1 The 125th Itasca County Fair August 16-20, 2017 The Itasca County Fair Directors invite you to the 125th Itasca County Fair. We hope that you visit the fair this year and bring your friends to what promises to be another great fair. There are many reasons to have a fair, from the great foods to the carnival rides and games, from the grandstand shows to the special entertainment. However, the directors still feel the biggest reason is the opportunity for you to exhibit in the over 2,000 classes listed in this book. You can be part of the expected $20,000 to be given away in premium money along with the ribbons. All Exhibitors must use on-line entry available by July 15th. Go to go to fair entry tab and then click on the online registration link, be sure to SUBMIT entries from the viewing screen. You may also download and preview the Premium Book Rules and Regulations on that web page. We require advance entry for all exhibits. Advance entry allows us to have the exhibit tags and forms ready for you when you get to the fair. Please pay close attention to the entry times for each division. To enter in the 4-H department, you must contact the 4-H office. The Itasca County Fair continues to be a gathering place for county residents to visit and have fun. With your help and support we will continue this fine tradition. As always, we welcome your suggestions and concerns regarding your fairgrounds and your county fair. The Annual Meeting is held on the first Wednesday of November and to vote at the annual meeting, memberships must be purchased by September 30, of the current year. 2

3 ITASCA COUNTY FAIR GENERAL RULES AND REGULATIONS 1. Posting signs, of any nature, is prohibited on the Fairgrounds at all times. Passing out handbills or dodgers ONLY from space rented at the Annual Fair will be permitted. 2. Selling of chances, selling tickets, buttons, etc., for any event, or soliciting for any purpose on the fairgrounds must be approved in writing 60 days prior to the annual fair. All proceeds are to be returned to the Itasca County Agricultural Association for the betterment of the fairgrounds. 3. No horse trailer or camper shall be parked anywhere on the Fairgrounds until arrangements have been made with the Caretaker and the parking fee is paid. 4. To provide a well-balanced Midway during the Annual Fair, the Fair Management will book a limited number of rides, shows and concessions of various natures. Full information can be secured from the Secretary. 5. Sale of obscene literature, pictures or articles is strictly forbidden. 6. Each owner is personally responsible for proper maintenance and operation of each concession and for business like removal from Fairgrounds after close of the Fair. All mechanical rides must be covered with liability insurance and evidence of such coverage shown to Fair Management when so requested. All electrical ground cable is to be buried at least three inches. Any show operating an after show or annex shall pay percentage, on admission thereto same as at main entrance. Any show offering articles for sale shall confine its selling activities within its tents or other enclosure. 7. All concession stands are to be kept clean and neat at all times. 8. All refreshment and eat stands must comply with all state regulations relative to serving food and drink. 9. Refuse from each stand must be placed in container. 10. Persons working at concession stands are to be neat, clean and courteous at all times. 11. No person shall have in his possession or bring into the Itasca County Fairgrounds any intoxicating liquor. 12. No person shall consume or have possession of any alcoholic beverage except at the properly licensed stand authorized by the Itasca County Fair Board. RULES OF ENTRY 1. The books of entry of the Annual Fair shall be in charge of the Secretary of the Association and shall be open to the residents of the State of Minnesota. 2. Premium Book and Entries are on-line. Follow on-line instructions. Visit www. itascacountyfair.org for information under the Fair tab. ALL ENTRIES CLOSE AUGUST 1st. 3. Entries shall be liable to special conditions imposed by the Board of Directors, such as fees, prizes, time named to be on the grounds. Exhibitors violating such rules may be barred from receiving any benefits by an order from the board. 4. For Sale signs on any livestock exhibit will not be allowed. 5. Entries for premiums in the individual lots of grain, field seeds, fruits and forage cannot appear as parts of collections. 6. Grain, vegetables, fruit, dairy products and domestic manufacturers must have been raised or made by the exhibitors thereof during the past year. 7. The selling or giving of milk from dairy cattle or goats is strictly prohibited. EXHIBITS 1. Every article or animal must correspond in number and description with the premium list, and be in its proper lot classification to quality for premiums. Advanced registration required no later than August 1st. 2. No article or animal will be assigned a place on the grounds until entry has been made. 3. No collections shall be allowed space which is not neatly arranged and fully labeled. A duplication of varieties in any collection shall debar the collection from prize money. 4. All articles and animals entered are to remain on exhibit until 5:00 p.m. on the last day of the fair. 5. Commercial exhibitors are required to retain their exhibit until 4:00 p.m. the closing day of fair. 6. The Itasca County Fair Board reserves the right at any time to refuse entries or prohibit the exhibition or animals or articles entered. NOTE - The Itasca County Agricultural Association will take every precaution in its power for the reservation of articles and stock on exhibition, but cannot be held responsible for any loss or damage that may occur in the delivery, exhibition, or removal thereof. AWARDS 1. The superintendent of the division or some other person appointed shall assist as clerk and shall keep a record of the awards made. This record when completed shall be signed by the clerk and returned to the secretary. 2. The awards on entries shall be designated by ribbons or cards, as follows: First premium, blue; second, red; third, white; sweepstakes, purple. 3. All awards shall be made by comparison of the individual merits of the entries. 4. Any interferences by exhibitors to influence or dictate decisions of the judges will be sufficient cause for excluding his or her entry from competition, and should be reported to the secretary through the superintendent of the division. 5. An exhibitor may protest to the superintendent of the division at the time of the award, who may then require the judges to give reasons for such placing. 6. No superintendent shall award any discretionary premiums. Whenever articles of superior merit are exhibited for which no premiums have been offered, the superintendent may enter the same as commended in the book of awards so that the secretary may report the same to the board for future action. 7. Premiums will not be awarded on articles or animals of inferior merit, regardless of the number in competition for a premium. The judges may award no premium, second, or first premium as merit may warrant stating the reason in writing when requested. PAYMENT OF PREMIUMS Premium checks will be available on Sunday after 5 p.m. They will be distributed at their respective exhibit building by the superintendent of the building. CHILDREN S BARNYARD Will be supervised by the 4-H. If you have some animals that will make an interesting exhibit in the barnyard and would like to exhibit them contact the 4-H office. DEPARTMENT 1 - HORSES Exhibitors must abide by Superintendent s Judgement and rules set down by the Fair Board. NEG. - COGGINS TEST REQUIRED MUST SHOW CERT. TO VET AT CHECK IN ADVANCED ENTRIES REQUIRED Advanced entry deadline is August 1. Stall reservation requests from ALL exhibitors can be sent any time after June 30th. Stalls will be assigned based on postmark, and as follows: July 1st-15th: Itasca County residents only July 15th-August 1st: Itasca County and all others All stalls must be filled before any exhibitor will be permitted to show out of their trailer. All horses being stalled must be in stalls by 5:30 p.m. Thursday and kept stabled until 5:00 p.m.sunday, the last day of the fair. Premium monies and stalling for the following year will be forfeited if exhibitor leaves early. All exhibitors whose horse has been issued a stall must enter and exhibit at least one class on Friday or Saturday. Riding is permitted only in the arena and exercise areas, and only by exhibitors. A proper Dress Code is required. BOOTS (WITH A HEEL) ARE REQUIRED IN THE SHOW RING AND EXERCISE RING. NO EXCEPTIONS!! (NO SHORTS OR BARE FEET WILL BE ALLOWED AT 3 ANY TIME!) NO HORSES IN THE RIDING ARENA AFTER 8:00 p.m. Racing and reckless riding will not be tolerated at any time. Major stall cleaning must be completed by 10:00 a.m. Barns close at 10:00 p.m. each night. NO EXCEPTIONS. Gaming warm-ups permitted only in designated area at the posted times. In a class where a change of equipment is required, a time of five (5) minutes will be allowed. ABSOLUTELY NO SMOKING IN THE LIVESTOCK BARNS. All horse exhibitors must keep their stalls and alleys clean at all times. Chairs may be in the alleyway only when in use. Weanlings, Yearlings and Stallions may be brought in on the day of show and taken home after showing. Teams may be made up of animals owned by more than one person, or farm, and may be entered in the name of either of the owners. CLASSES ARE NOT TO BE CONSIDERED QUALIFYING CLASSES FOR THE W.S.C.A. CHAMPIONSHIP SHOW. All exhibitors are to be attired in suitable Western, English, or Dress Attire. Exhibitors will be allowed to show horses according to their breed specifications. Stallions must be exhibited with a Stallion Bridle (chain under jaw), or a halter with chain. Exhibitor must be 18 or older to show a stallion 1 year or older. All registered horses must have papers available for inspection. Horses up to age 4 must submit a copy of the registration with their entry.

4 All livestock trailers that are left during the Fair will be parked in the West lot by attendant. Camping trailers and motor homes may not be left on the Fairgrounds before WEDNESDAY of the Fair week. They will be parked by attendant and charged $10.00 or $15.00 with electric, per day. Violators vehicles will be towed at owner s expense. The Fair Board will not be liable for any livestock left on the grounds before THURSDAY, the first day that grounds security will be provided. Rules will be strictly enforced by members of the Fair Board. Ribbons to six (6) places. VET CHECK REQUIREMENTS: ALL HORSES ARE REQUIRED TO BE VET-CHECKED. THERE IS NO VET FEE. Fair veterinarian will examine cattle before they are unloaded from trailer. 2. Cattle must be free of infectious diseases and ringworm and warts. CATTLE (not originating from Minnesota) Animals must meet the Minnesota Importation requirements in addition to the requirements outlined in this summary. Health certificates must list the Minnesota Exhibition as consignee and will be accepted if examination and tests are conducted within 90 days prior to the exhibition except swine pseudorabies tests which must be made within 30 days. CATTLE RULES: 1. Assignment of stalls and pens will be made by the Superintendent. 2. Any late arrivals or early cuts must be declared by the Superintendent. In case of early outs, premiums money will be forfeited if exhibitors leave early. 3. Any breed not having entries two years in succession will not have classes listed in the entry book. They will be allowed to show in any other breeds in later years. 4. Any animals deemed unmanageable and possible threat to the safety of other exhibitors and the public will not be allowed to remain at the exhibit. 5. All bulls over one year of age must be neck-tied by a suitable chain while in the barn. 6. All bulls over one year of age must be handled by a nose restraint while outside of the stall area. 7. All cattle must be checked by the vet on day of entry H animals will be allowed to and are encouraged to be entered into open class divisions regardless of how they placed in the 4-H division.
