet of all NSW participants pass/fail that have sat the exam quarterly. The spread sheet will be for our records all, results are automatically recorded on NMAS. ANL training sessions Northern Territory and the NSW ANL teams had games over the weekend of July at the Anne Clark Centre; we provided umpires for Friday evening and two games on Saturday, unfortunately due to State Age, ANZ finals we couldn t provide umpires for the Sunday session. Thank you to Helen George, Clare McCabe, Leanne Mostek, Grant Mitchell, Peta Quinn, and Lauren Bonfield for supporting our ANL teams. Netball Australia Sport Development Meeting 25 June 2009 Melbourne This meeting as always is very much worth the day trip to Melbourne, it keeps all MO s informed of all new tends introduced to all States. The day started with Stephen Tighe, Consumer foresight specialist and Director of Chasing Sunrise. He was very interesting discussing strategic planning and ways to improve business; it was very beneficial to our sport. Umpiring staff from all States then meet with Ann Marie Phippard and Chris Burton to discuss various umpire programs and ways that Netball Australia can help assist each State. Netball NSW are doing well with the umpires programs and we are maintaining strength with the pools of TID umpires into the National program. NIB The Netball NSW Umpire Operation has selected 3 umpires to umpire at the NIB games to support the Metropolitan teams entered into this competition on the 22, 23 & 24, July This competition will be all indoors at Maitland Federation Centre, 10 Bent Street Maitland.
